The Israel-Hezbollah Channel - 0 views

  • Israel and Lebanon have a long history of tension: officially, they have been at war without interruption since 1948, and they have not agreed on an officially demarcated border—nor, after several wars, have they formally agreed to a cease-fire. Nevertheless, a strange forum for conflict management has grown up between them. Since 2006, when UNIFIL was reauthorized by UN Security Council Resolution (UNSCR) 1701, peacekeepers have presided over more than one hundred tripartite meetings, which bring together officers from Israel, Lebanon, and UNIFIL to manage disputes and technical issues along the Blue Line.5 The primary belligerents along the border are Hezbollah and the Israeli military, but the Lebanese military serves as Hezbollah’s interlocutors in what has become known as the Tripartite Process.
  • In a region rife with standing conflicts between belligerents who have little or no direct channels of communication, UNIFIL provides a rare example of conflict management in an extremely unstable and opaque environment.   • UNIFIL makes a precarious model for conflict management. Despite its successes, both Israel and Hezbollah routinely attack UNIFIL’s legitimacy in public. The population of southern Lebanon expresses widespread skepticism about the peacekeeping mission’s intentions and loyalties, despite the benefits they reap from UNIFIL, which not only reduces conflict but serves as the area’s largest employer.11 Many residents of southern Lebanon and supporters of Hezbollah believe that UNIFIL serves Israeli and American interests and is unlikely to act to protect civilians during future conflicts
  • The original UNIFIL mission deployed in 1978 with three missions: to confirm Israel’s withdrawal from southern Lebanon, to restore “international peace and security,” and to restore the authority of the government of Lebanon in the border region. None of these missions were achieved. Israel never fully withdrew, and in 1982 extended its occupation deeper into Lebanese territory. On the Lebanese side, state authority no longer existed, as the nation was riven by the 1975–90 civil war. A quisling militia eventually known as the South Lebanon Army served as an Israeli proxy.13 Hezbollah formed in 1982 in response to the Israeli occupation, and over the following decade grew into the dominant local force fighting Israel. Lebanon’s national army was reconstituted after the Taif Agreement of 1989 paved the way for an end to the country’s civil war. Even as other militias disbanded or had their fighters absorbed into the regular military, Hezbollah alone maintained an autonomous militia. Israel still occupied about one-tenth of Lebanon’s territory, along the southern border, and Hezbollah continued to lead the armed resistance. In 2000, Israel finally withdrew from most of Lebanese territory, but continued to occupy high ground on the mountain of Jabal al-Sheikh, known as Shebaa Farms, as well as the village of Ghajar, which contains critical water sources.14 Later, it also claimed some Lebanese territorial waters in an area where underwater oil and gas exploration is underway.15 Citing Israel’s continuing occupation, as well as the Israeli air force’s daily overflights of Lebanon, Hezbollah spurned calls from some of its Lebanese rivals to disarm or integrate into the national army.16 Tensions regularly flared along the border, and finally boiled over into war in July 2006.

If Israel and Lebanon (and, by extension, Hezbollah) have managed to build a rudimentary channel despite their history and the political obstacles to communication, then perhaps—using a similar approach—other belligerents in the region might also inaugurate conflict-­management channels or CBMs.

The situation is further complicated by the lack of pressure from the village’s residents, who appear content to operate as part of Israel. Israel has committed in principle to withdrawing from the northern portion of the village, but the details of how to do that have eluded all parties.37

  • With the Syrian war potentially entering a closing phase, from which Hezbollah and the Syrian government will emerge victorious, several analysts have refocused their attention on the latent Israel-Hezbollah conflict

Yet process does not suffice if no common policy framework can be reached on the central matters of dispute. No amount of tripartite meetings at the UNIFIL headquarters will compel the political leadership in Israel or Hezbollah to reformulate their core goals
  • The Middle East needs more UNIFILs, but it is crucial to keep in mind the limitations of a conflict-management approach if such forums are to be useful for advancing long-term security. They are no substitute for politics.

Divisions restrict Southern Transitional Council, UAE ambitions in Yemen - 0 views

  • Yemen’s Southern Transitional Council emerging as a dominant force in the south has shifted the country’s political dynamics. The faction faces opposition not just from President Abed Rabbo Mansour Hadi’s government but within the southern movement itself. The STC emerged in May 2017 and declared independence later that year, operating with its military wing the Security Belt and UAE-backed elite forces in southern governorates like Hadramawt and Shabwa. It has formed a parliament and cabinet with formal government positions and presented itself as a legitimate state actor.

It could, equally, create a reaction against it from those who feel that their particular religion is being mis represented by fundamentalists, and/or from those who object to religious infl uence on politics. The latter is certainly part of what has widened the gap between the US and Europe
  • Al-Qaeda and its like, while clearly posing a threat to the West, do not represent a plausible political alternative to it, Islamist fantasies about a new caliphate notwithstanding. The contrast with the Cold War could not be more striking. Then, the designated opponent and object of securitization was a power that represented what seemed a plausible political alternative: one could easily imagine a communist world. The post-9/11 securitization focused neither on an alternative superpower nor on an alternative ideology, but on the chaos power of embittered and alienated minori-ties, along with a handful of pariah governments, and their ability to exploit the openness, the technology, and in some places the inequality, unfairness and failed states generated by the western system of political economy

The ill-prepared occupation that followed the successful blitzkrieg against Iraq only deepened the splits, with many opponents of the war agreeing with Dana Allin’s assessment that ‘Iraq was probably the war that bin Laden wanted the United States to fi ght’,29and Wilkinson’s that it was ‘a gratuitous propaganda gift to bin Laden’.30 During the 2004 US election, even John Kerry began to argue the point that invasion of Iraq was distracting eff ort away from the GWoT.31 As the political disaster in Iraq continues to unfold, it is hard to avoid the conclusion that it was both a tactical and strategic blunder of epic proportions in relation to the problem of global terrorism represented by Al-Qaeda

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

In its attacks on settlers on two consecutive nights in different parts of the West Bank, Hamas demonstrated its reach despite a three-year, US-backed PA military campaign and exposed the fallacy of the PA’s claims to have established security control in the West Bank. “It’s not muqawama (resistance) against Israel,” says ‘Adnan Dumayri, a Fatah Revolutionary Council member and PA security force general. “It’s muqawama against Abbas.”  It also enabled the Islamists to catch seeping popular disaffection across the political spectrum toward a process of negotiations that appeared to Palestinians to be leading into a blind alley of continued Israeli control. Should Abbas fail to negotiate a halt to settlement growth, Hamas in its armed attacks against settlers would emerge from its three-year political wasteland to offer Palestinians an alternative. In contrast to the international media, where the attack was roundly condemned, in Palestine the attack earned plaudits not only from Hamas’ core constituency, but also from a broad swathe of Fatah and secular activists, including some senior actors, disillusioned by 19 years of negotiations based on an ever flimsier framework. Unlike the Annapolis process or the “road map,” the twin Bush administration initiatives that the Obama administration chose to ditch, the current negotiations lack any terms of reference or agreed-upon script. Palestinians ask why Abbas agreed to meet Netanyahu given that none of the Arab targets required to turn proximity talks into direct ones were reached prior to the Obama administration’s announcement of the meeting. When American elder statesman George Mitchell presented the parties with 16 identical questions on the core issues requiring yes or no answers, Israel responded to each with a question of its own. In his August 31 press briefing before the White House meeting, Mitchell again declined to specify if Israel had agreed even to extend its (partially honored) settlement freeze past the September 26 expiration date.

For all the external hopes that Kadima leader Tzipi Livni might join the ruling coalition, the prospects for a shake-up in Israel’s political map look at least an election away. Even then, without the emergence of a new, more left-leaning religious force, possibly led by the former ultra-Orthodox leader Aryeh Deri, the nationalist coalition looks set to retain power. Fearful of upsetting his national-religious base, Netanyahu -- always alert to instances of Palestinian incitement -- shied away from condemning Rabbi Ovadia Yosef, spiritual mentor of Shas, the coalition’s fourth largest party, who on the eve of the Washington parley called on God to kill Abbas and similarly evil Palestinians. Provided he retains the confidence of his nationalist camp, domestically Netanyahu looks secure.

  • Netanyahu prefers to focus on conflict management, and not the conflict resolution that would most please the Americans. Locally, his prime concern is to ensure that neither Gaza nor the West Bank threaten Israel, and on that score, the August 31 shootings notwithstanding, Hamas’ track record in securing the territory it controls is as good as the PA’s. Though his ministers flinch at saying so, their preference for de facto over de jure arrangements (which would dispel their Greater Israel dreams) tallies more with the agenda of Hamas than that of Abbas. Only pressure from Washington has so far restrained Netanyahu from agreeing to a prisoner release that would win him kudos for recovering Cpl. Shalit, but drape Hamas with garlands for bringing home more Palestinian prisoners than has Abbas. Were it not for external factors, Netanyahu might have reasoned that economic peace stands a better chance of working in Gaza than in the West Bank. In the short term, the late summer shootouts set Israel and Hamas at loggerheads. Down the road, the interests of the rising new guard of religious nationalists in Israel and Palestine might yet converge.

Arabs Across Syria Join the Kurdish-Led Syrian Democratic Forces - MERIP - 1 views

  • Led by Kurds, the YPG evolved over time into the Syrian Democratic Forces (SDF): a multi-ethnic, multi-religious force in which all the indigenous peoples of the region are represented. Arabs, Assyrians, Armenians, Yezidis, Circassians and Turkmen have fought alongside Kurds to defend their homeland. By 2019, when the SDF had liberated all of Syrian territory from ISIS control, there were some 100,000 fighters (including SDF and Internal Security Forces) under the leadership of SDF commander-in-chief Mazlum Abdi, a Syrian Kurd and former Kurdistan Workers’ Party (PKK) cadre.[2] The majority of his rank-and-file fighters, however, were Arabs.
  • My field survey of over 300 SDF members reveals that there are three main reasons for the SDF’s success in recruiting and retaining Arabs: First, the SDF offered material incentives such as salaries and training opportunities.[3] Second, the existence of a common threat—first ISIS and now Turkey—solidified bonds between Kurds and Arabs and also prompted many to enlist. The price spikes in 1973 and 1979 triggered by boycotts by oil producers are etched in their collective consciousness, as price controls left Americans lining up for gas and European governments imposed weekend driving bans. This was more than an economic shock. The balance of power in the world economy seemed to be shifting from the developed to the developing world.
  • If a surge in fossil fuel prices rearranges the world economy, the effect also operates in reverse. For the vast majority of countries in the world, the decline in oil prices is a boon. Among emerging markets, Indonesia, Philippines, India, Argentina, Turkey, and South Africa all benefit, as imported fuel is a big part of their import bill. Cheaper energy will cushion the pain of the COVID-19 recession. But at the same time, and by the same token, plunging oil prices deliver a concentrated and devastating shock to the producers. A strict COVID-19 lockdown is containing popular protest for now, but given that the fragile government in Algiers is now bracing for budget cuts of 30 percent, do not expect that calm to last.

Like most states in the Persian Gulf, Qatar is a majority-foreigner country. There are only about 300,000 actual Qatari passport holders out of a population of nearly 3 million. Yet 10 of the 26 players on Qatar’s national soccer team are naturalized citizens. To comply with FIFA regulations, the entire team consists of Qatari citizens. But these naturalized soccer players are not quite immigrant-origin  national heroes, in the vein of Zinedine Zidane or Zlatan Ibrahimovic. These immigrant players all carry “mission passports”—documents that confer citizenship for the purposes of sports competition

  • Pakistan, whose rate of automobile ownership is 8 per 1,000 people (as compared to 765 per 1,000 in the US), has contributed almost nothing to the blanket of greenhouse gases warming the earth and the oscillating weather patterns that result. But many Pakistani observers attribute the scale of the flooding and displacement in part to a series of decisions by the Pakistani state --namely, the building of large dams at key points along the course of the Indus. Dams, of course, are the quintessential symbol of modernity in water infrastructure. Seeking to emulate the American civil engineers who made the Californian desert bloom, post-colonial states across the Middle East and Asia hurried to erect taller and taller dams to catch the water that would enable a green revolution in every river basin and churn out electricity to light every city street. Aside from the social dislocation caused by their construction, the dams’ sustainability is now greatly in doubt. For one thing, dams are subject to the law of unintended consequences. In Egypt, the dams around Aswan eliminated the annual flooding of the Nile, allowing for reliable year-round irrigation and greatly expanded agricultural productivity. But the yearly floods also had a cleansing effect; now rural areas are pocked with stagnant pools where the parasite that causes bilharzia flourishes. In Pakistan, the blockage of the Indus has led to high soil salinity and greater sedimentation upstream, robbing the delta of its richest soil, and in effect raising the riverbed and making swathes of previously dry land part of the floodplain.
