Abstract In many cases, when governments commit themselves to green policy targets, they also imply the development of 'green' industries to reach those targets. But, how do governments foster the development of such industries? This is particularly relevant because such industries are often in a very early stage of their evolution. Taking the case of organic farming, we argue that the state's ability to foster 'policy capacity' is critical to the emerging development trajectories of such industries. Focussing on the state's ability to generate policy capacity in the Danish and Australian organic food sector, this article suggests that policy capacity develops as a result of high levels of state and associative capacity and the ability to create conditions favourable for corporatist deliberation. The comparative study undertaken demonstrates that these conditions are met in the Danish case, resulting in a high level of policy capacity. By contrast, Australia suffers from a low level of policy capacity as a result of low state and associative capacity and lack of corporatist deliberation. E-mail: na_narayana@hotmail.com; narayana64@gmail.com ABSTRACT Development of groundwater irrigation (GWI) has been very impressive in India, especially after the introduction of the green revolution. The area under GWI accounts for 62% of the net irrigated area today. Though GWI provides added benefits to farmers, compared to other sources of irrigation, the continuous exploitation of groundwater of late has resulted in a drastic drop in the water table, and led to salinization and quality deterioration in different parts of the country. Since groundwater contributes overwhelmingly to agricultural growth, the unrestrained exploitation of groundwater could hamper the future growth of agriculture. GWI is controlled by many factors, which are dynamic and bound to change along with the agricultural development. Therefore, one needs to understand the factors determining groundwater development in different regions over time to understand the dynamics of groundwater use. Though many studies are available on different aspects of GWI in India, not many studies have looked at the sustainable aspects of GWI, considering the major States of India together. An attempt is made in this paper to study the development as well as the factors determining GWI over time, using state-wide data to suggest appropriate interventions to sustain the use of groundwater. The IPM-innovation development process is incomplete without the diffusion and adoption of IPM methods by the end users, and through its consequences. The book covers the underlying concepts and methodologies of the diffusion of innovation theory and program evaluation; and reviews the progress and impact of IPM programs implemented in the industrialized, the green revolution and the subsistence agricultural systems of the world. The impact of IPM is discussed with an interdisciplinary perspective by experts from entomology, plant pathology, environmental science, agronomy, anthropology, economics and extension education from North America, South America, Europe, Australia, Africa and Asia. The book provides invaluable resource material to scientists, professionals, students, program planners and farmers.

Agricultural biotechnology is typically analyzed critically by means of a political ecological focus on the science and its ecological implications - agbio science as a radical, and 'non-natural', break with 'normal' trajectories for 'new plant science'. Surprisingly, less attention has been paid to a range of key political economic issues, many of which were important in the last big food production technology 'revolution', the Green Revolution. This paper will focus on three areas of political economy. First, we discuss the corporate drivers of agricultural biotechnology, and examine whether these drivers have already set the technology so that it cannot be changed. Second, we investigate the present economics and technology of genetic modification in plants, and its possible future. Third, we examine empirical evidence for alternative visions of the technology.

With over 90 million hectares already under cultivation and 60 countries conducting research, GM is reviled by some as a vast Pandora's Box and corporate sell-out, while hailed by others as the necessary technological solution to stagnating agricultural output, ballooning populations, climate change and drought.
