FTC Website Educates Kids about Privacy and Fraud - 0 views

    "Today, the Federal Trade Commission opened new areas of a "virtual mall" with content that will help kids learn to protect their privacy, spot frauds and scams, and avoid identity theft. The FTC Web site, www.ftc.gov/YouAreHere, introduces key consumer and business concepts and helps youngsters understand their role in the marketplace. The FTC is the nation's consumer protection agency. "YouAreHere presents practical lessons about money and business in a fun and familiar setting," said David Vladeck, Director of the FTC's Bureau of Consumer Protection. "The new content takes kids behind the scenes to raise their awareness of advertising and marketing, pricing and competition, fraud and identity theft. At the FTC's online mall, visitors play games, watch short animated films, and interact with customers and store owners. They can design and print advertisements for a shoe store, investigate suspicious claims in ads and sales pitches, learn to identify the catches behind bogus modeling schemes and vacation offers, and guess the retail prices of various candies based on their supply, demand, and production costs. At the Security Plaza, visitors can build a social networking page and see the unintended consequences of posting personal information. They also get tips on how to keep their computers safe while they're online. In the arcade, visitors can play Info Defender 3 and protect Earthlings from Cyclorian invaders who would steal their identities. The game teaches the importance of protecting personal information, including Social Security numbers. For parents and teachers, the site offers detailed fact sheets with ideas for related activities. Teachers can use the site to complement lessons in consumer economics, government, social studies, language arts, and critical thinking. The National Council for Economic Education has developed a lesson plan that prominently features YouAreHere; it is available on the Parents and Teachers page. "

Web's Interactivity a Threat, Model for Cable TV - InternetNews.com - 0 views

    WASHINGTON -- For more than a year, the nation's largest cable companies have been staking their hopes to thrive in a data-driven, interactive advertising market on Canoe Ventures. Born Project Canoe, the venture aims to cull the vast troves of data that cable companies have about their customers, from subscriber demographics to the clicks of a remote control, to bring Web-like ad targeting to the television platform. Here at the Cable Show, the annual conference hosted by the National Cable and Telecommunications Association, Canoe CEO David Verklin proclaimed that his firm is ready for prime time, with its first product set to roll out in the next six weeks. "We're going to turn television into a platform," Verklin said in a panel discussion with several cable executives. Canoe's forthcoming product, called community addressable messaging, will enable an advertiser running a national TV campaign to customize it with local insertions to reach targeted demographics defined by data supplied from the cable providers. Verklin hailed it as the first application of local insertion technology to a national campaign.

Contactless Stickers for Cell Phones Move onto Payments Networks - 0 views

    (March 31, 2009) First Data Corp. announced on Tuesday it will use technology from Inside Contactless, a French chipmaker, for its Go-Tag product, a sticker that can be affixed to mobile phones to make them work like contactless-payment devices. Under the three-year agreement, Inside Contactless will supply so-called prelams, or chip-and-antenna elements, that card manufacturers can use to manufacture the stickers for First Data. Up to now, Go-Tags have been proprietary devices for use in so-called closed-loop networks involving individual merchants, but with Inside Contactless's technology the product will likely be usable by mid-year on the payWave and PayPass contactless platforms operated by Visa Inc. and MasterCard Inc., pending certification on those systems, according to industry sources. A First Data spokesperson will not comment beyond Tuesday's announcement concerning the company's arrangement with Inside Contactless to provide prelams for Go-Tags. In addition, CPI Card Group, a card manufacturer based in Littleton, Colo., last fall said it expected to ship millions of contactless stickers based on prelams from Inside Contactless (Digital Transactions News, Oct. 15, 2008). CPI's customers are financial institutions interested in using the stickers to permit contactless transactions on payWave and PayPass. CPI is a manufacturer of Go-Tags, but will not comment on any plans for that product. First Data's deal with Inside Contactless follows by one day an announcement by Blaze Mobile Inc., an Alameda, Calif.-based provider of applications for mobile devices, that it is introducing a similar sticker that will work on the PayPass platform. The product works with the Blaze Mobile Wallet, a service the 4-year-old company launched a year ago when it was known as Mobile Candy Dish Inc. (Digital Transactions News, April 10, 2008).     The authorities in Brussels fired a warning shot across the bows of online advertisers today, signalling new rules to combat surfer profiling and breaches of privacy in the interests of commercial gain. In the strongest denunciation of the conduct of online advertisers, Meglena Kuneva, the European commissioner for consumer affairs, argued that personal data has become "the oil of the internet and the new currency of the digital world". She warned that surfers' privacy rights were being abused by the amassing of personal information and its supply to advertisers who targeted individuals who were often unaware of what was happening. "From the point of view of commercial communications the world wide web is turning out to be the world wild west. This could be very damaging," Kuneva told a meeting of industry professionals and analysts in Brussels. "Consumer rights must adapt to technology, not be crushed by it. The current situation with regard to privacy, profiling, and targeting is not satisfactory." The commissioner outlined European laws regulating the protection of privacy, commercial contracts, and countering discrimination, and indicated that the regulations were failing to keep up with the pace of developments on the internet. She called on the online advertising industry to come up with a voluntary code of conduct to protect consumer and privacy rights, but clearly signalled that the EU authorities would probably have to legislate to prevent abuses. The volume of personal data collected on the internet was growing exponentially and was increasingly being used for commercial purposes by tracking surfers' browsing habits, using cookies, and making the information available for individual profiling and targeting of consumers, she said.

    A defunct payment gateway has exposed as many as 19,000 credit card numbers, including up to 60 Australian numbers. The discovery by a local IT industry worker was made by mistake and appears to be caused by a known issue with the Google search engine, in which the pages of defunct web sites containing sensitive directories remain cached and available to anyone. The cached data, viewed by iTnews, includes 22,000 credit card numbers, including CVVs, expiry dates, names and addresses. Up to 19,000 of these numbers could be active. Most are customers in the US and Britain although some are Australian. The credit card numbers are for accounts held with Visa, Mastercard, American Express, Solo, Switch, Delta and Maestro/Cirrus. Within the address bars of the cached pages are URLs of companies, including UK retailers of laboratory supplies, sports and health goods, apparel, photo imaging and clothing.

EU Data Protection Working Party Issues Guidance on Cross Border Discovery : Security, ... - 0 views

    On Wednesday, February 11, 2009, the Data Protection Working Party, an independent European advisory body on data protection and privacy, released its Working Document 1-2009 (.pdf) on pre-trial discovery for cross border civil litigation. The Working Document attempts to reconcile the tension between U.S. discovery rules and the European Union's Directive 95/46/EC (.pdf), which outlines the EU's privacy requirements. What follows is a summary of the Working Document and an analysis of how it begins to bridge the gap between U.S. discovery rules and the European privacy framework. The Working Document offers guidance to EU data controllers responding to U.S. discovery requests. As the Working Document explains, those controllers often find themselves in a bind. On the one hand, U.S. law allows for broad discovery, which may require a controller to provide, or "process," personal data of customers or employees. On the other hand, Article 7 of EU Directive 95/46 limits a member state's authority to process such data. Under Article 7, a member state may process personal data only if one of six identified grounds for processing applies. The Working Document considers the Article 7 grounds most likely to supply a legitimate basis for compliance with a discovery request - namely 1) consent, 2) necessary for compliance with a legal obligation, and 3) necessary for the purposes of a legitimate interest, where such interests are not "overridden by the interests for fundamental rights and freedoms of the data subject." Recognizing that the "interests of justice would be served by not unnecessarily limiting the ability of an organisation to act to promote or defend a legal right," the Working Document suggests that the third basis - necessary for the purposes of a legitimate interest - will often provide a ground for processing data in response to a U.S. discovery request.

    Hunch.com helps users search for answers -- but first, it performs a detailed search on the users themselves. Launching today after a year in development, Hunch aims to supply users with computer-generated advice on thousands of lifestyle and consumer questions: What kind of dog should I buy? What should I get dad for Father's Day? Which book by George Orwell would I like? Most important, though, Hunch is not a search engine. Rather than scouring the open Web for information, as Google, Microsoft's new Bing and scores of others do, or collating written opinions, as Amazon.com does, Hunch computes answers by comparing what it knows about you to what it knows about people like you. "Ultimately, what we're doing is providing a kind of shortcut through human expert systems," said Hunch founder Caterina Fake, who also started Flickr.com, the popular photo-sharing site that was acquired by Yahoo in 2005. By first inviting users to answer as many as 1,500 questions about themselves -- an addictive kind of personality test that involves such diverse questions as political orientation, relationship status and whether you believe in UFOs and keep your closet organized -- Hunch looks to assemble a demographic profile whose depth could rival anything in the commercial universe. The New York company also believes that users stand to benefit from this kind of large-scale data farming -- not just from getting better answers, but also from discovering the many microdemographics to which they belong. Hunch also says it will not sell user data to marketers. But this promise, written into the site's privacy policy, is not precisely a legal contract, said Siva Vaidhyanathan, a new-media scholar at the University of Virginia, and the difference leaves the data it collects in a fuzzy domain.

Security Fix - Data Breach Highlights Role Of 'Money Mules' - 0 views

    On Friday, Brunswick, Maine-based heating and hardware firm Downeast Energy & Building Supply sent a letter notifying at least 850 customers that the company had suffered a data breach. Downeast sent the notice after discovering that hackers had broken in and stolen more than $200,000 from the company's online bank account. The attack on Downeast Energy bears all the hallmarks of online thieves who have stolen millions from dozens of other businesses, schools and counties over the past several months. In every case, the thieves appeared more interested in quick cash than in pilfering their victims' customer databases. Nevertheless, the intrusions highlight an additional cost for victims of this type of crime: complying with state data breach notification laws. "This is something new to us, fortunately, but we have responsibilities under Maine statute to report these things to our customers and employees," said the company's president, John Peters, in an interview with Security Fix. At least 44 other states and the District of Columbia have similar data breach notification laws. Sometime prior to September, attackers planted keystroke logging malware on Downeast's computer systems, and stole the credentials the company uses to manage its bank accounts online. Then, on or around Sept. 2, the hackers used that access to initiate a series of sub-$10,000 money transfers out of the company's account to at least 20 individuals around the United States who had no prior business with Downeast Energy. This type of crime is impossible without the cooperation of so-called "money mules," willing or unwitting individuals typically hired via Internet job search Web sites to act as "local agents" or "financial agents" responsible for moving money on behalf of a generic-sounding international corporation, legal experts say.The mules are then instructed to withdraw the cash and wire it via Western Union or Moneygram to fraud gangs overseas, typically in Eastern Europe.
