Typical lost or stolen laptop costs companies nearly $50,000, study finds - San Jose Me... - 0 views

    A typical lost or stolen laptop costs employers $49,246, mostly due to the value of the missing intellectual property or other sensitive data, according to an Intel-commissioned study made public Wednesday. "It is the information age, and employees are carrying more information on their laptops than ever before," according to an analysis done for Intel by the Michigan-based Ponemon Institute, which studies organizational data-management practices. "With each lost laptop there is the risk that sensitive data about customers, employees and business operations will end up in the wrong hands." The five-month study examined 138 laptop-loss cases suffered over a recent 12-month period by 29 organizations, mostly businesses but also a few government agencies. It said laptops frequently are lost or stolen at airports, conferences and in taxis, rental cars and hotels. About 80 percent of the typical cost - or a little more than $39,000 - was attributed to what the report called a data breach, which can involve everything from hard-to-replace company information to data on individuals. Companies then often incur major expenses to prevent others from misusing the data. Lost intellectual property added nearly $5,000 more to the average cost. The rest of the estimated expense was associated with such things as investigative costs, lost productivity and replacing the laptop. Larry Ponemon, the institute's chairman and Advertisement founder, said he came up with the cost figure based on his discussions with the employers who lost the laptops. When he later shared his findings with the companies and government agencies, he said, some of their executives expressed surprise at the size of the average loss. But he noted that one of the employers thought the amount could have been even higher.

Acting on a request from federal prosecutors, U.S. District Judge Jan E. DuBois agreed to broaden an earlier order that limited the release of the photos to the students or their parents and lawyers. His order was signed Friday and made public Monday. FBI agents and prosecutors want to review the images to see whether any laws were broken when school district employees activated a tracking system that snapped photos and copied screen images from lost or stolen laptops. Lower Merion school officials have acknowledged poor planning and oversight led the tracking system to capture at least 50,000 images - some showing teens or their relatives in their homes - from laptops that had already been returned to students."

    "Nearly every practicing doctor in the United States is being warned that their identities might have been stolen when the laptop of an employee of an insurance trade group was snagged from a car in Chicago. The laptop contained business and personal information such as Social Security numbers, addresses and certain identification numbers on the laptop of an employee from the Chicago-based Blue Cross and Blue Shield Association, a trade group for the nation's Blue Cross health insurance plans. The association confirmed that an employee "broke protocol and transferred to a personal laptop" information that was stolen in late August. No patient information was on the database, and so far, no doctor has reported a security breach. However, nearly 20 percent of the doctors listed in the database have their Social Security numbers as their medical-care provider identification, putting these health professionals at risk for identity theft, according to an article in the Chicago Tribune."

    The Oklahoma Department of Human Services (DHS) is notifying more than one million state residents that their personal data was stored on an unencrypted laptop that was stolen from an agency employee. The computer file contained the names, Social Security numbers, birth dates and home addresses of Oklahoma's Human Services' clients receiving benefits from programs such as Medicaid, child care assistance, nutrition aid and disability benefits, the agency announced Thursday. The computer, which was stolen when a thief broke into the car April 3 after the employee stopped on her way home from work, was password protected, and officials do not believe the burglar realized what he or she was stealing. Therefore, the risk of the data being accessed is minimal, according to the agency. "We feel this was not a situation where someone was targeting the agency or that information," DHS spokeswoman Mary Leaver told SCMagazineUS.com on Friday. "We feel it was random." Leaver said the state Office of Inspector General is conducting an investigation, out of which likely will come a mandatory review of information security policies. However, it is not believed the employee violated existing policy when the incident occurred, she said. News of the theft comes one day after the Ponemon Institute, in conjunction with Intel, released a study that found the average value of a lost laptop is $49,246. About 80 percent of the cost is related to the chance that a breach could occur, the study showed.

We painstakingly analyzed the financial impact a data breach has on a company by examining 43 different companies from a cross section of industries, all of which experienced a significant data breach affecting a range of data records representative of the norm. And knowing that a data breach may cost your company $6.65 million dollars may be all the information that is needed for a company to assign an appropriate budget to those tasked with information security. In 2008 the average total cost of a data breach was $6.65 million, up from $6.35 million last year and $4.54 in 2005. In 2008, the per-victim cost of a data breach was $202, up from $197 in 2007, and from $138 when the study was launched in 2005. Breaches involving a third party to which data had been outsourced bore a per-victim cost of $231, whereas self contained breaches bore a per-victim cost of $179. Breaches that were the result of a malicious act bore a per-victim cost of $225, whereas breaches that were the result of negligence bore a per-victim cost of $199. Breaches that were the result of a lost of stolen laptop computer bore a per-victim cost of $249, whereas breaches that did not involve a lost or stolen laptop computer bore a per-victim cost of $177. If the data breach was a first-time event for the company the per victim cost was $243, but if the company had experienced a breach previously the per victim cost was $192. The simple conclusion to these numbers is clear: the financial impact for a company that experiences a data breach is significant and rising. That finding alone may be alarming, but it seems to merely quantify what most people already knew to be true.     The Veterans Affairs Department has agreed to pay up to $20 million to veterans for exposing them to possible identity theft in 2006 after losing their sensitive personal information. In court filings Tuesday, lawyers for the VA and the veterans said they had reached agreement to settle the veterans' lawsuit alleging invasion of privacy. The money will be used to pay for veterans who suffered actual harm, such as emotional distress or expenses incurred for credit monitoring. The lawsuit came after a VA data analyst in 2006 admitted that he had lost a laptop and external drive containing the names, birth dates and Social Security numbers of up to 26.5 million veterans and active-duty troops. The laptop was later recovered intact.

    Cornell University officials are investigating the theft of a school computer that may have compromised the personal information of about 45,000 current and former students, faculty and staff. University spokesman Simeon Moss says the university has sent e-mails about the incident to everyone whose data was on the computer. They're being offered one year of free credit reporting, credit monitoring and identity restoration services. A Cornell Web page on the theft says there have been no known misuses of the data, which include Social Security numbers. The page says the laptop was in the possession of a Cornell technician who was doing some troubleshooting. Moss says police are investigating the theft.

Notices are being proposed by the Privacy Office at the U.S. Department of Homeland Security (DHS), which last week released a report approving the suspicionless searches of electronic devices at U.S. borders. The 51-page Privacy Impact Assessment also supported the right of U.S. Immigration and Customs Enforcement agents to copy, download, retain or seize any content from these devices, or the devices themselves, without assigning any specific reason for doing so. Also, while in many cases searches would be done with the knowledge of the traveler in some situations, the report says, "it is not practicable for law enforcement reasons to inform the traveler that his electronic device has been searched." In arriving at the assessment, the Privacy Office argued that such searches of electronic devices were really no different from searches of briefcases and backpacks. They are needed to interdict and investigate violations of federal law at U.S. borders and have been supported by courts in the past, the assessment said.

    Purdue University last month reported its seventh data breach in the past four years. But Purdue is hardly alone. According to my records, over 300 publicized privacy incidents have occurred at U.S. institutions of higher learning since 2001, with at least 53 colleges and universities experiencing multiple breaches (see table at end of article). The regular stream of university data-breach reports has prompted Adam Dodge, assistant director for information security at Eastern Illinois University, to devote a blog - Educational Security Incidents - to the topic. When I last covered the issue four years ago (see "Security breaches challenge academia's 'open society' "), universities were the leading sector for publicized breaches. The same is true today. What's going on? Why haven't things changed? John Correlli of Los Angeles-based JMC Privacy Consulting Group has some answers. Correlli recently published a detailed analysis of the topic, "Breaches in the Academia Sector." Correlli identifies the top three root causes of university breaches: unauthorized access, usually inside jobs; accidental online exposures; and stolen laptops. "Privacy governance in academia is far too frequently thrown into the laps of the IT folks, who are then told, implicitly or explicitly, that privacy isn't a priority until it's a problem," Correlli told me.

    Until now, lawsuits seeking to recover significant damages based on the loss of, or unauthorized access to, sensitive personal information have not been especially successful for plaintiffs. Most companies suffering data breaches have escaped by offering affected consumers inexpensive credit monitoring services. But two recent cases show plaintiffs a way to expose many previously safe companies to substantial claims for damages. Any company that thinks there are no risks in employing less than best practices for data privacy and security needs a wake up call. The headlines are all too familiar. Some well known consumer services company (or less known wholesale data processor) announces that millions of individual records containing names, Social Security numbers, account numbers and other sensitive information were left in a dumpster, saved to a stolen, unencrypted laptop, or stored on a misplaced USB drive or backup tape. The press is terrible, the company's stock takes a temporary plunge, and sometimes the Federal Trade Commission enters into a consent decree where the company promises to never do it again. But when affected individuals or groups of consumers tried to sue for damages, they seldom recover significant amounts. These cases have not often succeeded because the plaintiffs have been unable to prove actual pecuniary losses resulting from the security breach. Sure, if identify theft occurs the affected individuals can suffer significant emotional trauma, loss of time, etc. But Courts have been unwilling to award damages for anxiety, fear, and other emotional harm that can result from a data breach, for the risk of future identify theft, or for actual identity theft when the plaintiff could not prove that the theft occurred as a direct result of a data breach at a particular source. Today, Google introduced Latitude, a new opt-in feature that lets smartphone and laptop users share their location with friends and allows those friends to share their locations in return. Although not pinpoint accurate, Latitude can display your general location based on information from GPS satellites and cell towers. Latitude works on both mobile devices and personal computers. What Latitude can do Once you and your friends have opted in to Latitude, you can see your friends' Google icon displayed on Google Maps.     Current government rules do too little to protect the privacy of people's personal health information and also hinder the use of health data in medical research, a panel of experts reported on Wednesday. A committee of the Institute of Medicine, which provides advice to U.S. policymakers, urged Congress to take an entirely new approach to protecting personal health data in research. Federal standards for protecting privacy of personal health data under the Health Insurance Portability and Accountability Act of 1996, or HIPAA, are not doing the job, the panel said. Congress and the Obama administration are planning major changes this year to the U.S. health care system. Regarding the privacy rules, Congress should either start from scratch or thoroughly overall HIPAA's privacy provisions, the panel said. Better data security is needed, with greater use of encryption and other security techniques, the panel said. Encryption should be required for laptops, flash drives and other devices containing such data, it said. "Both privacy and health research are important. And we feel that we can strengthen privacy protections for people who participate in research while also allowing important research to proceed without unnecessary impediments," Dr. Bernard Lo of the University of California San Francisco, a member of the panel, told reporters. HIPAA governs how personally identifiable health information can be used and disclosed by health plans, health care providers and others. The intention is to protect personal health information while permitting the flow of information for health-related research and medical care. Lo said HIPAA has burdensome and confusing procedures for people to consent to have their health data used in medical research, dissuading people from taking part in such research.

VA's security lessons learned -- Government Computer News - 0 views

    The theft in 2006 of an employee laptop that contained personal information on millions of veterans taught the Veterans Affairs Department some hard lessons. VA became "the poster child of data breaches," said Kathryn Maginnis, the department's associate deputy assistant secretary for risk management and incident response. As a result of that incident and several breaches that followed, the department developed a comprehensive incident response program and incident resolution team that evaluates all serious exposures of sensitive data. "We have a culture of report, report, report," Maginnis said at the recent FOSE conference in Washington. The incident response program received a perfect score last year in the VA inspector general's Federal Information Security Management Act audit, and Maginnis said she expects to get another perfect score this year. The department developed two in-house online tools to help track and evaluate incidents, said Amanda Graves Scott, director of the incident resolution team. The Formal Event Review and Evaluation Tool uses a 56-question questionnaire to determine the risk category of a data breach, and the VA Incident Response Tracking System automates a manual tracking process for information technology incident response.

    Identity theft and security is always in the spotlight through the constant stream of news stories about companies losing confidential customer or client data, such as social security numbers, credit card numbers, health histories and so forth. These "breaking news" stories now seem to happen so frequently that we scarcely pay attention to them unless, of course, we are directly impacted by them. They have, however, heightened the public awareness and have even spawned new identity protection businesses. Information technology companies rightly react to this by developing new technologies to improve security and eagerly market these to CIOs as a way to protect the personal information of their customers and clients. While we should use these appropriately, we can't rely just on technology for identity protection. While some of these security incidents involve someone hacking into a system, many involve a human failing. Examples include a laptop with confidential information being lost or stolen and employees e-mailing sensitive data to their personal e-mail accounts so they can work on it from home.
