Protect Your Kids' Privacy Online - 0 views

    To help parents better understand their childrens' online privacy rights, the Federal Trade Commission has developed a new article, Protecting Kids' Privacy. The article is posted at OnGuardOnline.gov, a Web site sponsored by the federal government and the technology industry to help users stay on guard against Internet fraud, secure their computers, and protect their personal information. Parents can learn what Web sites must do to protect the privacy of kids younger than 13 under the Children's Online Privacy Protection Act (COPPA). For example, with very few exceptions, sites must get parents' permission if they want to collect or share their kids' personal information. Parents also will find tips for talking to their kids about online privacy, knowing what their kids are doing online, reporting a Web site that may be violating COPPA, and more. FTC Website Educates Kids about Privacy and Fraud - 0 views

    "Today, the Federal Trade Commission opened new areas of a "virtual mall" with content that will help kids learn to protect their privacy, spot frauds and scams, and avoid identity theft. The FTC Web site, www.ftc.gov/YouAreHere, introduces key consumer and business concepts and helps youngsters understand their role in the marketplace. The FTC is the nation's consumer protection agency. "YouAreHere presents practical lessons about money and business in a fun and familiar setting," said David Vladeck, Director of the FTC's Bureau of Consumer Protection. "The new content takes kids behind the scenes to raise their awareness of advertising and marketing, pricing and competition, fraud and identity theft. At the FTC's online mall, visitors play games, watch short animated films, and interact with customers and store owners. They can design and print advertisements for a shoe store, investigate suspicious claims in ads and sales pitches, learn to identify the catches behind bogus modeling schemes and vacation offers, and guess the retail prices of various candies based on their supply, demand, and production costs. At the Security Plaza, visitors can build a social networking page and see the unintended consequences of posting personal information. They also get tips on how to keep their computers safe while they're online. In the arcade, visitors can play Info Defender 3 and protect Earthlings from Cyclorian invaders who would steal their identities. The game teaches the importance of protecting personal information, including Social Security numbers. For parents and teachers, the site offers detailed fact sheets with ideas for related activities. Teachers can use the site to complement lessons in consumer economics, government, social studies, language arts, and critical thinking. No Easy Answer for Protecting Kids Online - WSJ.com - 0 views

    There is no simple technology solution to protect children from bullying, pornography, sexual predation and other online threats, a new study says. The highly anticipated report -- results of a year-long study ordered by 49 state attorneys general -- found that "a combination of technologies, in concert with parental oversight, education, social services, law enforcement, and sound policies by social-network sites and service providers, may assist in addressing specific problems that minors face online," according to a draft of the report reviewed by The Wall Street Journal. The report also found that the risks that minors face on the Web -- notably bullying and harassment by peers -- aren't very different from those they face in the real world. The report is scheduled to be issued Wednesday by the Internet Safety Technical Task Force, led by Harvard University's Berkman Center for Internet and Society. Task-force members included representatives of several top Internet and security companies, including News Corp.'s MySpace, Google Inc., Time Warner Inc.'s AOL and Facebook Inc. (News Corp. also publishes the Journal.) The 278-page report is a boon for the Web companies, which have long argued that technology isn't the sole solution to the dangers kids face online. It is a disappointment for those in favor of stricter technological controls, such as age-verification and filtering tools.

Iconix Brand Group Settles Charges Its Apparel Web Sites Violated Children's Online Pri... - 0 views

    "Iconix Brand Group, Inc. will pay a $250,000 civil penalty to settle Federal Trade Commission charges that it violated the Children's Online Privacy Protection Act (COPPA) and the FTC's COPPA Rule by knowingly collecting, using, or disclosing personal information from children online without first obtaining their parents' permission. Iconix owns, licenses, and markets - both offline and online - several popular apparel brands that appeal to children and teens, including Mudd, Candie's, Bongo, and OP. Iconix required consumers on many of its brand-specific Web sites to provide personal information, such as full name, e-mail address, zip code, and in some cases mailing address, gender, and phone number - as well as date of birth - in order to receive brand updates, enter sweepstakes contests, and participate in interactive brand-awareness campaigns and other Web site features. Since 2006, Iconix knowingly collected and stored personal information from approximately 1,000 children without first notifying their parents or obtaining parental consent, according to the FTC's complaint. On one Web site, MyMuddWorld.com, Iconix also enabled girls to publicly share personal stories and photos online, according to the complaint. "Companies must provide parents with the opportunity to say 'no thanks' to the collection and disclosure of their children's personal information," said FTC Chairman Jon Leibowitz. FBI: Thousands of PR children victims of ID theft - The Denver Post - 0 views

    SAN JUAN, Puerto Rico-An identity-theft ring that catered to illegal immigrants seeking to establish themselves in the U.S. stole the personal data of 7,000 public school children in Puerto Rico, officials said Tuesday. Members of the ring broke into about 50 schools across the U.S. island territory over the past two years to steal birth certificates and Social Security numbers to sell to the illegal immigrants, the FBI and other agencies announced at a news conference. The victims were largely unaware their information had been stolen-and likely would not have learned of the thefts until they became adults and tried to buy something on credit, said assistant U.S. Attorney Julia Diaz Rex. "A kid is going to have a perfect credit history," Diaz said. "They reach 18, 20 years of age. They go buy a car and their credit is damaged." The authorities did not disclose how they uncovered the ring but said seven people have been arrested and one more is being sought. At least some of them were illegal immigrants from the Dominican Republic. Investigators determined the birth certificates and Social Security numbers were sold as a package in a number of states including Texas, Alaska and California, for up to $250, authorities said. Two suspects are accused of possessing nearly 6,000 birth certificates and Social Security cards. One was accused of intending to sell 40 Social Security cards for nearly $3,000, while another was seeking the same amount for 12 cards. The suspects in custody were being held on charges that include aggravated identity theft and social security fraud and face up to 15 years in prison, said U.S. Attorney Rosa Emilia Rodriguez. One suspect had been previously arrested for the kidnapping of a Dominican man last year that led to the shooting of a police officer during an FBI raid, said Luis Fraticelli, special FBI agent in charge of Puerto Rico. Accused Palin Hacker Says Stolen E-Mails Were Public Record - 0 views

    A surprise legal maneuver by the defense in the Sarah Palin hacking case could undermine key charges carrying the stiffest potential penalties. A lawyer for the Tennessee college student charged with hacking into the Alaska governor's Yahoo e-mail account last year says his client couldn't have violated Palin's privacy because a judge had already declared her e-mails a matter of public record. "He's not suggesting that e-mail can't be private," says Mark Rasch, a former Justice Department cybercrime prosecutor. "He's saying this particular e-mail was not private or personal because of who she is and because it wasn't intimate communication. " Additionally, photos that 20-year-old David Kernell allegedly obtained of Palin and her family were not private since the Palins are "the subjects of untold numbers of photo-ops," the lawyer argued last week, in one of a slew of motions and memorandums attacking the government's four-count federal indictment against Kernell.

PCI, QSAs, Hackers, and Slackers: Will the Real Enemy Please Stand Up? - CSO Online - S... - 0 views

    A very heated reaction has followed the interview I conducted yesterday with Robert Carr, CEO of Heartland Payment Systems. One reader even said the resulting Q&A made his "blood boil." Why the outrage? Because Carr did something a lot of people find unacceptable. He threw someone else under the proverbial bus for his company's failure to keep customer credit and debit card numbers out of evil hands. Specifically, he thrust an angry finger at the QSAs who came in to inspect the security controls Heartland had in place to meet the requirements of PCI security. In the article, [Heartland CEO on Data Breach: QSAs Let Us Down] Carr said, "The audits done by our QSAs (Qualified Security Assessors) were of no value whatsoever. To the extent that they were telling us we were secure beforehand, that we were PCI compliant, was a major problem. The QSAs in our shop didn't even know this was a common attack vector being used against other companies. We learned that 300 other companies had been attacked by the same malware. I thought, 'You've got to be kidding me.' That people would know the exact attack vector and not tell major players in the industry is unthinkable to me. I still can't reconcile that." That one comment brought down the house, and not in a favorable way. "I just read Bill Brenner's interview with Heartland Payment Systems' CEO Bob Carr and truthfully, my blood is boiling," Mike Rothman, SVP of strategy at eIQnetworks and chief blogger at Security Incite wrote in a counterpoint piece CSOonline ran today. "Basically, he's throwing his QSA under the bus for the massive data breach that happened under his watch. Basically, because the QSA didn't find anything, therefore he should be off the hook. I say that's a load of crap."

Prying Eyes explains privacy issues to teens - 0 views

    It's been repeatedly said that one of the biggest issues our culture is facing right now, and will continue to face in the years to come, is defining and coming to terms with the legality behind privacy issues. As our lives become increasingly wired, connected and monitored privacy becomes an increasingly pressing concern, especially since technology changes much faster than laws can keep up with. While privacy issues are important for adults to be aware of right now, from access to medical records to who can see into our houses, it's probably even more important for the next generation to know what the issues are and how it does and will affect them in the future. Prying Eyes: Privacy in the Twenty-First Century by Betsy Kuhn is a book written for teens and older kids about privacy issues today in America. It looks at new and developing technologies from cameras to RFID chips, the significant laws and court cases throughout our history that have dealt with privacy issues, and how it affects each of us. Kuhn does an excellent job of keeping her subject relevant, but not too focused. Kuhn manages to show how all of these issues matter and affect us without being scary. She never turns technology, corporations or even the government into something frightening. When this is a topic that could easily have been made scary, it's nice that Kuhn managed to walk that line and make this serious without being something to obsess over.

A Privacy Law That Protects Students, and Colleges, Too - WSJ.com - 0 views

    A law designed to keep college students' grades private often is used for a much different purpose -- to shield universities from potentially embarrassing situations. Some critics say a number of schools are deliberately misreading the Family Educational Rights and Privacy Act in order to keep scandals and other unflattering news from hitting the media. "Some schools have good-faith misunderstandings of the law, but there are others that simply see this as a handy excuse to hide behind," says Frank LoMonte, executive director of the Student Press Law Center, which provides student journalists with legal help. Legal experts say part of the problem is that the law is loosely defined. In addition, the potential consequences of violating the law -- namely, that schools would lose their federal funding -- prompt university officials to be conservative in their decisions about releasing information. Those complaints rankle advocates of student privacy, who say that, if anything, the three-decade-old law should be expanded. "Most of these kids are adults, and they should be able to make their own decisions," says Daren Bakst, president of the Council on Law in Higher Education. Congress already reworked the law to clarify when universities can disclose student information, especially involving health and safety matters. Those changes, adopted in January, followed the 2007 shooting rampage at Virginia Tech by a mentally troubled student.

    Look for almost a dozen consumer groups and privacy advocates to launch a full-court press on targeted behavioral advertising and online privacy on Capitol Hill next week. According to a source, those groups on Sept. 1 will release a background paper, letters to House members and other documents to make their case for stronger government oversight of online marketing targeted to kids. "A growing number of child advocacy and health groups have called on the FTC and Congress to prohibit the behavioral targeting of both children and teens, next week, many leading consumer and privacy groups will send a letter to congressional leaders calling for similar safeguards," confirms Jeff Chester, executive director of the Center for Digital Democracy. Chester saidd that 10 groups will be involved in the push, and that they will be "pressing Congress to write legislation that truly protects consumer privacy, but enables online marketing to flourish in a more responsible fashion." The effort comes as Congress prepares to return from its summer break. House Communications Subcommittee Chairman Rick Boucher (D-Va.) has made an online privacy bill a legislative priority in this session of Congress.
