Identity Theft: Governments Have Acted to Protect Personally Identifiable Information, ... - 0 views

    The loss of personally identifiable information, such as an individual's Social Security number, name, and date of birth can result in serious harm, including identity theft. Identity theft is a serious crime that impacts millions of individuals each year. Identity theft occurs when such information is used without authorization to commit fraud or other crimes. While progress has been made protecting personally identifiable information in the public and private sectors, challenges remain. GAO was asked to testify on how the loss of personally identifiable information contributes to identity theft. This testimony summarizes (1) the problem of identity theft; (2) steps taken at the federal, state, and local level to prevent potential identity theft; and (3) vulnerabilities that remain to protecting personally identifiable information, including in federal information systems. For this testimony, GAO relied primarily on information from prior reports and testimonies that address public and private sector use of personally identifiable information, as well as federal, state, and local efforts to protect the security of such information. GAO and agency inspectors general have made numerous recommendations to agencies to resolve prior significant information control deficiencies and information security program shortfalls. The effective implementation of these recommendations will continue to strengthen the security posture at these agencies. Identity theft is a serious problem because, among other things, it can take a long period of time before a victim becomes aware that the crime has taken place and thus can cause substantial harm to the victim's credit rating. Moreover, while some identity theft victims can resolve their problems quickly, others face substantial costs and inconvenience repairing damage to their credit records. GAO: Fed Security Practices Threaten IT Integrity - 0 views

    The Government Accountability Office issued another scathing report saying that federal agencies still don't do enough to secure government IT assets. "Persistent weaknesses in information security policies and practices continue to threaten the confidentiality, integrity and availability of critical information and information systems used to support the operations, assets and personnel of most federal agencies," Gregory Wilshusen, GAO director of information security issues, wrote in a 66-page report issued Friday. "Recently reported incidents at federal agencies have placed sensitive data at risk, including the theft, loss, or improper disclosure of personally identifiable information of Americans, thereby exposing them to loss of privacy and identity theft." In a written response accompanying the report, federal CIO Vivek Kundra said OMB is committed to the vision of a secure federal government, and are taking steps to make that vision a reality. OMB, he said, has initiated a review of the language in the current reporting instructions to identify and clarify confusion in the annual reporting. OMB also is working with the CIO Council and the Council of Inspectors General on Integrity and Efficiency to improve guidance to agencies. The GAO report also said that nearly all of the 24 major federal agencies last year had weaknesses in information security controls. "An underlying reason for these weaknesses is that agencies have not fully implemented their information security programs," Wilshusen said. "As a result, agencies have limited assurance that controls are in place and operating as intended to protect their information resources, thereby leaving them vulnerable to attack or compromise."

Binghamton Data Breach Threatens CISO's Position -- Information Security -- Information... - 0 views

    The discovery of documents with students' personally identifying information stored in an unlocked room has launched protests against the university's chief information security officer. Students at Binghamton University in New York are circulating a petition to remove the university's chief information security officer following the discovery of boxes full of documents listing personal information of students and parents in an unlocked storage room. The existence of the unsecured documents was discovered March 6 by a reporter working for student radio station WHRW and disclosed on March 9. For that investigative work, the student reporter could face criminal charges. Binghamton University has had other recent problems with information security. In the past year, according to an article written by Robert Glass, the WHRW news director, university employees accidentally e-mailed the Social Security numbers of 338 students to another group of 200 students, sent the personal information of exchange students -- passport scans and birth certificates -- to student groups, and disposed of information about more than 70 former graduate students in trash bins atop a pile of shredded documents. Those breaches led the university to create an information security council, with a full-time information security officer, to prevent further incidents, according to Glass. Glass did not immediately respond to a request for comment. A University spokeswoman characterized the hiring of Terry Dylewski as the university's chief information security officer as a reflection of the school's ongoing concern about information security rather than a response to past breaches. Asked about the status of the students' petition to remove Dylewski, as reported by Broome County Fox affiliate WICZ TV, she said that question should be directed to the students. The spokeswoman said the university is treating the incident as a possible crime and that a criminal investigation is ongoing. She sai

Researchers Can ID Anonymous Twitterers - Business Center - PC World - 0 views

    Web sites that strip personally identifiable information about their users and then share that data may be compromising their users' privacy, according to researchers at the University of Texas at Austin. They took a close look at the way anonymous data can be analyzed and have come to some troubling conclusions. In a paper set to be delivered at an upcoming security conference, they showed how they were able to map out the connections on public social networks such as Twitter and Flickr. They were then able to identify people who were on both networks by looking at the many connections surrounding their network of friends. The technique isn't 100 percent effective, but it may make some users uncomfortable about whether they should allow their data to be shared in an anonymous format. Web site operators often share data about users with partners and advertisers after stripping it of any personally identifiable information such as names, addresses or birth dates. Arvind Narayanan and fellow researcher Vitaly Shmatikov found that by analyzing these "anonymized" data sets, they could identify Flickr users who were also on Twitter about two-thirds of the time, depending on how much information they have to work with. "A lot of the time people will share information online and they'll expect that they are anonymous," Narayanan said in an interview. But if their identity can be ascertained on one social network, its possible to find out who they are on some other network, or at least make a "strong guess," he said.

    NEW YORK With increasing amounts of personal information liable to float around in cyberspace, consumers are deciding whether their data is safe in the hands of some public- and private-sector entities. A BBC World News America/Harris Poll finds a mixed verdict, with social-networking sites faring especially badly. In polling conducted last month, adults were asked to say how much trust they have in various sectors "to handle your personally identified information (such as credit-card information, contact information and so forth) in a properly confidential and secure manner." The poll's best scores went to "health providers, such as doctors and hospitals," with 20 percent of respondents expressing "a great deal of trust" and 55 percent "some trust" in these. Nineteen percent voiced "not much trust" and 7 percent "no trust at all" in this sector. At the bottom of the rankings were "social-networking sites (like Facebook or MySpace)," with 5 percent expressing a great deal of trust and 18 percent some trust in these. Thirty-one percent said they had not much trust and 46 percent no trust at all in these sites to safeguard personal information. (Whether people should direct their distrust to themselves for posting such information there in the first place is a question the survey didn't address.) Respondents were also wary of "search and portal sites (like Google or Yahoo!)" when it comes to keeping personal information secure: Ten percent voiced a great deal of trust, 39 percent some, 29 percent not much and 22 percent no trust at all. Even the federal government fared (slightly) better, with 13 percent expressing a great deal of trust, 41 percent some, 28 percent not much and 18 percent none. ONC Commissioned Medical Identity Theft Assessment - 0 views

    In May 2008, the Office of the National Coordinator for Health Information Technology (ONC) awarded an approximately $450,000 contract to Booz Allen Hamilton to assess and evaluate the scope of the medical identity theft problem in the U.S. Medical Identity Theft Medical identity theft is a specific type of identity theft which occurs when a person uses someone else's personal health identifiable information, such as insurance information, Social Security Number, health care file, or medical records, without the individual's knowledge or consent to obtain medical goods or services, or to submit false claims for medical services. There is limited information available about the scope, depth, and breadth of medical identity theft. Dr. Robert Kolodner, National Coordinator for Health Information Technology, has noted that medical identity theft stories are being documented at an increasing rate, bringing to light serious financial, fraud, and patient care issues. ONC recognizes that health IT is an important tool to combat the threat of medical identity theft. We are seeking input from the public and other government agencies to better understand how health IT can be utilized to prevent and detect medical identity theft as well as build consumer trust in electronic health information exchange. ONC believes it is imperative to obtain a more comprehensive understanding of this issue from a variety of perspectives, and to create an open forum for dialogue to work proactively to address medical identity theft. The report summarizing health IT and medical identity theft issues raised at the town hall was completed January 15, 2009 and sets forth potential actions the Federal government and other stakeholders can undertake in working toward prevention, detection, and remediation of medical identify theft.

    "Can personal medical data that has been stripped of its identifiers to protect privacy later be used to identify a specific person? That is the question that the Health and Human Services Department is hoping a research contractor can answer. HHS intends to hire a contractor to demonstrate either the "ability or inability" to re-identify data from a data set that has been de-identified under the Health Information Portability and Accountability Act (HIPAA) Privacy Rule, according to a Jan. 4 notice on the Federal Business Opportunities Web site. De-identification and re-identification of patient data have become hot issues in the discussion about how to protect patient privacy while advancing adoption of electronic health records. The Obama administration is distributing at least $17 billion in incentive payments to doctors and hospitals who buy and use digital systems for medical data."

    Laws in Canada and other countries are increasingly helping technology force people to identify themselves where they never had to before, threatening privacy that allows people to function effectively in society, a new study has found. "What we're starting to see is a move toward making people more and more identifiable," University of Ottawa law professor Ian Kerr said Wednesday. His comments followed the launch of Lessons from the Identity Trail: Anonymity, Privacy and Identity in a Networked Society, a book summing up the study's findings, at a public reading in downtown Ottawa hosted jointly with the Privacy Commissioner of Canada. Kerr led the study with University of Ottawa criminology professor Valerie Steeves. They collaborated with 35 other researchers in Canada, the U.S., the U.K., the Netherlands and Italy. The researchers reported that governments are choosing laws that require people to identify themselves and are lowering judicial thresholds defining when identity information must be disclosed to law enforcement officials. That is allowing the wider use of new technologies capable of making people identifiable, including smartcards, security cameras, GPS, tracking cookies and DNA sequencing. Consequently, governments and corporations are able to do things like: * Embrace technologies such as radio frequency identification tags that can be used to track people and merchandise to analyze behaviour. * Boost video surveillance in public places. * Pressure companies such as internet service providers to collect and maintain records of identification information about their customers. While Canada, the U.K., the Netherlands and Italy all have national laws protecting privacy - that is, laws that allow citizens to control access to their personal data - such legal protection does not exist for anonymity, Kerr said. "Canada is quite similar [to other countries] with respect to anonymity. Namely, it's shrinking here just as it is there.

Experts urge overhaul of health privacy rules| Reuters - 0 views

    Current government rules do too little to protect the privacy of people's personal health information and also hinder the use of health data in medical research, a panel of experts reported on Wednesday. A committee of the Institute of Medicine, which provides advice to U.S. policymakers, urged Congress to take an entirely new approach to protecting personal health data in research. Federal standards for protecting privacy of personal health data under the Health Insurance Portability and Accountability Act of 1996, or HIPAA, are not doing the job, the panel said. Congress and the Obama administration are planning major changes this year to the U.S. health care system. Regarding the privacy rules, Congress should either start from scratch or thoroughly overall HIPAA's privacy provisions, the panel said. Better data security is needed, with greater use of encryption and other security techniques, the panel said. Encryption should be required for laptops, flash drives and other devices containing such data, it said. "Both privacy and health research are important. And we feel that we can strengthen privacy protections for people who participate in research while also allowing important research to proceed without unnecessary impediments," Dr. Bernard Lo of the University of California San Francisco, a member of the panel, told reporters. HIPAA governs how personally identifiable health information can be used and disclosed by health plans, health care providers and others. The intention is to protect personal health information while permitting the flow of information for health-related research and medical care. Lo said HIPAA has burdensome and confusing procedures for people to consent to have their health data used in medical research, dissuading people from taking part in such research.

    When the director of IT at a Boston-based, midsize pharmaceutical firm was first approached to participate in a data leakage audit, he was thrilled. He figured the audit would uncover a few weak spots in the company's data leak defenses and he would then be able to leverage the audit results into funding for additional security resources. "Data leakage is an area that doesn't get a lot of focus until something bad happens. Your biggest hope is that when you raise concerns about data vulnerability, someone will see the value in allowing you to move forward to protect it," the IT director says. But he got way more than he bargained for. The 15-day audit identified 11,000 potential leaks, and revealed gaping holes in the IT team's security practices. (Read a related story on the most common violations encountered.) The audit, conducted by Networks Unlimited in Hudson, Mass., examined outbound e-mail, FTP and Web communications. The targets were leaks of general financial information, corporate plans and strategies, employee and other personal identifiable information, intellectual property and proprietary processes. Networks Unlimited placed one tap between the corporate LAN and the firewall and a second tap between the external e-mail gateway and the firewall. Networks Unlimited used WebSense software on two servers to monitor unencrypted traffic. Then it analyzed the traffic with respect to company policy. Specifically, Networks Unlimited looked for violations of the pharmaceutical firm's internal confidentiality policy, corporate information security policy, Massachusetts Privacy Laws (which go into effect in 2010), Health Insurance Portability and Accountability Act (HIPAA), and Security and Exchange Commission and Sarbanes-Oxley regulations. NIST releases draft guidelines for data protection - SC Magazine US - 0 views

    The National Institute of Standards and Technology (NIST) this month released preliminary recommendations that federal agencies -- and their contractors -- should follow to protect the confidentially of personally identifiable information (PII). U.S. government agencies should take a number of precautions when dealing with personal information residing in their organizations, according to the NIST document. The recommendations are intended to be for U.S. federal government agencies, and companies with which they work, but NIST said that other verticals may also find value in it. The report states that organizations should store only PII necessary to conduct business, develop an incident response plan for the event of a breach and encourage coordination for data-loss incidents among CIOs, information security officers and legal counsel.

News Release: Facebook needs to improve privacy practices, investigation finds - July 1... - 0 views

    In order to comply with Canadian privacy law, Facebook must take greater responsibility for the personal information in its care, the Privacy Commissioner of Canada said today in announcing the results of an investigation into the popular social networking site's privacy policies and practices. "It's clear that privacy issues are top of mind for Facebook, and yet we found serious privacy gaps in the way the site operates," says Privacy Commissioner Jennifer Stoddart. The investigation, prompted by a complaint from the Canadian Internet Policy and Public Interest Clinic, identified several areas where Facebook needs to better address privacy issues and bring its practices in line with Canadian privacy law. An overarching concern was that, although Facebook provides information about its privacy practices, it is often confusing or incomplete. For example, the "account settings" page describes how to deactivate accounts, but not how to delete them, which actually removes personal data from Facebook's servers. The Privacy Commissioner's report recommends more transparency, to ensure that the social networking site's nearly 12 million Canadian users have the information they need to make meaningful decisions about how widely they share personal information.

Kaiser employee data breached; ID theft reported - 0 views

    Kaiser Permanente says that the personal information of 29,500 employees in Northern California may have been exposed in a security breach. "A handful" of employees have reported identify theft, the Oakland, Calif.-based managed-care giant said. Police in San Ramon, Calif., seized a computer file containing the employee information from a suspect who was arrested. The suspect was not a Kaiser Permanente employee, and officials declined to provide further details. The file contained the names, addresses, phone numbers, Social Security numbers and dates of birth of the Kaiser workers. No health plan member information or personal health information was involved in the data breach, according to Kaiser officials. "We regret that this unfortunate incident occurred, and we understand the anxiety and worry that some employees may feel," said Gay Westfall, senior vice president for human resources at Kaiser Foundation Health Plan and Hospitals, Northern California, in a written statement. Kaiser is providing one year of free credit-monitoring to workers whose information was in the file.

    Naturally, privacy watchdogs answer the question in this post title with a resounding "Yes!" The answer is so emphatic, in fact, that the Center for Digital Democracy and U.S. Public Interest Research Group are filing a 52-page complaint with the FTC today alleging that mobile marketers collect so much "non personally identifiable information" that it infringes on users' privacy-and are "unfair and deceptive." Mobile devices, which know our location and other intimate details of our lives, are being turned into portable behavioral tracking and targeting tools that consumers unwittingly take with them wherever they go. (Shh! Don't tell them the FBI can remotely turn on the microphone of several cell phone brands and convert your phone into a roving bug, even when it's off!) But is the Internet private-and should it be? Is a profile that states that you are interested in outdoor rec and currently in the Santa Clara, CA, area an invasion of your privacy? And if so, should we ban all outdoor rec stores and centers in Santa Clara from collecting personally identifiable information like, say, a picture of you when you walk in their lobby? Should we prohibit all employees from asking your name and if you slip and mention it, make sure they never call you by it?

    As your day ticks by, it seems that everything you do can leave a data trail. From your purchases online to the resumes you post, to health care transactions made with your insurance cards, you probably are exposing your own personal data to possible snooping, fraud, or identify theft. "Having so much sensitive information available makes it even more difficult for other organizations to release information that is effectively anonymous," says Latanya Sweeney, associate professor of computer science, technology and policy, and director of Carnegie Mellon's Data Privacy Lab. Sweeney demonstrated that birth date, gender and 5-digit ZIP code is enough to identify 87 percent of people in the U.S. One year ago, Sweeney started to pull together a group of faculty who were looking at issues relating to privacy and security, and working toward possible solutions. In the Internet age, few areas of our private lives-and what U.S. Supreme Court Justice Louis Brandeis called "the right to be left alone"- remain untouched by technology. Lorrie Cranor, associate research professor in the School of Computer Science, and director of Carnegie Mellon's Usable Privacy and Security Laboratory, describes Carnegie Mellon as "the place to be for privacy research." She explains, "There's a concentration of researchers and experts here that you just don't find at any other university." Two Women - 300 Identity Theft cases! - 0 views

    On Monday two women from Fort Pierce were arrested for committing 300 different cases of Identity theft on the Treasure Coast and South Florida. The two women go by the names of Tychell Letrein Robinson, 33 and Patrice V. Johnson, 26. According to the Federal Trade Commission, in 2007 Florida took fifth place in nation with regards to the number of ID theft victims per 100,000 residents. The FTC also estimated that about 9 million Americans have their identities stolen every year. The Fort Pierce Police Department, the Port St. Lucie Police Department, the Sheriff's Office as well as the U.S. Postal Service worked together in a two year investigation in order to track down these two criminals. Law enforcement agencies discovered that the arrested had somehow managed to steal the personal information of several victims and open new accounts in their names. Authorities believe that the women bought a lot of their identifying information from accomplices. In a news conference on Monday afternoon, Sheriff Ken Mascara mentioned that criminal circles were well aware that the arrested would pay accomplices $50 in exchange for peoples sensitive information. Authorities discovered that the two women met while they were both under the employment of Liberty Medical. Apparently Robinson headed the criminal operation and taught Johnson all she needed to know with regards to making thousands of dollars every week through identity theft. The arrested managed to target victims in Florida from Orlando to Clearwater and even Palm Beach. The majority of victims were from St. Lucie County and the Treasure Coast. GAO report cites government weaknesses, data leakage - 0 views

    Weak security policies and practices in nearly all 24 major federal agencies in 2008 have resulted in exposing personally identifiable information of Americans, according to a new report from the Government Accountability Office (GAO). "An underlying reason for these weaknesses is that agencies have not fully implemented their information security programs," according to the GAO report, issued Monday. "As a result, agencies have limited assurance that controls are in place and operating as intended to protect their information resources, thereby leaving them vulnerable to attack or compromise." Federal agencies have reported some progress, providing awareness training for employees and testing system contingency plans, the GAO said. Still, employees with significant security responsibilities are not getting enough security training and known vulnerabilities remain wide open. The GAO conducts a periodic review of information security policies and procedures at federal agencies. Inspectors general review agency conformity to the Federal Information Security Management Act of 2002 (FISMA) and report their findings to Congress.

    A new privacy law in Maine is facing a court challenge from media organizations as well as a coalition of online companies including AOL, News Corp. and Yahoo. The new law, officially titled "An Act To Prevent Predatory Marketing Practices against Minors," prohibits companies from knowingly collecting personal information or health-related information from minors under 18 without their parents' consent. The measure also bans companies from selling or transferring health information about minors that identifies them, regardless of how the data was collected. Wednesday, opponents asked the federal district court in Maine to issue an injunction against the measure, slated to take effect Sept. 12. In its court papers, the groups opposing the law say it has consequences far beyond limiting the marketing of health-care information. They contend the measure would "prevent common marketing practices used to serve teens information on colleges, test prep services, class rings, etc." The groups who are suing include the Maine Independent Colleges Association, Maine Press Association, Reed Elsevier and NetChoice -- a coalition of Web companies like AOL, eBay, Yahoo, IAC, News Corp. and Overstock.com.
