The future success of e-learning depends on appropriate selection of tools and services. This symposium will propose that the Virtual Learning Environment (VLE) as an institutional tool is dead, no more, defunct, expired. The first panel member, Steve Wheeler, will argue that many VLEs are not fit for purpose, and masquerade as solutions for the management of online learning. Some are little more than glorified e-mail systems. They will argue that VLEs provide a negative experience for learners. The second member of the panel, Graham Attwell, believes that the VLE is dead and that the Personal Learning Environment (PLE) is the solution to the needs of diverse learners. PLEs provide opportunities for learners, offering users the ability to develop their own spaces in which to reflect on their learning. The third panel member, James Clay, however, believes that the VLE is not yet dead as a concept, but can be the starting point of a journey for many learners. Creating an online environment involving multiple tools that provides for an enhanced experience for learners can involve a VLE as a hub or centre. The fourth panel member, Nick Sharratt, argues for the concept of the institutional VLE as essentially sound. VLEs provide a stable, reliable, self-contained and safe environment in which all teaching and learning activities can be conducted. It provides the best environment for the variety of learners within institutions.

Over the past several weeks UNESCO has been publishing individual titles in its Working Paper Series on Mobile Learning. Recently the Organization concluded the first phase of the Series by releasing two Global Themes papers.  These papers, unlike previous titles, are not region-specific.  Instead they synthesize information contained in the regional papers to identify salient trends that cut across geographic boundaries. One paper, Turning on Mobile Learning: Global Themes, highlights issues policy makers and other stakeholders should consider when infusing mobile learning into education systems.  The other paper, Mobile Learning for Teachers: Global Themes, examines characteristics shared by programmes that assist educators, either by aiding their work in schools or by helping them improve their own pedagogical and content knowledge.

Here are the Top 100 Tools for Learning 2011. This, the 5th Annual Survey of Learning Tools, was finalised on 13 November 2011. This year's list was compiled from the Top 10 Tools lists of 531 learning professionals worldwide - from education, training and workplace learning.

In the time to come mobile learning will not be a choice anymore, but a compulsive mode of learning to stay ahead.

Over the coming weeks UNESCO, in partnership with Nokia, will launch its Working Paper Series on Mobile Learning with the release of a set of twelve papers reviewing mobile learning initiatives, implications for ICT in education policies and how mobile technologies support teacher development. The papers will be released according to regions of the world.

In this regards, the Teaching of English as a Second Language (TESL) has become easier and more attractive via mobile learning. The aim of this study is to review the mobile-based teaching and learning in the English language classroom. Such integration of mobile learning with English language teaching may offer great innovations in the pedagogical delivery.

The unprecedented uptake of mobile devices, in particular mobile phones, in both developed and developing countries opens up new possibilities for increasing education access, equity and quality. Mobile learning, a growing field of ICT in education, has the potential to significantly impact the delivery of education. However, an enabling policy environment is needed to fully realize this potential. UNESCO's research has revealed a dearth of policies related to mobile learning. To address this gap UNESCO, in broad consultation with relevant stakeholders, will develop a set of guidelines to help national government policy makers and educators create environments that enable the safe, affordable and sustainable use of mobile technologies for education.

"As part of the iPads for Learning trial, students have access to an iPad on a 1-to-1 basis, twenty-four hours a day, seven days a week for the duration of the trial. 1-to-1 programs maximise learning opportunities for students by providing access to information anywhere, anytime. A major benefit of 1-to-1 devices is that they can be networked for two way communication and collaboration between teachers and students and extend learning beyond the classroom."

Massive Open Online Courses (MOOCs) are online learning events that can take place synchronously and asynchronously for months. Participants assemble to hear, see, and participate in backchannel communication during live lectures. They read the same texts at the same time, according to a calendar. Learning takes place through self-organized networks of participants, and is almost completely decentralized: individuals and groups create blogs or wikis around their own interpretations of the texts and lectures, and comment on each other's work; each individual and group publicises their RSS feed, which are automatically aggregated by a special (freely available) tool, gRSShopper. Every day, an email goes out to all participants, aggregating activity streams from all the blogs and wikis that engage that week's material. MOOCs are a practical application of a learning theory known as "connectivism" that situates learning in the networks of connections made between individuals and between texts.
