International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. OFFER ON INTERNATIONAL DISABILITY DAY Wheelchair @ 4499 INR Tricycle @ 6500 INR Legislative Framework: There are four important legislations dealing on disabilities issues- The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has laid the foundation of recognition of rights for Persons with Disabilities and has facilitated development of specific programmes for their education, rehabilitation, employment, non-discrimination and social security. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. In a move to make healthcare more accessible, the Department of Health and Social Care (DHSC) has announced plans to empower pharmacy technicians, dental therapists, and hygienists with enhanced authority following two public consultations run by the government in 2023. Revealed by Primary Care Minister Andrea Leadsom on Thursday 28th March, this strategic decision promises to usher in "a faster, simpler, and fairer access to primary care" by granting pharmacy professionals "the ability to both supply and administer medications". Based on the public consultations that garnered widespread support, with 97% backing the empowerment of dental hygienists and therapists and 84% favouring similar rights for pharmacy technicians, the new reform is aimed to cut through bureaucratic red tape and bolster efficiency in patient care. Dental hygienists and therapists, under the proposed change, will be empowered to administer select medications, including pain relief and fluoride, without the need for dentist approval.

IAM Healthcare and pharmacy labour activists have initiated a new worker empowerment project to help pharmacies unionise over unsafe staffing levels and increasing workloads. The campaign is coined "The Pharmacy Guild" to establish higher standards of practice in pharmacies to protect patients. The union issued a mission statement on Wednesday (8 November) highlighting three major demands and goals. They demanded that "staffing and workload standards should be set up to ensure safe patient care." There should be "representation and collective bargaining for pharmacy professionals in workplaces across the country."

National Health Services (NHS) patients across England are set to experience a significant enhancement in accessing key healthcare services such as community nursing through the expansion of self-referral options that no longer require a GP appointment. The recent announcement is part of the NHS primary care access recovery plan and is set to offer hundreds of thousands more individuals each month the opportunity to refer themselves for essential services such as "incontinence support", "podiatry", or "hearing tests" without GP referrals. This move aims to alleviate the burden on general practitioners through self-referrals for more than 180,000 patients, allowing them to focus their time and resources on patients in need of immediate care and recover the long waiting times. As per the NHS data, approximately 200,000 people per month self-refer themselves which under the new plan will extend to additional critical services tailored to local population needs to "continue modernising GP, expand pharmacy services, and offer patients more choice in how they access care".

Community Pharmacy England (CPE), the Company Chemists' Association (CCA), the Royal Pharmaceutical Society (RPS) and the National Pharmacy Association (NPA) on Tuesday (5 March) released a joint manifesto for community pharmacy in anticipation of the upcoming general election expected later this year. The manifesto has been designed for widespread use within the community pharmacy sector to facilitate engagement with political parties and parliamentary candidates. In their #VotePharmacy manifesto, the pharmacy bodies have highlighted a robust six-point plan to unleash the potential of pharmacy. Election candidates are urged to express their support in six key areas, which include: Filling the funding gap and committing to long-term sustainable funding to empower pharmacies to deliver more NHS care. Enhancing the community pharmacy workforce to ensure they can meet the evolving needs of patients.
