The European Commission launched an initiative to deal with the ongoing supply crisis on Tuesday (24 October). The following announcement comes after the shortage of key antibiotics last winter identified by the European Health Emergency Preparedness and Response Authority (HERA) and the European Medicines Agency (EMA). The "European Voluntary Solidarity Mechanism" is a proposed short-term measure that involves a Member State's need for a given medicine to other Member States to redistribute medicines from their available stock. Additionally, the Commission intends to cooperate with member states to improve components of pharmaceutical reform with an aim to strengthen supply security. They are setting up a few actions apart from the launch, a list of critical medicines to analyse the supply chain by early 2024; regulatory flexibilities; strengthening security of supply; and availability of antibiotics and treatments for respiratory viruses by next winter.

In 2023, almost 14,000 people in England are estimated to have died due to excessive waits in emergency departments, averaging more than 260 deaths per week, according to new figures from the Royal College of Emergency Medicine (RCEM). The RCEM estimate is based on a large study of NHS patients published in the Emergency Medicine Journal in 2021, which found one excess death for every 72 patients who spent eight to 12 hours in an A&E department. Following a Freedom of Information audit of NHS trusts, the college has found that 65 per cent of people waiting 12 hours or more in A&E were patients waiting for a hospital bed. NHS data for England revealed that over 1.5 million patients waited 12 hours or more in major emergency departments last year. Based on the RCEM calculation, this indicates that over a million of those patients were waiting for a bed.

Members of the Royal Pharmaceutical Society (RPS) highlighted the work of pharmacists in making medicines use and the whole NHS more environmentally sustainable at the Welsh Senedd this week. Politicians present were informed that around 25 per cent of the NHS' carbon emissions result from medicines use, and therefore pharmacists' expert skills are crucial for reducing these emissions. RPS Wales Director, Elen Jones, was among the RPS staff who attended the event, which was co-hosted with the Association of the British Pharmaceutical Industry. Commenting on the event, Elen said: "It was great to get so many productive conversations with the politicians to highlight the great work pharmacists are already doing in the sustainability field and to explain what further steps are required to reduce the negative environmental and ecological impact of medicines."

Causes of Liver Damage and Liver Problems The liver is an organ about the size of a football that sits just under your rib cage on the right side of your abdomen. The liver is essential for digesting food and ridding your body of toxic substances. Liver disease can be inherited (genetic) or caused by a variety of factors that damage the liver, such as viruses and alcohol use. Obesity is also associated with liver damage. Regardless of whether it takes place over many years or a few weeks, liver failure is an absolutely devastating health development that, if left untreated, can result in the death of a patient. There are essentially two types of liver failure: acute, which can emerge over the course of a very short period (such as a few weeks or even less), and chronic, which tends to last many years. Although acute and chronic liver failure patients often experience similar symptoms, the causes of these two conditions - in addition to their treatments - can be unique. The Community Pharmacist Consultation Service (CPCS) will be expanded to enable urgent and emergency care settings to refer patients to a community pharmacist for a consultation for minor illness or urgent medicine supply from Monday (15 May), the DHSC and NHSE said. The service builds on the progress made in GP referrals via the CPCS and hospital referrals under the Discharge Medicine Service. It was originally planned to launch in March, and fee for this service will be the existing CPCS fee of £14, as per the agreement for both year 4 and year 5 of the Community Pharmacy Contractual Framework (CPCF) 2019 to 2024 5-year deal. In an update on the CPCF, published today (12 May), the Department of Health and Social Care (DHSC) and NHS England (NHSE) has also committed to the 4 October 2023 launch date for the Tier 2 of the Pharmacy Contraception Service, subject to a positive evaluation of the pilot. The Tier 1 of the service was launched on 24 April, delayed by over three months. This new service enables community pharmacists to provide ongoing management, via a patient group direction (PGD), of routine oral contraception that was initiated in general practice or by a sexual health clinic. The fees for this service are as follows: a fee for each consultation of £18; and a set-up fee of £900, paid in instalments. The Tier 2 will "enable community pharmacists to also initiate oral contraception, via a PGD, and provide ongoing clinical checks and annual reviews," Alette Addison, deputy director for pharmacy, dental and optical at the DHSC and Ali Sparke, director for dentistry, community pharmacy and optometry at the NHSE, said in a letter.

HRA Pharma is celebrating the 1st anniversary of Hana, the first type of daily oral contraception available in the UK without a prescription. The launch of Hana in 2021 followed the historic decision of the Medicines and Healthcare products Regulatory Agency (MHRA) to grant a marketing authorisation and marked a significant step forward in the women's contraception category. The company reports that pharmacists have embraced the reclassification and have found merit in using emergency contraception consultations as an opportunity to educate women on their over-the-counter contraception options. Alison Slingsby, innovations project manager at HRA Pharma, commented: "We have been delighted with Hana's reception - within weeks of launch, it quickly became the best-selling mini-pill without prescription, with more than 95 per cent market share, and has maintained this market leading position ever since. We previously had the experience of switching emergency contraceptive ellaOne to a P medicine, Hana is on track to match and eventually exceed the ellaOne volumes.

Community pharmacies must be involved in future planning for public health emergencies, especially in cases where a quick response is needed such as the Covid-19 pandemic, a European-wide research has recommended. The project, co-led by the University of Huddersfield professor Zaheer-Ud-Din Babar in medicines and healthcare, focuses on how community pharmacies dealt with the pandemic, covering 31 pharmacy interventions on Covid-19 in 32 countries in Europe. The interventions include prevention, response, and recovery measures. It also covers improved access to medicines, expanded powers granted to pharmacies, rapid antigen testing, along with Covid-19 vaccination. Community pharmacists in the US, Canada, and Australia have been engaged in pandemic prevention, preparedness, and response strategic guidance after the 2009 flu pandemic. The aim of the research is to map the current reported practice and trends and review the pharmacies' intervention in Europe.

The Pharmaceutical Services Negotiating Committee (PSNC) has launched a four point plan at its parliamentary drop-in event for MPs and peers hosted on Tuesday (15 November). The event lasted for two hours, during which MPs had the opportunity to drop-in and have their blood pressure measured by pharmacists with experience of working on the front-line and were briefed on the urgent need for action to address the pressures on the sector. Outline of the four-point plan: Resolve the funding squeeze: Community pharmacy needs an immediate funding uplift to prevent large-scale pharmacy closures, as well as emergency business relief to get through this winter. Tackle regulatory and other burdens: Pharmacies must be protected from medicines market shocks, supported to help them weather the workforce crisis, helped to free up capacity and freed from red tape that does not enhance patient care. Help pharmacies to expand their role in primary care: Pharmacies could do more to support the delivery of primary care for example through offering clinical services for long-term conditions - like hypertension, diabetes and respiratory disease, supporting people to adopt healthier lifestyles and prevent the development of long-term conditions, medicines optimisation, and a much wider variety of NHS vaccinations.
