NHS England has commissioned the Royal Pharmaceutical Society (RPS) to develop guidance that helps community and hospital pharmacy teams across Britain to reduce the impact of pharmacy services, pharmaceutical care and medicines on the environment. The RPS said the Greener Pharmacy Guidance will enable pharmacies to self-assess their impact against the standards, benchmark and improve through evidence-based activities and actions. "I'm delighted our strong commitment to helping pharmacy reduce its environmental impact can now be taken to the next level through developing guidance and accreditation for pharmacy teams," RPS president Professor Claire Anderson said. "Medicines account for 25 per cent of carbon emissions within the NHS and this initiative underscores our commitment to promoting sustainable healthcare and supporting the NHS's goal of achieving 'net zero' emissions by 2040." Peter Morgan, medicines assistant director at NHS England, commented: "Pharmacy staff are involved in the purchasing and dispensing of almost every medicine used in the NHS and the new Greener Pharmacy Guidance and Self-accreditation scheme will provide support for pharmacy professionals by outlining clear actions to deliver more environmentally sustainable pharmacy practices." The RPS said the guidance and digital self-assessment toolkit will integrate with carbon calculator tools to help pharmacy teams to measure their carbon footprint, action plan to reduce use of carbon and improve sustainability.

The Pharmacy Supervision Practice Group held its second meeting to discuss the future modelling of pharmacy practice. Some of the leading bodies from the community pharmacy sector have joined the group. The members explored themes centred around accountability, delegation and responsibility. The session included a wide-reaching discussion, including what future guidance might look like and the continued patient access to the pharmacist through a comprehensive, accessible and equitable community pharmacy offer. Chair of the group, Dr Michael Twigg, Associate Professor of Primary Care Pharmacy, University of East Anglia, said: "The primary objective of the group is to develop a co-designed and co-produced solution that will not only enhance the patient experience within community pharmacy practice, but that will enable the community pharmacy workforce to maximise role and professional skills. "At its second meeting, the group was unanimous that any changes in the delegation, responsibility and accountability space should be in the patient interest, distil confidence for patients and ensure that community pharmacy remains accessible and equitable."

We have been specialising in community pharmacy sector for over 30 years and have helped many pharmacists acquire their first pharmacy. We have seen several of those first-time buyers transition into multiple pharmacy owners under our specialist guidance and support through the years. Acquiring the first pharmacy can be a challenge to most pharmacists especially when they do not have the necessary skill in reading the numbers presented in terms of the target pharmacy's performance and how to interpret these in order to arrive at a valuation for the purpose of submitting an offer. Without the guidance of a specialist accountant in community pharmacy, one of the major risks is that one could end up paying more than what the pharmacy is worth. The Pharmacists' Defence Association (PDA) has raised concerns over "certain elements" of the Pharmaceutical Society of Northern Ireland (PSNI)'s consultation on pharmacy staffing levels. PSNI recently consulted on its draft guidance for pharmacy staffing levels which sets out to explain what pharmacy owners and superintendents must do to ensure that each pharmacy has enough skilled and qualified staff. This includes having an appropriate skill mix, to provide safe and effective pharmacy services which comply with the standards. PDA said that the role of the 'responsible pharmacist' has not been "fully acknowledged" and that more clarification is needed. The association has made a few recommendations to PSNI that includes: the guidance must explicitly recognise the statutory role of the responsible pharmacist and their authority in securing the safe operations within the pharmacy. "The guidance should specify that pharmacy owners and superintendents must ensure that they do not set incentives or targets which may compromise the professional judgement of staff." It also recommended that unregistered staff (including unregistered managers) are accountable firstly to the responsible pharmacist for any activity involving the clinical care of patients (for example unregistered managers must not interfere in diary bookings for vaccinations).

Pharmacy Supervision Practice Group, an organisations from across the community pharmacy sector, who have come together to look into the future "supervision" in community pharmacy, have published their final report. Over the course of nine collaborative and positive workshop-style discussions the Supervision Practice Group aimed to provide recommendations to reframe legislation, regulation and professional standards and guidance to achieve a new vision for community pharmacy. The group have produced a report which makes several recommendations on the subjects of: * the legislation relating to "supervision"; * the temporary absence of the RP from the pharmacy; * delegation; * the preparation and assembly of medicines when the RP is not signed in. The group have provided recommendations on which the Department of and Social Care and the regulators can draft specifically worded revisions to legislation and regulatory standards. These specific legislative and regulatory changes that are proposed by government and regulators will be subject to a full consultation process.

Pharmacy owners have less than a week to complete the mandatory 2023 Community Pharmacy Workforce Survey, which closes on Sunday, December 17. The NHS Business Services Authority sent an email with a survey link to pharmacy owners on October 23, 2023. In certain cases, such as Company Chemists' Association member companies and other multiple pharmacy groups, head offices will centrally complete the survey. "If you're unsure whether the survey will be completed centrally, please seek guidance from your head office," Community Pharmacy England has said. Since 2022, completing the annual NHS England community pharmacy workforce survey has been a Terms of Service requirement for pharmacy owners.

Community Pharmacy England (CPE) has released a series of resources to help pharmacy owners and their teams promote the new Pharmacy First service, which is slated for launch on 31st January 2024. Pharmacists can use a variety of resources, including posters, social media content, flyers and a local press release, to raise awareness of the new service to patients and members of the public. The promotional materials are now available to download from the Committee's website. "The messaging and graphics have been developed with the input of pharmacists and pharmacy owners, to highlight the benefits of the service to patients, the public, and the NHS," it said. CPE has been providing a range of information, guidance and resources to support community pharmacies in the implementation of the new service. Beginning Monday 29 January 2024, the committee will be hosting a series of online drop-in sessions (no need to register) to assist pharmacy professionals with any queries they may have on the service.

The National Institute for Health and Care Excellence (NICE) has published a new diagnostic guidance to enhance CYP2C19 genotype testing to guide clopidogrel use for patients who have suffered an ischemic stroke or transient ischemic attack. Published in July, the diagnostic guidance also emphasised the vital role of pharmacists and pharmacies in the implementation of CYP2C19 genotype testing used to guide prescribed antiplatelet medication. According to the NICE guidance, pharmacists with their expertise in pharmacogenomics and patient medication management, will be integral in interpreting test results and recommending appropriate antiplatelet therapy. It also highlighted the need for close collaboration with other healthcare professionals to ensure effective implementation across various care settings for stroke patients. Community pharmacies must be involved in future planning for public health emergencies, especially in cases where a quick response is needed such as the Covid-19 pandemic, a European-wide research has recommended. The project, co-led by the University of Huddersfield professor Zaheer-Ud-Din Babar in medicines and healthcare, focuses on how community pharmacies dealt with the pandemic, covering 31 pharmacy interventions on Covid-19 in 32 countries in Europe. The interventions include prevention, response, and recovery measures. It also covers improved access to medicines, expanded powers granted to pharmacies, rapid antigen testing, along with Covid-19 vaccination. Community pharmacists in the US, Canada, and Australia have been engaged in pandemic prevention, preparedness, and response strategic guidance after the 2009 flu pandemic. The aim of the research is to map the current reported practice and trends and review the pharmacies' intervention in Europe.

The General Pharmaceutical Council (GPHC), Royal Pharmaceutical Society (RPS), Company Chemists Association (CCA), Association of Pharmacy Technicians UK (APTUK), National Pharmacy Association (NPA), Guild of Healthcare Pharmacists, Pharmacists' Defence Association (PDA), and Independent Pharmacies Association (IPA) have released a joint statement in response to the far-right riots across the UK. They emphasised their united stance, declaring zero tolerance for racism towards colleagues or the public in any form. The joint statement reads: "We are shocked and saddened by the violent public disorder events in recent days. "We acknowledge how all sectors of the pharmacy profession may be impacted and recognise the challenges that this level of overt aggression can have on people's ability or willingness to live their daily lives. "The pharmacy workforce deserves peace and safety, not fear and harm. We stand united in having a zero tolerance of racism towards our colleagues or the public in whatever form it takes." Meanwhile, Community Pharmacy England (CPE) has expressed concerns that protests and violent disorder in various towns and cities across England may impact the ability of community pharmacies to operate.

The Pharmaceutical Services Negotiating Committee (PSNC) has urged community pharmacy to plan and ensure patients are able to access their prescription if they have to close in an emergency situation for a short period. It has prepared a guidance which can be undertaken by pharmacy in the event of a closure and the contractor's business can resume easily and effectively once the emergency has passed. In its guidance, PSNC has stated a few actions that can be taken by pharmacy in advance: Plan ahead - be ready before a closure is needed. Don't wait until your pharmacy needs to be closed before you consider how you will manage and what you can put in place to mitigate the impact. Make sure your business continuity plan is up to date and relevant to the current situation. For example, try not to rely on family and friends as part of your plan; if you're having to isolate because of infectious illness, your close contacts may need to do so as well. Ensure your SOPs are accurate, up to date and easy-to-find for someone completely unfamiliar with your pharmacy. Emergency numbers will be crucial. Normal, everyday business continuity issues are still going to arise and anyone on-site needs to know how to address them:

Community Pharmacy England has published new guidance to help members to complete the 2022/23 Data Security and Protection Toolkit (DSPTK). The Toolkit is used to make a pharmacy's information governance (IG) declaration and the deadline is Friday (30 June). Community Pharmacy England collaborated with the NHS DSPTK team to keep the workload associated with Toolkit completion manageable whilst maintaining the appropriate data security protections. Key differences in this year's Toolkit include- improvements to the Toolkit's layout; improvements to the question wording and pharmacy-specific tips; and the Toolkit displays the answers submitted by the pharmacy in the previous submission for various questions, allowing pharmacy owners to simply confirm that the information remains accurate and adjust this if necessary. The NHS Parent Organisation Code (POC) headquarters (HQ) batch submission feature also continues to enable to allow pharmacy owners (that own three or more pharmacies) to complete a single submission for all their premises.

The Pharmacy Supervision Practice Group consisting of members from AIMp, APTUK, CCA, NPA, PDA, PFNI and RPS held its fourth workshop to continue discussions on the future modelling of pharmacy practice. The ideas around 'supervision' shared by the organisation earlier formed the basis of the discussion during the workshop and helped to expand understanding of where there was consensus and disagreement. Examples of ideas explored during the workshop include: the extent to which a pharmacist should supervise the medicines assembly process, the purpose and extent to which a pharmacist might be absent from the pharmacy and how this might affect patient safety as well as the nature of whether fixed rules versus a broad framework were preferable for future practice. Chair of the group, Dr Michael Twigg, Associate Professor of Primary Care Pharmacy, University of East Anglia, said "Once again the sector bodies have come together in a collaborative and positive manner to explore the concept of 'supervision' in the context of current and future community pharmacy practice. This session provided an opportunity to constructively challenge assumptions and viewpoints within the group with the aim of moving the discussion forward." As part of the session, the DHSC, GPhC and PSNI gave an overview of the difference between legislation, regulation and guidance which was helpful to inform the group's thinking. Each of the organisations have been asked to use the conversation to refine the ideas presented in advance of the next workshop.

The Pharmaceutical Services Negotiating Committee (PSNC) has shared materials to help community pharmacy in communicating relevant advice to people during this heatwave. The UK Health Security Agency (UKHSA) has issued a heat-health alert for the next few days. It has also published a beat the heat poster, along with its heatwave guidance, which could be used in pharmacies to raise awareness. "During this heatwave, the public may turn to community pharmacy teams for advice about staying well during the hot weather or to seek assistance when feeling unwell because of the heat," PSNC said. It has previously developed materials that may be used by community pharmacy teams to communicate relevant messages contained in the Heatwave Plan for England and the NHS website guidance on how to cope in hot weather.

The Royal Pharmaceutical Society (RPS) England Chair Thorrun Govind has called for Government action to support pharmacy teams experiencing huge demand for their services. "Pharmacy teams are under immense pressure at the moment, in common with other NHS services, and working extremely hard with health service colleagues to provide the right care for patients," said Govind. "As winter pressures mount, pharmacies see increased numbers of patients seeking support with illness and also because they have heard other areas of the health service are struggling to cope. The society has also stated staffing pressures, alongside an increase in workload has created an extra burden which takes a toll on the wellbeing of pharmacy teams. Govind added: "Issues such as medicine shortages can also take up many hours of time for pharmacy teams tracking down medicines when they could be directly helping patients. In community pharmacies, rising costs and fairly static funding are adding to business pressures. "However, pharmacies remain the most accessible part of the health service and provide expert advice to patients without the need for an appointment and are open long hours and at weekends."

Community Pharmacy England (CPE) has reminded community pharmacy owners that the deadline to complete the 2023/24 Data Security and Protection Toolkit to make their information governance (IG) declaration is 30 June 2024. CPE is working with the NHS DSPTK team to keep the workload associated with Toolkit completion manageable whilst ensuring that appropriate data security protections are maintained. Pharmacy owners with three or more pharmacies can complete a single submission for all their premises through the NHS Parent Organisation Code (POC) headquarters (HQ) batch submission feature.

Despite the government's announcement on lifting most Covid-19 related restrictions from next Thursday (January 27), people working in community pharmacies will be required to adhere to the UK Health Security Agency's infection prevention control (IPC) guidance. The ambit the guidance, which aims to protect everyone against the infection, also covers GP practices, dental practices and optometry practices, the Pharmaceutical Services Negotiating Committee said in an update. The negotiators also urged community pharmacy teams to encourage patients to wear a face covering while vising pharmacy to keep staff and other patients safe. Prime minister Boris Johnson announced on Wednesday (January 19) that Covid-19 restrictions re-imposed in England last month would be lifted by from next Thursday (January 27).

The Pharmaceutical Services Negotiating Committee (PSNC) has published a guidance for community pharmacies to help them in the implementation of the new Prescription Prepayment Certificate (PPC) for hormone replacement therapy (HRT). The new policy will rollout from 1 April 2023, patients who are not already exempt from NHS prescription charges will be able to purchase an annual HRT PPC for the cost of two single prescription charges Major concern raised by PSNC is that the NHS systems have not kept pace with policy, as the certificate is launching without the IT in place to support it. PSNC has been clear that this is totally unacceptable, including raising this with Ministers directly and warning them that introducing the PPC without this infrastructure risks causing confusion for some patients and adding to the burden for pharmacy teams. "Government recognises the challenges but is determined to move forwards with the policy, said the committee. "DHSC has recognised the impact this will have on pharmacies and we are still pressing for appropriate financial compensation. We have also sought guidance for GPs, and now published our own guidance to try to make the launch go as smoothly as it can for pharmacy teams."

The Pharmaceutical Services Negotiating Committee (PSNC) and NHS England have agreed that community pharmacy contractors will have to participate in one mandatory national health campaign. This campaign on weight management commenced from Tuesday (03 January) and will run until Sunday (29January). PSNC said: "Pharmacies can be required to participate in up to six health campaigns at the request of NHS England per year (1st April to 31st March). Pharmacies will be involved by displaying and distributing leaflets provided by NHS England. In addition, pharmacies are required to undertake prescription-linked interventions on major areas of public health concern, such as encouraging smoking cessation. "Contractors can order pharmacy specific posters, wallet cards ('info' cards with a QR code signposting people to the Better Health website and free tips and tools to lose weight) and a dispenser for these cards on the Campaign Resource Centre website. A guidance leaflet to support community pharmacy teams' conversations with patients is also available," said PSNC.

NHS England and NHS Improvement published on May 26 the findings of the Fuller 'stocktake' - setting out how primary care can work with partners across health and care to best meet the needs of their local communities. Dr Claire Fuller's report lays emphasis on the essential role of primary care and the potential of integrated neighbourhood teams in reducing the burden of ill health and tackling health inequities. It commends community pharmacy for keeping "its doors open to the public throughout" the pandemic whilst being "among the most recognisable of a multitude of dedicated staff delivering care around the clock in every neighbourhood in the country". The report highlights "recruitment and retention challenges across the wider primary care workforce" including in community pharmacy. Stressing the importance of community pharmacy teams in urgent care and prevention, including early diagnosis of cancers, the report points out that pharmacists could play "a more active role in signposting eligible people to screening and supporting early diagnosis, building on a number of successful pilots such as those from the Accelerate, Coordinate, Evaluate (ACE) programme".
