PDA raises concerns over PSNI consultation staffing levels - 0 views

    The Pharmacists' Defence Association (PDA) has raised concerns over "certain elements" of the Pharmaceutical Society of Northern Ireland (PSNI)'s consultation on pharmacy staffing levels. PSNI recently consulted on its draft guidance for pharmacy staffing levels which sets out to explain what pharmacy owners and superintendents must do to ensure that each pharmacy has enough skilled and qualified staff. This includes having an appropriate skill mix, to provide safe and effective pharmacy services which comply with the standards. PDA said that the role of the 'responsible pharmacist' has not been "fully acknowledged" and that more clarification is needed. The association has made a few recommendations to PSNI that includes: the guidance must explicitly recognise the statutory role of the responsible pharmacist and their authority in securing the safe operations within the pharmacy. "The guidance should specify that pharmacy owners and superintendents must ensure that they do not set incentives or targets which may compromise the professional judgement of staff." It also recommended that unregistered staff (including unregistered managers) are accountable firstly to the responsible pharmacist for any activity involving the clinical care of patients (for example unregistered managers must not interfere in diary bookings for vaccinations).

    The Council of Pharmaceutical Society NI (PSNI) has introduced an 8-week public consultation on proposed Guidance on Pharmacy Staffing Levels within registered premises. The principle-based Guidance seeks to assist Pharmacy Owners and Superintendents to ensure that each pharmacy has enough appropriately skilled and qualified staff to provide safe and effective pharmacy services to the public. All registered pharmacies will have to meet the standards set out in the Premises Standards, when commenced. PSNI said: "The proposed Guidance should also help ensure a working environment that will facilitate pharmacists to meet their professional obligations under the Professional Standards of Conduct, Ethics and Performance for Pharmacists in Northern Ireland (2016)." "Whilst other health regulators have primary responsibility for systems regulation outside of regulated premises, we consider that the principles outlined in this Guidance, will be helpful for managers working with pharmacy teams in different settings."

Pharmacy teams have informed the negotiator about the ongoing financial and operational pressures and expressed concerns that these pressures could impact patients' care. The surveys would give a snapshot of the problems faced by pharmacies and the results will be used in ongoing discussions with NHS England & NHS Improvement and the Department of Health and Social Care. The results will also help PSNC to make pharmacy's case in conversations with the MPs, ministers and the national media. The two separate surveys are for: Pharmacy business owners/head office representatives - This survey covers the pressures faced by businesses, including financial and staffing pressures. Pharmacy teams - It covers the day-to-day pressures experienced by pharmacy teams including supply chain issues, patient interactions/experience and staff morale.

Total community pharmacy workforce drops 6 percent in a year - 0 views

    The full-time equivalent community pharmacy workforce saw a 6 per cent decline in a year, while the overall number of pharmacists remains nearly constant, according to NHS England's Community Pharmacy Workforce Survey 2022. However, vacancy rates among pharmacists rose 16 percent, suggesting an increased reliance on locum pharmacists who, on average, work fewer hours, the data revealed. According to NHSE, the mandated survey released (Aug. 3) achieved a 95 per cent completion rate among pharmacy contractors, marking a substantial increase compared to only 47 per cent in the previous year. The survey results indicate a shift in working patterns within community pharmacy, with locum pharmacists being utilised more frequently as part of the staffing model. The survey revealed a 6 per cent decrease in the community pharmacy workforce across all roles combined. The number of full-time equivalent pharmacists working in community pharmacy decreased by 2,411, from 20,255 in 2021 to 17,844 in 2022, the survey found. The employed pharmacists decreased by 16 per cent from 12,774 in 2021 to 10,943 in 2022, while locum pharmacists increased by 26 per cent from 4,297 in 2021 to 5,477 in 2022, NHSE said.

Community pharmacy inclusion in NHS workforce plan - 0 views

    Pharmacy leaders have called for reassurance that the workforce plan, expected by April 2023, will cover the entirety of the pharmacy workforce across the health service, including in community pharmacies. A joint letter has been signed by representatives from 14 pharmacy organisations which highlights that with continued pressures on services, it is more important than ever to support the pharmacy workforce so that the staff needed to deliver patient care now and into the future can be recruited, trained and retained. Mark Koziol, Pharmacists' Defence Association (PDA) Chairman said: "Our pharmacist members practise across the entire health system and have the potential to do far more to help patients and improve public health, but they can only do so safely if they are in appropriately staffed workplaces. This is a workforce issue, so it is important that the Government works with representatives of the pharmacist workforce, and of their employers, to get a suitably agreed plan in place." Thorrun Govind, English Pharmacy Board Chair, Royal Pharmaceutical Society (RPS), said: "It will be crucial to use the skills of all our health professions to support the NHS recovery, reduce health inequalities, manage the growing cost of long-term conditions, and deliver best value from medicines.

    The Royal Pharmaceutical Society (RPS) England Chair Thorrun Govind has called for Government action to support pharmacy teams experiencing huge demand for their services. "Pharmacy teams are under immense pressure at the moment, in common with other NHS services, and working extremely hard with health service colleagues to provide the right care for patients," said Govind. "As winter pressures mount, pharmacies see increased numbers of patients seeking support with illness and also because they have heard other areas of the health service are struggling to cope. The society has also stated staffing pressures, alongside an increase in workload has created an extra burden which takes a toll on the wellbeing of pharmacy teams. Govind added: "Issues such as medicine shortages can also take up many hours of time for pharmacy teams tracking down medicines when they could be directly helping patients. In community pharmacies, rising costs and fairly static funding are adding to business pressures. "However, pharmacies remain the most accessible part of the health service and provide expert advice to patients without the need for an appointment and are open long hours and at weekends."

We hear a lot about the cost of living crisis; our members are facing a cost of doing business crisis and it's every bit as real. "The underlying underfunding, significant general inflationary pressures and specific cost increases relating to the locum workforce together make a powerful and urgent case for new funding."

RPS Wellbeing survey:Community pharmacy at high risk burnout - 0 views

    Ninety-six per cent of community pharmacists surveyed in the Royal Pharmaceutical Society (RPS) Workforce Wellbeing survey said they were at 'risk of burnout'. A higher number of respondents working in community pharmacy (20%) reported not being offered breaks compared to all other sectors (8%) and were more likely to experience verbal or physical abuse from patients and the public (69% vs an average 44%). The annual Workforce Wellbeing survey also revealed that 88 per cent of pharmacists surveyed are at high risk of burnout due to winter pressure. Therefore, RPS is calling for workforce planning for pharmacy to address skill mix and staffing levels so that workloads can be effectively managed. Top factors causing poor mental health and wellbeing revealed by the survey include inadequate staffing (70%), lack of work/life balance (53%), lack of protected learning time (48%) and lack of colleague/senior support (47%). This is the fourth survey RPS has run in partnership with the charity Pharmacist Support on the state of mental health and wellbeing in pharmacy. The findings demonstrate continued pressure on pharmacists and trainees across the workforce, especially in community pharmacy where 96% of those surveyed said they were at risk of burnout.

    The consequences of NHS workforce crisis is not limited to general practice, community pharmacies are also suffering, commented Community Pharmacy England after the General Medical Council (GMC) published a report on Friday (23 June) which warned of the burnout in the workforce. The report calls for urgent actions to break a 'vicious cycle' of unmanageable workloads, dissatisfaction and burnout that is causing UK doctors to take steps to quit. Chief Executive Janet Morrison, said: "The GMC's report is yet another clear signal of the scale of the mounting the NHS workforce crisis, and this is not limited to general practice: community pharmacies are also suffering the consequences of it." "Pharmacy teams are overstretched, feeling immense pressures, and dealing with significantly increased workloads. Pharmacy owners are also finding it impossible to make ends meet, not least given the rising staffing costs which are being driven up by workforce issues. Findings show the number of doctors who reported working beyond their rostered hours on a weekly basis rose from 59% in 2021 to 70% in 2022, and 42% said they felt unable to cope with their workload each week (up from 30% in 2021). Just half said they were satisfied in their work, down from 70% in 2021.

    Working conditions in pharmacies have worsened in 2021, the annual Safer Pharmacies Survey conducted by the Pharmacists' Defence Association (PDA) revealed, highlighting the challenging and unsafe environments that some pharmacists are working in. The survey asks pharmacists across all areas of practice about their experiences of key safety measures in the workplace. Since the launch of the Safer Pharmacies Charter in 2017, PDA's annual surveys have monitored their feedback against the Charter's commitments, which covers seven basic areas as standard practice for pharmacy work. The commitments are No Self-Checking, Safe Staffing, Access to a Pharmacist, Adequate Rest, Respect for Professional Judgment, Raising Concerns and Physical Safety.     Leaders from across the pharmacy sector and trade bodies dwelled on the challenges faced by the pharmacists at the Sigma Conference held on Sunday (2 October). "If the cost of carrying out regulation is higher than the benefits, it's time for all the bodies to sit together and talk on what can be adjusted accordingly," said Salim Jetha, Chairman, Avicenna. Jetha highlighted the challenges faced by the independent pharmacy and also raised the concern about the 'level playing field' for pharmacists compared to GPs. He said: "GPs get paid for energy cost, premises cost, the staffing cost. We don't get paid for that. So don't be misled by saying we are being exactly the same. Yes, on paper we are, but in reality we are not. I think also the rules of engagement are different." He called for better collaboration with GPs, and urged PSNC and other trade bodies to ensure a level playing field.     The minimum Covid-19 self-isolation period in England will be cut to five days from seven if someone tests negative twice, health secretary Sajid Javid said on Thursday (January 13) - a move that could reduce staffing disruption in businesses and infrastructure. The rapid spread of the Omicron variant has fuelled a spike in Covid-19 cases to record highs in Britain, and the surge has cause major disruption to the staffing of hospitals, schools and transport as staff have to self-isolate. "We've made the decision to reduce the minimum self-isolation period to five full days in England," Javid told parliament. "From Monday, people can test twice before they go, leaving isolation at the start of day six." The government had previously reduced isolation period to seven days from 10 days to people in England who get a negative result on a rapid lateral flow test two days in a row.
