The National Science Foundation (NSF) invites investigators at U.S. organizations to submit proposals to conduct research about the Arctic. Arctic research includes field and modeling studies, data analysis, and synthesis about the arctic region.The goal of the NSF Section for Arctic Sciences, Division of Polar Programs (PLR),??is to gain a better understanding of the Arctic's physical, biological, geological, chemical, social and cultural processes; the interactions of oceanic, terrestrial, atmospheric, biological, social, cultural, and economic systems; and the connections that define the Arctic. This ROSES-2014 NRA (NNH14ZDA001N) solicits basic and applied research in support of NASA's Science Mission Directorate (SMD). This NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat, and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data.

Hazards SEES seeks research projects that will productively cross the boundaries of the atmospheric and geospace, earth, and ocean sciences; computer and information science (including cyberinfrastructure); engineering; mathematics and statistics; and social, economic, and behavioral sciences. Successful proposals will integrate across multiple disciplines to promote research that advances new paradigms that contribute to creating a society resilient to hazards.

The Chemical Oceanography Program supports research into the chemical components, reaction mechanisms, and geochemical pathways within the ocean and at its interfaces with the solid earth and the atmosphere. Major emphases include:  studies of material inputs to and outputs from marine waters; orthochemical and biological production and transformation of chemical compounds and phases within the marine system; and the determination of reaction rates and study of equilibria. The Program encourages research into the chemistry, distribution, and fate of inorganic and organic substances introduced into or produced within marine environments including those from estuarine waters to the deep sea.

The goals of the Program are to: (i) advance knowledge about the processes that force and regulate the atmosphere’s synoptic and planetary circulation, weather and climate, and (ii) sustain the pool of human resources required for excellence in synoptic and global atmospheric dynamics and climate research. Research topics include theoretical, observational and modeling studies of the general circulation of the stratosphere and troposphere; synoptic scale weather phenomena; processes that govern climate; the causes of climate variability and change; methods to predict climate variations; extended weather and climate predictability; development and testing of parameterization of physical processes; numerical methods for use in large-scale weather and climate models; the assembly and analysis of instrumental and/or modeled weather and climate data; data assimilation studies; development and use of climate models to diagnose and simulate climate and its variations and change. Proposed research that spans in substantive ways topics appropriate to programs in other divisions at NSF, e.g., ocean sciences, ecological sciences, hydrological sciences, geography and regional sciences, applied math and statistics, etc., must be submitted at times consistent with target dates or deadlines established by those programs. The goal of the ASR program is to improve the scientific understanding and treatment of clouds, aerosols, and radiative transfer processes in atmospheric models, that in turn are combined with ocean, terrestrial, and ice sheet models to make projections of climate change. 

In 2016, the National Science Foundation (NSF) unveiled a set of "Big Ideas", 10 bold, long-term research and process ideas that identify areas for future investment at the frontiers of science and engineering. The Big Ideas represent unique opportunities to position our Nation at the cutting edge of global science and engineering leadership by bringing together diverse disciplinary perspectives to support convergence research. As such, when responding to this solicitation, even though proposals must be submitted to the Directorate for Geosciences, once received, the proposals will be managed by a cross-disciplinary team of NSF Program Directors. Arctic temperatures are warming faster than nearly everywhere else on Earth, with some models predicting that continued warming could produce an ice-free Arctic Ocean by mid-century. The rapid and wide-scale changes occurring in response to this warming portend new opportunities and unprecedented risks to natural systems; social and cultural systems; economic, political and legal systems; and built environments of the Arctic and across the globe. The lack of scientific observations and the prevalence of interdependent social, natural, and built systems in the Arctic make it challenging to predict the region's future. Understanding and adapting to a changing Arctic will require creative new directions for Arctic-specific research, education, workforce development, and leveraging of science, engineering, and technology advances from outside the Arctic.

The Bureau of Oceans and International Environmental and Scientific Affairs' (OES) Office of Conservation and Water (ECW) at the Department of State, announces the Notice of Funding Opportunity ("NOFO") for Mapping and Analysis of Illegally Harvested Timber and Forest Products in Global Trade, to work with developing countries and partners to gather data and build capacity to identify, analyze, and map illegal timber and forest products trade in key regions for forest production and trade. The results aim to influence policy makers in these regions, and will inform ongoing U.S. programs and the design and implementation of future interventions to assist developing countries in combating illegal logging and associated trade (ILAT). Eligibility is limited to U.S. non-profit/nongovernmental organizations subject to section 501(c)(3) of the U. S. tax code, foreign not-for-profit/nongovernmental organizations, and educational institutions. A cooperative agreement (CA) for up to $492,500 U.S. Dollars (USD) in FY 2017 Economic Support Funds (ESF) will be awarded for work that will support data analysis of global ILAT, including species of concern, drivers of the trade, trade routes and other relevant intelligence at the global, regional, national and subnational levels. The initial period of performance will be for 24 months. Funding authority rests in the Foreign Assistance Act of 1961, as amended.

Assessing Sand and Mineral Resources on the Northeast OCS: The Bureau of Ocean Energy Management (BOEM) through the Marine Minerals Program (MMP) is offering a cooperative agreement opportunity to coordinate sand and gravel resource identification, delineation and management practices for the Northeast region to serve the public interest in offshore sand resources, coastal restoration and coastal resilience. This funding is available to one state entity in the Northeast region and will require coordination with other states in the region. The states within the Northeast region include: Maine, New Hampshire, Massachusetts, and Rhode Island.

This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. The Fellowship Program expects to award two new Ph.D. Fellowships each year to students who are interested in careers related to the development and implementation of quantitative methods for assessing the economics of the conservation and management of living marine resources. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Marine Resource Economics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems." The expected annual award per Fellow will be $46,000 (Federal plus matching funds), which is funded jointly by NOAA Fisheries and Sea Grant.

The National Science Foundation (NSF) is the lead Federal agency managing the U.S. Antarctic Program (USAP), which supports scientific research and education in the Antarctic and the Southern Ocean. The Antarctic Artists and Writers Program was established to facilitate writing and artistic projects designed to increase the public's understanding and appreciation of the Antarctic and human endeavors on the southernmost continent. The Artist and Writers Program gives priority to projects that focus on interpreting and representing the scientific activities being conducted in the unique Antarctic region. Proposed projects must target audiences in the U.S. and be distributed/exhibited in the U.S. The program does not support site installations or performances in Antarctica. The program also does not support short-term projects that are essentially journalistic in nature (See Section IX. Other Information). Artists and Writers Program field teams should consist of no more than one or two people. Larger projects-such as television or documentary film crews-should contact the cognizant AAW Program Officer.

The Environmental Studies Program (ESP) of the Bureau of Ocean Energy Management (BOEM) is offering an opportunity for cooperative agreement(s) to conduct research in topics that serve the public interest of safe and environmentally sound energy and mineral production on the nation¿s outer continental shelf (OCS). BOEM manages the exploration and development of the nation's offshore energy and mineral resources. The Bureau seeks to balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies.

The Fellowship Program expects to award at least three new Ph.D. Fellowships in 2018 to students who are interested in careers related to marine ecosystem and population dynamics, with a focus on modeling and managing systems of living marine resources. The emphasis will be on the development and implementation of quantitative methods for assessing marine ecosystems, for assessing the status of fish, invertebrate, and other targeted species stocks and for assessing the status of marine mammals, seabirds, and other protected species. Fellows will work on thesis problems of public interest and relevance to National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Population and Ecosystem Dynamics meets NOAA's Healthy Oceans goal of "Marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems".

The Division of Environmental Biology (DEB) Core Tracksupports research and training on evolutionary and ecological processes acting at the level of populations, species, communities, and ecosystems. DEB encourages research that elucidates fundamental principles that identify and explain the unity and diversity of life and its interactions with the environment over space and time. Research may incorporate field, laboratory, or collection-based approaches; observational or manipulative studies; synthesis activities; phylogenetic discovery projects; or theoretical approaches involving analytical, statistical, or computational modeling. Proposals should be submitted to the core clusters (Ecosystem Sciences, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Sciences). DEB also encourages interdisciplinary proposals that cross conceptual boundaries and integrate over levels of biological organization or across multiple spatial and temporal scales.Research addressing ecology and ecosystem science in the marine biome should be directed to the Biological Oceanography Program in the Division of Ocean Sciences; research addressing evolution and systematics in the marine biome should be directed to the Evolutionary Processes or Systematics and Biodiversity Science programs in DEB. All DEB programs also encourage proposals that leverage NSF-supported data networks, databases, centers, and other forms of scientific infrastructure, including but not limited to the National Ecological Observatory Network (NEON), Environmental Data Initiative (EDI), and Integrated Digitized Biocollections (iDigBio). The Rules of Life Track supports integrative proposals that span population, species, community and ecosystem scales normally funded by DEB, to organismal, cellular and molecular scales typically funded by other divisions in the Biological Sciences.
