    "Child Survival Rwanda has made tremendous progress in improving child survival. Under-five mortality rate has fallen from 153 deaths per 1,000 live births in 2005 to 76, with maternal mortality dropping from 1,075 deaths per 100,000 live births in 2000 to 487 in 2010 (DHS,2010) However, over 50,000 children under the age of five continue to die annually from diseases like diarrhoea, acute respiratory infection and malaria. In addition, 44% of children under five years old suffer from chronic malnutrition and a quarter of the population still does not have access to an improved drinking water source or improved sanitation facilities (DHS, 2010). Education Thanks to a policy to make primary education free, 95.9% of students; more girls (97.5%) than boys (94.3%) are  enrolled in primary school (MINEDUC 2011), but completion (24%), dropout (12.2%) and repetition rates (14%) for both boys and girls, remain key challenges, along with the switch from French to English as the language of instruction. The latter will clearly impact the quality of education for the immediate future, but is being dealt with through the development of a strategy to address broader issues of the quality of education, including major investments in teacher training and development. HIV and AIDS While Rwanda is one of a few African countries with relatively low HIV prevalence, estimated at about 3% of the adult population, prevalence rates amongst pregnant women in Kigali, Rwanda's capital, range between 16 and 34%. Young people, especially girls, remain at increased risk of contracting the disease and an estimated 22,200 children under the age of 15 live with HIV. The country has made significant progress in scaling up services for HIV positive children, with 75% receiving anti-retroviral treatment (ART) and wants to eliminate the transmission of HIV from mother to child by 2015, making remarkable progress in scaling up services for pregnant women. 82% of health facilities provide PMTC

  • The Structure of Scientific Revolutions by Thomas S. Kuhn, is an analysis of the history of science, published in 1962 by the University of Chicago Press. Its publication was a landmark event in the history, philosophy, and sociology of scientific knowledge and it triggered an ongoing worldwide assessment and reaction in—and beyond—those scholarly communities. In this work, Kuhn challenged the then prevailing view of progress in "normal science". Scientific progress had been seen primarily as "development-by-accumulation" of accepted facts and theories. Kuhn argued for an episodic model in which periods of such conceptual continuity in normal science were interrupted by periods of revolutionary science.

In Ptolemy's school of thought, cycles and epicycles (with some additional concepts) were used for modeling the movements of the planets in a cosmos that had a stationary Earth at its center.   • In any community of scientists, Kuhn states, there are some individuals who are bolder than most. These scientists, judging that a crisis exists, embark on what Thomas Kuhn calls revolutionary science, exploring alternatives to long-held, obvious-seeming assumptions. Occasionally this generates a rival to the established framework of thought. The new candidate paradigm will appear to be accompanied by numerous anomalies, partly because it is still so new and incomplete. The majority of the scientific community will oppose any conceptual change, and, Kuhn emphasizes, so they should. To fulfill its potential, a scientific community needs to contain both individuals who are bold and individuals who are conservative.
  • If the actors in the pre-paradigm community eventually gravitate to one of these conceptual frameworks and ultimately to a widespread consensus on the appropriate choice of methods, terminology and on the kinds of experiment that are likely to contribute to increased insights, then the second phase, normal science, begins, in which puzzles are solved within the context of the dominant paradigm. As long as there is consensus within the discipline, normal science continues.

  • Who speaks of "racial stocks" anymore? After all, to do so would be to speak of something that many scientists and scholars say does not exist. If modern anthropologists mention the concept of race, it is invariably only to warn against and dismiss it. Likewise many geneticists. "Race is social concept, not a scientific one," according to Dr. Craig Venter—and he should know, since he was first to sequence the human genome.

His error was an elementary one, but such was the appeal of his argument that it was only a couple of years ago that a Cambridge University statistician, A. W. F. Edwards, put his finger on it.

  • n his classic work The Gift, Mauss argued that gifts are never "free". Rather, human history is full of examples that gifts give rise to reciprocal exchange. The famous question that drove his inquiry into the anthropology of the gift was: "What power resides in the object given that causes its recipient to pay it back?" (1990:3). The answer is simple: the gift is a "total prestation", imbued with "spiritual mechanisms", engaging the honour of both giver and receiver (the term "total prestation" or "total social fact" (fait social total) was coined by his student Maurice Leenhardt after Durkheim's social fact).
  • The giver does not merely give an object but also part of himself, for the object is indissolubly tied to the giver: "the objects are never completely separated from the men who exchange them" (1990:31).   • a memo (undated) from Terry Turner and Leslie Sponsel to Louise Lamphere and Don Brenneis. Their comments regarding Neel's use of measles vaccine are totally incorrect. Edmonston B vaccine which Neel administered at a time when an epidemic of measles was already underway (Amer J Epidemiology, 1970, 91:418-429, Neel et al) was a scientifically established and proven method of attempting to interrupt an outbreak. Nearly 19 million infants and children between 1963 and 1975 in the US and internationally received this licensed (by FDA) vaccine with or without immune globulin. Vaccine virus has never been transmitted to susceptible contacts and cannot cause measles even in intimate contacts. Drs. Turner's and Sponsel's memo indulges in hyperbole as well as errors ("virulent vaccine", "counterindicated by medical experts", "greatly exacerbated and probably started the epidemic of measles", etc.). Who are the unnamed "medical experts" they cite? Once again, I cannot comment on Neel's style, goals or objectives, but the use of Edmonston B vaccine in an attempt to halt an epidemic was a justifiable, proven and valid approach. In no way could it initiate or exacerbate an epidemic.

  • Tierney never claimed, then, that Chagnon was the sole cause of the violence he recorded. Tierney's research—and that of others, such as Brian Ferguson—does show that some of Chagnon's actions had the effect of promoting conflicts that he then attributed to the ferocity of the people he was studying. (Tooby writes, irrelevantly, that other pre-state societies have higher rates of violence, but he never refutes Tierney's argument that Chagnon's account of warfare among the Yanomamö was exaggerated.) Tierney pointed out that missionaries gave machetes to the Yanomamö, beginning in the '50s, and that it was a cause of warfare. But Chagnon's machete trade was distinctive, Tierney showed, and distinctly destabilizing. Chagnon provided machetes in exchange for the names of dead relatives, a violation of tribal taboos, and in doing so, he contributed to discord among the Yanomamö. Chagnon also gave some Yanomamö villages a large number of machetes at once in exchange for their participation in his research projects. In one case, Tierney reported, he created an alliance between two villages which resulted in a raid on a third village and a death. In another case, which Chagnon describes in his book Yanomami: The Fierce People, the act of choosing one village over another for collecting blood samples in exchange for machetes resulted in conflict. According to one tribal leader Tierney spoke to, Chagnon promised machetes to those who would take part in an alliance that Chagnon created in order to make the film The Feast.

  • Hence Neel’s terrible experiments on the Yanomami, in a kind of grim downgrade of the Malthusian ethics of “Survivor.” He wanted to disprove the vulnerability of small, isolated groups to epidemics, seeking to show that though a disease such as measles might wreak awful havoc, his alpha-dominated males would be better adapted to evolve genetic immunity to these “contact” diseases. Many might die but the survivors would be of ever more superior stock. In their letter to the head of the Anthropological Association Turner and his colleague Sponsel write carefully that “Tierney’s well-documented account, in its entirety, strongly supports the conclusion that the epidemic was in all probability deliberately caused as an experiment designed to produce scientific support for Neel’s eugenic theory.”

  • We began this study assuming that, in Turner and Sponsel's words, we would be investigating 'an impending scandal' concerning flagrant wrongdoing by two celebrated scholars. Almost immediately, however, we discovered published evidence that the most serious allegations were false. Neel was not a eugenicist, did not cause the 1968 measles epidemic, and did not run nefarious experiments on unsuspecting human subjects. What he did was what any responsible physician would have done: vaccinate as many people as he could in a circle around the mission where the epidemic began. That these facts were available in the medical literature 30 years ago (Neel et al. 1970) made us wonder why Tierney had so badly distorted the facts. Perhaps it was because he had become an 'advocate,' to use his own words.
  • The first has to do with Tierney's use of an article by G. S. Wilson ("Measles as a Universal Disease," Amer. J of Diseases of Children 53: 219-23, 1962) to back up his claim that the Edmonston B measles vaccine is contraindicated.     The Inuit, otherwise known as Eskimo, are an aboriginal people who have made their home in the Arctic and sub-Arctic regions of Siberia and North America, more specifically around Canada (Greenland); United States (Alaska); Aleutian Islands; Russia (Siberia). The word "Eskimo" was given upon resourceful hunters by their neighbors, the Algonquin Indians of eastern Canada. It means "eaters of raw meat." However, it has recently begun to be replaced by the Eskimos' own name for themselves, "Inuit," which means, "real people." The Inuit people descended from whale hunters who migrated from Alaska to Greenland and the Canadian Arctic around 1000 AD. Major changes in Inuit life and culture occurred during the Little Ice Age (1600-1850), when the climate in their homelands became even colder. European whalers who arrived in the latter part of the nineteenth century had a strong impact on the Inuit because they carried over infectious diseases that largely reduced the Inuit population. The Inuit people mainly live along the far northern seacoasts of Russia, the United States, Canada, and Greenland. There are more than 100,000 Inuit, most of whom live south of the Arctic Circle, and the majority, which is about 46,000, live in Greenland. There are approximately 30,000 on the Aleutian Islands and in Alaska, 25,000 in Canada, and 1,500 in Siberia. The Inuit homeland is one of the regions of the world least hospitable to human habitation because the majority of the land is flat, infertile tundra where only the top few inches of the frozen earth defrost during the summer months.

The French anthropologist Jacques Lizot, who also works with the Yanomami but is not part of Neel- Chagnon project, also figures in a different scandalous capacity.

Two groups were from a village near the Angolan border with regular konzo outbreaks: Half had leg problems; half did not but had cyanide in their urine. The third was from a village 125 miles away with a similar diet but little konzo because residents routinely detoxified cassava before cooking it.
