The world's largest software and search companies Wednesday announced the formation of the White Spaces Database Group with PC and broadcasting hardware and services specialists Dell, Hewlett Packard, Motorola, Comsearch, and NeuStar.

The White Spaces Database Group comes after months of concerted lobbying of the US Federal Communications Commission (FCC) by Microsoft, Google, and the other companies to make unused TV frequencies - white spaces - available for internet access by PCs and other devices.

The FCC last November ruled against broadcasters and said it would open up white spaces, but in a concession to their concerns, it stipulated the need for an online database that devices accessing the spectrum must read in order to find out what channels they are allowed to use. The database should be built and run by a third party and will be selected through a "public process."

Google's long-awaited offline access for Gmail is here, bringing a sigh of relief to users of Google's messaging and collaboration software. Google Apps Standard Edition users will be able to access it immediately with a few steps, while consumers will see a more gradual rollout. The move should put Google on a more level playing field in cloud computing versus Microsoft, Yahoo Zimbra, Zoho and others with e-mail clients that already provide offline access.

Yahoo's Zimbra, the provider of a communications and collaboration suite that rivals Microsoft's Office and Outlook/Exchange, will make its cloud computing debut on Tuesday.Zimbra has so far relied entirely on third-party hosting partners to offer the SaaS (software-as-a-service) version of its suite.However, it is now taking advantage of Yahoo's data centers to become a hosting provider for customers in the education market that want to access the suite on demand.

Would-be Google AdSense rival Expert System launches its Cogito Semantic Advertiser tool, which discerns the meaning and context of words to provide more relevant ads. By leveraging semantic technologies, Expert System joins a cadre of search providers that includes Microsoft-owned Powerset, Hakia, Yedda and Zoomix.

The problem is that AdSense relies on keyword frequency but doesn't drill down into the semantics—the meaning in the words. Cogito Semantic Advertiser attempts to go further by using semantic intelligence to analyze the text on each page and ensure that ads are placed appropriately to increase click-through rates.

Asher told me Cogito Semantic Advertiser understands content based on four key methodologies: studying the morphology of words; looking at parts of speech; sentence logic, or the reduction of sentences to subject, verb and object; and disambiguation, which in the case of the jaguar story paired with the Jaguar car ad would determine whether or not the text referred to a car or an animal.

There is no standard for embedding fonts in Web documents yet, but EOT, with some improvements, could become one. Microsoft and Monotype submitted their technology to W3C for that purpose. The specification was drafted by EMC, IBM, and Microsoft in a project started October 2006. Additional collaborators include: Alfresco, Open Text, Oracle, and SAP. Interoperability has been validated by all seven vendors.

Members Approve Web Services for Remote Portlets (WSRP) 2.0 as OASIS Standard IBM, Sun Microsystems, Microsoft, Novell, Oracle, SAP, TIBCO, Vignette and Others Collaborate on Open Standard for Integrating Web Services into Portals

Boston, MA, USA; 30 May 2008 — OASIS, the international open standards consortium, today announced that its members have approved the Web Services for Remote Portlets (WSRP) version 2.0 as an OASIS Standard, a status that signifies the highest level of ratification. Developed through an open process by the OASIS WSRP Technical Committee, the new standard simplifies the effort required for aggregating applications, such as portals, to quickly integrate remote content and applications. "Vendors of aggregating applications no longer need to write special adapters to accommodate the variety of interfaces and protocols used by content providers," explained Rich Thompson of IBM, chair of the OASIS WSRP Technical Committee. "With WSRP, they can integrate remote content and applications with just a few mouse clicks and virtually no programming effort. WSRP version 2.0 adds those capabilities needed to fully integrate the remote components into the aggregated application."

The amount of work it takes to "offline enable" a Web application is roughly similar to the amount of work it takes to "online enable" a desktop application.

I suspect this is the bitter truth that answers the questions asked in articles like  The Frustratingly Unfulfilled Promise of Google Gears where the author laments the lack of proliferation of offline Web applications built on Google Gears. When it first shipped I was looking forward to a platform like Google Gears but after I thought about the problem for a while, I realized that such a platform would be just as useful for "online enabling" desktop applications as it would be for "offline enabling" Web applications. Additionally, I came to the conclusion that the former is a lot more enabling to users than the latter. This is when I started becoming interested in Live Mesh as a Platform, this is one area where I think Microsoft's hearts and minds are in the right place. I want to see more applications like Outlook + RPC over HTTP  not "offline enabled" versions of Outlook Web Access.

European regulators today levied a record antitrust fine of $1.45 billion against Intel. Corp. for abusing its position as the world's dominant computer chip maker. The fine comes after nearly two years of investigation by the European Commission into allegations that the Santa Clara company offered improper rebates and other discounts to discourage companies from buying microprocessors from its smaller rival, Advanced Micro Devices Inc. Complaints from AMD triggered the case.

The fine tops the $1.23-billion fine European regulators levied against Microsoft Corp. last year for abusing its dominant position in computer software.

"Intel takes strong exception to this decision. We believe the decision is wrong and ignores the reality of a highly competitive microprocessor marketplace – characterized by constant innovation, improved product performance and lower prices. There has been absolutely zero harm to consumers. Intel will appeal."

The Obama administration put large companies on notice that it would be tougher on mergers and attempts to stifle competition, restoring the type of aggressive antitrust enforcement of the 1990s that led to the landmark government case against Microsoft Corp.

Among those likely to feel the heat of federal inquiries are technology companies, such as chip maker Intel Corp., Internet giant Google Inc. and longtime tech leader IBM Corp.
