The National Bank of Kazakhstan (NBK) and the Payment and Financial Technology Development Center of the Bank of Kazakhstan (NBK) published a report on the results of the study on the need to introduce the digital tenge. It is reportedly recommending making the central bank digital currency (CBDC) available as early as 2023 with a phased expansion of functionality and introduction into commercial operation until the end of 2025. Unfortunately the report won't be available in English until later this week, at which point I'll be able to verify some of the facts and plans. For example, the report is saying that a pilot was just wrapped up, but it's unclear whether it's a pilot of proof of concept, since I don't know the composition of the test users. If they're pulled from the general public, it is a pilot, but if the test subjects are limited to central bank staff, it's a proof of concept by my taxonomy.

Kazakhstan authorities are planning to pilot the use smart contract-powered digital tenge to ensure that funds related to public procurement and government subsidies are spent precisely for their intended purposes. The Ministry of Finance and Anti-Corruption Agency as well as other key entities have signed a roadmap to collaborate with the National Bank of Kazakhstan on this particular central bank digital currency (CBDC) use case. This is made possible through the integration with government databases and registries, maintaining white and black lists of legal entities, goods and service categories.

The plan in 2023 is to deliver a production-grade central bank digital currency (CBDC). Pilots will test various specific use cases, starting with building a scalable platform for social aid distribution for the central bank's government partners. The project aims to  provide a scheme that provides business value across the value chain, and there will be several minimum viable products (MVPs) to optimize cross-border payments, wholesale transactions, and distributed ledger technology (DLT) integration

Bitcoin network's global computing power dropped sharply as the internet was shut down across Kazakhstan on January 5 during its deadly uprising, preventing the country's bitcoin miners from accessing the bitcoin network. Last year Kazakhstan became the world's second-largest center for bitcoin mining after the United States, after China clamped down on crypto mining activity. This, plus the January 5 release of minutes from the US Fed's December meeting in which the central bank indicated it would dial back its supportive monetary policy, has led to a sharp drop in crypto-asset prices.

It will start with the definition of the tasks solved by the digital currency, the method of its emission and distribution, the technology used, the impact on monetary policy, financial stability and the payment ecosystem. [December 2021:] The National Bank of the Republic of Kazakhstan published the results of the first phase of its digital tenge (DT) retail CBDC pilot project. The first phase included proof-of-concept (PoC) testing based on R3's Corda distributed ledger technology-based platform. The PoC tested basic DT life cycle scenarios, from emission/distribution to purchases and transfers. Also, potential DT users were surveyed and interviewed to clarify priorities and needs in the development of new payment instruments.

This comes a week after the NBK completed a week of CBDC proof-of-concept tests, imitating an actual production environment with Digital Tenge wallets provided through local financial institutions' interfaces, with 200 real central bank staffers and 4 merchants.

The report calls it a "pilot" but is silent on who the selected final users were. If they were central bank employees, it is a proof-of-concept by most CBDC exploration workflow taxonomies, but if users were selected from the general public, then it's a pilot. In any case, the report recommends a phased rollout starting in 2023 with a gradual expansion of its functionality and step-by-step introduction into production scale by the end of 2025.

The National Bank of Kazakhstan reportedly may soon launch a pilot of its digital tenge retail CBDC. The prototype platform has been completed and the final report on the results of the proof of concept work is set to be published on December 15, 2021. The final decision on whether to issue the digital tenge will be made in December 2022.

The National Bank of Kazakhstan announced the next steps in its digital tenge (DT) central bank digital currency (CBDC) project. The architecture of the platform allows the use of digital tenge by opening a digital account in the mobile application of the banks, between which users can make payments and money transfers. Also, Almaty city administration will distribute automated social support payments using smart contract technology. Also, participating banks have issued digital cards in cooperation with international payment systems like MasterCard and Visa, so that . holders can make digital tenge payments and transfers with familiar form factors.

The IMF published a paper on central bank digital currency (CBDC) developments in the Middle East and Central Asia (ME&CA) region. A survey of IMF country teams representing 31 ME&CA countries found that 19 are considering issuing or exploring CBDC, most of which are at the research stage, although a few are at the proof-of-concept (POC) stage (Bahrain, Georgia, Saudi Arabia, United Arab Emirates). Kazakhstan is most advanced in its CBDC journey, having initiated two digital tenge pilots. The region's fragile and conflict-affected states and low-income countries (LICs) have expressed limited interest. The paper also includes three country case studies (Jordan, Kazakhstan, and Libya).
