  • Germany's state of parliamentary democracy is under threat from the European Union which is slowly taking away all the national parliament's powers, the country's ex-president has said. In an article for newspaper Welt am Sonntag, Roman Herzog pointed out that between 1999 and 2004, 84 percent of the legal acts in Germany stemmed from Brussels.

  • PODGORICA -- Montenegro and a EU team have finished pre-membership negotiations, EU and Montenegrin officials said Friday. With "technical negotiations finished," the so-called Stabilization and Association Agreement could be signed within weeks, said Montenegro's minister for European integration, Gordana Đurović. The agreement, also known as SAA, is designed to prepare EU hopefuls for possible membership. The EU has encouraged newly independent Montenegro to work toward joining the bloc.

European officials have been sending clear messages during the last few months, stating that the EU welcomes Serbia, but that the conditions set by the Hague Tribunal have to be met. Serbia’s journey towards the EU came to a halt on May 3rd when EU Enlargement Commissioner Olli Rehn announced that the EU indefinitely suspended the negotiations with Serbia, since Hague fugitive Ratko Mladić had not been put behind bars.

    Während sich Bulgarien und Rumänien auf ihren Beitritt zur EU am 1. Januar 2007 vorbereiten, soll auf dem EU-Gipfel, der vom 14. bis 15. Dezember 2006 stattfindet, ein Konsens unter den Mitgliedstaaten über die künftige Erweiterungsstrategie gefunden werden.
    Einen weiteren Schwerpunkt des EU-Gipfels wird Justiz und Inneres bilden. Die Staats- und Regierungschefs werden sich mit der Frage beschäftigen, wie die Entscheidungsfindung und Maßnahmen im Bereich der Freiheit, der Sicherheit und des Rechts verbessert werden können. Zur Debatte stehen zudem Wege zu einer gemeinsamen Einwanderungs- und Asylpolitik sowie die Einigung auf konkrete Maßnahmen, die 2007 umgesetzt werden sollen.
