World Bank policy note: When Job Earnings are behind Poverty Reduction - 0 views

    Improvement in labor market conditions has been the main explanation behind many of the poverty success stories observed in the last decade-that is the primary conclusion of an analysis of changes in poverty by income source. Changes in labor earnings were the largest contributor to poverty reduction for a sample of 16 countries where poverty increased substantially. In 10 of these countries, labor income explained more than half of the change in poverty, and in another 4 countries, it accounted for more than 40 percent of the reduction in poverty. A declining dependency rate accounts for over a fifth of the reduction in poverty in 10 out of 16 countries, while transfers and other nonearned incomes account for more than a quarter of the reduction in poverty in 9 of these countries. A further decomposition of the contribution of labor income to poverty reduction in Bangladesh, Peru, and Thailand found that changes in individual characteristics (education, work experience, and region of residence) were important, but that overall, increases in real earnings among the poor matter the most.

These actors play a key role, as they connect producersto consumers, and as they transform raw commodities into edible food. But the vastmajority of those who are hungry in the world today are part of the food system; smallindependent food producers or waged agricultural workers working on farms in the formalor informal sector represent over half of the billion who go hungry today. The reporttherefore asks how the sourcing, pricing, and wages policies of commodity buyers, foodprocessors and retailers impact the right to food. The report seeks to contribute to a betterunderstanding, by agribusiness corporations and States alike, of their respectiveresponsibilities and obligations under international law. It ends with 10 recommendationsto States and the agribusiness sector to ensure that the current transformation of the foodchain will contribute to the realization of the right to food. The recommendations relate to arange of areas, including codes of conduct and international framework agreements,cooperatives, marketing boards, public procurement, and competition law.

"A radical shift in apparel production between countries over the last few years has had mixed results in wages and poverty reduction across the developing world. This is particularly true since the end of the Multi-Fibre Arrangement (MFA) and the Agreement on Textiles and Clothing (ATC) in 2005, which abolished export and import quotas. While most people predicted that China would gain, because of low wages, and all others would lose, many other Asian apparel exporters in fact benefited, such as Bangladesh, India, Vietnam and Pakistan. And not just because of low wages -salaries tended to increase in most exporting countries-but because of domestic policies supporting the textile industry. On the other hand, countries like Honduras, Mexico, Morocco and Sri Lanka experienced falling apparel employment, something that would appear to be bad news as jobs for women and workers most likely to be closest to poverty, were lost. But Mexico's experience suggests that shifting out of apparel may not be necessarily negative news when the country is moving up the value chain into more advanced manufacturing. In fact, this would be a sign of economic development as long as the shift into higher-value goods and services is possible. What matters is for countries to have policies that focus on improving competitiveness in the long-run, but also workforce programs to help workers make the transition. Increasing apparel exports is a good thing for poverty reduction in developing countries but moving up the ladder is an inevitable step in the quest for prosperity. Let's allow the textile industry to keep moving across borders and to help countries lift themselves out of poverty."

  • In a grim analysis issued on the eve of the G20 leaders summit, the International Labour Organization (ILO) says the global economy is on the verge of a new and deeper jobs recession that will further delay the global economic recovery and may ignite more social unrest in scores of countries.
  • The new “World of Work Report 2011: Making markets work for jobs” says a stalled global economic recovery has begun to dramatically affect labour markets. On current trends, it will take at least five years to return employment in advanced economies to pre-crisis levels, one year later than projected in last year’s report.
  • The report also features a new “social unrest” index that shows levels of discontent over the lack of jobs and anger over perceptions that the burden of the crisis is not being shared fairly. It notes that in over 45 of the 119 countries examined, the risk of social unrest is rising.

High rates of attrition and absenteeism; workers prone to wide range of health risks. Researchers conclude that urban migration is a survival strategy for these workers that doesn't enable them to acquire permanent assets or lift themselves out of poverty.

  • According to the report, “Consolidating and Accelerating Exports in Bangladesh” exports can grow faster, provided critical bottlenecks are addressed. Bangladesh needs to improve its trade logistics and infrastructure, increase supply of skilled manpower, and ensure compliance with Government’s labor standards.
  • The skills gap is becoming increasingly visible in all manufacturing sectors, and perhaps more so in the garment sector.  A high rate of rejection of final products is one evidence of this. Presence of skilled foreign workers is evidence of gaps in supervisory and management skills.  As the main vehicle for training workers, the publicly-funded Technical and Vocational Education and Training program needs to increase its relevance to better meet the needs of garments and other sectors.  More innovative ways to improve skills, such as trainee-targeted training vouchers, also need to be thought of.

Are aid agencies facing an existential threat? - 0 views

  • The global economic landscape has evolved dramatically since 2000: developing and emerging economies have been driving global growth, new sources of development finance have mushroomed and the diversification of actors, instruments and delivery mechanisms has continued. Transformations in the poverty map and new forces on the supply side of development finance are challenging the international development architecture. This paper aims to stimulate debate on the future of this architecture. The authors project that, by 2025, the locus of global poverty will overwhelmingly be in fragile, mainly low-income and African, states, contrary to current policy preoccupations with the transitory phenomenon of poverty concentration in middle-income countries. Moreover, a smaller share of industrialised country income than ever before will potentially close the remaining global poverty gap, although direct income transfers are not yet feasible in many fragile country contexts. Against this backdrop, new institutions, business models and practices are challenging long-established ‘aid industry’ actors. Agencies providing development finance for improved social welfare, for mutual self-interest in growth and trade and for the provision of global public goods will find that, in each area, disruptors to their programmes may force a change in positioning.

New Report from Human Rights Watch: Human Rights Conditions in South Africa's Fruit and... - 0 views

    Human Rights Watch report, Aug 2011. Workers in Western Cape province who help produce South Africa's renowned wines and fruit are denied adequate housing, proper safety equipment, and basic labor rights, HRW said in a report released today. The government of South Africa, along with the industries that employ these laborers, should take immediate steps to improve their working and housing conditions, HRW said. The 96-page report documents conditions that include on-site housing that is unfit for living, exposure to pesticides without proper safety equipment, lack of access to toilets or drinking water while working, and efforts to block workers from forming unions. While the Western Cape's fruit and wine industries contribute billions of rand to the country's economy, support tourism, and are enjoyed by consumers around the world, their farmworkers earn among the lowest wages in South Africa. The report also describes insecure tenure rights and threats of eviction for longtime residents on farms.

  • Mexico's senate has approved a wide-reaching labour reform bill in the biggest shakeup of the country's job market in more than four decades.
  • The bill, which the government said will create up to 400,000 jobs a year, contains a raft of measures, including changes that would make it easier for firms to hire and fire workers and shorten labour disputes. However, parts of the bill that sought to make unions more transparent were cut back.
  • Under the new measures, work contracts will be more flexible, enshrining trial periods and initial training contracts in labour laws. Regulations will be tightened on outsourcing of personnel, while the minimum wage will rise from an hourly to a daily rate.The reform strengthens the rights of working women, including outlawing gender-based discrimination and helping mothers plan their work schedules. Unions will have to publish their regulatory statutes on the ministry of labour's website, but many of the tougher measures – including rules to force them to show how they manage members' fees – were dropped.

  • According to the latest edition of JobTrends—a quarterly series monitoring labor markets in a sample of emerging economies—employment growth maintained its gradual ascent in the first quarter of 2012. In the countries surveyed, continued economic growth helped employment reach a growth rate of 2.9 percent in that period.
  • Keeping with the overall trend, labor markets in Europe and Central Asia continued then their steady recovery, with striking declines in unemployment in Lithuania, Moldova, Romania, and the Russian Federation. Similarly, selected labor markets in Latin America also improved, amid a slowdown in economic growth. In the four East Asian countries included in the report, employment and wage growth improved, with China’s employment growth jumping to 9.9 percent.
  • At the same time, however, the median unemployment rate increased slightly in the sample from 5.8 to 6.2 percent, signaling that some economies may have then started to have difficulties maintaining a high pace of job creation, as they were continuing to feel the effects of the financial crisis in advanced economies.

  • Over the past three decades, as developing economies industrialized and began to compete in world markets, a global labor market started taking shape. As more than one billion people entered the labor force, a massive movement from “farm to factory” sharply accelerated growth of productivity and per capita GDP in China and other traditionally rural nations, helping to bring hundreds of millions of people out of poverty. To raise productivity, developed economies invested in labor-saving technologies and tapped global sources of low-cost labor.
  • Today, the strains on this market are becoming increasingly apparent. In advanced economies, demand for high-skill labor is now growing faster than supply, while demand for low-skill labor remains weak. Labor’s overall share of income, or the share of national income that goes to worker compensation, has fallen, and income inequality is growing as lower-skill workers—including 75 million young people—experience unemployment, underemployment, and stagnating wages.

China Labour Bulletin: Introduction to China's social security system - 0 views

  • Since the advent of market reforms, provisions for social insurance have been scattered throughout a patchwork of rules and regulations implemented at the national, provincial, and local level, including the 1995 Labour Law and 2008 Labour Contract Law. The passage of the Social Insurance Law in 2010 established the first comprehensive social insurance law in China, aiming to consolidate existing rules and regulations under a standardized national social security framework. Although some specific implementation details are established in the law, such as the contribution terms required in order to be eligible for pension and unemployment benefits, the Social Insurance Law functions more as a statement of broad principles, leaving most of the implementation details for future clarification via additional regulations at the national and local level. The law repeatedly affirms the policy established in the Labour Contract Law, that social insurance benefits remain with workers if they move to different locations, however as is discussed below, this principle has proved very difficult to implement on the ground. And enforcement of the law in general remains very lax, meaning that many workers are denied the social security benefits they are legally entitled to.
