He shows us how people want to be viewed a certain way and think how they are viewed is the most important thing. Also Gogol wants to show how corrupt the Russian society is by the people being judged so much on their appearance. The ghost haunts St. Petersburg because he is upset about what happened to him and he wants a way to release his pain by causing others pain.
