What is happening in Germany is that most of the modules that are being installed are coming from China and Japan and so on. So it is a kind of contradiction. So our enemies are using this and saying we are investing our taxes in order to give our money to the Chinese. Even in terms of investment, some investments are not coming from Spanish investors, but from Chinese or Japanese etc. So, unfortunately the situation is quite complex. 

So from October onwards there will be new legislation. So the big barriers in Spain are the new administrative processes, because for a normal citizen it is a nightmare to get a licence. The administrative procedures are absolute nonsense. 

A year ago, I looked back on 2007 and ahead to 2008, a year that has defied the predictions of most observers. Although I can't claim to have foreseen the possibility that oil would break $140 and $40--from opposite directions--in the same year, I worried about energy market volatility and cautioned that risk cuts both ways. That seems equally appropriate advice today, when markets are focused on the downside, and "confirmation bias" is such a powerful force. But while we shouldn't expect a repeat of the wild ride of the year now ending, the experience has provided some expensive lessons about energy markets. The following is a non-exhaustive list of those that struck me:

But it is also a very modern story and, perhaps, the quintessential Cassandras of our age are the group of scientists who prepared and published in 1972 the book titled "The Limits to Growth". With its scenarios of civilization collapse, the book shocked the world perhaps more than Cassandra had shocked her fellow Trojan citizens when she had predicted the fall of their city to the Achaeans. Just as Cassandra was not believed, so it was for the "Limits to Growth" which, today, is still widely seen as a thoroughly flawed study, wrong all along. This opinion is based only on lies and distortions but, apparently, Cassandra's curse is still alive and well in our times.
