Are Charter Schools Public Schools? - Bridging Differences - Education Week - 0 views

    I noted in my blog last week that the visionaries of the charter school idea-Raymond Budde of the University of Massachusetts and Albert Shanker of the American Federation of Teachers-never intended that charter schools would compete with public schools. Budde saw charters as a way to reorganize public school districts and to provide more freedom for teachers. He envisioned teams of teachers asking for a charter for three to five years, during which time they would operate with full autonomy over curriculum and instruction, with no interference from the superintendent or the principal. Shanker thought that charter schools should be created by teams of teachers who would explore new ways to reach unmotivated students. He envisioned charter schools as self-governing, as schools that encouraged faculty decisionmaking and participatory governance. He imagined schools that taught by coaching rather than lecturing, that strived for creativity and problem-solving rather than mastery of standardized tests or regurgitation of facts. He never thought of charters as non-union schools where teachers would work 70-hour weeks and be subject to dismissal based on the scores of their students. Today, charter schools are very far from the original visions of Budde and Shanker.

    Every year, Mayor Bloomberg's DOE creates a new list of struggling schools. Once the schools have been identified, the DOE generally moves to shut them down. This year of the 21 high schools have landed on Bloomberg's latest struggling schools list, at least 8 (38%) are new schools that were opened on Bloomberg's watch. And, when you consider that Bloomberg's new high schools represent about 40% of all existing high schools,1 you quickly realize that Bloomberg is shutting his new schools at about the same rate that he shuts the older ones. Put another way, this year, DOE is thinking of closing 5.4% of its new schools and 5.8% of its old. Figure out the sense in that. But if you can't (because I can't), read on.

    While the fight over closing schools may be hotter than the weather this summer, the evidence shows that this is not a strategy that works to help all New York City kids get the education they deserve. Yet Mayor Bloomberg has adopted it with a single-mindedness that makes no sense. He has closed more than 140 schools since he took control of the city's school system in 2002. Bloomberg's agenda has disrupted school communities, alienated parents and destabilized neighborhoods. College-readiness rates in the new schools created to replace closing schools are abysmally low, and overall grad rates in these new schools have actually been falling, even as overall grad rates remained flat. Instead of closing schools, there is a better and more effective intervention to turn them around. The Chancellor's District was an innovative program involving nearly 60 schools that flourished from 1996 to 2003 under a joint agreement between then-Chancellor Rudy Crew and the UFT. It's an approach we can use in the 24 schools that are now the subject of litigation between the Department of Education and the principals' and teachers' unions over how they will be staffed.

    Behind the unusual outcome is a series of state laws designed specifically to empower public charter schools and guarantee them classroom space in public school districts, many of which historically have been unwelcoming and unfriendly to charter schools. In Capistrano, however, these same state laws - including one that guarantees charter schools "reasonably equivalent facilities" - have forced the school district's hand, experts say, creating an unusual and unfortunate situation where the school board was compelled to choose an independently run charter school over a district-run school.

Local Demand for a School Choice Policy: Evidence from the Washington Charter School Referenda - 0 views

    Abstract: The expansion of charter schools-publicly funded, yet in direct competition with traditional public schools-has emerged as a favored response to poor performance in the education sector. While a large and growing literature has sought to estimate the impact of these schools on student achievement, comparatively little is known about demand for the policy itself. Using election returns from three consecutive referenda on charter schools in Washington State, we weigh the relative importance of school quality, community and school demographics, and partisanship in explaining voter support for greater school choice. We find that low school quality-as measured by standardized tests-is a consistent and modestly strong predictor of support for charters. However, variation in performance between school districts is more predictive of charter support than variation within them. At the local precinct level, school resources, union membership, student heterogeneity, and the Republican vote share are often stronger predictors of charter support than standardized test results.

Organizing Schools to Improve Student Achievement: Start Times, Grade Configurations, and Teacher Assignments - 1 views

    Education reform proposals are often based on high-profile or dramatic policy changes, many of which are expensive, politically controversial, or both.  In this paper, we argue that the debates over these "flashy" policies have obscured a potentially important direction for raising student performance-namely, reforms to the management or organization of schools. By making sure the "trains run on time" and focusing on the day-to-day decisions involved in managing the instructional process, school and district administrators may be able to substantially increase student learning at modest cost.In this paper, we describe three organizational reforms that recent evidence suggests have the potential to increase K-12 student performance at modest costs: (1) Starting school later in the day for middle and high school students; (2) Shifting from a system with separate elementary and middle schools to one with schools that serve students in kindergarten through grade eight; (3) Managing teacher assignments with an eye toward maximizing student achievement (e.g. allowing teachers to gain experience by teaching the same grade level for multiple years or having teachers specializing in the subject where they appear most effective). We conservatively estimate that the ratio of benefits to costs is 9 to 1 for later school start times and 40 to 1 for middle school reform. A precise benefit-cost calculation is not feasible for the set of teacher assignment reforms we describe, but we argue that the cost of such proposals is likely to be quite small relative to the benefits for students. While we recognize that these specific reforms may not be appropriate or feasible for every district, we encourage school, district, and state education leaders to make the management, organization, and operation of schools a more prominent part of the conversation on how to raise student achievement.

School Turnarounds: Evidence from the 2009 Stimulus - 0 views

    The American Recovery and Reinvestment Act of 2009 (ARRA) targeted substantial School Improvement Grants (SIGs) to the nation's "persistently lowest achieving" public Schools (i.e., up to $2 million per School annually over 3 years) but required Schools accepting these awards to implement a federally prescribed School-reform model. Schools that met the "lowest-achieving" and "lack of progress" thresholds within their state had prioritized eligibility for these SIG-funded interventions. Using data from California, this study leverages these two discontinuous eligibility rules to identify the effects of SIG-funded whole-School reforms. The results based on these "fuzzy" regression-discontinuity designs indicate that there were significant improvements in the test-based performance of Schools on the "lowest-achieving" margin but not among Schools on the "lack of progress" margin. Complementary panel-based estimates suggest that these improvements were largely concentrated among Schools adopting the federal "turnaround" model, which compels more dramatic staff turnover.

    Expanding on the 2009 CREDO National Charter School Study  Multiple Choice: Charter School Performance in 16 States, this report examines the performance of Pennsylvania charter Schools for the period 2007 - 2010.  Compared to the educational gains the charter students would have had in their traditional public Schools, the analysis shows that students in Pennsylvania charter Schools on average make smaller learning gains.  More than one quarter of the charter Schools have significantly more positive learning gains than their traditional public School counterparts in reading, but their performance is eclipsed by the nearly half of charter Schools that have significantly lower learning gains.  In math, again nearly half of the charter Schools studied perform worse than their traditional public School peers and one quarter outperform them.

Tim R. Sass: Charter Schools and Student AChievement in Florida - 0 views

    I utilize longitudinal data covering all public school students in Florida to study the performance of charter schools and their competitive impact on traditional public schools. Controlling for student-level fixed effects, I find achievement initially is lower in charters. However, by their fifth year of operation new charter schools reach a par with the average traditional public school in math and produce higher reading achievement scores than their traditional public school counterparts. Among charters, those targeting at-risk and special education students demonstrate lower student achievement, while charter schools managed by for-profit entities perform no differently on average than charters run by nonprofits. Controlling for preexisting traditional public school quality, competition from charter schools is associated with modest increases in math scores and unchanged reading scores in nearby traditional public schools

Estimating the Cream Skimming Effect of School Choice - 0 views

    We develop a framework that may be used to determine the degree to which a school choice program may harm public school stayers by luring the best students to other schools. This framework results in a simple formula showing that the "cream-skimming" effect is increasing in the degree of heterogeneity within schools, the school choice takeup rate of strong students relative to weak students, and the importance of peers. We use the formula to investigate the effects of a voucher program on the high school graduation rate of the students who would remain in public school. We employ NELS:88 data to measure the characteristics of public school students, to estimate a model of the private school entrance decision, and to estimate peer group effects on graduation. We supplement the econometric estimates with a wide range of alternative assumptions about school choice and peer effects. We find that the cream skimming effect is negative but small and that this result is robust across our specifications.

Beneath the Veil of Inadequate Cost Analyses: What do Roland Fryer's School Reform Studies Really Tell Us? (if anything) « School Finance 101 - 0 views

    A series of studies from Roland Fryer and colleagues have explored the effectiveness of specific charter school models and strategies, including Harlem Childrens' Zone (Dobbie & Fryer, 2009), "no excuses" charter schools in New York City (Dobbie & Fryer, 2011), schools within the Houston public school district (Apollo 20) mimicking no excuses charter strategies (Fryer, 2011, Fryer, 2012), and an intensive urban residential schooling model in Baltimore, MD (Curto & Fryer, 2011).  In each case, the models in question involve resource intensive strategies, including substantially lengthening school days and years, providing small group (2 or 3 on 1) intensive tutoring, providing extensive community based wrap around services (Harlem Childrens' Zone) or providing student housing and residential support services (Baltimore). The broad conclusion across these studies is that charter schools or traditional public schools can produce dramatic improvements to student outcomes by implementing no excuses strategies and perhaps wrap around services, and that these strategies come at relatively modest marginal cost. Regarding the benefits of the most expensive alternative explored - residential schooling in Baltimore (at a reported $39,000 per pupil) - the authors conclude that no excuses strategies of extended day and year, and intensive tutoring are likely more cost effective. But, each of these studies suffers from poorly documented and often ill-conceived comparisons of costs and/or marginal expenditures.

    Guided by the assumptions that charter schools will be part of our public educational system for the foreseeable future; that charter schools are neither inherently good, nor inherently bad; and that charter schools should be employed to further goals of equal educational opportunity, including racial diversity and school success, this policy brief addresses the challenge of using charter school policy to enhance equal opportunity.  Part I of the brief provides an overview of equal educational opportunity and its legal foundations and offers a review of prior research documenting issues concerning charter schools and their impact on equity and diversity. Part II presents detailed recommendations for charter school authorizers, as well as state and federal policymakers, for using charter schools to advance equal educational opportunity. The accompanying legal brief offers model language designed to augment existing charter school laws by adding language particularly aimed at ensuring that charter schools serve as a vehicle of reform consistent with the value of equal educational opportunity.

    As students across the country stage a national day of action to defend public education, we look at the nation's largest school systems - Chicago and New York City - and the push to preserve quality public education amidst new efforts to privatize schools and rate teachers based on test scores. In Chicago, the city's unelected school board voted last week to shut down seven schools and fire all of the teachers at 10 other schools. In New York City, many educators are criticizing Mayor Michael Bloomberg's administration after the release of the names of 18,000 city teachers, along with a ranking system that claims to quantify each teacher's impact on the reading and math scores of their pupils on statewide tests. "The danger is that if teachers and schools are held accountable just for relatively narrow measures of what it is students are doing in class, that will become what drives the education system," says Columbia University's Aaron Pallas, who studies the efficiency of teacher-evaluation systems. "The effects of school closings in [New York City] is one of the great untold stories today," says Democracy Now! education correspondent Jaisal Noor. "The bedrock of these communities [has been] neighborhood schools and now they're being destroyed." Karen Lewis, president of the Chicago Teachers Union says, "When you have a CEO in charge of a school system as opposed to a superintendent - a real educator - what ends up happening is that they literally have no clue how to run the schools." Lewis recounts a meeting where she says Chicago Mayor Rahm Emanuel told her that, "25 percent of these kids are never going to amount to anything."

There are as many types of charter schools as there are educational approaches. Schools Without Diversity: Education Management Organizations, Charters Schools, and the Demographic Stratification of the American School System - 0 views

    Whether charter schools will increase segregation in schools and, ultimately, in society is an important and hotly contested question. Charter proponents point to the high enrollments of minority and economically disadvantaged pupils in charter schools, compare them with overall state enrollment percentages, and contend that charter schools are integrative. Opponents explain these enrollment levels by noting the high minority and poverty concentrations in the urban areas where charter schools are centered. They quote other research suggesting that the schools exacerbate existing segregation. Gary Miron, Jessica Urschel, William Mathis, and Elana Tornquist examine this issue using a national data base of schools operated by Education Management Organizations (EMOs), 95% of which are charter schools. The study explores whether these EMO-operated charter schools integrate or segregate students by four key demographic characteristics: ethnic/minority classification, socioeconomic status, disabling condition and English language facility.

    Philadelphia public schools are on the operating table, reeling from a knockout blow of heavy state  budget cuts. It was too much to bear after decades of underfunding and mismanagement at the hands of shortsighted Philadelphians and mean-spirited politicians in Harrisburg. So the District is today announcing that it's going to call it quits. Its organs will be harvested, in search of a relatively vital host. "Philadelphia public schools is not the school District," Chief Recovery Officer Thomas Knudsen told a handful of reporters at yesterday's press conference laying out the five-year plan proposed to the school Reform Commission. "There's a redefinition, and we'll get to that later."  He got to it: talk about "modernization," "right-sizing," "entrepreneurialism" and "competition." Forty schools would close next year, and six additional schools would be closed every year thereafter until 2017. Closing just eight schools this year prompted an uproar. Anyhow, the remaining schools would get chopped up into "achievement networks" where public or private groups compete to manage about 25 schools, and the central office would be chopped down to a skeleton crew of about 200. District HQ has already eliminated about half of the 1,100-plus positions that existed in 2010.

Why Schools "Fail" Or What If Failing Schools…Aren't? - 0 views

    Many discussions of "school reform" focus either on the need to provide students with choice as a way out of failing schools or on how to close or restructure the schools in order to "turn them around." For our purposes in this first paper, let's examine the underlying claim that a particular child is actually in a failing school. A school in Louisiana is given the letter grade F and we assume that children in this school are receiving a sub-standard education. Almost by definition! Yet the second part of the title of this paper, which comes from a chapter in the late Gerald W. Bracey's 2003 book "On the Death of Childhood and the Destruction of Public schools," raises an interesting question.  Should we be confident that the letter grade F actually indicates that the quality of teaching in the school is the reason for the failure? If it is not the quality of teaching, then what is it?

A compilation of research showing that on average charter schools do not outperform their traditional public school counterparts also led charter-school proponents elsewhere to preach greater focus on accountability as these schools spread. There are, of course, pockets of excellence, school chains or specific places where charter school students outperform their peers -- but the same could be said for traditional public schools."

    "Would I send my child to this school?" This is a question I asked myself every day while working at Achievement First and helping to build their first high school in Brooklyn, NY in 2009 and 2010. I served as the Director of Student Life at Achievement First Crown Heights High school (now called AF Brooklyn High school), which entailed developing and managing all after-school and summer enrichment programs, building the advisory system for both college skills and character development, counseling students, and organizing and leading community events each week to contribute to school culture. As a member of the founding team, I was involved in almost every aspect of the school, from hiring, to behavior management, to building systems for school culture and discipline, to working with others in the Achievement First network to find and implement best practices for our new school.
