Review of The Costs of Online Learning | National Education Policy Center - 0 views

    Schools and school systems throughout the nation are increasingly experimenting with using various instructional technologies to improve productivity and decrease costs, but evidence on both the effectiveness and the costs of education technology is limited. A recent report published by the Thomas B. Fordham Institute sets out to describe "the size and range of the critical cost drivers for online schools in comparison to traditional brick-and-mortar schools" (p. 2). The study divides online learning into two broad categories-virtual schools and blended-learning schools-and, based on data from 50 experts, reports that "the average overall per-pupil costs of both models are significantly lower than the $10,000 national average for traditional brick-and-mortar schools" (p. 1). These findings, however, are undermined by a general lack of clarity about the models being studied and problematic data and methods. While the report addresses an important topic, the utility of its cost estimates are limited. Of more value are the qualitative findings about how various cost drivers affect the overall costs of online learning. The study would be more useful if it provided a rigorous analysis of a set of well-defined promising models of online learning as the basis for its cost estimates.

    While most previous research on standards, assessments and accountability systems have  focused on the potential benefits of common standards, we consider the real resource  costs of those systems.  Among the small number of previous studies on the subject, the  largest cost estimate is 0.33 percent of total K-12 education expenditures.  However,  previous studies under-state current costs by focusing on costs before NCLB was put in  place and by excluding important cost categories.

    According to Wikipedia, cost-benefit analysis "is a systematic process for calculating and comparing benefits and costs of a project, decision or government policy (hereafter, 'project'). CBA has two purposes: 1.To determine if it is a sound investment/decision (justification/feasibility), 2.To provide a basis for comparing projects. It involves comparing the total expected cost of each option against the total expected benefits, to see whether the benefits outweigh the costs, and by how much." I believe that it would be prudent to apply this process to the current accountability movement now being administered in public education, primarily in the form of testing mandates such as No Child Left Behind and Race To The Top.

Organizing Schools to Improve Student Achievement: Start Times, Grade Configurations,... - 1 views

    Education reform proposals are often based on high-profile or dramatic policy changes, many of which are expensive, politically controversial, or both.  In this paper, we argue that the debates over these "flashy" policies have obscured a potentially important direction for raising student performance-namely, reforms to the management or organization of schools. By making sure the "trains run on time" and focusing on the day-to-day decisions involved in managing the instructional process, school and district administrators may be able to substantially increase student learning at modest cost.In this paper, we describe three organizational reforms that recent evidence suggests have the potential to increase K-12 student performance at modest costs: (1) Starting school later in the day for middle and high school students; (2) Shifting from a system with separate elementary and middle schools to one with schools that serve students in kindergarten through grade eight; (3) Managing teacher assignments with an eye toward maximizing student achievement (e.g. allowing teachers to gain experience by teaching the same grade level for multiple years or having teachers specializing in the subject where they appear most effective). We conservatively estimate that the ratio of benefits to costs is 9 to 1 for later school start times and 40 to 1 for middle school reform. A precise benefit-cost calculation is not feasible for the set of teacher assignment reforms we describe, but we argue that the cost of such proposals is likely to be quite small relative to the benefits for students. While we recognize that these specific reforms may not be appropriate or feasible for every district, we encourage school, district, and state education leaders to make the management, organization, and operation of schools a more prominent part of the conversation on how to raise student achievement.

    Education Secretary Arne Duncan in a speech Tuesday pushed higher education officials to "think more creatively - and with much greater urgency - about how to contain the spiraling costs of college and reduce the burden of student debt on our nation's students." At a time when the Occupy movement has helped push college costs into the national spotlight, the Education Department characterized the speech, delivered in Las Vegas, as the start of a "national conversation about the rising cost of college." The department took the opportunity to call attention to steps the Obama administration has taken to reduce the net price that students and families pay for higher education and make it easier to pay back student loans.

Beneath the Veil of Inadequate Cost Analyses: What do Roland Fryer's School R... - 0 views

    A series of studies from Roland Fryer and colleagues have explored the effectiveness of specific charter school models and strategies, including Harlem Childrens' Zone (Dobbie & Fryer, 2009), "no excuses" charter schools in New York City (Dobbie & Fryer, 2011), schools within the Houston public school district (Apollo 20) mimicking no excuses charter strategies (Fryer, 2011, Fryer, 2012), and an intensive urban residential schooling model in Baltimore, MD (Curto & Fryer, 2011).  In each case, the models in question involve resource intensive strategies, including substantially lengthening school days and years, providing small group (2 or 3 on 1) intensive tutoring, providing extensive community based wrap around services (Harlem Childrens' Zone) or providing student housing and residential support services (Baltimore). The broad conclusion across these studies is that charter schools or traditional public schools can produce dramatic improvements to student outcomes by implementing no excuses strategies and perhaps wrap around services, and that these strategies come at relatively modest marginal cost. Regarding the benefits of the most expensive alternative explored - residential schooling in Baltimore (at a reported $39,000 per pupil) - the authors conclude that no excuses strategies of extended day and year, and intensive tutoring are likely more cost effective. But, each of these studies suffers from poorly documented and often ill-conceived comparisons of costs and/or marginal expenditures.

Fiscal Impacts of Charter Schools: Lessons From New York - 0 views

    "Given the budgetary strain that school districts have been facing in recent years and the impetus to increase the number of charter schools, concerns about the fiscal impacts of charter schools are more salient than ever. However, very little research has addressed this issue. Using the city school districts of Albany and Buffalo in New York, this brief addresses this gap in the literature by demonstrating how fiscal impacts on local school districts can be estimated and offering a way to conceptualize fiscal impacts that is useful for framing charter school policy objectives. We find that charter schools have had negative fiscal impacts on these two school districts, and argue that there are two reasons for these impacts. First, operating two systems of public schools under separate governance arrangements can create excess costs. Second, charter school financing policies can distribute resources to or away from districts. We argue that charter schools policies should seek to minimize any avoidable excess costs created by charter schools and ensure that the burden of any unavoidable excess costs is equitably distributed across traditional public schools, charter schools, and the state. We offer concrete policy recommendations that may help to achieve these objectives."

    I often hear the following argument: Improving teacher quality is more cost-effective than other options, such as reducing class size (see here, for example). I am all for evaluating policy alternatives based on their costs relative to their benefits, even though we tend to define the benefits side of the equation very narrowly - in terms of test score gains. But "improving teacher quality" cannot yet be included in a concrete costs/benefits comparison with class size or anything else. It is not an actual policy. At best, it is a category of policy options, all of which are focused on recruitment, preparation, retention, improvement, and dismissal of teachers. When people invoke it, they are presumably referring to the fact that teachers vary widely in their test-based effectiveness. Yes, teachers matter, but altering the quality distribution is whole different ballgame from measuring it overall. It's actually a whole different sport.

    Many of us have not heard of of the Education Cost Sharing (ECS) Formula, Connecticut's system for allocating money to our public schools. As one father admitted at the ECS Task Force Meeting on Thursday in Bridgeport, he never gave it any thought until his child started kindergarten. Roughly, this is how the formula works. It starts with a foundation amount, which is supposed to represent how much money it takes to educate one child with no special needs. Then the amount is adjusted based on the number and needs of students in a particular district. Students living in poverty, students learning English and students with disabilities all need more resources to learn, and those resources cost money - up to four times the cost of educating a child with no needs. The formula is also supposed to consider a municipality's ability to pay. If one of these components is inaccurate, then the state is not giving the proper amount of money to a municipality for its schools. In Connecticut, all of these components are grossly inadequate.

    This report carefully reviews high-quality empirical evidence from the last several years on the test score effects of three approaches to modifying the organization of schools: (1) starting schools later in the morning, (2) favoring K-8 grade configuration instead of junior high or middle school configurations, and (3) increasing teacher specialization by grade and subject. It estimates the earnings benefits of each intervention and, for interventions (1) and (2), compares monetary benefits to costs. The report concludes that benefits outweigh costs, although the rough cost estimates suggest that better data are required to draw definite conclusions. The report's main conclusion is that organizational reforms deserve a more prominent place in education debates, and that individual school districts should carefully consider them alongside more popular reform options. The review points to a few shortcomings but concludes that the report's analyses are solid and helpful and that the results are presented carefully and cautiously.

    "Class Size: What Research Says and What It Means for State Policy argues that increasing average class size by one student will save about 2% of total education spending with negligible impact on academic achievement. It justifies this conclusion on the basis that Class-Size Reduction (CSR) is not particularly effective and is not as cost-effective as other reforms. However, this conclusion is based on a misleading review of the CSR research literature. The report puts too much emphasis on studies that are of poor quality or that do not focus on settings that are particularly relevant to the debate on class-size policy in the United States. It argues that class-size reduction is less cost-effective than other reform policies, but it bases this contention on an incomplete accounting of the benefits of smaller classes and an uncritical, unexamined list of alternative policies. The report's estimates of the potential cost savings are flawed as, in reality, schools cannot structurally reduce class size by only one student. Well-documented and long-term non-academic gains from CSR are not addressed. Likewise, the recommendation for releasing the ―least effective‖ teachers assumes a valid way of making such determinations is available. "

    Replacing teachers at the remaining 26 turnaround schools could cost the city as much as $60 million, according to a new analysis released today by one of the city's most vociferous opponents. The report, released by the Coalition for Educational Justice in advance of an organized student and parent protest at City Hall, also took aim at the process the Department of Education used to assessed many of the schools that remain on the turnaround list. A dozen schools are doing well enough on their annual progress reports that they cleared the city's own closure benchmark.

    Nearly 5,000 children qualified for gifted and talented kindergarten seats in New York City public schools in the fall, 22 percent more than last year and more than double the number four years ago, setting off a fierce competition for the most sought-after programs in the system. On their face, the results, released on Friday by the Education Department, paint a portrait of a city in which some neighborhoods appear to be entirely above average. In Districts 2 and 3, which encompass most of Manhattan below 110th Street, more students scored at or above the 90th percentile on the entrance exam, the cutoff point, than scored below it. But experts pointed to several possible reasons for the large increase. For one, more middle-class and wealthy parents are staying in the city and choosing to send their children to public schools, rather than moving to the suburbs or pursuing increasingly expensive private schools. And the switch to a test-based admissions system four years ago has given rise to test-preparation services, from booklets costing a few dollars to courses costing hundreds or more, raising concerns that the test's results were being skewed.

    So, I've seen on more than a few occasions these last few weeks references to the recent Dobbie and Fryer article on NYC charter schools as the latest evidence that money doesn't matter in schools. That costly stuff like class size, or  overall measures of total per pupil expenditures are simply unimportant, and can easily be replaced/substituted with no-cost alternatives like those employed in no excuses charter schools (like high expectations, tutoring, additional time, and wrap-around services). I'll set aside the issue that many of these supposedly more effective alternatives do, in fact, have cost implications. Instead, I'll focus my critique on whether this Dobbie/Fryer study provides any substantive evidence that money doesn't matter - either broadly, or in the narrower context of looking specifically at NYC charter schools.

Experimental Evidence on the Effect of Childhood Investments on Postsecondary Attainmen... - 0 views

    This paper examines the effect of early childhood investments on college enrollment and degree completion. We use the random assignment in the Project STAR experiment to estimate the effect of smaller classes in primary school on college entry, college choice, and degree completion. We improve on existing work in this area with unusually detailed data on college enrollment spells and the previously unexplored outcome of college degree completion. We find that assignment to a small class increases the probability of attending college by 2.7 percentage points, with effects more than twice as large among blacks. Among those with the lowest ex ante probability of attending college, the effect is 11 percentage points. Smaller classes increase the likelihood of earning a college degree by 1.6 percentage points and shift students towards high-earning fields such as STEM (science, technology, engineering and medicine), business and economics. We confirm the standard finding that test score effects fade out by middle school, but show that test score effects at the time of the experiment are an excellent predictor of long-term improvements in postsecondary outcomes. We compare the costs and impacts of this intervention with other tools for increasing postsecondary attainment, such as Head Start and financial aid, and conclude that early investments are no more cost effective than later investments in boosting adult educational attainment.

    This report compares the pay, pension costs and retiree health benefits of teachers with those of similarly qualified private-sector workers. The study concludes that teachers receive total compensation 52% greater than fair market levels, which translates into a $120 billion annual "overcharge" to taxpayers. Built on a series of faulty analyses, this study misrepresents total teacher compensation in fundamental ways. First, teachers' 12% lower pay is dismissed as being appropriate for their lesser intelligence, although there is no foundation for such a claim. Total benefits are calculated as having a monetary value of 100.8% of pay, while the Department of Labor disagrees, giving a figure of 32.8%-a figure almost identical to that of people employed in the private sector. Pension costs are valued at 32%, but the real number is closer to 8.4%. The shorter work year is said to represent 28.8% additional compensation but the real work year is only 12% shorter. Teachers' job stability is said to be worth 8.6%, although the case for such a claim is not sustained. In sum, this report is based on an aggregation of such spurious claims. The actual salary and benefits for teachers show they are in fact undercompensated by 19%.
