Student Selection, Attrition, and Replacement in KIPP Middle Schools - 0 views

    Recent quasi-experimental and experimental studies have found that KIPP middle schools-part of a nationwide network of charter schools-have large, positive impacts on academic achievement. In light of these findings,  skeptics have  asked whether KIPP schools benefit from unusually selective student attrition and replacement patterns. We investigate this question using longitudinal, student-level data covering 19 KIPP middle schools. On average, we find that  KIPP schools generally admit students who are disadvantaged in ways similar to their peers in local public schools. Rates of exit from KIPP schools are typically no different than rates at nearby district schools, and students exiting KIPP schools have characteristics similar to those of students exiting local district schools. To replace students who exit through attrition, KIPP schools admit a substantial number of new students in grade 6 but admit fewer students in grades 7 and 8 than do nearby public schools. Unlike local district schools, KIPP's late entrants also tend to have higher prior achievement levels and fewer males than the rest of the KIPP student body. Although it is difficult to gauge the size of any resulting peer effects at KIPP, the  existing peer effects  literature indicates  that the range of possibilities is limited. Overall, we find that KIPP's impacts do not appear to be explained by advantages in the prior achievement of KIPP students, even when attrition and replacement throughout the middle school years are taken into account.

Student Mobility in Milwaukee: The Effects of School Transfers on Mobile and Non-Mobile... - 0 views

    This article explores student mobility in the Milwaukee Public Schools (MPS) and its effects on student achievement. An urban district with plentiful opportunities for school choice, Milwaukee has a transient student population.  From 2003-04 through 2007-08, 11% of MPS students switched schools or left the district between the fall and spring of a given school year, while 22% were mobile between the spring of one year and the fall of the following year. Using both student fixed-effects and instrumental variables approaches, we examined the effects of this mobility on both the students who moved and their classmates who did not. We found evidence that mobile students' test score gains dropped immediately after they switched schools, but these students typically recovered their losses in the subsequent year. We detected modest but statistically significant negative effects of grade-level turnover on non-mobile students' academic achievement.

Closing Schools in a Shrinking District: Do Student Outcomes Depend on Which Schools Ar... - 0 views

    In the last decade, many cities around the country have needed to close schools due to declining enrollments and low achievement. School closings raise concerns about the possible negative impacts on student achievement, neighborhoods, families, and teaching staff. This study examines an anonymous urban district that, faced with declining enrollment, chose to make student achievement a major criterion in determining which schools would be closed. The district targeted low-performing schools in its closure plan, and sought to move their students to higher-performing schools. We estimate the impact of school closures on student test scores and attendance rates by comparing the growth of these measures among students differentially affected by the closures. We use residential assignment to school as an instrument to address non-random sorting of students into new schools. We also statistically control for the contemporaneous effects of other reforms within the district. Results show that students displaced by school closures can experience adverse effects on test scores and attendance, but these effects can be minimized when students move to schools that are higher-performing (in value-added terms). Moreover, the negative effect on attendance disappears after the first year in the new school. Meanwhile, we find no adverse effects on students in the schools that are receiving the transferring students.

    "When our schools are run for profit, there are disastrous consequences for both students and teachers. Teachers are "managed" through the "outcomes" they produce, meaning their students' test scores. This makes teachers focus not on their students strengths, not on their students' needs or interests, but rather on their deficits, on the skills and concepts the students must master to pass the next test. Students who are, for whatever reasons unable to produce test score gains (perhaps they might be uninterested, alienated, traumatized, hungry, special education, new to the English language, or a hundred other reasons) become a liability for the teacher and the school. Under the pressure to produce "profits" is the form of higher test scores, schools begin to systematically reject students like these, as we are already seeing among some charter schools. Schools care less about nurturing students or teachers. The environment becomes less humane. Turnover increases among teachers, and attrition rises for students. Residual public schools become a dumping ground for students too difficult to educate."

Hoxby & Avery: The Missing "One-Offs": The Hidden Supply of High-Achieving, Low Income ... - 0 views

    "We show that the vast majority of very high-achieving students who are low-income do not apply to any selective college or university. This is despite the fact that selective institutions would often cost them less, owing to generous financial aid, than the resource poor two-year and non-selective four-year institutions to which they actually apply. Moreover, high-achieving, low-income students who do apply to selective institutions are admitted and graduate at high rates. We demonstrate that these low-income students' application behavior differs greatly from that of their high-income counterparts who have similar achievement. The latter group generally follows the advice to apply to a few "par" colleges, a few "reach" colleges, and a couple of "safety" schools. We separate the low-income, high-achieving students into those whose application behavior is similar to that of their high-income counterparts ("achievement-typical" behavior) and those whose apply to no selective institutions ("income-typical" behavior). We show that income-typical students do not come from families or neighborhoods that are more disadvantaged than those of achievement-typical students. However, in contrast to the achievement-typical students, the income-typical students come from districts too small to support selective public high schools, are not in a critical mass of fellow high achievers, and are unlikely to encounter a teacher or schoolmate from an older cohort who attended a selective college. We demonstrate that widely-used policies-college admissions staff recruiting, college campus visits, college access programs-are likely to be ineffective with income-typical students, and we suggest policies that will be effective must depend less on geographic concentration of high achievers."

Methods for Accounting for Co-Teaching in Value-Added Models - 0 views

    Isolating the effect of a given teacher on student achievement (value-added modeling) is complicated when the student is taught the same subject by more than one teacher. We consider three methods, which we call the Partial Credit Method, Teacher Team Method, and Full Roster Method, for estimating teacher effects in the presence of co-teaching. The Partial Credit Method apportions responsibility between teachers according to the fraction of the year a student spent with each. This method, however, has practical problems limiting its usefulness. As alternatives, we propose two methods that can be more stably estimated based on the premise that co-teachers share joint responsibility for the achievement gains of their shared students. The Teacher Team Method uses a single record for each student and a set of variables for each teacher or group of teachers with shared students, whereas the Full Roster Method contains a single variable for each teacher, but multiple records for shared students. We explore the properties of these two alternative methods and then compare the estimates generated using student achievement and teacher roster data from a large urban school district. We find that both methods produce very similar point estimates of teacher value added. However, the Full Roster Method better maintains the links between teachers and students and can be more robustly implemented in practice.

The For-Profit Postsecondary School Sector: Nimble Critters or Agile Predators? - 0 views

    Private for-profit institutions have been the fastest growing part of the U.S. higher education sector. For-profit enrollment increased from 0.2 percent to 9.1 percent of total enrollment in degree-granting schools from 1970 to 2009, and for-profit institutions account for the majority of enrollments in non-degree granting postsecondary schools. We describe the schools, students, and programs in the for-profit higher education sector, its phenomenal recent growth, and its relationship to the federal and state governments. Using the 2004 to 2009 Beginning Postsecondary Students (BPS) longitudinal survey we assess outcomes of a recent cohort of first-time undergraduates who attended for-profits relative to comparable students who attended community colleges or other public or private non-profit institutions. We find that relative to these other institutions, for-profits educate a larger fraction of minority, disadvantaged, and older students, and they have greater success at retaining students in their first year and getting them to complete short programs at the certificate and associate degree levels. But we also find that for-profit students end up with higher unemployment and "idleness" rates and lower earnings six years after entering programs than do comparable students from other schools, and that they have far greater student debt burdens and default rates on their student loans.

    ""Empowering students to advocate for change." It's as if this organization was made just for me-just read my headline! If you take a few seconds to search around my blog documenting my vision, my involvement with students through mentoring and being a teachers assistant, my aspiration to be a future teacher, and restless dedication to elevating the student voice, it is no doubt I have full faith in the students role in education policy. As my blog was born out of my realizations of the inequalities in our education system, then continued further as I wanted to expose these silenced truths, this blog took me so far to revolutionizing my life. There is a never ending thirst for truth and knowledge, and the paramount responsibility I feel to share transparency for the sake of students' futures. I have a passion for the human capacity and potential, which is why I aim to be an educator who provides such opportunities for my future students. Which is why I fight hard against the push for more standardized tests, and teacher-evals that claim teacher effectiveness can be determined by a number. As I've stated multiple times before, "I want to leave this world knowing I did whatever I could to make the term "at-risk" one that is not so commonly associated with the term 'school.'" I have a restless drive for educational equity, which is why I stand against Students For Education Reform."

Florida DOE: Student Achievement in Florida's Charter Schools - 0 views

    Section 1002.33(23), Florida Statutes, requires the Florida Department of Education to prepare an annual statewide analysis of student achievement in charter schools versus the achievement of comparable students in traditional public schools. This report of charter school student performance fulfills the statutory requirement for the 2010-11 school year. The analysis examines the average performance of charter school students and traditional public school students using eight years of Florida Comprehensive Assessment Test (FCAT) reading and math scores, as well as the FCAT science test scores that were added to the school grading calculation in 2007-08. Only students who were enrolled in a charter school or a traditional public school for an entire school year are included in the analysis. Limiting the analysis to include only full-year students is consistent with the state's school accountability system for awarding school grades under the A+ Plan. In addition, the report compares charter and traditional public schools in terms of achievement gaps and student learning gains.

Organizing Schools to Improve Student Achievement: Start Times, Grade Configurations,... - 1 views

    Education reform proposals are often based on high-profile or dramatic policy changes, many of which are expensive, politically controversial, or both.  In this paper, we argue that the debates over these "flashy" policies have obscured a potentially important direction for raising student performance-namely, reforms to the management or organization of schools. By making sure the "trains run on time" and focusing on the day-to-day decisions involved in managing the instructional process, school and district administrators may be able to substantially increase student learning at modest cost.In this paper, we describe three organizational reforms that recent evidence suggests have the potential to increase K-12 student performance at modest costs: (1) Starting school later in the day for middle and high school students; (2) Shifting from a system with separate elementary and middle schools to one with schools that serve students in kindergarten through grade eight; (3) Managing teacher assignments with an eye toward maximizing student achievement (e.g. allowing teachers to gain experience by teaching the same grade level for multiple years or having teachers specializing in the subject where they appear most effective). We conservatively estimate that the ratio of benefits to costs is 9 to 1 for later school start times and 40 to 1 for middle school reform. A precise benefit-cost calculation is not feasible for the set of teacher assignment reforms we describe, but we argue that the cost of such proposals is likely to be quite small relative to the benefits for students. While we recognize that these specific reforms may not be appropriate or feasible for every district, we encourage school, district, and state education leaders to make the management, organization, and operation of schools a more prominent part of the conversation on how to raise student achievement.

    I may not be able to prove that my literature class makes a difference in my students' test results, but there is a positive correlation between how much time students spend reading and higher scores. The problem is that low-income students, who begin school with a less-developed vocabulary and are less able to comprehend complex sentences than their more privileged peers, are also less likely to read at home. Many will read only during class time, with a teacher supporting their effort. But those are the same students who are more likely to lose out on literary reading in class in favor of extra test prep. By "using data to inform instruction," as the Department of Education insists we do, we are sorting lower-achieving students into classes that provide less cultural capital than their already more successful peers receive in their more literary classes and depriving students who viscerally understand the violence and despair in Steinbeck's novels of the opportunity to read them. It is ironic, then, that English Language Arts exams are designed for "cultural neutrality." This is supposed to give students a level playing field on the exams, but what it does is bleed our English classes dry. We are trying to teach students to read increasingly complex texts, but they are complex only on the sentence level - not because the ideas they present are complex, not because they are symbolic, allusive or ambiguous. These are literary qualities, and they are more or less absent from testing materials.

Diverse Charter Schools: Can Racial and Socioeconomic Integration Promote Better Outcom... - 0 views

    To date, the education policy and philanthropy communities have placed a premium on funding charter schools that have high concentrations of poverty and large numbers of minority students. While it makes sense that charter schools have focused on high-needs students, thus far this focus has resulted in prioritizing high-poverty charter schools over other models, which research suggests may not be the most effective way of serving at-risk students. There is a large body of evidence suggesting that socioeconomic and racial integration provide educational benefits for all students, especially at-risk students. Today, some innovative charter schools are pursuing efforts to integrate students from different racial and economic backgrounds in their classrooms. A new report,  Diverse Charter Schools: Can Racial and Socioeconomic Integration Promote Better Outcomes for Students? by Richard D. Kahlenberg and Halley Potter explores this topic.

The Shame of "School Reform" in New York City « Diane Ravitch's blog - 0 views

    As the closing of "failing" schools becomes an annual ritual, along with the opening of brand-new schools (some of which will eventually join the ranks of "failing" schools), it is time to ask about where accountability truly lies. I wonder if  it ever occurs to anyone in the New York City Department of Education that their own policies of closing schools and shuffling low-performing students around like checker pieces on a checker board have actually created "failing" schools. Every time they close a large high school with large numbers of low-performing students, those students are then pushed off into another large high school (like Dewey) that is doomed to "fail." Why doesn't the leadership of the DOE ever take responsibility for helping schools that have disproportionate numbers of students who enter ninth grade with low test scores, including students with disabilities, homeless students, and students who are English language learners? Their methods of "reform" look like 52-pickup: Just throw the cards in the air and hope that somehow you come up with a winning hand.

A Sociological Eye on Education | The worst eighth-grade math teacher in New York City - 0 views

    Using a statistical technique called value-added modeling, the Teacher Data Reports compare how students are predicted to perform on the state ELA and math tests, based on their prior year's performance, with their actual performance. Teachers whose students do better than predicted are said to have "added value"; those whose students do worse than predicted are "subtracting value." By definition, about half of all teachers will add value, and the other half will not. Carolyn Abbott was, in one respect, a victim of her own success. After a year in her classroom, her seventh-grade students scored at the 98th percentile of New York City students on the 2009 state test. As eighth-graders, they were predicted to score at the 97th percentile on the 2010 state test. However, their actual performance was at the 89th percentile of students across the city. That shortfall-the difference between the 97th percentile and the 89th percentile-placed Abbott near the very bottom of the 1,300 eighth-grade mathematics teachers in New York City. How could this happen? Anderson is an unusual school, as the students are often several years ahead of their nominal grade level. The material covered on the state eighth-grade math exam is taught in the fifth or sixth grade at Anderson. "I don't teach the curriculum they're being tested on," Abbott explained. "It feels like I'm being graded on somebody else's work."

    In 1988, Deborah Bial was working in a New York City after-school program when she ran into a former student, Lamont. He was a smart kid, a successful student who had won a scholarship to an elite college. But it hadn't worked out, and now he was back home in the Bronx. "I never would have dropped out of college if I had my posse with me," he told her. The next year Bial started the Posse Foundation. From her work with students around the city, she chose five New York City high school students who were clearly leaders - dynamic, intelligent, creative, resilient - but who might not have had the SAT scores to get into good schools. Vanderbilt University was willing to admit them all, tuition-free.  The students met regularly in their senior year of high school, through the summer, and at college. Surrounded by their posse, they all thrived. Today the Posse Foundation selects about 600 students a year, from eight different cities. They are grouped into posses of 10 students from the same city and go together to an elite college; about 40 colleges now participate in the program.

A Mission to Serve: How Public Charter Schools Are Designed to Meet the Diverse Demands... - 0 views

    The public charter school movement has grown rapidly in the 20 years since the first public charter school opened in 1992, with over 5,600 schools now serving more than two million students. One of the most exceptional developments within the first two decades of the movement has been the rise of high performing public charter schools with missions intently focused on educating students from traditionally underserved communities. Given that the demographics of these communities are often homogenous, it is no surprise the demographics of these schools are that way as well. In fact, the student populations at these public charter schools usually mirror the populations in nearby district schools. While much media attention rightly has been given to these schools, the past decade or so also has seen a noteworthy rise in high performing public charter schools with missions intentionally designed to serve racially and economically integrated student populations. These schools are utilizing their autonomy to achieve a diverse student population through location-based strategies, recruitment efforts and enrollment processes. Perhaps most notably, a growing number of cities-and the parents and educators in them-are welcoming both types of public charter school models for their respective (and in some cases unprecedented) contributions to raising student achievement, particularly for students who have previously struggled in school. This brief showcases this development in three of these cities: Denver, Washington, D.C., and San Diego.

Katie Osgood: The Reform My Students Need - Living in Dialogue - Education Week Teacher - 0 views

    Charter schools are being hailed as 'the answer' and then they unapologetically push my students out. I have worked with kids who were counseled out of all of the major charter school providers in Chicago, even the highly publicized ones lauded by Arne Duncan, Mayor Emanuel, and President Obama. The charters are not serving my kids. My students are also getting more and more untrained novice teachers, like the corporate reform favorite Teach for America provides, and fewer experienced educators. Many of these young college grads know nothing about these students' cultural backgrounds or extensive social-emotional needs. To add to all of that, my students are being labeled as "failures" by the standardized tests mandated by corporate reform's signature piece of legislation, No Child Left Behind. All I hear coming from the powers that be is to "fire more teachers," "create more charters schools," or "give more tests." None of the remedies being peddled by the elites help my students AT ALL. They are the kids being left behind. So what DO my students need? They need caring, committed, EXPERIENCED teachers.

The Stigma of Low Expectations - Finding Common Ground - Education Week - 0 views

    Often teachers have low expectations for some students, especially those who had a history of struggling, living in poverty or are transient. Those students are often separated into smaller ability groups for more direct instruction. Separating students by ability is often done in K-12 settings. It happens in schools when students take electives and advanced placement classes, but it also happens within elementary classrooms when teachers do ability grouping. Tomlinson and Javius say, "The logic behind separating students by what educators perceive to be their ability is that it enables teachers to provide students with the kind of instruction they need." So what is wrong with that? Shouldn't educators work with groups by ability so they can help students close the gap? Tomlinson and Javius are concerned that ability grouping may further widen the gap between struggling learners and those who excel.

    Louisiana's "School Performance Score" (SPS) is the state's primary accountability measure, and it determines whether schools are subject to high-stakes decisions, most notably state takeover. For elementary and middle schools, 90 percent of the SPS is based on testing outcomes. For secondary schools, it is 70 percent (and 30 percent graduation rates).* The SPS is largely calculated using absolute performance measures - specifically, the proportion of students falling into the state's cutpoint-based categories (e.g., advanced, mastery, basic, etc.). This means that it is mostly measuring student performance, rather than school performance. That is, insofar as the SPS only tells you how high students score on the test, rather than how much they have improved, schools serving more advantaged populations will tend to do better (since their students tend to perform well when they entered the school) while those in impoverished neighborhoods will tend to do worse (even those whose students have made the largest testing gains). One rough way to assess this bias is to check the association between SPS and student characteristics, such as poverty.

    "Earlier this summer, the New York City Independent Budget Office (IBO) presented findings from a longitudinal analysis of NYC student performance. That is, they followed a cohort of over 45,000 students from third grade in 2005-06 through 2009-10 (though most results are 2005-06 to 2008-09, since the state changed its definition of proficiency in 2009-10). The IBO then simply calculated the proportion of these students who improved, declined or stayed the same in terms of the state's cutpoint-based categories (e.g., Level 1 ["below basic" in NCLB parlance], Level 2 [basic], Level 3 [proficient], Level 4 [advanced]), with additional breakdowns by subgroup and other variables. The short version of the results is that almost two-thirds of these students remained constant in their performance level over this time period - for instance, students who scored at Level 2 (basic) in third grade in 2006 tended to stay at that level through 2009; students at the "proficient" level remained there, and so on. About 30 percent increased a category over that time (e.g., going from Level 1 to Level 2). The response from the NYC Department of Education (NYCDOE) was somewhat remarkable. It takes a minute to explain why, so bear with me."
