Hoxby & Avery: The Missing "One-Offs": The Hidden Supply of High-Achieving, Low Income ... - 0 views

    "We show that the vast majority of very high-achieving students who are low-income do not apply to any selective college or university. This is despite the fact that selective institutions would often cost them less, owing to generous financial aid, than the resource poor two-year and non-selective four-year institutions to which they actually apply. Moreover, high-achieving, low-income students who do apply to selective institutions are admitted and graduate at high rates. We demonstrate that these low-income students' application behavior differs greatly from that of their high-income counterparts who have similar achievement. The latter group generally follows the advice to apply to a few "par" colleges, a few "reach" colleges, and a couple of "safety" schools. We separate the low-income, high-achieving students into those whose application behavior is similar to that of their high-income counterparts ("achievement-typical" behavior) and those whose apply to no selective institutions ("income-typical" behavior). We show that income-typical students do not come from families or neighborhoods that are more disadvantaged than those of achievement-typical students. However, in contrast to the achievement-typical students, the income-typical students come from districts too small to support selective public high schools, are not in a critical mass of fellow high achievers, and are unlikely to encounter a teacher or schoolmate from an older cohort who attended a selective college. We demonstrate that widely-used policies-college admissions staff recruiting, college campus visits, college access programs-are likely to be ineffective with income-typical students, and we suggest policies that will be effective must depend less on geographic concentration of high achievers."

Permanent Income and the Black-White Test Score Gap - 0 views

    Analysts often examine the black-white test score gap conditional on family income. Typically only a current income measure is available. We argue that the gap conditional on permanent income is of greater interest, and we describe a method for identifying this gap using an auxiliary data set to estimate the relationship between current and permanent income. Current income explains only about half as much of the black-white test score gap as does permanent income, and the remaining gap in math achievement among families with the same permanent income is only 0.2 to 0.3 standard deviations in two commonly used data sets. When we add permanent income to the controls used by Fryer and Levitt (2006), the unexplained gap in 3rd grade shrinks below 0.15 standard deviations, less than half of what is found with their controls.

    "Pundits love to make cross-state comparisons and rank states on a variety of indicators (I'm guilty too). A favorite activity is comparing NAEP test scores across subjects, including comparing which states have the biggest test score gaps between children who qualify for subsidized lunch and children who don't. The simple conclusion - States with big gaps are bad - inequitable - and states with smaller gaps must being doing something right! It is generally assumed by those who report these gaps and rank states on achievement gaps that these gaps are appropriately measured - comparably measured - across states. That a low-income child in one state is similar to a low-income child in another. That the average low-income child or the average of low-income children in one state is comparable to the average of low-income children in another, and that the average of non-low income children in one state is comparable to the average of non-low income children in another. LITTLE COULD BE FURTHER FROM THE TRUTH."

    There is some controversy over the fact that Florida's recently-announced value-added model (one of a class often called "covariate adjustment models"), which will be used to determine merit pay bonuses and other high-stakes decisions, doesn't include a direct measure of poverty. Personally, I support adding a direct income proxy to these models, if for no other reason than to avoid this type of debate (and to facilitate the disaggregation of results for instructional purposes). It does bear pointing out, however, that the measure that's almost always used as a proxy for income/poverty - students' eligibility for free/reduced-price lunch - is terrible as a poverty (or income) gauge. It tells you only whether a student's family has earnings below (or above) a given threshold (usually 185 percent of the poverty line), and this masks most of the variation among both eligible and non-eligible students. For example, families with incomes of $5,000 and $20,000 might both be coded as eligible, while families earning $40,000 and $400,000 are both coded as not eligible. A lot of hugely important information gets ignored this way, especially when the vast majority of students are (or are not) eligible, as is the case in many schools and districts. That said, it's not quite accurate to assert that Florida and similar models "don't control for poverty." The model may not include a direct income measure, but it does control for prior achievement (a student's test score in the previous year[s]). And a student's test score is probably a better proxy for income than whether or not they're eligible for free/reduced-price lunch.

Real Reform versus Fake Reformy Distractions: More Implications from NJ & MA ... - 0 views

    Recently, I responded to an absurd and downright disturbing Op-Ed by a Connecticut education reform organization that claimed that Connecticut needed to move quickly to adopt teacher evaluation/tenure reforms and expand charter schooling because a) Connecticut has a larger achievement gap and lower outcomes for low income students than Massachusetts or New Jersey and b) New Jersey and Massachusetts were somehow outpacing Connecticut in adopting new reformy policies regarding teacher evaluation. Now, the latter assertion is questionable enough to begin with, but the most questionable assertion was that any recent policy changes that may have occurred in New Jersey or Massachusetts explain why low income children in those states do better, and have done better at a faster rate than low income kids in Connecticut. Put simply, bills presently on the table, or legislation and regulations adopted and not yet phased in do not explain the gains in student outcomes of the past 20 years. Note that I stick to comparisons among these states because income related achievement gaps are most comparable among them (that is, the characteristics of the populations that fall above and below the income thresholds for free/reduced lunch are relatively comparable among these states, but not so much to states in other regions of the country). I'm not really providing much new information in this post, but I am elaborating on my previous point about the potential relevance of funding equity - school finance - reforms - and providing additional illustrations.

    Unlike the Texas miracle, the Harvard-Columbia revelations are not based on fraudulent numbers. But what is deeply problematic is the spin that the authors give to their findings. The study examined the incomes of adults who, as children in the 4th through the 8th grades, had teachers of different "Value Added" scores, with Value Added defined as improvement in the scores of students on standardized tests. The study claims that the individuals who had excellent teachers as children have higher incomes as adults; we will examine the validity of this claim below. But first we must ask what these higher incomes mean. When they were children, these individuals were poor. What the H-C authors fail to mention is that even when they had excellent teachers as children and therefore have higher incomes as adults, these individuals, despite their higher incomes, remain poor.

Gains and Gaps: Changing Inequality in U.S. College Entry and Completion - 0 views

    We describe changes over time in inequality in postsecondary education using nearly seventy years of data from the U.S. Census and the 1979 and 1997 National Longitudinal Surveys of Youth. We find growing gaps between children from high- and low-income families in college entry, persistence, and graduation. Rates of college completion increased by only four percentage points for low-income cohorts born around 1980 relative to cohorts born in the early 1960s, but by 18 percentage points for corresponding cohorts who grew up in high-income families. Among men, inequality in educational attainment has increased slightly since the early 1980s. But among women, inequality in educational attainment has risen sharply, driven by increases in the education of the daughters of high-income parents. Sex differences in educational attainment, which were small or nonexistent thirty years ago, are now substantial, with women outpacing men in every demographic group. The female advantage in educational attainment is largest in the top quartile of the income distribution. These sex differences present a formidable challenge to standard explanations for rising inequality in educational attainment.

    The role of poverty in shaping educational outcomes is one of the most common debates going on today. It can also be one of the most shallow. The debate tends to focus on income. For example (and I'm generalizing a bit here), one "side" argues that income and test scores are strongly correlated; the other "side" points to the fact that many low-income students do very well and cautions against making excuses for schools' failure to help poor kids. Both arguments have merit, but it bears quickly mentioning that the focus on the relationship between income and achievement is a rather crude conceptualization of the importance of family background (and non-schooling factors in general) for education outcomes.

Charter School Tax Credit: Investing in Human Capital - 0 views

    This paper outlines how such an investment structure might be used to solve a different challenge: chronic academic underachievement among low-income students. The academic achievement gap is well documented and seemingly intractable. Low-income students do consistently worse than their middle and upper-income peers in all measures of academic success at every grade level, including standardized test scores, high school graduation rates, and college completion rates. A number of social and education reforms have been offered to help close the achievement gap. This paper will not attempt to add to this voluminous history; rather, it will explore a new approach to financing schools that demonstrate success in closing the gap. It will also deliberately steer clear of any discussion of pedagogy. Curriculum reform is beyond the scope of this proposal as well. That said, this paper will focus on a particular type of school-charters-because many have demonstrated success serving low-income students.

    The children of the wealthy are pulling away from their lower-class peers -- the same way their parents are pulling away from their peers' parents. When it comes to college completion rates, the rich-poor gulf has grown by 50% since the 1980s. Upper income families are also spending vastly more on their children compared to the poor than they did 40 years ago, and spending more time as parents cultivating their intellectual development. It may not simply be a matter of the rich getting richer, and the poor getting poorer -- although that certainly is a part of it. The growing differences in student achievement don't strictly mimic the way income inequality has skyrocketed since the middle of the 20th century. It's actually worse than that. Today, there's a much stronger connection between income and a child's academic success than in the past. Having money is simply more important than it used to be when it comes to getting a good education.

    There is much handwringing about low educational attainment in the United States these days. We hear constantly about U.S. rankings on assessments like the international PISA tests: The United States was 14th in reading, 21st in science, 25th in math in 2009, for example. We hear about how young children in high-poverty areas are entering kindergarten unprepared and far behind many of their classmates. Middle school students from low-income families are scoring, on average, far below the proficient levels that would enable them to graduate high school, go to college, and get good jobs. Fewer than half of high school students manage to graduate from some urban schools. And too many poor and minority students who do go on to college require substantial remediation and drop out before gaining a degree. There is another story we rarely hear: Our children who attend schools in low-poverty contexts are doing quite well. In fact, U.S. students in schools in which less than 10 percent of children live in poverty score first in the world in reading, out-performing even the famously excellent Finns.

It maintains that what is taking place in the nation's largest school district amounts to no less than education redlining because the census tract in which students live determines the quality of education they receive. It's a provocative argument. But there's another side of the story that needs to be told. In an ideal world, there would be equal opportunities to learn by all students regardless of the location of their residence. The only country that has come close to that educational Eden is Finland.     Here's my operational definition of screwed for this post. A district is identified as screwed (new technical term in school finance… as of a few posts ago) if a) the district has more than 50% higher census poverty than other districts in the same labor market and b) lower per pupil state and local revenues than other districts in the same labor market. As I've explained on numerous previous occasions, it is well understood that districts with higher poverty rates (among other factors) have higher costs of providing equal educational opportunity to their students. I then tally the percent of statewide enrollments that are concentrated in these screwed districts to determine the share of kids screwed by their state. And here are the rankings… or at least the short list of states that screw the largest share of low income students

    Last week, Diane Ravitch called for a cite on a frequently used factoid from the Big Book of Eduformers: research shows that students with effective teachers make three times the progress of students with ineffective teachers. More than a few commenters found the cite: Eric Hanushek, "The Trade-off between Child Quantity and Quality," Journal of Political Economy 100 no. 1 (1992): 84-117 (at p. 107). The research conclusions are based on the data from the Gary Income Maintenance Experiment, which took place between 1971 and 1975, and which involved 1920 exclusively low-income black children.
