In fact, given the growing promotion of charters by federal and state policymakers as a strategy to "reform" public education, the stakes are much higher. According to Education Week, there are now more than 6,000 publicly funded charter schools in the United States enrolling about 4 percent of all students. Since 2008, the number of charter schools has grown by almost 50 percent, while over that same period nearly 4,000 traditional public schools have closed.[i] This represents a huge transfer of resources and students from our public education system to the publicly funded, but privately managed charter sector. These trends raise concerns about the future of public education and its promise of quality education for all."

    Yesterday, the NY State Assembly Education Committee held a rare hearing in NYC on the state and city's implementation of the federal School Improvement Grant (SIG) program, the so-called "turnaround" schools, and how the entire program is in complete disarray.    The big news is that the city is determined to go ahead with turnaround model for 26 Persistently Low Achieving schools even if they receive any of the federal funds to do so. Turnaround  is an euphemism for closing these schools, firing much of the staff and reopening them in the fall with new names  There is massive confusion and no public input about the plans for these schools, and yet the city seems determined to close and reconstitute them, like lemmings going over a cliff, even at the city's taxpayers' expense.  Why?  Because they can. School Turnarounds: Evidence from the 2009 Stimulus - 0 views

    The American Recovery and Reinvestment Act of 2009 (ARRA) targeted substantial School Improvement Grants (SIGs) to the nation's "persistently lowest achieving" public schools (i.e., up to $2 million per school annually over 3 years) but required schools accepting these awards to implement a federally prescribed school-reform model. Schools that met the "lowest-achieving" and "lack of progress" thresholds within their state had prioritized eligibility for these SIG-funded interventions. Using data from California, this study leverages these two discontinuous eligibility rules to identify the effects of SIG-funded whole-school reforms. The results based on these "fuzzy" regression-discontinuity designs indicate that there were significant improvements in the test-based performance of schools on the "lowest-achieving" margin but not among schools on the "lack of progress" margin. Complementary panel-based estimates suggest that these improvements were largely concentrated among schools adopting the federal "turnaround" model, which compels more dramatic staff turnover.

At that conference, Williams actually advocated for charter schools to spend money on advocacy organizations and lobbying through their "per pupil dollars" - meaning the very same funds that are supposed to be used to educate students. Williams justified this by saying that charters are an attempt to run a school "as a business" and that businesses of course allocate their funding "right off the bat" to "lobbying, advocacy work"

    Yesterday I wrote about Juan Gonzalez's article on Success Academy, which was seeking a 50% increase in its management fee from the state, even though it has a surplus of $23.5 million and spent $3.4 million last year on marketing. The typical charter management organization in New York City has a management fee of 7%, but CEO Eva Moskowitz wanted to increase hers to 15%. Given her surplus, it is hard to see a case for "need," especially in light of her fund-raising prowess and the presence of several well-heeled hedge fund managers on her board. Needless to say, she is handsomely compensated at a salary close to $400,000 a year.

What we're seeing in Chicago is the fallout from Jonah Edelman's hedge fund backed campaign to elect Illinois state legislators who supported an anti-collective bargaining, testing based education proposal giving Edelman the "clear political capability to potentially jam this proposal down [the teachers unions'] throats," political capability he used as leverage to jam an only slightly less awful proposal down their throats. It's a political deal that explicitly targeted Chicago teachers, while trying to make it impossible that they would strike by requiring a 75 percent vote of all teachers, not just those voting, for a strike to be legal. But more than 90 percent of Chicago teachers voted to strike. It's not just Jonah Edelman, though. Rahm Emanuel worked with a tea party group to promote Chicago charter schools and denigrate traditional public school teachers and their unions."

It isn't sufficient to have the unquestioning editorial support of every mainstream media outlet-not to mention Rupert Murdoch's vast propaganda empire-all of which spew a nonstop stream of privatization propaganda with nary a dissenting note. This last point is of paramount importance, since it's often forgotten that outside the realm of privilege that has regular access to the Internet, there's a majority that obtains their information from more traditional sources.

    In 2006, legislators in the great state of Texas--that beacon of compassion for the unfortunate--planted into statute a creation called the "Target Revenue System." Under this system, each one of the 1029 (or thereabouts) school districts in Texas was assigned a dollar amount that would be its full share of state and local revenue. No more and no less. It was to be a floor and a ceiling. Now, since school districts in wealthier areas were accustomed to a certain standard of living, the legislators decided they couldn't very well fund them at the same rate as those unfortunate suckers in the border towns, inner cities, or fading farm towns. Ergo, different districts got different Target Revenues, which to this day differ. (In essence, some of Sam Houston's children get a higher allowance than others, depending of course on how black they are.)

    "In response to a request under the NJ Open Public Records Act (OPRA), Education Law Center has obtained a confidential proposal prepared for the Broad Foundation by the NJ Department of Education (NJDOE) to "turnaround," take control, and potentially close over 200 public schools over the next three years.  NJ Education Commissioner Christopher Cerf submitted a draft "School Turnaround Proposal" to the Eli Broad Foundation in November 2011, seeking to secure millions in grant funds from the private, Los Angeles-based foundation. The draft formed the basis of a final proposal, submitted February 2012, requesting $7.6 million in grant funds."
