    A Star-Ledger analysis of hundreds of documents shows that ALEC bills are surfacing in New Jersey, where Republican Gov. Chris Christie is trying to remake the state, frequently against the wishes of a Democrat-controlled Legislature. Drawing on bills crafted by the council, on New Jersey legislation and dozens of e-mails by Christie staffers and others, The Star-Ledger found a pattern of similarities between ALEC's proposals and several measures championed by the Christie administration. At least three bills, one executive order and one agency rule accomplish the same goals set out by ALEC using the same specific policies. In eight passages contained in those documents, New Jersey initiatives and ALEC proposals line up almost word for word. Two other Republican bills not pushed by the governor's office are nearly identical to ALEC models.

    A venerable maxim of successful organizational management declares that an executive's authority should be commensurate with his or her responsibility. In plain English, if you are held to account for producing certain results, you need to be in charge of the essential means of production. In American public education today, however, that equation is sorely unbalanced. A school principal in 2012 is accountable for student achievement, for discipline, for curriculum and instruction, and for leading (and supervising) the staff team, not to mention attracting students, satisfying parents, and collaborating with innumerable other agencies and organizations. Yet that same principal controls only a tiny part of his school's budget, has scant say over who teaches there, practically no authority when it comes to calendar or schedule, and minimal leverage over the curriculum itself. Instead of deploying all available school assets in ways that would do the most good for the most kids, the principal is required to follow dozens or hundreds of rules, program requirements, spending procedures, discipline codes, contract clauses, and regulations emanating from at least three levels of government--none of which strives to coordinate with any of the others. In short, we give our school heads the responsibility of CEO's but the authority of middle-level bureaucrats.

    The Philadelphia school system announced in late April that it was on the brink of insolvency and would be turned over to private operators, dissolving most remnants of democratic governance. Specifically, if the city's leaders have their way, 64 of the city's neighbourhood public schools will close over the next five years, and by 2017, 40 per cent of the city's children will attend charter schools. These are are privately run schools that use public funds. Perhaps most disturbingly to those who value democracy and doubt the wisdom of corporate elites, the city will have no oversight of its own school system. Schools will instead be governed by "networks", control of which will be auctioned off through a bidding process, and could be bestowed on anyone - including a CEO of a for-profit education company. The situation in Philadelphia, which has received amazingly little attention from the national media in the US, offers a disturbing window onto what the US elite is planning for the rest of our public schools - disturbing because Philadelphia's experience has already demonstrated that turning public education over to private entities will ultimately lead to its destruction.

Pushed Out: Charter Schools Contribute to the City's Growing Suspension Rates | School ... - 0 views

    A recent report by the New York Civil Liberties Union exposed the escalating number of students who have been suspended since Mayor Michael Bloomberg took control of the city's schools more than a decade ago. Some believe one contributing factor may lie in the growing number of the public charter schools created during his tenure that develop their own discipline codes and have higher than average suspension rates. Advocates for Children, a nonprofit that represents the legal rights of public school children, believe that the rise in charters (77 in 2008 and 135 in 2012) has gone hand in hand with the fact that a number of them exclude children-particularly those with special needs-at higher than average rates.

    The central idea behind standards- and accountability-driven reforms is that, in order to improve student learning, we need to do three things: Clearly define a minimum bar for all students (i.e., set standards). Hold students, teachers, and leaders accountable for meeting those minimum standards. Back off: Give teachers and leaders the autonomy and flexibility they need to meet their goals. It's a powerful formulation, and one that we've seen work, particularly in charter schools and networks where teachers and leaders have used that autonomy to find innovative solutions to some of the biggest instructional challenges. Unfortunately, in far too many traditional school districts, the push for greater accountability has been paired with less autonomy and more centralized control. That is a prescription for a big testing and accountability backlash.

But when folks like Michelle Rhee control the debate - a woman who crows about her changes to the Washington DC evaluation system when they had no discernible effect on student learning - politicians must feel they have to follow her lead. They need to urgently do something - anything! - to prove how much they care about kids.

    I have been writing critically about states' school rating systems (e.g., Ohio, Florida, Louisiana), and I thought I would find one that is, at least in my (admittedly value-laden) opinion, more defensibly designed. It didn't quite turn out as I had hoped. One big starting point in my assessment is how heavily the systems weight absolute performance (how highly students score) versus growth (how quickly students improve). As I've argued many times, the former (absolute level) is a poor measure of school performance in a high-stakes accountability system. It does not address the fact that some schools, particularly those in more affluent areas, serve  students who, on average, enter the system at a higher-performing level. This amounts to holding schools accountable for outcomes they largely cannot control (see Doug Harris' excellent book for more on this in the teacher context). Thus, to whatever degree testing results can be used to judge actual school effectiveness, growth measures, while themselves highly imperfect, are to be preferred in a high-stakes context. There are a few states that assign more weight to growth than absolute performance (see this prior post on New York City's system). One of them is Colorado's system, which uses the well-known "Colorado Growth Model" (CGM).

    Citizens for Public Schools (CPS) believes the compromise reached by the Massachusetts Teachers Association and corporate-funded Stand for Children would avoid the worst aspects of Stand's proposed ballot question, which was a deceptive and destructive proposal that failed to address real obstacles to educational quality and equity. The compromise was passed by the legislature and signed into law by Gov. Deval Patrick today, June 29. In exchange, Stand said it would drop the ballot measure it proposed to put on the November ballot. "Stand for Children has become a vehicle for a few billionaires who want to control how we run our public schools," said CPS President Ann O'Halloran, who was the 2007 Massachusetts History Teacher of the Year. "I'm relieved that Stand was blocked from achieving its full agenda, but CPS and our allies must be prepared to resist similar efforts down the road. We need to raise awareness of this as a national problem, not just a Massachusetts issue."

    As a bill that would lift the cap on Michigan's charter schools is back up for debate in the state House this week, one lawmaker is trying to ensure that for-profit schools are not included in that expansion. Senate Bill 618 narrowly passed the Senate 20 to 18 in October, with some Republicans siding with Democrats to oppose it. Critics say it includes too few quality controls and opens the state up to more underperforming charter school operators, some of which are just out to make a quick buck.

Getting Beneath the Veil of Effective Schools: Evidence from New York City - 0 views

    Charter schools were developed, in part, to serve as an R&D engine for traditional public schools, resulting in a wide variety of school strategies and outcomes. In this paper, we collect unparalleled data on the inner-workings of 35 charter schools and correlate these data with credible estimates of each school's effectiveness. We find that traditionally collected input measures -- class size, per pupil expenditure, the fraction of teachers with no certification, and the fraction of teachers with an advanced degree -- are not correlated with school effectiveness. In stark contrast, we show that an index of five policies suggested by over forty years of qualitative research -- frequent teacher feedback, the use of data to guide instruction, high-dosage tutoring, increased instructional time, and high expectations -- explains approximately 50 percent of the variation in school effectiveness. Our results are robust to controls for three alternative theories of schooling: a model emphasizing the provision of wrap-around services, a model focused on teacher selection and retention, and the "No Excuses'' model of education. We conclude by showing that our index provides similar results in a separate sample of charter schools.

    Teacher evaluation is at the top of the list of things to talk about in the education reform world. I've largely stayed away from writing about it on this blog because I think there are a lot of more fundamental changes that need to be made in public education before we spend time revamping teacher evaluation. It seems to me that a lot of new evaluation schemes are attempting to hold teachers accountable for factors they don't control and penalize them for shortcomings for which they are not responsible.

    Whatever gains the city has made in education under mayoral control and its emphasis on smaller schools and charters are nullified by its callous disregard for those students still stuck in schools the Department of Education has deemed beyond repair. Take Jamaica High School, the storied institution the city has decided to eliminate and replace with four awkwardly named boutique schools. Small classes, new computers, Smart boards - students lucky enough to be attending the new schools are getting all these and more, while others under the same roof are getting the shaft.

    Ten years into the federalized accountability era designated as No Child Left Behind, one fact of education is rarely mentioned (except by people who do spend and have spent their lives actually teaching children day in and day out): Since 1983's A Nation at Risk, and intensified under NCLB, teachers have systematically been de-professionalized, forced by the weight of policy and bureaucracy to implement standards they did not create, to prepare students for tests they did not create (and cannot see, and likely do not support), and to be held accountable for policies and outcomes that are not within their control.
