Where You Come From or Where You Go? Distinguishing Between School Quality and the Eff... - 0 views

    In this paper we consider the challenges involved in evaluating teacher preparation programs when controlling for school contextual bias. Including school fixed effects in the achievement models  used toestimate preparation program effects controls for school environment by relying on differences among student outcomes within the same schools to identify the program effects. However, identification of preparation program effects using school fixed effects requires teachers from different programs to teach in the same school. Even if program effects are identified, the precision of the estimated effects will depend on the degree to which graduates from different programs overlap across schools. In addition, if the connections between preparation programs result from the overlap of atypical graduates or from graduates teaching in atypical school environments, use of school effects could produce bias. Using statewide data from Florida, we show that teachers tend to teach in schools near the programs in which they received their training, but there is still sufficient overlap across schools to identify preparation program effects. We show that the ranking of preparation programs varies significantly depending on whether or not school environment is taken into account via school fixed effects. We find that schools and teachers that are integral to connecting preparation programs are atypical, with disproportionately high percentages of Hispanic teachers and students compared to the state averages. Finally, we  find significant variance inflation in the estimated program effects when controlling for school fixed effects, and that the size of the variance inflation factor depends crucially on the length of the window used to compare graduates teaching in the same schools.

New Orleans: Beachhead for Corporate Takeover of Public Schools « Education T... - 0 views

    The national media consensus is that New Orleans has discovered the miracle cure for urban education.  Their conclusion is largely drawn from data provided by the Louisiana Department of Education, which obviously has a vested interest in emphasizing the good and ignoring the bad in the post-Katrina education changes.  New Orleans is important in the national education debate, but not for the reasons we commonly hear; it is important because it is the beachhead for a national movement to remove schools from local democratic control and accountability.  The privatization trade-off is that the public sacrifices control of schools for a privatized system that delivers better education for the same tax dollar.  While the citizens of New Orleans certainly lost control of their schools, it cannot be said that they have received a better education, if that also means an equitable education, nor can it be said that it came at the same cost.

    As most people know, one of the big issues in charter school research, common elsewhere as well, is selection effects - the idea that applicants to charter schools are different from non-applicants in terms of unobserved characteristics such as motivation, social networks, family involvement in their education and whether or not they're thriving in their current school. Researchers who wish to isolate the effect of charter schools must address this issue by attempting to control for these differences between students, using variables such as prior achievement, lunch program eligibility and special education classification. When done correctly, this approach can be quite powerful, but it does entail the (unlikely and untestable) assumption that the two groups (treatment and control) do not differ on any observable or unobservable characteristics that might influence the results, at least to some extent.

    For a generation of Newark students, every education decision, including choices on curriculum, spending and superintendent, has been made by state officials in Trenton. That level of state involvement has made the 39,000-student district an attractive laboratory for Gov. Chris Christie, a Republican seen as a national leader on education reform, and for prominent donors, including Mark Zuckerberg of Facebook, who have pledged $148 million to remake this city's failing schools. But the influx of money, and the attendant national spotlight, has galvanized a growing movement of parents, educators and elected officials who want the schools returned to local control 16 years after they were taken over amid low test scores, crumbling buildings and charges of mismanagement.

    The education debate in New Jersey is increasingly becoming a debate about local control of schools. Governor Christie and ACTING Education Commissioner Cerf's emphasis on standardized testing, charter schools, and tenure reform are top-down policy edicts that take more and more authority away from local districts and put it into the hands of Trenton. What's emerged over the last year in response is a true grassroots resistance to the imposition of corporate "reform." Boards of education, parents, teachers, and concerned citizens are coming together in an effort to stop the destruction of New Jersey's outstanding public school system through state-wide fiat.

    There is some controversy over the fact that Florida's recently-announced value-added model (one of a class often called "covariate adjustment models"), which will be used to determine merit pay bonuses and other high-stakes decisions, doesn't include a direct measure of poverty. Personally, I support adding a direct income proxy to these models, if for no other reason than to avoid this type of debate (and to facilitate the disaggregation of results for instructional purposes). It does bear pointing out, however, that the measure that's almost always used as a proxy for income/poverty - students' eligibility for free/reduced-price lunch - is terrible as a poverty (or income) gauge. It tells you only whether a student's family has earnings below (or above) a given threshold (usually 185 percent of the poverty line), and this masks most of the variation among both eligible and non-eligible students. For example, families with incomes of $5,000 and $20,000 might both be coded as eligible, while families earning $40,000 and $400,000 are both coded as not eligible. A lot of hugely important information gets ignored this way, especially when the vast majority of students are (or are not) eligible, as is the case in many schools and districts. That said, it's not quite accurate to assert that Florida and similar models "don't control for poverty." The model may not include a direct income measure, but it does control for prior achievement (a student's test score in the previous year[s]). And a student's test score is probably a better proxy for income than whether or not they're eligible for free/reduced-price lunch.

Selecting Growth Measures for School and Teacher Evaluations - 0 views

    The specifics of how growth models should be constructed and used to evaluate schools and teachers is a topic of lively policy debate in states and school districts nationwide. In this paper we take up the question of model choice and examine three competing approaches. The first approach, reflected in the popular student growth percentiles (SGPs) framework, eschews all controls for student covariates and schooling environments. The second approach, typically associated with value-added models (VAMs), controls for student background characteristics and aims to identify the causal effects of schools and teachers. The third approach, also VAM-based, fully levels the playing field so that the correlation between school- and teacher-level growth measures and student demographics is essentially zero. We argue that the third approach is the most desirable for use in educational evaluation systems. Our case rests on personnel economics, incentive-design theory, and the potential role that growth measures can play in improving instruction in K-12 schools

    Job satisfaction is something we all care about. It also happens to be something we care more about when we have less and less of it. It's a hard balance to maintain because we have satisfaction when we are with our students but we lose that same satisfaction when we read negative press or hear politicians use bad education statistics in sound bites. We certainly cannot control what they say about us but we can control how we react.

    Over the objections of teachers' unions and many Democrats, Louisiana's Republican governor and GOP-controlled legislature have crafted one of the most exhaustive education overhauls of any state in the country, through measures that will dramatically expand families' access to public money to cover the costs of both private school tuition and individual courses offered by a menu of providers. A pair of bills championed by Gov. Bobby Jindal, which he is expected to sign into law, will expand a state-run private-school-voucher program beyond New Orleans to other academically struggling schools around the state, give superintendents and principals direct control over personnel decisions, and set much higher standards for awarding teachers tenure.

    State lawmakers have introduced legislation that would repeal mayoral control of the city school system - a move that would undo one of Mayor Bloomberg's crowning achievements, The Post has learned. Sen. Velmanette Montgomery (D-Brooklyn) and Assemblyman Keith Wright (D-Harlem) claim that the 10-year experiment giving City Hall sole power over educational matters has been a failure. And Montgomery has won the support of the ranking Democrat on the Senate Education Committee, Suzi Oppenheimer (D-Westchester), who has signed on as co-sponsor to the measure.

    I chose to teach so I could make a difference. When I came to teaching in my late 40s, America's schools were already under siege, but I believed then and I believe now that dedicated teachers - if given the necessary support - could provide an exciting and effective learning environment for our young people, better preparing them to pursue their dreams and thereby enrich us all. I also believed that by modeling being a lifelong learner I could empower my students to take control of their own learning as a necessary step toward taking control of their lives. I also became a teacher because of what other teachers had done for me. Those wonderful human beings provided the support a troubled young man from an exceedingly dysfunctional family needed to help him sort through the difficulties of living. They made a difference for me, and I felt an obligation to try to do the same for others.

Alan Singer: Hacking Away at the Pearson Octopus - 0 views

    In many ways the for-profit edu-corporations and their not-for-profit allies resemble a giant octopus with tentacles reaching into every facet of public education in the United States. I am reminded of the book The Octopus (1901) by Frank Norris that detailed the way railroads at the start of the 19th century controlled every facet of business and individual life. There is also a famous political cartoon from 1904 that portrays the Standard Oil monopoly as a giant octopus controlling state and national governments. This giant octopus is strangling public education in both blatant and subtle ways. For example, on the surface the 2000 and 2003 editions of the popular middle school United States history book The American Nation barely differ. Both editions list the publisher as Prentice-Hall in association with American Heritage magazine. However, in the 2003 edition Prentice-Hall was listed as a sub-division of Pearson.

Tim R. Sass: Charter Schools and Student AChievement in Florida - 0 views

    I utilize longitudinal data covering all public school students in Florida to study the performance of charter schools and their competitive impact on traditional public schools. Controlling for student-level fixed effects, I find achievement initially is lower in charters. However, by their fifth year of operation new charter schools reach a par with the average traditional public school in math and produce higher reading achievement scores than their traditional public school counterparts. Among charters, those targeting at-risk and special education students demonstrate lower student achievement, while charter schools managed by for-profit entities perform no differently on average than charters run by nonprofits. Controlling for preexisting traditional public school quality, competition from charter schools is associated with modest increases in math scores and unchanged reading scores in nearby traditional public schools

Permanent Income and the Black-White Test Score Gap - 0 views

    Analysts often examine the black-white test score gap conditional on family income. Typically only a current income measure is available. We argue that the gap conditional on permanent income is of greater interest, and we describe a method for identifying this gap using an auxiliary data set to estimate the relationship between current and permanent income. Current income explains only about half as much of the black-white test score gap as does permanent income, and the remaining gap in math achievement among families with the same permanent income is only 0.2 to 0.3 standard deviations in two commonly used data sets. When we add permanent income to the controls used by Fryer and Levitt (2006), the unexplained gap in 3rd grade shrinks below 0.15 standard deviations, less than half of what is found with their controls.

Evaluation of Evidence-Based Practices in Online Learning: A Meta-Analysis and Review o... - 0 views

    "A systematic search of the research literature from 1996 through July 2008 identified more than a thousand empirical studies of online learning. Analysts screened these studies to find those that (a) contrasted an online to a face-to-face condition, (b) measured student learning outcomes, (c) used a rigorous research design, and (d) provided adequate information to calculate an effect size. As a result of this screening, 50 independent effects were identified that could be subjected to meta-analysis. The meta-analysis found that, on average, students in online learning conditions performed modestly better than those receiving face-to-face instruction. The difference between student outcomes for online and face-to-face classes-measured as the difference between treatment and control means, divided by the pooled standard deviation-was larger in those studies contrasting conditions that blended elements of online and face-to-face instruction with conditions taught entirely face-to-face. Analysts noted that these blended conditions often included additional learning time and instructional elements not received by students in control conditions. This finding suggests that the positive effects associated with blended learning should not be attributed to the media, per se. An unexpected finding was the small number of rigorous published studies contrasting online and face-to-face learning conditions for K-12 students. In light of this small corpus, caution is required in generalizing to the K-12 population because the results are derived for the most part from studies in other settings (e.g., medical training, higher education)."

    Governor Jindal is moving to assert complete control of both the legislature and BESE. A recent article in the Advocate describes Jindal's plans to hand pick all key legislative leadership positions. In addition, in an Aug 31 article, The Advocate carries a story about a new PAC formed by Lane Grigsby, Rolf McCollister and Jindal's former Chief Counsel who will commit up to one million dollars on the BESE takeover effort. With no viable opponent to his own reelection bid the Governor aims to help elect more close allies to both the legislature and BESE. Jindal wants no less than total control of state government and the public education system.

    he race for City Hall starts in the classrooms Mayor Michael Bloomberg may not be running for reelection next year, but he will undoubtedly be playing a starring role in the race to replace him. The six Democrats expected to run next year are all supportive of the mayor's efforts to take control of the school system, but differ with Bloomberg on most everything else-whether it's school closures, co-locations with charter schools, relations with the teachers union or standardized test scores. So if next year's race is for the right to be the next education mayor, how do the candidates stack up? What are their qualifications, their accomplishments and their thoughts on some of the more controversial policies of the Bloomberg administration? David Bloomfield, a professor of education at CUNY and an expert on education policy in New York, was kind enough to offer his analysis of each candidate's qualifications.

Education Week: Bold Remake Proposed for Indianapolis Schools - 0 views

    An Indianapolis-based nonprofit organization has crafted a sweeping plan for reworking the 33,000-student Indianapolis school system that would place the district under the control of the city's mayor, pare down the money spent in central administration, and give principals broad authority to hire and fire teachers. The reform plan created by the Mind Trust organization would transform the district's schools into what the report calls "Opportunity Schools," which would be given "unprecedented freedom over staffing, budgets, curriculum, and culture," as long as they continued to meet high standards. Those schools would compete for students who live within the district's boundaries.
