Aaron Regunberg: Achievement First has Little Support in Providence - 0 views

    Last Monday, a broad-based coalition of Providence community groups sent a letter to Governor Chafee announcing their opposition to the implantation of a network of Achievement First Mayoral Academies in Providence. It's a pretty long letter, but it's effectively summed upin the last paragraph, which reads: "Our repudiation of Achievement First is not an affirmation of the status quo nor is it a condemnation of all charter schools. The persistent achievement gaps that exist in our schools must be addressed, but no organization or methodology should claim to close those gaps while posting mixed academic results and undermining democratic processes. We implore your help in creating education policies, developed in conjunction with parents, teachers, students, and other local stakeholders, that help all young people enrolled in our public schools."

Her basic premise is sound, and one that would definitely upset market-based reformers like Michelle Rhee, Eli Broad and Joel Klein.

Schools Matter: The trouble with Alexander Russo - 0 views

    Russo's underhanded dig is followed up with his suggestion that billionaire funded astroturf groups like StudentsFirst, Stand For Children, and TeachPlus have the potential to correct what he perceives as an "imbalance." For Russo, the corporate education reform astroturf need to step up and post comments under articles, use twitter, blog, and avail themselves of social media. It simply isn't enough to be funded by the likes of the wealthiest one percent including names like Walton, DeVos, Broad, Bradley, Gates, Koch, Hastings, Dell, Powell-Jobs, Scaife, Tilson, et al. It's not enough to have the unwavering support of a bipartisan neoliberal consensus at every level of government including the most anti-public education administration and Department of Education of all time. It isn't sufficient to have the unquestioning editorial support of every mainstream media outlet-not to mention Rupert Murdoch's vast propaganda empire-all of which spew a nonstop stream of privatization propaganda with nary a dissenting note. This last point is of paramount importance, since it's often forgotten that outside the realm of privilege that has regular access to the Internet, there's a majority that obtains their information from more traditional sources.

    Contrary to the canned rhetoric flying around public discourse on education finance, high-quality research like that discussed in Baker's review does not lend itself to broad, sweeping conclusions. Some things work and others don't, and so the strength and consistency of the money/results relationship varies by how it's spent, the students on whom it spent, and other factors. Sometimes effects are small, and sometimes they're larger. Nevertheless, on the whole, Baker's review shows that there is a consistently positive effect of higher spending on achievement. Moreover, interventions that cost money, such as higher teacher salaries, have a proven track record of getting results, while state-level policies to increase the adequacy and equitability of school finance have also been shown to improve the level and distribution of student performance. Finally, and most relevant to the current budget context, the common argument that we can reduce education funding without any harm to (and, some argue, actual improvement of) achievement outcomes has no basis in empirical evidence.

    A decade ago, it was disconcertingly easy to find education leaders who dismissed student achievement data and systematic research as having only limited utility when it came to improving schools or school systems. Today, we have come full circle. It is hard to attend an education conference or read an education magazine without encountering broad claims for data-based decision making and research-based practice. Yet these phrases can too readily morph into convenient buzzwords that obscure rather than clarify. Indeed, I fear that both "data-based decision making" and "research-based practice" can stand in for careful thought, serve as dressed-up rationales for the same old fads, or be used to justify incoherent proposals. Because few educators today are inclined to denounce data, there has been an unfortunate tendency to embrace glib new solutions rather than ask the simple question, What exactly does it mean to use data or research to inform decisions?

Beneath the Veil of Inadequate Cost Analyses: What do Roland Fryer's School R... - 0 views

    A series of studies from Roland Fryer and colleagues have explored the effectiveness of specific charter school models and strategies, including Harlem Childrens' Zone (Dobbie & Fryer, 2009), "no excuses" charter schools in New York City (Dobbie & Fryer, 2011), schools within the Houston public school district (Apollo 20) mimicking no excuses charter strategies (Fryer, 2011, Fryer, 2012), and an intensive urban residential schooling model in Baltimore, MD (Curto & Fryer, 2011).  In each case, the models in question involve resource intensive strategies, including substantially lengthening school days and years, providing small group (2 or 3 on 1) intensive tutoring, providing extensive community based wrap around services (Harlem Childrens' Zone) or providing student housing and residential support services (Baltimore). The broad conclusion across these studies is that charter schools or traditional public schools can produce dramatic improvements to student outcomes by implementing no excuses strategies and perhaps wrap around services, and that these strategies come at relatively modest marginal cost. Regarding the benefits of the most expensive alternative explored - residential schooling in Baltimore (at a reported $39,000 per pupil) - the authors conclude that no excuses strategies of extended day and year, and intensive tutoring are likely more cost effective. But, each of these studies suffers from poorly documented and often ill-conceived comparisons of costs and/or marginal expenditures.

    An Indianapolis-based nonprofit organization has crafted a sweeping plan for reworking the 33,000-student Indianapolis school system that would place the district under the control of the city's mayor, pare down the money spent in central administration, and give principals broad authority to hire and fire teachers. The reform plan created by the Mind Trust organization would transform the district's schools into what the report calls "Opportunity Schools," which would be given "unprecedented freedom over staffing, budgets, curriculum, and culture," as long as they continued to meet high standards. Those schools would compete for students who live within the district's boundaries.

    Newark's new schools superintendent, Cami Anderson, outlined a broad plan on Friday to reshape the state's largest school system, including closing poorly performing schools and lifting standards for charters. Although many of the changes echoed similar efforts in New York City, Ms. Anderson cast the blueprint as one tailored to the needs of Newark, a district where some parents, teachers and other stakeholders have grown resentful and suspicious of outsiders after more than 15 years under state control. But in what was perhaps a sign of difficulties to come, her presentation before parents, teachers and residents at Rutgers-Newark on Friday evening was drowned out by shouts for her to return to New York City, where she worked as a superintendent under schools Chancellor Joel Klein.

Turning the Tables: VAM on Trial « InterACT - 0 views

    Los Angeles Unified School District is embroiled in negotiations over teacher evaluations, and will now face pressure from outside the district intended to force counter-productive teacher evaluation methods into use.  Yesterday, I read this  Los Angeles Times article a lawsuit to be filed by an unnamed "group of parents and education advocates."  The article notes that, "The lawsuit was drafted in consultation with EdVoice, a Sacramento-based group. Its board includes arts and education philanthropist Eli Broad, former ambassador Frank Baxter and healthcare company executive Richard Merkin."  While the defendant in the suit is technically LAUSD, the real reason a lawsuit is necessary according to the article is that "United Teachers Los Angeles leaders say tests scores are too unreliable and narrowly focused to use for high-stakes personnel decisions."  Note that, once again, we see a journalist telling us what the unions say and think, without ever, ever bothering to mention why, offering no acknowledgment that the bulk of the research and the three leading organizations for education research and measurement (AERA, NCME, and APA) say the same thing as the union (or rather, the union is saying the same thing as the testing expert).  Upon what research does the other side base arguments in favor of using test scores and "value-added" measurement (VAM) as a legitimate measurement of teacher effectiveness?  They never answer, but the debate somehow continues ad nauseum.

    New York State's educational community has come together in an unprecedented show of support for the broad education reforms detailed in the State's Race to the Top application.  Thanks to the leadership of the Governor, the State legislature, and the Board of Regents, New York State passed new legislation in May 2010 that will usher in a new era of educational excellence in the State and ensure that we are able to fully execute the innovative, coherent reform agenda outlined in our Race to the Top application. The new laws: (1) establish a new teacher and principal evaluation system that makes student achievement data a substantial component of how educators are assessed and supported; (2) raise our charter school cap from 200 to 460; (3) enable school districts to enter contracts with Educational Partnership Organizations for the management of their persistently lowest‐achieving schools and schools under registration review; and (4) appropriate more than $20 million to the State Education Department to implement its P‐20 longitudinal data system.

Vested interest think tanks, heavily supported by the deep pockets of the Gates, Broad and Friedman foundations, have been the strong but less visible pushers. Vermont's historical choice system was founded on very different principles than today's ideological agenda.

Review of The Costs of Online Learning | National Education Policy Center - 0 views

    Schools and school systems throughout the nation are increasingly experimenting with using various instructional technologies to improve productivity and decrease costs, but evidence on both the effectiveness and the costs of education technology is limited. A recent report published by the Thomas B. Fordham Institute sets out to describe "the size and range of the critical cost drivers for online schools in comparison to traditional brick-and-mortar schools" (p. 2). The study divides online learning into two broad categories-virtual schools and blended-learning schools-and, based on data from 50 experts, reports that "the average overall per-pupil costs of both models are significantly lower than the $10,000 national average for traditional brick-and-mortar schools" (p. 1). These findings, however, are undermined by a general lack of clarity about the models being studied and problematic data and methods. While the report addresses an important topic, the utility of its cost estimates are limited. Of more value are the qualitative findings about how various cost drivers affect the overall costs of online learning. The study would be more useful if it provided a rigorous analysis of a set of well-defined promising models of online learning as the basis for its cost estimates.

In that context, I've long been concerned that our rethinking is almost entirely focused on reading and math scores and graduation rates and the result can yield a reflexive, frail conception of schooling. Knowing who is footing the bill--for a political campaign, policy notion, or advocacy group--doesn't tell you all you need to know; candidates, policies, and organizational platforms need to be judged ultimately on their own merits. But you're right to put on your skeptic's glasses if Walton Family Foundation is sponsoring a conference on elected school boards; if the American Federation of Teachers is funding a study of charter schools; or if Eli Broad is supporting a grassroots group advocating for mayoral control.
