With little scrutiny or controversy, Lisa Jackson was confirmed by the Senate late last night to head the Environmental Protection Agency after a confirmation hearing where criticisms of Jackson's tenure as head of the New Jersey Department of Environmental Protection were given short shrift. In her first move as EPA chief, Jackson pledged to make science "the backbone for EPA programs [1]." In a memo sent to EPA employees today, Jackson said that reducing greenhouse gas emissions, managing chemical risks, cleaning up hazardous waste and protecting America's water would receive her personal attention.

The Government has outlined a national framework for e-waste to be developed and set in place for all industry organisations from 2011. In a meeting today [11/5/09], the Environmental Protection Heritage Council (EPHC) confirmed the national e-waste management program will be a consistent national policy regulating the disposal of electronic products in Australia including computers, monitors and TVs.

WASHINGTON, D.C. -- Major manufacturers and retailers recycled more than 66.5 million pounds of used consumer electronics last year in the U.S. Environmental Protection Agency 's Plug-In To eCycling program. In reporting the tally yesterday, the EPA said the haul for 2008 is 30 percent greater than the amount recycled in 2007. The EPA program, launched in 2003, now involves more than two dozen firms . Several companies were recognized for their recycling efforts in the EPA's announcement of the program's progress. The firms singled out for mention included Dell, Staples, Best Buy, Sony, LG, Samsung, Wal-Mart, Panasonic, Sharp and Toshiba. The goods recycled in the agency program last year prevented the release of greenhouse gases equivalent to the annual emissions of an estimated 15,500 cars, the EPA said.

The typical American home contains 24 consumer electronic products, the latest statistics show: Televisions, computers, cell phones, digital cameras, game consoles, plus all their beeping cousins. Holiday gift-giving doesn't just widen the stream of gadgets and gizmos. It makes orphans of the old stuff. Got a great deal on an LCD television for Christmas? Upgraded to a faster PC? Unwrapped a Blu-ray to replace that standard DVD player? Each item likely displaces another, leaving behind a heap of electro-rubble. With electronic items high on Christmas shopping lists, a new report is calling on the government to ensure that manufacturers collect and recycle unwanted computers and mobile phones to protect environmental and human health. This is the motherboard of all problems. Federal and state governments must act to stop the dumping of millions of electronic items in landfill each year," says Jeff Angel, director of the Total Environment Centre (TEC), an independent Australian green organisation.

SEATTLE - Hong Kong intercepted and returned 41 ship containers to U.S. ports this year because they carried tons of illegal electronics waste from the U.S., according to the Hong Kong Environmental Protection Department. By turning the containers away, Hong Kong thwarted attempts by U.S. companies to dump 1.4 million pounds of broken TVs or computer monitors overseas and an estimated 82,000 pounds of lead, a known toxin, in the devices. But thousands of other shipments probably slipped through, says Jim Puckett, head of the Basel Action Network, or BAN, a three-employee environmental non-profit that over eight years has become a respected watchdog over the rapidly growing electronics recycling industry.

Product stewardship is a term used to describe a product-centered approach to environmental protection. It calls on those in the product life cycle -- from designers, manufacturers, retailers, consumers, waste managers and disposers -- to share responsibility for reducing the environmental impacts of products. Product stewardship activities have been taking place globally for over a decade. In the United States, this idea is gaining interest as more state and local governments cope with large, ever-changing, and complex waste streams.

Consumer electronics-including TVs, computers, peripherals, audio equipment, and phones-make up almost 2 percent of the municipal solid waste stream, according to the Environmental Protection Agency (EPA) . This percentage may seem small and inconsequential, but the quantity of electronic waste is steadily rising. In fact, the EPA estimates that the number of obsolete consumer electronics sold between 1980 and 2007 is 235 million; a total weight of 2.25 million tons. Where are these 235 million units now? Eighteen percent of these products were collected for recycling; the rest are, unfortunately, sitting in landfills. Toxins (lead, mercury, flame retardants, and the like) from these electronics can seep into the soil and ground water, posing serious health and environmental risks.

iGo, a leading provider of portable power management, has made a pledge to support and maintain the iGo Recycles program in conjunction with the Environmental Protection Agency's Plug-in to eCycling. The program is a voluntary partnership between the EPA and electronics manufacturers to offer household consumers more opportunities to donate or recycle their used electronics.

This bill proposes to authorize the Administrator of the Environmental Protection Agency to award grants for electronic device recycling research, development, and demonstration projects, and for other purposes. "In general, this package of bill would add a new Part 173 (Electronics) to the Natural Resources and Environmental Protection Act to require manufacturers and recyclers of covered electronic devices (covered computers and covered video display devices) to register annually with the Department of Environmental Quality (DEQ), pay annual registration fees to a new Electronic Recycling Fund, and to require manufacturers to operate takeback programs for covered devices used by individuals and small businesses. Basel Action Network (BAN) Toxic Trade News, 6/10/09. "The Environmental Protection Agency filed a legal Complaint and Compliance Order late last week against EarthEcycle, the electronic waste handler for several charity e-waste collection events held in the Pittsburgh, Pennsylvania in recent days. Basel Action Network (BAN) tracked 7 sea-going containers of the collected toxic e-waste to Hong Kong and South Africa after assurances were made by EarthEcycle owner, Mr. Jeffrey Nixon, that the wastes would be recycled locally. The EPA complaint cites 7 violation counts for illegal management and exportation of 'Cathode Ray Tubes' - the picture tube of old computer monitors and TVs. The counts include 'unauthorized export of hazardous waste' and 'failure to prepare a hazardous waste manifest.'" Article also reports on the decision of certain charities to continue their fundraising relationships with EarthECycle despite allegations of illegal exportation of waste.

The Electronics TakeBack Coalition (ETBC) promotes green design and responsible recycling in the electronics industry. Its goal is to protect the health and well being of electronics users, workers, and the communities where electronics are produced and discarded by requiring consumer electronics manufacturers and brand owners to take full responsibility for the life cycle of their products, through effective public policy requirements or enforceable agreements. ETBC plans to accomplish this goal by establishing extended producer responsibility (EPR) as the policy tool to promote sustainable production and consumption of consumer electronics (all products with a circuit board). The Campaign will focus first on establishing EPR for personal computers.
