Oregon and Washington have collected almost 5 million pounds of electronic waste since their free recycling programs went into effect in January. The free recycling applies to TVs, monitors and computers, both desktops and laptops. Oregon reported about 1.5 million pounds collected in January, ahead of the 12.2 million pounds projected for the year. Washington said residents brought in slightly less than 3.3 million pounds, establishing a pace that would far exceed the state's projection of 25 million pounds for 2009. Officials, however, expect the pace to taper off a bit. People appeared to stockpile a large amount of electronics while waiting for the program to start Jan. 1. "Our recyclers told us they were just inundated at first," said Kathy Kiwala, manager of Oregon's electronics program for the Department of Environmental Quality. "The activity continues to be strong but not like it was the first two weeks," she said. Several local options for getting rid of old clothing, furniture and household goods exist. A new state law will also provide places to drop off old electronics anytime of the year. The Salvation Army and Goodwill accept used clothing, furniture and household items. However, items must be only slightly used. "If you would give it to a friend, then you can give it to us," said Matthew Erlich, spokesman for Goodwill Tacoma, which operates in 15 Washington counties. Clothing items may also be donated to the Multi-Service Center's clothing bank in Federal Way. Donations go to local residents. Payment for the items will not be issued, but the gift is tax deductible.

Mumbai, the electronic waste capital of the country, is likely to get an e-waste processing unit run on a public-private partnership model. The unit will be first of its kind in the country and the second in South East Asia, to where India now supplies its e-waste for recovery of precious metals. The core committee under the chairmanship of the state Environment Secretary along with members of Solid Waste Management (SWM) cell of the Mumbai Metropolitan Region Development Authority (MMRDA), Maharashtra Pollution Control Board (MPCB), decided that a techno-economic feasibility study should be carried out for full-fledged processing of e-waste generated in the region. "The committee decided that a techno-economic feasibility study should be initiated. The concept is to have a comprehensive process to recover precious as well as non-precious metals safely," said Ashwini Bhide, Joint Metropolitan Commissioner, MMRDA. The processing unit will be located in the Mumbai Metropolitan Region.

From energy efficiency to toxics used in manufacturing to end-of-life issues, the road to truly green electronics faces a steep climb. Although most companies are taking these issues very seriously, it will surely be a slow process. Every three months, the international environmental group Greenpeace rates these companies on how well they're doing -- and raises the bar a little higher. In this, the tenth quarterly Guide to Greener Electronics, Greenpeace calls on manufacturers to up their company-wide commitments to steep and rapid cuts in overall greenhouse gas emissions. Nokia maintains its top score in the ranking, earning 6.9 points out of 10 possible for its takeback program and reducing the use of toxic chemicals like PVC, brominated flame retardants and antimony trioxide. Rounding out the top four is a three-way tie between Sony Ericsson, Toshiba and Samsung, all with 5.9 points. Sony earned high marks for its new environmental warranty for responsible takeback, Toshiba gains ground with its reporting of and goals toward renewable energy use and emissions reductions, and Samsung earned praise for reducing toxic chemical use and building energy-efficient products.

"60 Minutes" reporter Scott Pelley discovered an illegal electronic wasteland in Guiyo, China. Pelley and crew tracked a container of old computer CRT monitors owned by Colorado-based Executive Recycling. Gangs at the dump site tried to take CBS's footage, but the film crew escaped. Executive Recycling called the report unfair and issued a statement: "Sadly, Executive Recycling appears now to be the victim of others who have obtained electronic and computer products from our company and then acted irresponsibly." By the time you dump in the usual remains of the holidays -- the packaging, wrapping paper, ribbons, stale fruitcakes and turkey carcasses -- daily household waste increases by more than 25 percent between Thanksgiving and New Year's Day, state pollution control officials say. Lewis County residents with old computers and TVs will be able to recycle them for free beginning in January, when a new "e-cycle" law goes into effect. A press release from the county said computer towers, laptops, computer monitors and televisions are eligible for the program. A collection center will be set up at the Centralia Goodwill store, at 519 Harrison Ave. Those interested can call the store at 736-3828 for collection center operating hours. Under the Washington Electronics Recycling Law, manufacturers will pay for the program, and it is open to all state residents, schools, small businesses, small governments, special-purpose districts and nonprofit groups

Hewlett Packard (HP), in collaboration with the Global Digital Solidarity Fund (DSF), and the Swiss Federal Laboratories for Materials Testing and Research (Empa), has launched a groundbreaking initiative to develop sustainable recycling processes to tackle the problem of e-waste in Africa. For the past two years, the initiative has been overseeing a pilot program facility in South Africa and conducting e-waste management assessment studies in both Kenya and Morocco; the goal of the assessments is ultimately to properly determine each country's ability to deal with the e-waste there, whether it arose from electronics that were purchased new within the country and are now reaching their end of life, or from electronics that were shipped illegally from other countries. The project has been examining efforts by both African governments and organizations to safely handle e-waste. The project has been compiling extensive information, such as the policy and legal framework in each country, standard settings for e-waste treatment, organizations and programs already in place to safely process e-waste, and the actual amounts of e-waste present.
