It's funded by manufacturers who sell electronics in the state. More than 200 sites are being readied at existing recyclers, retail stores and nonprofit agencies such as Goodwill, The Salvation Army and St. Vincent de Paul. Just don't throw it in the trash."There are so many toxics in electronics it is very important that they be kept out of the landfill," said Tom Watson, King County's Eco-Consumer. He says those toxic materials include mercury, cadmium and lead. "In some of some of the older computer monitors and TVs, there are more than 4 pounds of lead in those," he said.

The program is operated by the Washington Materials Management and Financing Authority, a quasi-governmental agency created by the legislation to work with the 200 or so manufacturers that sell computers and televisions in Washington state. In addition, the state Department of Ecology has certified four electronic waste processing firms - two in this state, one in Oregon and one in California - to disassemble the electronic equipment into separate materials for reuse or safe disposal, including glass, plastic, metal and toxic chemicals. The program is designed in part to stem the flow of electronic waste to Third World countries, where it is often dismantled crudely, threatening the environment, public health and the health of workers.

Collective concern from businesses, municipalities, environmentalists and manufacturers over the hazards of e-waste has led to a search for ways to reduce its environmental impact. With a greater need for programs that handle collection and disposal of used electronics products in a way that is safest for the environment, product stewardship is emerging as a viable and cost-efficient strategy for doing so, placing the responsibility for a product's proper disposal on the shoulders of the company that makes or sells the product, or even upon the purchaser. The concept can be applied to a range of products, from paints and prescription medication to batteries and computers. Text of the pending Wisconsin e-waste law. This bill passed the WI Senate and arrived in the Assembly Tuesday, 6/16/09. Would require manufacturers of select consumer electronics (computers, printers and video display devices, such as TVs or monitors) to collect and recycle 80 percent of the weight of sold devices beginning in September. Beginning in February 2010, retailers can't sell electronics made by manufacturers that are not registered with WDNR. Manufacturers failing to meet their targets would be subject to a shortfall fee after 2010. Those who exceed their goals may be eligible for recycling credits. This is the first annual report that the Green Electronics Council plans to produce to estimate the life-cycle environmental benefits from the purchase or sale of EPEAT registered electronic products. EPEAT is a system for identifying environmentally preferable personal computers and monitors that is managed by the Green Electronics Council. The product registry and more information can be found at www.epeat.net. In EPEAT, participating manufacturers report to GEC the number of EPEAT registered products that they sell each year.
