Dell is expanding its consumer electronics recycling program with Goodwill and its own tech trade-in operation, while the M&K Recovery Group says it harvested 15 percent more copperware from computer gear than it did in 2007. The companies detailed their latest activities on the e-cycling front in separate announcements yesterday. Such growth is welcome news in the drive to better manage tech waste. The U.S. is awash in used, broken and old consumer electronics -- from cell phones and laptops to televisions and sophisticated entertainment systems. The number of programs to recycle goods is increasing, but those efforts have yet to check the flow of gear that's discarded every day. The report attempts to measure the adoption of green business practices in the U.S. The Forum featured more than a dozen industry leaders to bring various aspects of the report to life: water management, green jobs, innovation and energy efficiency. GreenBiz.com Executive Editor Joel Makower also assembled a panel of advisors of President Barack Obama to discuss the new administration and its efforts to jumpstart a green economy. In opening up the forum, Makower presented an overview of the finding of this year's report: in a nutshell, companies are doing OK, but there's plenty of room for improvement. OLYMPIA - If you're wondering what to do with those unwanted TVs, computers and monitors stored in a garage or back-room, relief is here. E-Cycle Washington is a new program that started on Jan. 1. It allows free and convenient recycling of these electronic products. The makers of these products are providing about 200 collection sites around the state. State residents, small businesses, school districts, small government agencies and charities can bring television sets, computers (desktop and laptop) and monitors to these sites to be recycled. They will pay no fee for this service. There is no need to rush out this weekend - or even this month. E-Cycle Washington is a permanent and ongoing addition to current recycling opportunities available to Washington residents. Many collection sites will be open several days a week and some will be open every day. And the collection network will be continuously improved to meet the needs of the public.

Oregon e-Cycles has a great website up for consumers to help guide them through the whys and hows of e-cycling. If you live in the area, simply type in your zip code and you're given a listing of local collection points. Oregon has another item that will launch next New Year's Day: on January 1, 2010, disposal of computers, monitors and TVs will be banned . Also launching on this New Years Day was Washington's new program letting people drop off certain e-waste items for free. They too have a search database for finding a local drop-off point , as well as a call-in hotline.

More than 20,000 computers and televisions were dropped off at Canberra's tips over the weekend as part of a free e-waste disposal scheme. There were line-ups at all three drop off points. Shipping containers at the Tuggeranong site was full by early Sunday morning. It usually costs nearly $40 to dispose of a computer and a monitor but thanks to Apple, that fee was waived for the two days

The Consumer Electronics Show (CES), which is making an effort to be greener in 2009 , officially kicks off this morning - and already the eco-announcements are piling up. Electronics makers are claiming their hardware is more energy efficient than the next, manufacturers are launching recycling programs, and devices that just make your life easier (such as navigation services) are being painted as green.

Free recycling of TVs, computers, laptops and monitors started Jan. 2, with Port Townsend's Goodwill serving as a participant in the statewide effort. Goodwill accepts all electronic equipment, including keyboards, printers, other peripherals and cell phones. Donations to the nonprofit agency are also tax deductible. "Participating in the program is in keeping with Goodwill's reduce, reuse and recycle efforts," said Eric Hulscher, Goodwill operations manager overseeing the program. Hulscher noted that donors could take their time and bring in donations at their convenience. "This is a permanent, ongoing program, not a one-day event," he said.

Do you have an old TV, laptop or monitor? Now you can easily recycle it for free, thanks to a new state law. The E-Cycle Washington program requires manufacturers to provide recycling services for TVs, desktop computers, laptop computers and monitors at no cost to residents, nonprofits, small businesses, schools and local governments. "The law puts the responsibility of end-of-life disposal costs on the manufacturer, rather than the resident or local government. This is important because recycling is a very expensive process," said Terri Thomas, education and outreach specialist for Thurston County Solid Waste. Before, residents either had to rely on Thurston County's twice-a-year Community Recycle Days or seek out other options, usually at their own expense, Thomas said. Perhaps that's why electronics are the fastest-growing waste stream, she said.

"It is an exciting day," said Sego Jackson, a principal planner for Snohomish County who helped shape the statewide program called E-Cycle Washington. "It's a system that is flipped on its head." Hailed as a huge victory for the environment and electronics-saddled consumers, the legislation was the first of its kind in the country when it passed in 2006.

New e-waste recycling laws passed in Oregon and Washington take effect on New Year's Day, requiring electronics manufacturers to recycled old hardware, and promising to spur the growth of responsible e-waste disposal. The laws, which passed in mid-2007 in Oregon and in 2006 in Washington, require manufacturers to pay for the recycling of their electronics products sold in each state, and is expected to collect as much as 12 million pounds of electronics in Oregon and about 25 million in Washington in the first year alone. The new laws are among the toughest in the country, and highlight what e-waste and public health advocates say is the best solution to the country's -- and the planet's -- enormous e-waste problem. As we found in researching electronic waste in 2008's State of Green Business report, the mountain of potentially valuable (and often toxic) electronic waste is growing substantially faster than companies and governments are able to collect and recycle it. In the wake of a harshly critical government report and an eye-opening exposé on television's 60 Minutes newsmagazine, e-waste has spent a lot of time in the limelight this year. And the new laws promise to help turn the tide from what activist groups have called "anarchy" in the e-waste takeback market.
