    Maryland & Virginia Telework How can municipal and regional governments best promote telework? This case study highlights the telework program that originated in the Washington DC area in 1996, and the state-wide program that was subsequently established in the Commonwealth of Virginia. The later offers cost reimbursement (up to $35,000 per business), free personal assistance, and promotional "Telework Days." Both programs help overcome key policy and adoption barriers, and both have impressive impact data. Background This case study focuses on telework initiatives in the region of Washington, DC, which covers the District of Columbia and surrounding jurisdictions (counties and cities within Maryland and Virginia). In 2010, the region had about 2.8 million workers and the regional forecast is to add 1.2 million new jobs to the region by 2030. Such growth forecasts will impact the region's transportation infrastructure. Commuter Connections, a regional network of transportation organizations coordinated by the Metropolitan Washington Council of Governments (COG), started in 1974 to provide mobility solutions in the region. The network is administered through the Regional Metropolitan Planning Organization, part of the National Capital Region Transportation Planning Board (TPB)   Setting Objectives The Commonwealth set a goal of having 20% of its eligible workforce [approximately 105,000 employees) teleworking by 2010. The two techniques are considered as basically different approaches to the problem of raising debt to fund capital investments. In corporate finance lenders assess the creditworthy of a whole company, evaluating the going concern, the full range of projects in place, and the cautional value of all the assets. The amount to lend and the risk-spread are decided on a global evaluation of the firm's economic and financial situation. In project finance, the goal is the implementation of a specific project. Lenders typically finance a special purpose vehicle for the development and construction of a particular project, looking to cashflows and project's assets as sources of payment for their loans, rather than to the credit ratings of the project sponsors. Historically project finance was widely used in financing transport and logistics infrastructure, like railways or channels. More recently, in the past decades, there has been a new wave of global interest: large amounts of debt have been raised to finance projects like motorways, distriparks, maritime ports, intermodal logistic platforms. These infrastructures are built, owned and operated by special purpose vehicles (SPV), organized for that single project and financed mainly by debt. In many cases, SPVs are not wholly owned by private investors since governments, public authorities and international organizations take equity stakes in them, creating private-public partnerships (PPP).     Getting people walking will help build support for creation of more walkable places, decrease air pollution and traffic congestion, improve physical health, and other benefits. Research reveals that creating places for walking (such as walking trails) and other forms of physical activity may be associated with increased physical activity. Below is a list of ideas that a walking coalition or partnership may select from to get going. If there is not yet an established coalition in your community, then find out more about how to build a coalition. The ideas below can be used to inspire and motivate people to get out of their cars and walk. 1. Make walking part of the business: walk at work programs Partner with large employers to design and publicize routes to walk on the business campus, give time for walking during the day or foster walking groups. One example is Berkeley's walking groups for employees. Some employers also offer incentives for physical activity through their insurance provider. For example, Blue Cross/Blue Shield members in North Carolina's State Health Plan can earn free gifts like backpacks, water bottles, blankets and tents as they log their activity. American Heart Association provides support to business-based walking programs through incentive items, printable material and recognition. 2. Offer incentives and buddies: mileage clubs Use online and community-based programs that encourage walking and provide incentives for reaching mileage goals either individually or in groups.     Multiple Scales of Conflict Organizers: Jessica Flack There are two primary challenges faced by all complex, adaptive systems.  One is an uncertain and noisy environment. The other is conflict. Conflict arises when the interests of system components - whether genes, cells, individuals, or states - are not fully aligned. Some have gone so far as to argue that lack of alignment, or "frustration," in many body systems is the defining feature of complex systems. In the long 3.5 billion year history of life on earth organisms and aggregates have devised manifold strategies in order to survive and prosper in the face of conflict. The solutions that organisms have built for managing conflict are thought to have played a central role in facilitating the major transitions from simple aggregates to more integrated, social organisms, and cultures.  Although these transitions suggest nature has been successful at predicting and managing conflict, the problem is not a simple one. Controlling conflict is tricky because it is both a destabilizing force and an agent of innovation - thus nature has evolved mechanisms of good management, not suppression. Conflict can have multiple, nonlinear causes and effects, and these often lie at different timescales (e.g. evolutionary, ontogenetic, societal). Conflict can be the outcome of competitive processes and involve deception or be generated by differing priorities, communications failures, and error. Despite this complexity, data indicate that similar conflicts with comparable mechanisms of control have evolved at different levels of biological and social organization. This suggests that there might be a universal class of mechanisms that have arisen across very different levels to control co-evolutionary escalation. Rather, frame analyses are a number of related, even though sometimes partially incompatible methods for the analysis of discourses (Scheufele 1999: 118). What unifies these analyses is a (fairly loose) theoretical connection to Goffman's (1974) work on framing. One Contemporary Sociology reviewer complained that Frame Analysis is cumbersome to read (Davis 1975: 603), the other one wondered, if an adequate systematization of frame analysis would be feasible (Gamson 1975: 605). 1Probably the single most important factor for the success of Goffman's frame analysis despite this initial skeptical assessment is its unorthodox appropriation by scholars from very different traditions.     Why the Bike Lane is the Golf Course of the 21st Century Posted on January 26, 2012 Hello Dear Readers, The Sightline Daily, a blog affiliated with a Northwest policy think tank, published an article I wrote about my Stevens Fellowship experience. You can read the article here! A funny story about how the opportunity with Sightline came about. I was waiting at a stoplight near Mercer Street in Seattle in late November and this guy pulled up to me (on his bicycle) and commented on how bad the bicycle infrastructure was at that particular intersection. He noticed that I had no "biking clothes" on and asked me if I'd ever heard of Copenhagen Cycle Chic.  "Copenhagen Cycle Chic is my favorite blog!" I told him. Then we started talking bike politics and eventually I realized he was Alan Durning, the founder of the Sightline Institute. I've been reading the Sightline blog and using their research in my work for years. I really like that this Sightline article came about because of a conversation that started on the bike lane (or..errr…lack of bike lane).  Who needs the golf course when you cycle! Cycling is such a social form of transport. Sean and I were biking in to work a few days before Christmas and bumped into our friend Jed who I hadn't seen in almost a year.  (Jed and his wife recently had a baby!) We rode together along the cold, but sunny, shores of Westlake for about ten minutes and caught up.  It was a great way to start the day and I was happy to know that Jed was doing well. Then, the next morning, Sean and I bumped into Jed again-in almost the same place as the day before-and we shared another pleasant commute together while joking about how we were becoming a bike commuter gang. The morning before I left for Copenhagen I biked downtown alone after saying goodbye to Sean.     A small group of Harvard students and employees staged an "Occupy Speakout" at noon on Tuesday to express their solidarity with the "National Day of Action." The group also sought to raise awareness of events they have planned for today, including a walkout of the popular Economics 10 introductory course and a March in Boston later in the day. "Mic Check! We are the 99 percent across the country!" the group chanted. The seven Mic Check participants drew attention to several initiatives taking place today, calling on students to join a campus-wide walkout Wednesday. The organizers are planning two separate walkouts-a general walkout at 11:30 a.m. and a walkout from Ec 10 at 12:15 p.m.-before leading students to join a rally in Dewey Square against rising student debt. "I urge all students to walk out of Ec 10, [because it] represents the ideology that brought about our current economic situation," shouted organizer Gabriel H. Bayard '15. Rachel J. Sandalow-Ash '15, who with Bayard is helping organize the Economics 10 walk-out, said she believes the class pushes a "strongly conservative neoliberal ideology." She said, for example, that she thought lectures promoted conservative views against minimum wage. "I think a more diverse viewpoint needs to be raised," Sandalow-Ash said. "The problem is that in an introductory course, what the professor says is generally taken as fact," she said. But some students disagree with the characterization of the class. Harvard Republican Club Secretary Aditi Ghai '14, who took the class last year, said she doesn't think the class is biased. "The class is about pure economic efficiency.     Children are the foundation of the cycling culture When you use a bike as a child, chances are that you will also use a bike as a grown-up. In Denmark, the cycling culture is built through more than 100 years. The foundation of the cycling culture is the fact that Danish children learn to ride a bike from their parents, brothers and sisters, or friends. Cycling is inherited from one generation to the next. But the culture is only kept alive, if it is used. If all children stopped cycling, it would not take long for the cycling culture to decline. The Cycling Embassy of Denmark places great emphasis on the creation of the best possible conditions for children who cycle. This article provides insight into three different kinds of projects with the purpose of supporting and improving the conditions for the child cycling. Cycle Games Children should feel encouraged to play and move around, and a bike is an ideal means for that purpose. When children cycle their sense of balance and mobility are stimulated. At the same time, the sense of locality and the perception of space and direction are increased, because the movement is being done at a higher velocity and on a moving vehicle. Furthermore, learning through play is a more effective way of learning than the old-fashioned cycle training with broom handle and supporting wheel. We believe that it is reasonable to begin at the age of two. When children play on their bike, the focus is shifted from the bike to the playing. When the actual cycling "automated" and the attention is on the surroundings, the basis is created for safe children cycling. The safe cyclist does not think about how the bike works, but only has the focus on the surroundings and the other cyclists. Cycle games contributes to better cyclists. Because the children have fun while they learn, chances are that they as adults will use the bike as their everyday means of transport. We are seeing public transport systems developing along these lines in many cities throughout the world. Along with this, there is a wish to develop a cycle culture in order to increase the mobility of the citizens and to reduce private car traffic in the cities. The aim of the course is to contribute to the development of liveable and bikeable cities throughout the world. Development of a cycle culture is an important part of sustainable mobility. The objective is to increase cycling by creating a safe environment for cyclists, which will also contribute to urban life, to a liveable urban environment and to the health of the citizens. Moreover, a bikeable city will contribute to important Millennium Development Goals in reducing poverty, developing democracy and increasing both gender equality and growth through increased mobility.     CALL FOR PAPERS RETHINKING URBAN INCLUSION: SPACES, MOBILISATIONS, INTERVENTIONS to be held in Coimbra, Portugal, 28-30 June 2012 With almost half the world's population living in cities, questioning the urban dimension of social inclusion and exclusion is imperative. Urban inclusion is increasingly influenced - and often constrained - by intertwined processes of economic globalization, state re-articulation, polarization and diversification of (local) populations and the political practices they add to the city. Educational, health and environmental inequalities, segregation, unemployment, lack of political participation, discrimination and the inability to deal with different forms of participation are all phenomena of exclusion with a local dimension but a multi-scalar nature. At the same time, acting towards social inclusion is developed around ideas, knowledge(s), experiences, resources and capacities which are (dis)located across an array of arenas and distributed among different actors. While traditional concepts and practices of urban inclusion centered on institutions and top-down decision-making seem inadequate to tackle this complexity, new ones are often in their infancy and may be in tension with more established policies. Contesting the centrality of the state and market pervasiveness, a new variety of counter-hegemonic positions and projects, and alternative visions of urban democracy and justice that inform bottom-up and participatory approaches to urban inclusion, have become popular in the Global South, while their transposition to cities in the Global North have met resistance or hardly gone beyond theorization.  The Conference aims to understand and ultimately rethink social inclusion at the urban scale, as the product of broader dynamics and the interaction of different actors and languages. The rapid change of location, enabled by plane, high-speed rail, sea and road travel, has constantly become easier and more natural.  These days we travel without any of the difficulties that accompanied taking a trip less than a century ago. All we have to do is to organize and to pick up the transport mode that comes closest to our objectives. In much the same way, many new opportunities for the delivery of goods are being explored and commercially exploited. The purpose of this workshop is to bring researchers and practitioners together in order to set up visions on how agent technology can be and is used for today's isolated IT-tools so as to model, simulate, and manage large-scale complex transportation systems.  Therefore, we are interested in research papers, case studies and practitioners' reports on the implementation and use of Autonomous Agents in all areas related to transportation, traffic and logistics. CURITIBA, Brazil, March 29, 2010 - Top executives from Latin America's most influential transit agencies will gather next month to launch the Latin American Association for Bus Rapid Transit and Integrated Transport Systems--a member-driven organization that seeks to advance urban public transport and improve quality of life in the region's biggest cities. EMBARQ - The World Resources Institute Center for Sustainable Transport, which launched the initiative, will serve as the association's Technical Secretariat, under the leadership of EMBARQ's Director for Latin America Luis Gutierrez. Guitierrez said, "Despite the progress of urban mass transit in Latin America, the managers of transit agencies and other transport projects do not currently have the tools to deal with some of the problems that exist in the industry. This new association will help transport officials identify common challenges, share their experiences and knowledge, and ultimately, improve their services." Association members will pay an annual fee to participate in meetings and workshops that will take place throughout the year. EMBARQ Network experts will work with members to measure the performance, impact and management of their city's existing transit systems, as well as to plan and implement future transport projects. Specific technical and managerial support will come from the EMBARQ Network's three Latin American centers: the Center for Sustainable Transport in Brazil (CTS-Brasil), the Center for Sustainable Transport in Mexico (CTS-México), and the Center for Sustainable Transport and Health in the Andean Region (CTSS-Andino.).
