Twenty-nine of the 50 U.S. states have established a required minimum amount of electricity generation that must come from renewable sources like wind and solar power, called a Renewable Portfolio Standard or RPS. Another five states have "renewable goals" which are considered voluntary and do not penalize utilities for not meeting the goals. The District of Columbia also has an RPS. California's utility regulator, the Public Utilities Commission, issued a report on Friday that showed that requiring a third of the power delivered in the state be made from renewable sources of energy will increase electricity retail costs by 7 percent more than having a 20 percent RPS goal. State regulators in Colorado have given the green light to plans by Xcel Energy to shut down two coal-powered energy plants in the state, and build one of the world's largest utility-scale solar-power facilities. Following discussions lasting several days, the Colorado Public Utilities Commission (CPUC) backed the power company's voluntary decision to close the two coal-fired plants at Denver and Grand Junction, making Xcel the first utility in the U.S. to make such a move solely in an effort to reduce emissions.

A Provo firm Thursday launched a project that could foreshadow the next revolution in renewable energy resources for Utah and the rest of the nation. Raser Technologies Inc. marked the completion of a 10-megawatt geothermal power plant with a ribbon-cutting ceremony at the Beaver County facility located in Thermo. It is the first commercial-scale facility to utilize a new technology that allows the plant to generate electricity using geothermal heated water that is at a much lower temperature than was previously possible, said John Fox, general manager of UTC Power Corp.

Researchers at Ohio State University have accidentally discovered a new solar cell material capable of absorbing all of the sun's visible light energy. The material is comprised of a hybrid of plastics, molybdenum and titanium. The team discovered it not only fluoresces (as most solar cells do), but also phosphoresces. Electrons in a phosphorescent state remain at a place where they can be "siphoned off" as electricity over 7 million times longer than those generated in a fluorescent state. This combination of materials also utilizes the entire visible spectrum of light energy, translating into a theoretical potential of almost 100% efficiency. Enbridge Inc., its wholly-owned utility, Enbridge Gas Distribution Inc., and FuelCell Energy Inc. have announced the opening of the world's first Direct Fuel Cell - Energy Recovery GenerationTM (DFC-ERGTM) power plant.
