It should not be surprising that terrorists use ICT, because firstly it is difficult to track and trace cyber communications, and secondly there is a lack of a globally accepted legal framework that would improve information security.

    I found this article from 2015 to still be very relevant considering President Obama's speech and a recent push by university/techs to communicate regarding the exact threat of ISIS' cyberterrorism capabilities. The NSA reported that this means of war is parallel to that of the Cold War; leaving countries on edge since traditional human espionage is slowly becoming intertwined with "technical operations."

    Last week, privately owned newspaper Al-Watan reported that the " Revolutionary Punishment " movement posted a warning on its website urging Egyptian judges to forgo their involvement in cases against Brotherhood members or leaders to save themselves and their families. The bill would give judges, for the first time, "the power to deliver deterring sentences for internet crimes such as cyberterrorism.

ISIL aims to launch cyberattacks on U.S. - 0 views

    ISIL's Hacking Division as of late December have tried penetrating the U.S. national electricity grid. Two hackers were caught, having accessed over 1,305 U.S. military personnel's addresses, locations, numbers and family information. Recent ISIL bloggers have discussed crashing passenger jets by hacking into on-board electronics. Other extremists have discussed triggering a lethal radiation release by sending rogue commands to nuclear power plants.
