    "Holocaust Issues The Office of the Special Envoy for Holocaust Issues develops and implements U.S. policy with respect to the return of Holocaust-era assets to their rightful owners, compensation for wrongs committed during the Holocaust, and Holocaust remembrance. The Office does this in a manner that complements and supports broader U.S. interests and initiatives in a Europe committed to democracy, pluralism, human rights, and tolerance. The Office seeks to bring a measure of justice and assistance to Holocaust victims and their families and to create an infrastructure to assure that the Holocaust is remembered properly and accurately. This is an important issue in our bilateral relations with countries of central and eastern Europe and with the state of Israel. Much of the Office's work relates to bringing closure to issues left outstanding during the Cold War. Before 1989, the governments of Russia and its satellites refused to permit research into Holocaust questions or the payment of compensation to Holocaust victims and their heirs. The end of communist governments in eastern Europe made it possible to extend Holocaust programs to those countries. In addition, the Office has been involved in facilitating negotiations to reach, and in implementing, various agreements on the subject of Holocaust-era claims. Class action suits in the United States in the 1990's set the stage for the negotiation of a settlement agreement with Swiss Banks and executive agreements with Germany, France, and Austria that dealt with claims arising from unpaid Holocaust-era insurance policies, as the use of forced and slave labor, the illegal seizure of private and communal property, and other personal injuries. The Special Envoy is a member of the boards of directors overseeing the French and German payments programs.     To preserve the legacy of the unprecedented and heroic work of the men and women who served in the Monuments, Fine Arts, and Archives ("MFAA") section, known as "Monuments Men," during World War II, by raising public awareness of the importance of protecting and safeguarding civilization's most important artistic and cultural treasures from armed conflict, while incorporating these expressions of man's greatest creative achievements into our daily lives. The Monuments Men respected the cultures of others. They risked their lives to preserve that culture. Two Monuments Men were killed in action protecting treasures. As a group the Monuments Men changed the course of history by returning more than 5 million cultural items after the war. Help us preserve the legacy of the Monuments Men and put it to use in protecting cultural treasures from future armed conflict.

    "Audio materials in the collections of the Library of Congress can be reproduced only when all rights restrictions have been cleared. These may include donors, copyright holders, record companies, artists, radio networks, licensing organizations, unions, etc. The Motion Picture Broadcasting and Recorded Sound Division (M/B/RS) requires anyone wishing to obtain copies to secure written authorization for the Library to make the reproductions from any and all rights holders. While M/B/RS Reference staff can usually be of some assistance in determining what permissions are required, the onus is on the researcher to obtain them. We strongly urge requestors to listen to recordings before ordering. Since our cataloging information often derives from print sources, not the actual recording, we cannot guarantee that our catalog records for unpublished materials reflect the tape contents in all cases. In addition, the audio quality may vary, as it is dependent on the fidelity and condition of the original recording. After contacting M/B/RS reference staff to identify the specific items to be copied, audio requestors will be referred to the Division's Public Services Office, which serves as the business arm of the M/B/RS Magnetic Recording Laboratory. In addition to other outreach services, the Public Services Office operates a fee- for-service operation for the duplication of audio and moving image materials."
