  • Programs Education and Safe Community (ESC): This program, previously named the Public Education (PE) Project, is one of the CRY program components and works towards changing road users' behavior from using roads with their own habit into a commitment of firmly respect the traffic law and rights of others through raising their awareness about road traffic accident related issues (consequences and behaviors that road users should maintain and traffic law in Cambodia….) and encourage them to take active roles in addressing road traffic accidents…etc. The program also aims to promote and strengthen .the participation and capacity of youth and students, the future leaders in society in road traffic accident reduction efforts.   • Campagn Against Drunk Driving and Excessive Speed (CADDES) Road traffic accidents cause complicated issues, which generate social issues that seriously and directly affect Cambodians and the process of development in Cambodia. The government has considered road traffic accidents as the second largest disaster after HIV/AIDS. On average, three people are killed, and many others are injured, every day. The majority (94%) of road traffic accidents are attributed to human factors. The two main human causes are excessive speed and driving under the influence of alcohol , which cause many accidents and casualties. Drunk driving and excessive speed accounted for 58% of the total number of road traffic accidents in 2005. Therefore, the Campaign against Drunk Driving and Excessive Speeds (CADDES), one of CRY special projects, has been designed to help reducing road traffic accidents caused by these preventable causes as well as to provide people with opportunities to find common solutions and to improve road traffic accident situations in their own communities. The CADDES Project will work with both sectors: the general public, to change their behavior; and the government, to enforce traffic law.
  • CRY understands that the lack of adequate, accurate and reliable information concerning the causes and consequences of road traffic accidents, perception and behaviors of road users towards road traffic accidents as well as safety measures, is one of the main obstacles and limits action on the issues. Therefore, Monitoring and Research (MR) Program, previously named the Information and Research (IR) Project, works hard to collect necessary and relevant information and conduct researches, based on requests and determinations by other CRY's program components and special projects including ESC Program and Advocacy and Networking ( AN ) Program, to support .their .work. Also the MR Program aims to provide to the government, policy makers, donors and civil society actors the accurate, concrete and comprehensive understanding about road traffic accidents and other concerning issues that have seriously affected Cambodia and negatively influenced the daily lives of Cambodian people. Importantly, feedbacks and recommendations from road users about traffic law implementation by traffic police officer will be gathered to help the government, particularly traffic law enforcers (traffic police), understanding the level of satisfaction of road users regarding the law enforcements and consider change of the way they operate to ensure effective traffic law enforcements with great participation from road users and promote respect among them (traffic police officers) by the population.

    Sustainable Road Safety Solutions Sustainable solutions There is a range of sustainable solutions available that can promote road safety in regeneration areas. This chapter identifies the key interventions and indicates in what situations they are deemed suitable. In road safety terms a sustainable solution is one where as a result of the road layout: * Speeds are controlled appropriately without the need for enforcement. * Vehicle - pedestrian - cycle conflict is minimised. * All road users are treated with equal importance. * Accessibility is maintained or enhanced. There follows a series of design elements which could be incorporated into road design. It must be recognised that there will be essential differences between the design of road safety features on existing roads and new build roads. Good design will be built into new roads whereas there may be a need to superimpose retrospectively features on existing roads which for financial and practical reasons would not be consistent with the layout of a new build. Traffic calming measures Research has shown that human error is the largest single contributing factor in road accidents and that vehicle speed is a significant factor in about one third of accidents. Traffic calming is considered as a major element along with speed limits, education and enforcement in influencing human behaviour, vehicle speeds and the number of road accidents. photo In Europe many countries, notably Germany and The Netherlands, have invested heavily in urban traffic calming schemes over the last two decades and Britain has been able to gain valuable knowledge from these continental projects.   • Public Education and Awareness are key activities in prevention of road accidents and casualties. Informing and educating road users can improve knowledge about the rules of the road and about safe driving behavior. Campaigns can also help to reduce dangers of risky behavior and attitudes by highlighting the causes and trends of road accidents and casualties. The goal is to promote behavior change among all road users in an effort to improve road safety. However, education should not work in isolation and must be complemented with other measures in enforcement, road engineering and emergency response. In Cambodia, the National Road Safety Committee is working with a variety of partners to raise awareness on the issue of road safety. The strategy involves focusing on specific messages targeting risky behavior. The National Road Safety Committee has approved four main messages for road safety in Cambodia: Helmet Wearing Speeding Drink-Driving Overloading Organizations interested in conducting awareness campaigns in road safety are encouraged to focus on the above four messages. Organizations are also encouraged to conduct awareness and education during key times of the year, particularly around national holidays, including Khmer New Year, Pchum Ben and Water Festival, which are characterized by sharp increasing of road accidents. The National Road Safety Committee also encourages interested organizations to conduct road safety activities during two important events, both sanctioned by the United Nations
