Turkey's Invasion of Syria Makes the Kurds the Latest Victims of the Nation-State - 0 views

  • The global system is built around sovereign states, and it shows. This is an enormous problem for groups that define themselves, or are defined by others, as distinct from the country within whose borders they happen to reside, and it’s also terrible as a framework for navigating the global politics of a rapidly changing world.
  • Sovereignty is usually traced back to the 1648 Treaty of Westphalia, which was pivotal in shifting conceptions of government toward a secular state with entire authority inside inviolable territorial borders. Designed as a diplomatic solution to catastrophic religious wars among feudal, monarchical territories, its tenets have persisted into the modern world largely due to the entrenched power of those states, jealously guarding their unfettered rule over their slice of geography.

Africa's Choice: Africa's Green Revolution has Failed, Time to Change Course | IATP - 0 views

  • My research has shown that as the Green Revolution project reaches its 2020 deadline, crop productivity has grown slowly, poverty remains high, and the number of hungry people in the 13 countries that have received priority funding has risen 30% since 2006. Few small-scale farmers have benefited. Some have been thrown into debt as they try to pay for the high costs of the commercial seeds and synthetic fertilizer that Green Revolution proponents sell them. This disappointing track record comes in spite of $1 billion in funding for AGRA and $1 billion per year in subsidies from African governments to encourage their farmers to buy these high-priced inputs.
  • For the last 14 years, governments and donors have bet heavily, and almost exclusively, on the Green Revolution formula of commercial inputs, fossil-fuel-based fertilizers and agro-chemicals. That gamble has failed to generate agricultural productivity, even as the continent has seen a strong period of economic growth. Rural poverty remains high.   • AGRA, initiated in 2006, heralded a new campaign to bring the kind of input-intensive agriculture to Africa that had failed to take hold on the continent when the first Green Revolution swept through much of Asia and Latin America in the 1960s and 1970s.
  • AGRA worked with governments to speed the development of high-yield commercial seeds designed for Africa’s wide range of soils and climates and to facilitate the delivery to farmers of those seeds and the inorganic fertilizers that would make them grow.

  • These data suggest that Green Revolution programs have not produced a productivity boom through intensification but rather an extensification onto new lands. The promotion of extensification is a serious contradiction for Green Revolution proponents. The explicit goal of “sustainable intensification” is to minimize pressure on land and water resources while limiting further greenhouse gas emissions. To the extent Green Revolution programs are encouraging extensification, they are at odds with national and donor government commitments to mitigate climate change. Depending on individual countries’ land endowments, extensification can be a serious problem. Rwanda, for example, is densely populated and does not have vast tracts of uncultivated arable land.
  • One of the negative consequences of the Green Revolution focus on maize and other commodity crops is the declining importance of nutritious and climate-resilient crops like millet and sorghum, which have been key components in healthy diets. These are rarely supported by African governments or AGRA; meanwhile, input subsidies and supports for maize and other favored crops provide incentives for farmers to decrease the cultivation of their own crop varieties

  • Agroecology is one of the systems giving farmers the kinds of innovation they need, farming with nature to promote the soil-building practices that Green Revolution practices often undermine. Building on farmers’ knowledge of local conditions and food cultures, multiple food crops are grown in the same field. Compost, manure and biofertilizers — not fossil-fuel-based fertilizer — are used to nourish fields. Biological pest control decreases pesticide use. Researchers work with farmers to improve the productivity of their seeds rather than replacing them with commercial varieties farmers need to buy every year and douse with fertilizer to make them grow.25 AFSA has documented the effectiveness of agroecology, now widely promoted among its member organizations as a key step toward food sovereignty.26 Such initiatives also achieve productivity increases more impressive than those achieved by Green Revolution programs. One University of Essex study surveyed nearly 300 large ecological agriculture projects across more than 50 poor countries and documented an average 79% increase in productivity with decreasing costs and rising incomes.27 Such results far surpass those of the Green Revolution.
  • It is time for international donors and African governments to change course, to shift their agricultural development funding toward the kinds of low-input sustainable farming that many small-scale farmers in Africa are pioneering under the banner of agroecology. With substantial support, like that provided to Green Revolution programs, agroecology can be Africa’s food future

The Revolution Is Only Getting Started - The Atlantic - 0 views

  • revolutions are periods in which social actors with different agendas (peasants stealing rabbits, city dwellers sacking tollbooths, lawmakers writing a constitution, anxious Parisians looking for weapons at the Bastille Fortress) become fused into a more or less stable constellation. The most timeless and emancipatory lesson of the French Revolution is that people make history. Likewise, the actions we take and the choices we make today will shape both what future we get and what we remember of the past.
  • That comparisons can so easily be made between the beginning of the French Revolution and the United States today does not mean that Americans are fated to see a Reign of Terror or that a military dictatorship like Napoleon’s looms large in our future. What it does mean is that everything is up for grabs. The United States of America can implode under external pressure and its own grave contradictions, or it can be reimagined and repurposed.
  • Life will not go back to normal for us, either, because the norms of the past decades are simply no longer tenable for huge numbers of Americans. In a single week in March, 3.3 million American workers filed new unemployment claims. The following week, 6.6 million more did the same. Trust in existing institutions (including the Electoral College and Congress) was already vanishingly small.

More than 6 million Africans were sold into slavery in the 18th century—a time that some still call the “Age of Enlightenment.”

At the junction Americans face today, however, we need to imitate not the outcome of the French revolution but the energy, creativity, and optimism of the French revolutionaries.

Instead they are extended periods in which the routines of normal life are dislocated and existing rituals lose their meaning. America's Democracy Was Far Less Peaceful Than Political Scientists Pretended - 0 views

  • Many political scientists like political behavior to fall into neat boxes, whether those be typologies cleanly defining terms or spreadsheets in which every row contains a discrete observation. They recognize that there’s always phenomena that won’t fit, cleanly, but those can be the basis of future research—or relegated to the “error term,” the leftover bin for the facts that theory doesn’t explain.

  • The United States Political Violence (USPV) database records numerous riots around elections during the mid-19th century. In April 1855, for example, hundreds of nativists “invaded” a German area of Cincinnati, Ohio, and destroyed more than a thousand ballots. Subsequent fighting led to two deaths. In August of that year, nativist Protestants attacked German and Irish neighborhoods in Louisville, Kentucky, killing at least 20. In Baltimore, election violence became routine in the 1850s, with 30 dead and 350 wounded in the 1856 election alone
  • The bloodiest efforts came in the repression of Black people. The USPV lists nearly 70 incidents of political riots and assassinations in the decade after the formal cessation of hostilities, mostly in the South but including riots in Philadelphia and Indianapolis

With Giorgia Meloni, Italy's Far-Right Makes a Play for Power - 0 views

Despite having enshrined strong anti-fascist principles in its postwar constitution, Italy still has a somehow ambivalent relationship with its fascist past, and several political parties and groups have been tied, more or less openly, to that tradition

  • are the revolutions of the Arab world and its neighbourhood back? Or perhaps more accurately - did they go anywhere to begin with? How are we to read these seemingly similar uprisings reminiscent of the glorious days and nights of Tahrir Square writ large?
  • Two counter-revolutionary forces have sought to derail the Arab revolutions: the governments of regional authoritarian powers (with the help of the United States and Israel) on one side and the Islamic State of Iraq and the Levant (ISIL or ISIS) - the offspring of their geopolitical machinations - on the other.
  • Since this new wave of protests began, various attempts have been made to explain them in the context of global or local trends.  Similar demonstrations have taken place around the world and been attributed to the austerity measures of incompetent governments. In Chile, Ecuador, Argentina and elsewhere in Latin America, public anger with economic mismanagement has sent thousands of people on to the streets.

What we are witnessing today is the sustained synergy of delayed defiance, open-ended revolutions, and public happiness that in its revolutionary potential is far more enduring than the false promises a total state can deliver.

British archaeology falls prey to Turkey's nationalist drive - 0 views

  • Turkish authorities have seized possession of the country’s oldest and richest archaeobotanical and modern seed collections from the British Institute at Ankara, one of the most highly regarded foreign research institutes in Turkey, particularly in the field of archaeology. The move has sounded alarm bells among the foreign research community and is seen as part of President Recep Tayyip Erdogan’s wider xenophobia-tinged campaign to inject Islamic nationalism into all aspects of Turkish life.

None of these groups, as far as we have reason to believe, resembled the simple savages of popular imagination, unselfconscious innocents who dwelt within a kind of eternal present or cyclical dreamtime, waiting for the Western hand to wake them up and fling them into history.
