United Cities and Local Governments (UCLG) represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organisation's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Experts from around the world-in academic, business, and public sectors alike-have shown that strategically investing in communities is a critical element to long-term economic development and quality of life in the 21st century. The future of communities in Michigan and elsewhere depends on their abilities to attract and retain knowledge-based workers, entrepreneurs and growing industries. Central to attracting these important commodities is the concept of PLACE. To be successful communities must effectively develop and leverage their key human, natural, cultural and structural assets and nurture them through enacting effective public policy. That's one (long) answer.  Another one is, with a tip of the cap to Fred Kent at the Project for Public Spaces, "turning a place from one that you can't wait to get through into one that you never want to leave."  I like this one better.

"Community governance" refers to the processes for making all the decisions and plans that affect life in the community, whether made by public or private organizations or by citizens. For community governance to be effective, it must be about more than process, it also must be about getting things done in the community. And what gets done must make a difference. So, it is crucial to measure results. But what should be done, and what results should be measured? There is no standard answer. The most important results vary from one community to another, and different people within a community have different perceptions about what the community should try to improve and how success should be measured. So, it is vital to engage citizens in deciding what to do and to engage them in deciding what results to measure or what performance goals or targets to measure against. Then, when targeted results are achieved, they will be results that matter to the people of the community.

I like to think that in Melbourne a debate like the Zunz lecture would be couched in different terms. At the very least, the proposition might be something like "great urban design makes great cities" or, preferably, "great urban design makes a better city". They both recognise that it's not individual buildings that make a difference but the overall feel of the city. The latter also acknowledges that the physical environment is only one factor that contributes to making a city great.

California Common Sense is a Stanford-based nonprofit using Silicon Valley technologies to open government finances to the public, engage citizens in data-driven discourse, and catalyze a grassroots movement for more effective and efficient governance.

CACS is the first organization in history to mine California's vast records and successfully construct an organizational mapping of the several thousand agencies, departments, councils, committees, branches, sections, divisions, and subdivisions-many of them redundant-within California's executive branch. This research base and user-friendly online map will enable CACS to create the clearest case for establishing better governance.

But I think there is a deeper explanation for the persistent misreadings of Jacobs. She was the first to apply a dawning new human understanding of the natural world to cities - an understanding that even now is slow to be grasped by built environment professions. It's an understanding of "organized complexity," as she called it - the dynamic inter-relationships of systems, of processes, of self-organization.

If you read the headlines, listen to the pundits and the president, you would think that we are about to enter into a manufacturing renaissance in this country. Suddenly, it has dawned on many companies that this country might actually be a pretty good place to make things after all.
