The plan includes new and impactful steps the Administration is taking to openly and collaboratively deliver government services and to support open government efforts across the country. These efforts prioritize a citizen-centric approach to government, including improved access to publicly available data to provide everyday Americans with the knowledge and tools necessary to make informed decisions.

The Open Government Partnership is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a Steering Committee including representatives of governments and civil society organizations.

Code for America hosted Nick Hanauer and Eric Liu for a discussion of their recent book, "Gardens of the Democracy." In it, they challenge Americans to approach the world not as a machinery that needs to be perfected but as a garden that needs constant attention, discretion, and periodic weeding. "Community governance" refers to the processes for making all the decisions and plans that affect life in the community, whether made by public or private organizations or by citizens. For community governance to be effective, it must be about more than process, it also must be about getting things done in the community. And what gets done must make a difference. So, it is crucial to measure results. But what should be done, and what results should be measured? There is no standard answer. The most important results vary from one community to another, and different people within a community have different perceptions about what the community should try to improve and how success should be measured. So, it is vital to engage citizens in deciding what to do and to engage them in deciding what results to measure or what performance goals or targets to measure against. Then, when targeted results are achieved, they will be results that matter to the people of the community.

Two heads are better than one and 300 heads are better than two. In computer terminology, distributed sensing is particularly powerful at recognizing patterns, such as those that gradually take shape on a street. Besides, the government can't be in all places at all times. We make it easy and fun for everyone to see, click and fix. Engagement. Citizens who take the time to report even minor issues and see them fixed are likely to get more engaged in their local communities. It's called a self-reinforcing loop. This also makes people happy and everyone benefits from that.

Equal Citizens has one simple but incredibly important mission: to fix democracy by establishing truly equal citizenship. Once we, as a nation, have done that, we may then take on all the other challenges facing us. The good news is, since Congress created this problem, Congress can fix this problem. The legislation to do so has already been written. Now it's simply a matter of making sure Congress hears our voices and acts to make us truly equal citizens.

Rekindling Democracy, A Professional's Guide To Working In Citizen Space, convincingly argues that industrialized countries are suffering through a democratic inversion; where the doctor is assumed to be the primary producer of health; the teacher of education; the police officer of safety, and the politician of democracy. Through just the right blend of storytelling, research and original ideas Russell asserts instead that in a functioning democracy, the role of the professionals ought to be defined as that which happens after the important work of citizens is done.

At the Center for Wise Democracy we have developed a set of social innovations that offer breakthrough progress on these impossible-seeming issues. These innovations are being proven to work by citizen groups and government leaders. For example in Central Europe, government leaders are using the Wisdom Council to involve and empower citizens, build the spirit of community, break through partisan gridlock, and to leap forward difficult, impossible-seeming issues. The two-year bipartisan Commission on the Practice of Democratic Citizenship launched in 2018 to explore how best to respond to the weaknesses and vulnerabilities in our political and civic life and to enable more Americans to participate as effective citizens in a diverse 21st-century democracy. The Commission recognized that the political culture of the United States and the makeup of its population have both changed dramatically in recent decades. From "fake news" to partisan polarization to the rise of social media, the environment in which citizens gather information and engage with one another and with their government is entirely different from what it was at the turn of twenty-first century.
