Masschusetts Gov. Deval Patrick unveiled a plan to unify the state's 15 community colleges and give the board of higher education more oversight of the campuses. The plan also intends to strengthen the role of community colleges in workforce development.

Discusses plans by the Texas Higher Education Coordinating Board to adopt an outcomes-based funding formula for its community colleges and public universities. Governor Dannel P. Malloy outlined a plan to merge Connecticut's two largest higher education systems - the state university system and the community colleges - and the state's online college under a single governing board, a proposal that he says will save millions. He also is recommending that state funding to these institutions be based on graduation rates and other outcomes.
