Cheney restated his claim that "there was a relationship between al Qaeda and Iraq that stretched back 10 years. It's not something I made up. ... We know for a fact that Saddam Hussein was a sponsor -- a state sponsor -- of terror. It's not my judgment. That was the judgment of our [intelligence community] and State Department." Cheney identified former CIA Director George Tenet as the "prime source of information" on the relationship between Iraq and al Qaeda.

Tenet "testified, if you go back and check the record, in the fall of [2002] before the Senate Intelligence Committee -- in open session -- that there was a relationship," Cheney said.

He reiterated his call for President Obama to declassify documents detailing the results of "enhanced interrogations" of high-value detainees. Since Obama has already released memos detailing the interrogation methods, Cheney said, it is important to share the results of those interrogations with the public as well. "I would not ordinarily be leading the charge to declassify classified information, otherwise they wouldn't call me Darth Vader for nothing," Cheney said. But "once the [Obama] administration released the legal memos that gave the opinions that were used to guide the interrogation program, they'd given away the store. ... I [therefore] thought it was important to have the results that were gained from that interrogation program front and center as well."

On May 21, Cheney gave a full-throated defense of the Bush administration's enhanced interrogations of al Qaeda prisoners during an appearance at the conservative American Enterprise Institute. He has said that the interrogations saved the lives of "thousands, perhaps hundreds of thousands." He called the techniques the Bush administration approved "legal, essential, justified, successful and the right thing to do."

Meanwhile, at the end of a two-day summit, South Korean President Lee Myung-bak and leaders from the Association of South East Asian Nations (Asean) condemned North Korea's recent nuclear test and missile launches.

On Tuesday, Mrs. Clinton plans to attend a meeting in Honduras of the Organization of American States. Members of the group want to make an even clearer break with the past by moving to readmit Cuba, which the organization expelled in 1962, citing its alliance with the Communist bloc. Mrs. Clinton has fended off calls for Cuba to be offered membership until Havana moves to accept the group’s democratic principles. On Sunday, she reiterated that the United States would oppose the efforts of several Latin American countries to immediately reinstate Cuba.“We believe that membership in the O.A.S. comes with responsibility, and that we must all hold each other accountable,” she said. Cuba, for its part, has said it has no interest in returning to an organization that the official newspaper Granma referred to recently as “that decrepit old house of Washington.”

A Sunni opposition group known as Jundullah (God's Soldiers), which Iran links to al-Qaida and the US, claimed responsibility for the mosque bomb.

The Saudi-owned al-Arabiya television said a man claiming to represent Jundullah called it saying the bombing was a suicide attack aimed at Basiji forces, a religious militia, that were meeting in the mosque to co-ordinate election strategy.

Iran's leaders have repeatedly blamed US and Israeli "spy agencies" for arming and assisting insurgent groups, including dissident Kurds living in western Iran. They say the aim is to destabilise Iran and promote regime change.

Ayatollah Ali Khamenei, Iran's supreme leader and a strong, public backer of President Mahmoud Ahmadinejad's bid to win a second term, added his weight to the claims. "No one can doubt that the hands of … some interfering powers and their spying services are bloodied by the blood of the innocent," he said.

Major General Hassan Firouzabadi, Iran's armed forces chief of staff, also blamed outside forces, pointing the finger at Britain in particular. "The attempts made by colonialism, Zionism and on top of them England for sowing discord between Shias and Sunnis have yielded no result," he said.

Any direct or indirect US involvement in fomenting pre-election tensions is considered unlikely, given Obama's new policy of engagement with Iran. Israel, which believes Iran poses an existential threat, takes a harder line.

Unconfirmed reports published in the US last year said the Bush administration obtained $400m in "off-the-books" congressional funding to finance covert operations aimed at assisting minority Ahwazi Arab and Baluchi groups and other dissident organisations inside Iran. It is unclear whether these alleged operations have continued since Obama took office.

The special representative for North Korea policy, Stephen W. Bosworth, is a well-regarded diplomat and a former ambassador to South Korea. But he divides his time between this assignment and the Fletcher School of Law and Diplomacy at Tufts University, where he is dean.

Kurt M. Campbell, an Asia security expert nominated to become the assistant secretary of state for East Asian and Pacific affairs, is likely to play a significant role. But he has not yet been confirmed.

Among the other influential players on North Korea policy, officials said, are James B. Steinberg, deputy secretary of state, and Jeffrey A. Bader, senior director for Asian affairs on the National Security Council.

In the past, no one US department was responsible for cyber-security, resulting in poor communication and co-ordination, he said. The new cyber-security office will be a multi-billion dollar effort designed to restrict access to government computers and to protect systems - such as those that run the stock exchange and air traffic control - that keep the country going.

The Obama administration is also expected to create a new cyber command at the Pentagon with the dual task of eradicating potential vulnerabilities in America's sensitive computer networks, while simultaneously creating ways to exploit them in the systems of potential enemies. An influential study published last year suggested that having an offensive computer warfare capability would have a deterrent effect against would-be attackers.

"I announce that ... those who committed the bombing are neither Shiite nor Sunni. They are Americans and Israelis" who want to stoke sectarian conflict in the country, Iranian Interior Minister Sadeq Mahsouli said on the ministry's Web site. Jalal Sayyah, a senior security official in Zahedan, said 145 people were injured in the bombing and three suspects have been detained. "Hire of the terrorists by the US was verified based on investigation," Sayyah told The Associated Press.

Sayyah did not say whether the terrorists belonged to a specific group. In 2007, Jundallah, or God's Brigade, killed 11 members of Iran's elite Revolutionary Guards in Zahedan.

"We will not stand idly by as North Korea builds the capability to wreak destruction on any target in the region or on us," Mr Gates added. However, he said he did not consider North Korea to be a direct military threat to the US "at this point". He insisted the next step in negating Pyongyang's ambitions would be political, not military.

Some of Mr Gates' words were echoed by Ma Xiaotian, deputy chief of general staff of China's People's Liberation Army. "Our stand on the issue is consistent. We are resolutely opposed to nuclear proliferation. "Our view is that the Korean peninsula should move towards denuclearisation," Mr Ma told the summit. "Our hope is that all parties concerned will remain cool-headed and take measures to address the problem."

Before Mr Gates spoke, defence officials in Washington said US satellite photos had revealed vehicle activity at a site in North Korea used to fire long-range missiles.

On Friday, Pyongyang also fired a short-range missile off its east coast, and warned of "self-defence" measures if the UN Security Council imposed sanctions over what it says was a successful nuclear test carried out earlier in the week.

The hardline communist state, under President Kim Jong-il, has threatened military action against the South after Seoul's decision to join a US-led Proliferation Security Initiative (PSI), under which North Korean ships could be stopped and searched. US and South Korean troops are currently on high alert after the North said it was no longer bound by the truce that ended the Korean war in 1953. Pyongyang says Seoul's decision to join the PSI is tantamount to an act of war.

"It has been confirmed that those behind the terrorist act in Zahedan were hired by America and the arrogance's other hands," Sayyah told the semi-official Fars News Agency.

A bomb attack in Zahedan in early 2007 which killed 18 Revolutionary Guards was claimed by Jundollah (God's Soldiers), an insurgent group that says it is fighting for the rights of Iran's Sunni minority but which Tehran says is part of al Qaeda.

Defense analyst Paul Beaver said it was "highly unlikely" that the U.S. administration of President Barack Obama, who is seeking to engage Tehran diplomatically after three decades of mutual mistrust, would support Sunni insurgents in Iran.

In April, Iran's intelligence minister said it had arrested a group of people linked to Israel who were planning bombings ahead of the June 12 election, in which hardline President Mahmoud Ahmadinejad is seeking a second four-year term.

The explosion, which some officials and media suggested was a suicide bombing, took place on a religious holiday in the mainly Shi'ite Muslim country. More than 80 people were wounded.

"The terrorists, who were equipped by America in one of our neighboring countries, carried out this criminal act in their efforts to create religious conflict and fear and to influence the presidential election," Sayyah told state radio.

Speaking at the Andersen US Air Force base, Mr Gates said he saw no need to increase troop levels in South Korea from the current total of 28,000. "I am not aware of any military moves in the North, that are out of the ordinary at least," he said.

In some areas of the West Bank, Palestinians are surviving on as little as 10 to 15 litres a person each day, which is at or below humanitarian disaster response levels recommended to avoid epidemics. In Gaza, where Palestinians rely on an aquifer that has become increasingly saline and polluted, the situation is worse. Only 5%-10% of the available water is clean enough to drink.

Gidon Bromberg, the Israeli head of Friends of the Earth Middle East, said there was a clear failure to meet basic water needs for both Israelis and Palestinians, and that Israelis were taking "the lion's share".

In Gaza, the continued Israeli economic blockade played a key role in preventing maintenance and construction of sewage and water projects. In the West Bank, Israeli military controls over the Palestinians were a factor, with Palestinians still waiting for approval on 143 water projects.

Yossi Dreisen, a former official and now adviser at the Israeli water authority, disputed the Bank's findings and said many remarks in the report were "not correct". He produced figures suggesting Israeli water consumption per person had fallen since 1967, when Israel captured and occupied the West Bank, while Palestinian consumption had risen.
