Not a showstopper, but it puzzled me for months and I think I just realised the cause of the bug.
1. at a group home page
2. for a bookmark that is
> Tags: no_tag
3. Edit
4. type some tags
5. click Submit
6. click one of the new tags
AFAICT it's here that the bug bites.
Workaround is probably to reload the page at which the tag has been added (typically by browsing back one page) and repeat the click, so the bug is minor. Ajax?
I quite often find Diigo leading me to nonexistent venues such as
http://groups.diigo.com/undefined/bookmark/tag/install
Note the …/undefined/… within the path.

Entry of a first tag does not reproduce the issue; in standard mode the entry does not appear until after a reload of the page.
Resolution
Addition of a second tag, followed by a click on the tag, confirms that this bug
