Well I will give an answer that will be accused of straddling the fence, but I think it is accurate for me.
My answer is that it depends on the context. If I am doing research and I want to present something is of higher caliber and quality (i.e. goodness) then I will star it in that context. Incidentally, in this circumstance, my star rating is permanent, because the "goodness" does not change, unless I find something better or I learn something new that calls into question the quality of the content. On the other hand, if I am faced with an e-mail or someone sends me a bookmark that is timely and requires my action, then I will star it for importance, meaning "do not forget about this". In this case, the star rating is transitory and may be lifted over time.
To me a star means interesting. In my mind nothing stays starred forever.
