AFAICT priority is always given to services that are critical for:
* creation of bookmarks * edition of bookmarks * highlighting * sticking notes to highlights * adding comments to pages * floating notes across pages * etc., http://www.diigo.com/index reminds us of the core feature set of Diigo.
Looking ahead: we should expect cache-related services to gain priority. (User-specific caches were a feature of Furl before it closed.)
