In U.S., Far More Support Than Oppose Separation of Church and State | Pew Research Center - 0 views

  • Would the U.S. not have done better if it had recognized earlier that the disease spread through the air rather than in droplets? Would it not have done better if it hadn’t bungled the rollout of a Covid test in the early months?
  • McLean: Everything that you mentioned — the point of the book is that those were set by the time the pandemic hit.
  • in retrospect, what we were doing was to try to delay as much spread as we could until people got vaccinated. All the things that we did in 2020 were functionally serving or trying to serve that purpose. Now, given that, how can you say that none of that work saved lives?
  • McLean: I think that the test failure was baked into the way that the C.D.C. had come to operate
  • But the big question I really want to ask is this one: According to the C.D.C., we’ve had almost 1.2 million deaths from Covid. Excess mortality is nearly 1.4 million. Is it really your contention that there was nothing we might’ve done that brought that total down to 1.1 million, for instance, or even 900,000?
  • McLean: It’s very — you’re right. If you went through each and every thing and had a crystal ball and you could say, this could have been done, this could have been moved up by a month, we could have gotten PPE …
  • When I came to that sentence, I thought of it in terms of human behavior: What will humans put up with? What will humans stand for? How do Americans act? And you’ve written about Sweden being sort of average, and you’ve written about China and the Chinese example. They lock people up for two years and suddenly the society just revolts. They will not take it anymore. They can’t stand it. And as a result, a million and a half people die in a month and a half.
  • Well, I would tell that story very differently. For me, the problem is that when China opened up, they had fully vaccinated just under two-thirds of their population over 80. So to me, it’s not a failure of lockdowns. It’s a failure of vaccinations. If the Chinese had only achieved the same elderly vaccination rate as we achieved — which by global standards was pretty poor — that death toll when they opened up would have been dramatically lower.
  • What do you mean by “lockdown,” though? You use the word throughout the book and suggest that China was the playbook for all countries. But you also acknowledge that what China did is not anything like what America did.
  • Disparities in health care access — is it a dangerous fiction to think we might address that? You guys are big champions of Operation Warp Speed — would it not have been better if those vaccines had been rolled out to the public in nine months, rather than 12
  • . But this isn’t “lockdown” like there were lockdowns in China or even Peru. It’s how we tried to make it safer to go out and interact during a pandemic that ultimately killed a million Americans.
  • McLean: I think that you’re absolutely right to focus on the definition of what a lockdown is and how we implemented them here in this country. And I think part of the problem is that we implemented them in a way that allowed people who were well off and could work from home via Zoom to be able to maintain very much of their lives while other people couldn’t
  • And I think it depends on who you were, whether you would define this as a lockdown or not. If you were a small business who saw your small business closed because of this, you’re going to define it as a lockdown.
  • n the book you’re pretty definitive. You write, “maybe the social and economic disasters that lockdowns created would have been worth it if they had saved lives, but they hadn’t.” How can you say that so flatly?
  • I think there are still open questions about what worked and how much. But the way that I think about all of this is that the most important intervention that anybody did anywhere in the world was vaccination. And the thing that determined outcomes most was whether your first exposure came before or after vaccination.
  • Here, the shelter-in-place guidelines lasted, on average, five to seven weeks. Thirty nine of the 40 states that had issued them lifted them by the end of June, three months in. By the summer, according to Google mobility data, retail and grocery activity was down about 10 percent. By the fall, grocery activity was only down about 5 percent across the country
  • Nocera: Well, on some level, I feel like you’re trying to have it both ways. On the one hand, you’re saying that lockdowns saved lives. On the other hand, you said they weren’t real lockdowns because everybody was out and about.
  • I don’t think that’s having it both ways. I’m trying to think about these issues on a spectrum rather than in binaries. I think we did interrupt our lives — everybody knows that. And I think they did have an effect on spread, and that limiting spread had an effect by delaying infections until after vaccination.
  • Nocera: Most of the studies that say lockdowns didn’t work are really less about Covid deaths than about excess mortality deaths. I wound up being persuaded that the people who could not get to the hospital, because they were all working, because all the doctors were working on Covid and the surgical rooms were shut down, the people who caught some disease that was not Covid and died as a result — I wound up being persuaded about that.
  • We’re in a pandemic. People are going to die. And then the question becomes, can we protect the most vulnerable? And the answer is, we didn’t protect the most vulnerable. Nursing homes were a complete disaster.
  • There was a lot of worry early on about delayed health care, and about cancer in particular — missed screenings, missed treatments. But in 2019, we had an estimated 599,600 Americans die of cancer. In 2020, it was 602,000. In 2021, it was 608,000. In 2022, it was 609,000.
  • Nocera: See, it went up!But by a couple of thousand people, in years in which hundreds of thousands of Americans were dying of Covid.
  • Nocera: I think you can’t dispute the excess mortality numbers.I’m not. But in nearly every country in the world the excess mortality curves track so precisely with Covid waves that it doesn’t make sense to talk about a massive public health problem beyond Covid. And when you add all of these numbers up, they are nowhere near the size of the footfall of Covid. How can you look back on this and say the costs were too high?
  • Nocera: I think the costs were too high because you had school costs, you had economic costs, you had social costs, and you had death.
  • McLean: I think you’re raising a really good point. We’re making an argument for a policy that might not have been doable given the preconditions that had been set. I’m arguing that there were these things that had been put in place in our country for decades leading up to the pandemic that made it really difficult for us to plant in an effective way, from the outsourcing of our PPE to the distrust in our health care system that had been created by people’s lack of access to health care with the disparities in our hospital system.
  • How would you have liked to see things handled differently?Nocera: Well, the great example of doing it right is San Fran
  • I find the San Francisco experience impressive, too. But it was also a city that engaged in quite protracted and aggressive pandemic restrictions, well beyond just protecting the elderly and vulnerable.
  • McLean: But are we going to go for stay-at-home orders plus protecting vulnerable communities like San Francisco did? Or simply letting everybody live their lives, but with a real focus on the communities and places like nursing homes that were going to be affected? My argument is that we probably would’ve been better off really focusing on protecting those communities which were likely to be the most severely affected.
  • I agree that the public certainly didn’t appreciate the age skew, and our policy didn’t reflect it either. But I also wonder what it would mean to better protect the vulnerable than we did. We had testing shortages at first. Then we had resistance to rapid testing. We had staff shortages in nursing homes.
  • Nocera: This gets exactly to one of our core points. We had spent 30 years allowing nursing homes to be owned by private equity firms that cut the staff, that sold the land underneath and added all this debt on
  • I hear you saying both that we could have done a much better job of protecting these people and that the systems we inherited at the outset of the pandemic would’ve made those measures very difficult, if not impossible, to implement.
  • But actually, I want to stop you there, because I actually think that that data tells the opposite story.
  • And then I’m trying to say at the same time, but couldn’t we have done something to have protected people despite all of that?
  • I want to talk about the number of lives at stake. In the book, you write about the work of British epidemiologist Neil Ferguson. In the winter of 2020, he says that in the absence of mitigation measures and vaccination, 80 percent of the country is going to get infected and 2.2 million Americans are going to die. He says that 80 percent of the U.K. would get infected, and 510,000 Brits would die — again, in the abs
  • In the end, by the time we got to 80 percent of the country infected, we had more than a million Americans die. We had more than 200,000 Brits die. And in each case most of the infections happened after vaccination, which suggests that if those infections had all happened in a world without vaccines, we almost certainly would have surpassed two million deaths in the U.S. and almost certainly would’ve hit 500,000 deaths in the U.K.
  • In the book, you write about this estimate, and you endorse Jay Bhattacharya’s criticism of Ferguson’s model. You write, “Bhattacharya got his first taste of the blowback reserved for scientists who strayed from the establishment position early. He co-wrote an article for The Wall Street Journal questioning the validity of the scary 2 to 4 percent fatality rate that the early models like Neil Ferguson’s were estimating and that were causing governments to panic. He believed, correctly as it turns out, that the true fatality rate was much lower.”
  • Nocera: I know where you’re going with this, because I read your story about the nine pandemic narratives we’re getting wrong. In there, you said that Bhattacharya estimated the fatality rate at 0.01 percent. But if you actually read The Wall Street Journal article, what he’s really saying is I think it’s much lower. I’ve looked at two or three different possibilities, and we really need some major testing to figure out what it actually is, because I think 2 percent to 4 percent is really high.
  • He says, “if our surmise of 6 million cases is accurate, that’s a mortality rate of 0.01%. That is ⅒th the flu mortality rate of 0.1%.” An I.F.R. of 0.01 percent, spread fully through the American population, yields a total American death toll of 33,000 people. We have had 1.2 million deaths. And you are adjudicating this dispute, in 2023, and saying that Neil was wrong and Jay was right.
  • hird, in the Imperial College report — the one projecting two million American deaths — Ferguson gives an I.F.R. estimate of 0.9 percent.
  • Bhattacharya’s? Yes, there is some uncertainty around the estimate he offers. But the estimate he does offer — 0.01 percent — is one hundred times lower than the I.F.R. you yourselves cite as the proper benchmark.
  • Nocera: In The Wall Street Journal he does not say it’s 0.01. He says, we need to test to find out what it is, but it is definitely lower than 2 to 4 percent.
  • Well, first of all, the 2 percent to 4 percent fatality rate is not from Neil Ferguson. It’s from the W.H.O.
  • But I think that fundamentally, at the outset of the pandemic, the most important question orienting all of our thinking was, how bad could this get? And it turns out that almost all of the people who were saying back then that we shouldn’t do much to intervene were extremely wrong about how bad it would be
  • The argument then was, more or less, “We don’t need to do anything too drastic, because it’s not going to be that big a deal.” Now, in 2023, it’s the opposite argument: “We shouldn’t have bothered with restrictions, because they didn’t have an impact; we would have had this same death toll anyway.” But the death toll turned out to be enormous.
  • Now, if we had supplied all these skeptics with the actual numbers at the outset of the pandemic, what kind of audience would they have had? If instead of making the argument against universal mitigation efforts on the basis of a death toll of 40,000 they had made the argument on the basis of a death toll of more than a million, do you think the country would’ve said, they’re right, we’re doing too much, let’s back off?
  • McLean: I think that if you had gone to the American people and said, this many people are going to die, that would’ve been one thing. But if you had gone to the American people and said, this many people are going to die and a large percentage of them are going to be over 80, you might’ve gotten a different answer.
  • I’m not arguing we shouldn’t have been trying to get a clearer sense of the true fatality rate, or that we shouldn’t have been clearer about the age skew. But Bhattacharya was also offering an estimate of fatality rate that turned out to be off by a factor of a hundred from the I.F.R. that you yourselves cite as correct. And then you say that Bhattacharya was right and Ferguson was wrong.
  • And you, too, Joe, you wrote an article in April expressing sympathy for Covid skeptics and you said ——Nocera: This April?No, 2020.Nocera: Oh, oh. That’s the one where I praised Alex Berenson.You also cited some Amherst modeling which said that we were going to have 67,000 to 120,000 American deaths. We already had, at that point, 60,000. So you were suggesting, in making an argument against pandemic restrictions, that the country as a whole was going to experience between 7,000 and 60,000 additional deaths from that point.
  • when I think about the combination of the economic effects of mitigation policies and just of the pandemic itself and the big fiscal response, I look back and I think the U.S. managed this storm relatively well. How about each of you?
  • in this case, Congress did get it together and did come to the rescue. And I agree that made a ton of difference in the short term, but the long-term effects of the fiscal rescue package were to help create inflation. And once again, inflation hits those at the bottom of the socioeconomic distribution much harder than it does those at the top. So I would argue that some of what we did in the pandemic is papering over these long-term issues.
  • I think as with a lot of the stuff we’ve talked about today, I agree with you about the underlying problems. But if we take for granted for a moment that the pandemic was going to hit us, when it did, under the economic conditions it did, and then think about the more narrow context of whether, given all that, we handled the pandemic well. We returned quickly to prepandemic G.D.P. trends, boosted the wealth of the bottom half of the country, cut child poverty in half, pushed unemployment to historical lows.
  • What sense do you make of the other countries of the world and their various mitigation policies? Putting aside China, there’s New Zealand, Australia, South Korea — these are all places that were much more aggressive than the U.S. and indeed more than Europe. And had much, much better outcomes.
  • Nocera: To be perfectly honest, we didn’t really look, we didn’t really spend a lot of time looking at that.
  • McLean: But one reason that we didn’t is I don’t think it tells us anything. When you look at who Covid killed, then you have to look at what the pre-existing conditions in a country were, what percentage of its people are elderly. How sick are people with pre-existing conditions?
  • I just don’t think there’s a comparison. There’s just too many factors that influence it to be able to say that, to be able to compare America to any other country, you’d have to adjust for all these factors.
  • But you do spend a bit of time in the book talking about Sweden. And though it isn’t precisely like-for-like, one way you can control for some of those factors is grouping countries with their neighbors and other countries with similar profiles. And Sweden’s fatality rate in 2020 was 10 times that of Norway, Finland and Iceland. Five times that of Denmark. In the vaccination era, those gaps have narrowed, but by most metrics Sweden has still done worse, overall, than all of those countries.
  • On the matter of omniscience. Let’s say that we can send you back in time. Let’s put you both in charge of American pandemic response, or at least American communication about the pandemic, in early 2020. What would you want to tell the country? How would you have advised us to respond?
  • McLean: What I would want is honesty and communication. I think we’re in a world that is awash in information and the previous methods of communication — giving a blanket statement to people that may or may not be true, when you know there’s nuance underneath it — simply doesn’t work anymore
  • o I would’ve been much more clear — we think masks might help, we don’t know, but it’s not that big of an ask, let’s do it. We think the early data coming out of Italy shows that these are the people who are really, really at risk from Covid, but it’s not entirely clear yet. Maybe there is spread in schools, but we don’t know. Let’s look at this and keep an open mind and look at the data as it comes in.

  • The same entreaties crop up again and again: We need to root out conflicts. We need more precise evidence. What makes these arguments so powerful is that they sound quite similar to the points raised by proponents of a very different call for change that’s coming from within science.

  • Any given study can rarely answer more than one question at a time, and each study usually raises a bunch of new questions in the process of answering old ones. “Science is a process rather than an answer,” said psychologist Alison Ledgerwood of the University of California, Davis. Every answer is provisional and subject to change in the face of new evidence. It’s not entirely correct to say that “this study proves this fact,” Ledgerwood said. “We should be talking instead about how science increases or decreases our confidence in something.”

  • One major study addressing this topic was conducted in England, where a national Holocaust-education mandate has been in place for more than 20 years. In 2016, researchers at University College London’s Centre for Holocaust Education published a survey of more than 8,000 English secondary-school students, including 244 whom they interviewed at length.

On cable television, almost every news and commentary channel is a recognizable identity territory—Fox/ right; MSNBC/left; CNN/left. In the print media our two great national newspapers are the liberal New York Times and the conservative Wall Street Journal (especially in the editorial pages). The Pulitzer Prize and MacArthur Grants are left; the Bradley Prize is right. The blogosphere is notoriously divided by political stripe. And then there are “red” and “blue” states, cities, towns, and even neighborhoods. At election time, Americans can see on television a graphic of their culture war: those blue and red electoral maps that give us a virtual topography of political identity.

After all, ideologies project idealized images of the near-perfect America that they promise to deliver. Over the past couple of decades in America, the enduring, complicated divides of ideology, geography, party, class, religion, and race have mutated into something deeper, simpler to map, and therefore much more ominous. I don’t just mean the rise of political polarization (although that’s how it often expresses itself), nor the rise of political violence (the domestic terrorism of the late 1960s and ’70s was far worse), nor even this country’s ancient black-white racial conflict (though its potency endures).
  • I mean a new and compounding combination of all these differences into two coherent tribes, eerily balanced in political power, fighting not just to advance their own side but to provoke, condemn, and defeat the other.
  • I mean two tribes whose mutual incomprehension and loathing can drown out their love of country, each of whom scans current events almost entirely to see if they advance not so much their country’s interests but their own. I mean two tribes where one contains most racial minorities and the other is disproportionately white; where one tribe lives on the coasts and in the cities and the other is scattered across a rural and exurban expanse; where one tribe holds on to traditional faith and the other is increasingly contemptuous of religion altogether; where one is viscerally nationalist and the other’s outlook is increasingly global; where each dominates a major political party; and, most dangerously, where both are growing in intensity as they move further apart.

  • The project of American democracy — to live beyond such tribal identities, to construct a society based on the individual, to see ourselves as citizens of a people’s republic, to place religion off-limits, and even in recent years to embrace a multiracial and post-religious society — was always an extremely precarious endeavor. It rested, from the beginning, on an 18th-century hope that deep divides can be bridged by a culture of compromise, and that emotion can be defeated by reason.

For the overwhelming majority of our time on this planet, the tribe was the only form of human society.   • The founders were suspicious of political parties altogether — but parties defined by race and religion and class and geography? I doubt they’d believe a republic could survive that, and they couldn’t and didn’t foresee it. In fact, as they conceived of a new society that would protect the individual rights of all humanity, they explicitly excluded a second tribe among them: African-American slaves
  • But it did happen here, on a fault line that closely resembles today’s tribal boundary.
  • in the first half of the 20th century, with immigration sharply curtailed after 1924, the world wars acted as great unifiers and integrators. Our political parties became less polarized by race, as the FDR Democrats managed to attract more black voters as well as ethnic and southern whites. By 1956, nearly 40 percent of black voters still backed the GOP.
  • The re-racialization of our parties began with Barry Goldwater’s presidential campaign in 1964, when the GOP lost almost all of the black vote. It accelerated under Nixon’s “southern strategy” in the wake of the civil-rights revolution. By Reagan’s reelection, the two parties began to cohere again into the Civil War pattern, and had simply swapped places.
  • The greatest threat to a politician today therefore is less a candidate from the opposing party than a more ideologically extreme primary opponent. The incentives for cross-tribal compromise have been eviscerated, and those for tribal extremism reinforced.
  • When it actually came to undoing the reform earlier this year, the GOP had precious little intellectual capital to fall back on, no alternative way to keep millions insured, no history of explaining to voters outside their own tribe what principles they were even trying to apply.
  • Add to this the great intellectual sorting of America, in which, for generations, mass college education sifted countless gifted young people from the heartland and deposited them in increasingly left-liberal universities and thereafter the major cities, from which they never returned, and then the shifting of our economy to favor the college-educated, which only deepened the urban-rural divide.
  • The myths that helped us unite as a nation began to fray. We once had a widely accepted narrative of our origins, shared icons that defined us, and a common pseudo-ethnicity — “whiteness” — into which new immigrants were encouraged to assimilate.

In the last decade, the gap in Christian identification between Democrats and Republicans has increased by 50 percent. In 2004, 44 percent of Latinos voted Republican for president; in 2016, 29 percent did. Forty-three percent of Asian-Americans voted Republican in 2004; in 2016, 29 percent did. Since 2004, the most populous urban counties have also swung decisively toward the Democrats, in both blue and red states, while rural counties have shifted sharply to the GOP

Republicans cannot own the fact that big tax cuts have not trickled down, or that President Bush authorized the brutal torture of prisoners, thereby unequivocally committing war crimes.

Even if one does not deny that the crime has happened, even if one knows that it is exactly the same crime as one has condemned in some other case … still one cannot feel that it is wrong.” That is as good a summary of tribalism as you can get, that it substitutes a feeling — a really satisfying one — for an argument.

  • Or take the current promiscuous use of the term “white supremacist.” We used to know what that meant. It meant advocates and practitioners of slavery, believers in the right of white people to rule over all others, subscribers to a theory of a master race, Jim Crow supporters, George Wallace voters.

  • In fact, the person best positioned to get us out of this tribal trap would be … well … bear with me … Trump. The model would be Bill Clinton, the first president to meet our newly configured divide. Clinton leveraged the loyalty of Democrats thrilled to regain the White House in order to triangulate toward centrist compromises with the GOP. You can argue about the merits of the results, but he was able to govern, to move legislation forward, to reform welfare, reduce crime, turn the deficit into a surplus, survive impeachment, and end his term a popular president.
  • The Democrats are now, surprisingly, confronting a choice many thought they would only face in a best-case-scenario midterm election, and their political calculus is suddenly much more complicated than pure resistance. Might the best interest of the country be served by working with Trump? And if they do win the House in 2018, should they seek to destroy Trump’s presidency, much like GOP leaders in Congress chose to do with Obama? Should they try to end it through impeachment, as the GOP attempted with Bill Clinton? Or could they try to moderate the tribal divide?
  • if the Democrats try to impeach a president who has no interest in the stability or integrity of our liberal democracy, and if his base sees it, as they will, as an Establishment attempt at nullifying their vote, are we really prepared to handle the civil unrest and constitutional crisis that would almost certainly follow?
  • Tribalism is not a static force. It feeds on itself. It appeals on a gut level and evokes emotions that are not easily controlled and usually spiral toward real conflict. And there is no sign that the deeper forces that have accelerated this — globalization, social atomization, secularization, media polarization, ever more multiculturalism — will weaken
  • But we should not delude ourselves that this is all a Trump problem.
  • As utopian as it sounds, I truly believe all of us have to at least try to change the culture from the ground up. There are two ideas that might be of help, it seems to me. The first is individuality.

  • A few years ago, I decided to travel around America visiting sites that are grappling—or refusing to grapple—with America’s history of slavery. I went to plantations, prisons, cemeteries, museums, memorials, houses, and historical landmarks. As I traveled, I was moved by the people who have committed their lives to telling the story of slavery in all its fullness and humanity. And I was struck by the many people I met who believe a version of history that rests on well-documented falsehoods.
  • For so many of them, history isn’t the story of what actually happened; it is just the story they want to believe. It is not a public story we all share, but an intimate one, passed down like an heirloom, that shapes their sense of who they are. Confederate history is family history, history as eulogy, in which loyalty takes precedence over truth.
  • “I don’t mind that they come on Memorial Day and put Confederate flags on Confederate graves. That’s okay,” she said. “But as far as I’m concerned, you don’t need a Confederate flag on—” She stumbled over a series of sentences I couldn’t follow. Then she collected herself and took a deep breath. “If you’re just talking about history, it’s great, but these folks are like, ‘The South shall rise again.’ It’s very bothersome.”

  • She told me that she’d attended a Sons of Confederate Veterans event once but wouldn’t again. “These folks can’t let things go. I mean, it’s not like they want people enslaved again, but they can’t get over the fact that history is history.”
  • I thought about friends of mine who have spent years fighting to have Confederate monuments removed. Many of them are teachers committed to showing their students that we don’t have to accept the status quo. Others are parents who don’t want their kids to grow up in a world where enslavers loom on pedestals. And many are veterans of the civil-rights movement who laid their bodies on the line, fighting against what these statues represented. None of them, I thought as I looked at the smile on Gramling’s face, is a terrorist.
  • Gramling then turned his attention to the present-day controversy about Confederate monuments—to the people who are “trying to take away our symbols.” In 2019, according to a report from the Southern Poverty Law Center, there were nearly 2,000 Confederate monuments, place names, and other symbols in public spaces across the country. A follow-up report after last summer’s racial-justice protests found that more than 160 of those symbols had been removed or renamed in 2020.
  • Gramling said that this was the work of “the American ISIS.” He looked delighted as the crowd murmured its affirmation. “They are nothing better than ISIS in the Middle East. They are trying to destroy history they don’t like.”
  • Founded in 1896, the Sons of Confederate Veterans describes itself as an organization of about 30,000 that aims to preserve “the history and legacy of these heroes, so future generations can understand the motives that animated the Southern Cause.” It is the oldest hereditary organization for men who are descendants of Confederate soldiers. I was wary of going to the celebration alone, so I asked my friend William, who is white, to come with me.
  • That myth tried to rewrite U.S. history, and my visit to Blandford showed how, in so many ways, it had succeeded.
  • It was then, in the late 1800s, that the myth of the Lost Cause began to take hold. The myth was an attempt to recast the Confederacy as something predicated on family and heritage rather than what it was: a traitorous effort to extend the bondage of millions of Black people. The myth asserts that the Civil War was fought by honorable men protecting their communities, and not about slavery at all.
  • The early 1900s saw a boom in Confederate-monument building. The monuments were meant to reinforce white supremacy in an era when Black communities were being terrorized and Black social and political mobility impeded. They were also intended to teach new generations of white southerners that the cause their ancestors had fought for was just.
  • “I think everybody should learn the truth,” Jeff said, wiping the sweat from his forehead.“What is that truth?” I asked.
  • The Louisville Daily Courier, for example, warned nonslaveholding white southerners about the slippery slope of abolition: “Do they wish to send their children to schools in which the negro children of the vicinity are taught? Do they wish to give the negro the right to appear in the witness box to testify against them?” The paper threatened that Black men would sleep with white women and “amalgamate together the two races in violation of God’s will.”
  • “Everybody always hears the same things: ‘It’s all about slavery.’ And it wasn’t,” he said. “It was about the fact that each state had the right to govern itself.”He pointed to a tombstone about 20 yards away, telling me it belonged to a “Black gentleman” named Richard Poplar. Jeff said Poplar was a Confederate officer who was captured by the Union and told he would be freed if he admitted that he’d been forced to fight for the South. But he refused.
  • But the reality is that Black men couldn’t serve in the Confederate Army. And an 1886 obituary suggests that Poplar was a cook for the soldiers, not someone engaged in combat.
  • Some people say that up to 100,000 Black soldiers fought for the Confederate Army, in racially integrated regiments. No evidence supports these claims, as the historian Kevin M. Levin has pointed out, but appropriating the stories of men like Poplar is a way to protect the Confederacy’s legacy. If Black soldiers fought for the South, how could the war have been about slavery? How could it be considered racist now to fly the Dixie flag?
  • I asked Jeff whether he thought slavery had played a role in the start of the Civil War. “Oh, just a very small part. I mean, we can’t deny it was there. We know slave blocks existed.” But only a small number of plantations even had slaves, he said.It was a remarkable contortion of history, reflecting a century of Lost Cause propaganda.
  • Two children ran behind me, chasing a ball. Jeff smiled. He told me that he doesn’t call it the “Civil War,” because that distorts the truth. “We call it the ‘War Between the States’ or ‘of Northern Aggression’ against us,” he said. “Southern people don’t call it the Civil War, because they know it was an invasion … If you stayed up north, ain’t nothing would’ve happened.”
  • I asked him what he believed the cause of the Civil War had been. “How do I put this gently?” he said. “People are not as educated as they should be.” They’re taught that “these men were fighting to keep slavery legal, and if that’s what you grow up believing, you’re looking at people like me wearing this uniform: ‘Oh, he’s a racist.’ ” He said he’d done a lot of research and decided the war was much more complicated.
  • I thought that scenario was unlikely; cities have spent millions of dollars on police protection for white nationalists and neo-Nazis, people far more extreme than the Sons of Confederate Veterans. I found it a little ironic that these monuments had been erected in part to instill fear in Black communities, and now Jason was the one who felt scared.
  • The typical Confederate soldier hadn’t been fighting for slavery, he argued. “The average age was 17 to 22 for a Civil War soldier. Many of them had never even seen a Black man. The rich were the ones who had slaves. They didn’t have to fight. They were draft-exempt. So these men are going to be out here and they’re going to be laying down their lives and fighting and going through the hell of camp life—the lice, the rats, and everything else—just so this rich dude in Richmond, Virginia, or Atlanta, Georgia, or Memphis, Tennessee, can have some slaves? That doesn’t make sense … No man would do that.”
  • But the historian Joseph T. Glatthaar has challenged that argument. He analyzed the makeup of the unit that would become Lee’s Army of Northern Virginia and pointed out that “the vast majority of the volunteers of 1861 had a direct connection to slavery.” Almost half either owned enslaved people or lived with a head of household who did, and many more worked for slaveholders, rented land from them, or had business relationships with them.
  • Many white southerners who did not own enslaved people were deeply committed to preserving the institution. The historian James Oliver Horton wrote about how the press inundated white southerners with warnings that, without slavery, they would be forced to live, work, and inevitably procreate with their free Black neighbors.
  • I don’t know if it’s true or not, but I like it”—I kept coming back to Gramling’s words. That comment was revealing. Many places in the South claim to be the originator of Memorial Day, and the story is at least as much a matter of interpretation as of fact. According to the historian David Blight, the first Memorial Day ceremony was held in Charleston, South Carolina, in May 1865, when Black workmen, most of them formerly enslaved, buried and commemorated fallen Union soldiers.
  • The proposition of equality with Black people was one that millions of southern white people were unwilling to accept. The existence of slavery meant that, no matter your socioeconomic status, there were always millions of people beneath you. As the historian Charles Dew put it, “You don’t have to be actively involved in the system to derive at least the psychological benefits of the system.”
  • Once one of the most successful sugarcane enterprises in all of Louisiana, the Whitney is surrounded by a constellation of former plantations that host lavish events—bridal parties dancing the night away on land where people were tortured, taking selfies in front of the homes where enslavers lived. Visitors bask in nostalgia, enjoying the antiques and the scenery. But the Whitney is different. It is the only plantation museum in Louisiana with an exclusive focus on enslaved people. The old plantation house still stands—alluring in its decadence—but it’s not there to be admired. The house is a reminder of what slavery built, and the grounds are a reminder of what slavery really meant for the men, women, and children held in its grip.
  • Like Blandford, the Whitney also has a cemetery, of a kind. A small courtyard called the Field of Angels memorializes the 2,200 enslaved children who died in St. John the Baptist Parish from 1823 to 1863. Their names are carved into granite slabs that encircle the space. My tour guide, Yvonne, the site’s director of operations, explained that most had died of malnutrition or disease. Yvonne, who is Black, added that there were stories of some enslaved mothers killing their own babies, rather than sentencing them to a life of slavery.
  • Before the coronavirus pandemic, the Whitney was getting more than 100,000 visitors a year. I asked Yvonne if they were different from the people who might typically visit a plantation. She looked down at the names of the dead inscribed in stone. “No one is coming to the Whitney thinking they’re only coming to admire the architecture,” she said.
  • Did the white visitors, I asked her, experience the space differently from the Black visitors? She told me that the most common question she gets from white visitors is “I know slavery was bad … I don’t mean it this way, but … Were there any good slave owners?”
  • “I really give a short but nuanced answer to that,” she said. “Regardless of how these individuals fed the people that they owned, regardless of how they clothed them, regardless of if they never laid a hand on them, they were still sanctioning the system … You can’t say, ‘Hey, this person kidnapped your child, but they fed them well. They were a good person.’ How absurd does that sound?”
  • But so many Americans simply don’t want to hear this, and if they do hear it, they refuse to accept it. After the 2015 massacre of Black churchgoers in Charleston led to renewed questions about the memory and iconography of the Confederacy, Greg Stewart, another member of the Sons of Confederate Veterans, told The New York Times, “You’re asking me to agree that my great-grandparent and great-great-grandparents were monsters.”
  • So much of the story we tell about history is really the story we tell about ourselves. It is the story of our mothers and fathers and their mothers and fathers, as far back as our lineages will take us. They are the stories Jeff tells as he sits watching the deer scamper among the Blandford tombstones at dusk. The stories he wants to tell his granddaughters when he holds their hands as they walk over the land. But just because someone tells you a story doesn’t make that story true.
  • Would Jeff’s story change, I wonder, if he went to the Whitney? Would his sense of what slavery was, and what his ancestors fought for, survive his coming face-to-face with the Whitney’s murdered rebels and lost children? Would he still be proud?
