bills that would make the laws around voting more restrictive have advanced in closely contested states such as Arizona, Georgia, Florida, Michigan and Texas.

some less competitive states are making changes to ease access to voting, including in Delaware, Kentucky, Virginia and Washington.

The only rule change that a majority in both parties say would make elections more fair is ensuring that in-person early voting is available outside of business hours and on weekends (79% of Democrats, 52% of Republicans say so). On others, there is a wide gap.

Nearly two-thirds say elections would be more fair if the rules ensured that in-person early voting is available outside of normal business hours and on weekends (65%) and if voters were required to provide photo identification before they cast a ballot (64%). About half say elections would be more fair if two frequently discussed changes to voter registration practices were made: 51% say elections would be more fair if eligible voters were automatically registered to vote when they turn 18 (just 17% say that would make elections less fair), and 48% say they would be more fair if voters could register at their polling place on Election Day (23% say that would make elections less fair).

More say allowing that would make elections more fair (42%) than say it would make them less fair (36%), with 20% saying it wouldn’t change the fairness of US elections.

Limiting access to ballot drop boxes only when polls are open (41% less fair, 34% more fair) and making it illegal to provide food or water to people waiting in line to vote (39% less fair, 13% more fair, 46% no difference).

with 76% of Democrats saying that the rules make it too difficult to vote and 87% of Republicans saying that the rules are not strict enough to prevent illegal votes from being cast.

While 71% of Democrats say sending absentee ballot applications to all registered voters would make elections more fair, 69% of Republicans say that would make them less fair.

Although there is no evidence of fraud or wrongdoing in the 2020 election, many still say that Biden did not legitimately win enough votes to become president.

ut the share of Republicans who falsely say there is solid evidence that Biden did not win has dropped from 58% in January to 50% now.

It’s not just political factions using the issue for partisan advantage – though that is happening as Covid-19 restrictions continue to straddle the quintessentially American tension between individual freedom and the reach of government. Medical experts are engaging in an intense debate over whether the CDC is being too cautious in the way it’s loosening mask guidance or is offering the public conflicting, confusing advice.

The complications of exiting the pandemic – a process that no one currently in positions of power has ever experienced – explain why Biden’s success in getting more than 100 million Americans fully immunized doesn’t mean Covid-19 is no longer perilous or is any less politically treacherous for the White House.

The President’s remarks followed new CDC guidance last week that mean fully vaccinated people can now unmask at small outdoor gatherings or when dining outside with friends from multiple households. Unvaccinated people should still cover their faces.

fter months of stressing caution and sticking to restrictions – after a failure to do so cost thousands of lives under Trump – Biden now appears at risk of paying a political price for being too circumspect even though his initial caution proved successful.

“It’s time for the CDC to start embracing this kind of bifurcated strategy and perhaps giving the unvaccinated a hint of what life can be like if they become vaccinated,” he said.

This is a pretty dangerous time to be unvaccinated, but what (the) CDC is signaling is if you are fully vaccinated, freedoms are just becoming safer and safer for people.”

While public health experts warn that maximizing vaccinations is vital to creating the herd immunity in the population necessary to stop Covid-19 spreading

“It is America. Everybody has an individual right. I think that one of the things we have to be careful about is not shaming people or talking down to them or objecting to their way of life,” Marshall told CNN’s Pamela Brown on “Newsroom” on Saturday.

They’ve been told they don’t need a mask. They need a mask. They’ve been told that even if you have a vaccine, you have to keep wearing the mask,” Marshall said.

the best way to ease such concerns and to get rid of masks for good is to get vaccinated.

When Biden does make public remarks, he is much more likely to be reading from a prepared text than the famously freewheeling Trump was. Biden’s prepared texts have been quite factual.

Trump used the social media service to deliver off-the-cuff and oft-inaccurate boasts and attacks. Biden prefers to post conventionally presidential messages, a large number of which do not contain checkable claims of any kind.

Biden claimed that the majority of undocumented immigrants in the US are not Hispanic (experts put the actual figure at two-thirds or more Hispanic), that China has more retired people than working people (it has hundreds of millions more working people than retired people), that community health centers would be sent one million Covid-19 vaccine doses a week (the plan was to send one million in the “initial phase” of the program, not every week), and that the $7.25 per hour federal minimum wage would be $20 per hour today if it had been linked to inflation upon its creation (Biden was not even close – the White House said Biden got mixed up with another statistic).

Biden claimed the US was sending back “the vast majority of families” who arrived at the southern border. While the US was indeed expelling the majority of all migrants encountered at the border, it was sending back less than half of the families in particular.

Biden has made 29 total false claims in his first 100 days, about one every three-and-a-half days on average. That’s not cause for celebration. But I counted 214 false claims from Trump over his own first 100 days in office, more than two per day on average – and that was a very slow Trump period compared to what came later.

Biden’s push for additional gun control measures, he exaggerated about gun manufacturers’ immunity from lawsuits

Biden has sometimes been inaccurate in his attempt to favorably compare himself to Trump.

And Biden has repeatedly claimed that Trump signed a tax law that gave 83% of the benefits to the top 1%. In reality, that 83% figure is a think tank’s estimate for what would happen in 2027 if the law’s corporate tax cuts remained in place but its individual tax cuts expired as scheduled after 2025. Between 2018 and 2025, conversely, the think tank estimated that the top 1% would get between 20.5% and 25.3% of the benefits.

Boasting of how well he knows Chinese President Xi Jinping, Biden claimed three times in office that he has traveled 17,000 miles or more than 17,000 miles “with” Xi. As the Washington Post first noted, that number is nowhere close to accurate. Biden could have accurately made the same point by saying he has spent a lot of time with Xi.

In an impassioned flourish at the CNN town hall in February, Biden claimed the US spends almost $9 billion on a tax break “for people who own racehorses.” Experts have no idea where Biden got that figure for this tax break, and the White House declined to explain.

In my first fact check of Biden’s presidency, in January, I noted Biden was wrong when he told reporters that when he initially announced his goal of 100 million vaccinations in his first 100 days, “you all said it’s not possible.” Biden switched to softer, accurate language in subsequent comments on the subject – saying in March, for example, that his goal was initially “considered ambitious” and that “some even suggested it was somewhat audacious.”

We aren’t throwing a party for the Biden team here; it would have been better if the administration hadn’t gotten it wrong in the first place. But after four years dealing with a Trump White House that appeared not to care about fact-checking at all, the Biden White House’s response was a welcome development.

The CDC said the number of people missing doses — 5 million — may not be exact. If a person got the two doses from different reporting entities — for example, first from a state-run clinic and then from a local health clinic — the two doses may not have been linked by databases, a CDC spokeswoman said.

Several people have reported that they got their second shot at a different place than their first, and administrators at the first site contacted them repeatedly about making an appointment for a second shot, which had already been administered elsewhere.

But some people are certainly missing their second dose

When Dr. Ashish Jha, dean of the Brown University School of Public Health, got his second shot, "it was on a day that was horribly inconvenient, and I tried to move it around. They're like: You got to show up on this day at this time," he said.

The authors analyzed results from a survey of 1,027 US adults taken between February 11 and 15 through a panel created by the National Opinion Research Center.

Within the St. Luke's University Hospital Network in Pennsylvania, the success rate in getting people fully vaccinated is at 99%, said Dr. Jeffrey Jahre, an infectious diseases expert there, in part because the network made it easy to get the second appointment, assigning it when the first shot was given.

The network then followed up with multiple reminders of the appointment -- five days out, three days out and then the day before -- and those who were unable to keep that appointment were "given an easy methodology of changing it," Jahre said.

More than 43% of the US population has had at least one shot of a vaccine, and 30% are fully vaccinated,

But another reason people may be skipping the second dose is not understanding the importance of it or being misinformed. And that may be harder to fix.

Some people skip the second shot because they think the first one offers them sufficient protection

"My sense is, a lot of this is, it's hard to get. People miss appointments, people miss doctor's appointments," Jha said on a teleconference with reporters Tuesday.

About 20% of those surveyed believed the vaccines gave recipients strong protection after the first dose, and another 36% were unsure.Just 44% of vaccinated people reported that the vaccines conferred "strong protection" one to two weeks after the second dose, as the CDC guidelines state.

Earlier this year, there was a public debate among health officials about delaying second doses to focus on building partial immunity to a larger swath of the population before giving everyone the second dose.

In fact, the first dose just "primes the immune system, then the second shot sort of boosts it. This makes it a better option for obtaining immunity,"

"There's a 36-fold difference of getting fully vaccinated versus partially," Dr. Anthony Fauci said at a news briefing Friday.

And then there's the question of whether the country can obtain herd immunity -- meaning 70% to 85% of the population is immune -- if the number of people who don't get a second vaccine dose keeps rising.

People also need to know, according to Wen and others, is that if you are among the 8% who have gotten only one shot of Moderna or Pfizer/BioNTech vaccine, it may not be too late to get that second shot.

Collins also defended Wyoming Republican Rep. Liz Cheney, the third ranking House GOP leader who voted to impeach Trump earlier this year, as "a woman of strength and conscience."

Collins was one of seven Republican senators who joined with Democrats in voting to convict Trump at the conclusion of his second impeachment trial. Trump was acquitted of inciting an insurrection at the US Capitol on January 6.

"There was a 2016 research survey by Pew of something like 7,800 law enforcement personnel all over the country," King continued. "They found that 73% of law enforcement officers have never fired their weapon, ever. Forty percent of the Vallejo police department had been in at least one shooting [according to Open Vallejo research], and about a third of those had been in two or more."

That includes now-fired Vallejo officer Ryan McMahon, who was involved in two fatal shootings, CNN affiliate KGO reports

McMahon shot 33-year-old Ronell Foster during a confrontation over a missing headlamp on Foster's bike

McMahon was one of six officers who opened fire on Willie McCoy, the 20-year-old who'd appeared to fall asleep in a fast food drive-through.

The string of fatal shootings by Vallejo officers, including the killing of 21-year-old Angel Ramos in 2017, led to protests as families of the deceased demanded answers and accountability

Williams, who is the city's first Black police chief, seemed to acknowledge this history at his swearing-in as he pledged to rebuild trust with a skeptical community, according to KGO. "Today," Williams said, "we chart a new direction."

On June 2, amid nationwide protests in response to George Floyd's death at the hands of police, 22-year-old Sean Monterrosa was shot and killed by a Vallejo officer in a Walgreens parking lot. Police, who were investigating reports of looting, said a hammer in Monterrosa's pocket was mistaken for a gun.

In July, the troubling news continued: a report from Open Vallejo alleged that some Vallejo officers were bending the tips of their police badges to mark fatal shootings while on the job.

"It's important to me that we approach these community concerns with empathy and compassion," he continued. "Change takes time. I can't change the past, but I can impact the future -- and that's what we're focused on."

"I do believe that the US is obligated to share vaccines with other countries," said Keisha Ray, an assistant professor and bioethicist at UTHealth McGovern Medical School in Houston, "especially those countries we might consider poorer countries or what we call underdeveloped countries."

From an ethical perspective, everyone should have access to protection from Covid-19, Kathy Kinlaw, associate director for Emory University's Center for Ethics, told CNN.

many countries lack vaccine access because of the "diminished purchasing power for healthcare in general, but also for Covid-19 treatments and vaccin

"I think the United States is definitely in a position where we should be sharing, absolutely,"

The US is not simply obligated to share vaccines by virtue of its resources, Ray said. Wealthier countries like the US have historically benefited by hindering other countries, she said, whether through government relations or colonialism.

"Now we are in a position to give back, we are in a position to go there and help these countries," she said, like "paying our debt." All three agreed it was right for the US to control its virus outbreaks before sharing vaccines. The pandemic is still an issue in the US, Ray said, but conditions have improved greatly.

"You need to stabilize your own nation before you assist others," he said. "And I think we're there. I think we're getting there now."

One factor in deciding to release extra vaccines is the issue of supply and demand -- specifically, that the former will soon outstrip the latter in the US, Kinlaw said. And that could mean it's time to start shipping spare doses overseas, she said.

"Once this happens," the report said, "efforts to encourage vaccination will become much harder, presenting a challenge to reaching the levels of herd immunity that are expected to be needed."

The US needs to continue to address vaccine hesitancy at home and be responsive to peoples' concerns, Kinlaw said. "But certainly there could be a point where there are people who will not take the vaccine and we have extra vaccine in this country, in which case it should be used and shared."

Data from the US Centers for Disease Control and Prevention shows that 30% of the US population is fully vaccinated. Experts like Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, have estimated the US needs between 70% and 85% of the country to be immune -- either through vaccination or prior infection -- to reach herd immunity.

"The world's wealthiest nations have locked up much of the near-term supply," wrote Dr. Krishna Udayakumar and Dr. Mark McClellan, health experts at Duke. "At the current rate vaccines are being administered, 92 of the world's poorest countries won't vaccinate 60% of their populations until 2023 or later."

"That is an education, a public outreach and an access issue," she said. "We have other hurdles that are not supply hurdles. So we do have the supply to help other countries."

"Epidemiologically, we should be working to suppress the virus and to decrease transmission and decrease the continue evolution of the virus and the variants," she said. "That is going to be beneficial to every single person."

But vaccinations everywhere could also present economic benefits, Kinlaw said, allowing people to travel more freely and conduct business around the world.

"One of the ethical challenges is, are we going to insist on fair distribution within those countries? Or are we just going to give them vaccine and let them give it to the military and elite?" he said.

"It sounds nice to say we're going to aid others, but its simplistic, because some governments are corrupt," he said. "Some governments have no distribution plan other than to give it first to their own leaders, rather than to those in need."

Earlier this month, when Greene flirted with the idea of forming an "America First" caucus, a leaked flier promoting the caucus received sharp criticism for using inflammatory rhetoric. While many Republicans -- even some from the far-right Freedom Caucus -- were quick to distance themselves from the document and the caucus itself, Gaetz proudly proclaimed he was ready to sign up.

Greene has returned the favor. When news broke of a federal investigation into Gaetz, which includes allegations of sex trafficking and prostitution, many Democrats and even fellow GOP Rep. Adam Kinzinger of Illinois called for him to resign. But Greene defended her Florida colleague.

"I have proudly defended Matt Gaetz from the beginning because I know he has done nothing wrong and I recognized this playbook right from the start,"

Now the two are solidifying that alliance through the joint fundraising committee -- which generally allows politicians to secure a single, larger check from a donor and then split the money among several committees -- and their "America First" tour, which is set to kick off next Friday with an event at the Villages, a retirement community that is in neither of their congressional districts.

"There are millions of Americans who need to know they still have advocates in Washington D.C., and the America First movement is consistently growing and fighting," Gaetz said in a statement announcing the tour.

"I think these people get too much attention. I don't really want to elevate or amplify their voices. They're not the Republican Party that I am excited to be a leader within," one Republican lawmaker, speaking on the condition of anonymity to speak more freely, told CNN. "For me, it'd be better if these guys just go away."

"This is part of the Republican Party's internal struggle about, you know, is this the party of Trump or is this the party of conservative values? And you know, Matt Gaetz and Marjorie Taylor Greene are many things, but you know, conservative Republicans they are not," the lawmaker said.

Greene has also become a fundraising force, despite being kicked off her congressional committees. The Democratic-controlled House voted to remove her in February in the wake of recently unearthed incendiary and violent past statements from the congresswoman that triggered widespread backlash. But the freshman raised an unprecedented $3.2 million in the first quarter of 2021, which largely came from an online spigot of small-dollar donations from people across the country.

Some Democrats have called on Gaetz to be removed from his committees as well because of his legal troubles.

Some Republicans fear that the more the pair are under attack, the stronger their base of support becomes. A separate GOP member of Congress argued that removing Greene from her committees left her only one option: waging a public relations war."I tell the Democrats, who ask me what we are going to do about MTG, that this situation is one of their own creation," the Republican lawmaker told CNN.

"It's obviously a bad look for the party. This is not who we are. This is not how we get the majority back. It's a distraction that's only going to hurt our efforts to talk about our agenda and talk about policy," said a GOP congressional aide.

One may ask: why did it take so long to get around to executing search warrants? We don't know for sure, and likely never will given the confidentiality around internal deliberations involving criminal investigations at DOJ, but The New York Times is reporting that there may have been politically motivated action taken to delay and then refuse to approve the warrant under the Trump administration. Search warrants involving lawyers like Giuliani carry particularly onerous approval requirements, because of concerns around breaching the attorney-client privilege by gaining access to communications between a lawyer and his client.

That means that these particular warrants would have been sent through the chain of command at the US Attorney's Office, up to Acting US Attorney Audrey Strauss, and then down to the Justice Department in Washington for another set of approvals.

Thus, in this case, before presenting the warrant to a judge, the Giuliani and Toensing search warrants also would have been approved by DOJ's second-in-command, now Lisa Monaco. Once approval is given, prosecutors take the application to a federal judge, who must be satisfied that there was probable cause to believe that a crime has been committed and that the evidence sought would be relevant to proving that crime.

But I expect -- as we saw when another Trump personal lawyer, Michael Cohen, was served with a search warrant as part of his criminal investigation by SDNY -- that Giuliani will challenge them every step of the way.

Once the legal challenges are dispensed with and the investigative team is able to review the evidence they collected, they will conduct any necessary follow-up investigation before making a charging decision. And while the FARA charges described above may be the most likely at this moment, new and additional offenses often come to light as an investigation proceeds, so it's impossible to say where authorities may end up.

while executing a search warrant certainly was a major event in the already lengthy saga of the investigation of Rudy Giuliani, there remains a long road ahead before we will know whether Giuliani faces arrest and criminal prosecution

Although the vaccination milestone means that nearly 40% of adults have been inoculated, the US still has a ways to go to reach herd immunity -- which would be when 70-85% of the population is vaccinated, according to Dr. Anthony Fauci. And health officials say that the only way to keep bringing down the death rate is to increase vaccination efforts.

A lower death rate and higher vaccination rate would make it reasonable to target a full reopening by July 1, CDC Director Dr. Rochelle Walensky said Friday. Read More

"We are focused on getting people vaccinated, decreasing the case rates,

Walensky said routine vaccinations among adolescents are down this year. The need for routine immunizations for children returning to school, the rollout of the annual flu vaccine and the expected availability of Covid-19 vaccines for children 12 and older may present a logistical challenge, she noted.

"To achieve high vaccination coverage rates and reduce Covid-19 transmission, we need rapid and extensive vaccination of children under the age of 18," she said.

In West Virginia, the median age for new cases is currently 34 years old, Gov. Jim Justice announced. That is down 10 years from a few months ago.

Justice said the two biggest concerns with young people getting infected is transmitting the virus to others "even if you don't get sick" and the possibility of ending up with "significant side effects... [for] the rest of your life."

Rare reports of blood clots had sparked concern over the Johnson & Johnson single-dose vaccine, but a new review of the safety data found that only 3% of reported reactions after receiving the vaccine are classified as serious.There have been a total of 17 incidents of severe blood clotting and low blood platelet levels among people who received the J&J vaccine, according to the CDC report published on Friday.

"A rare but serious adverse event occurring primarily in women, blood clots in large vessels accompanied by a low platelet count, was rapidly detected by the U.S. vaccine safety monitoring system," CDC researchers wrote in the report. "Monitoring for common and rare adverse events after receipt of all COVID-19 vaccines, including the Janssen COVID-19 vaccine, is continuing."

The data included 88 deaths reported after vaccination.

He is concerned about the rise of autocrats around the world but pays special attention to China these days.

“He’s deadly earnest on becoming the most significant, consequential nation in the world,” Biden said of Chinese President Xi Jinping during his address to Congress on Wednesday, departing from his prepared remarks. “He and others – autocrats – think that democracy can’t compete in the 21st century with autocracies.”

“A big part of it is looking out at Xi Jinping’s China, Vladimir Putin’s Russia and the pitch that they are making more overtly now than ever before … that the autocratic model, the non-democratic model is a better model for actually solving problems,” Biden’s national security adviser Jake Sullivan told CNN. “And Joe Biden in his bones believes they are wrong.”

“Things are changing so rapidly in the world in science and technology and a whole range of other issues that – the question is: In a democracy that’s such a genius as ours, can you get the consensus in the timeframe that can compete with autocracy?” Biden told TV anchors on Wednesday ahead of his congressional address. “Xi does not believe we can. That’s what he’s betting on.” It’s one of the reasons why aides say Biden prioritized passing the safety net expansion included in the $1.9 trillion American Rescue Plan and tackling a sweeping infrastructure bill, rather than thornier progressive policies like immigration reform and gun control. And in turn, Biden has used this clarion call as a central part of his pitch for the sweeping set of government investments and programs topping his agenda, namely his $4 trillion, two-pronged package that contains proposed investments in infrastructure, manufacturing, education and child care.

A senior White House official, who requested anonymity to speak more candidly, said Biden’s perspective on the rise of autocracies and the threat to democracy was “magnified by seeing some of those same characteristics reflected in the American president (Trump) and the American government for the last four years.”

Sitting in the Oval Office in early February, surrounded by his foreign policy team, Biden was mulling what kind of message he wanted to deliver at his first Group of 7 summit, when he craned his neck and pointed up at the hulking portrait of President Franklin D. Roosevelt adorning the wall behind him.

Just as Roosevelt led the US through a pivotal decade in which democracy was threatened, Biden told his aides he believed the US was at a similar inflection point. With autocracies like China on the rise, the US – and by extension his presidency – would be judged, at least in part, on the ability to answer a fundamental question: Can the US demonstrate that democracy works?

On the domestic front, Biden’s views on that inflection point also informed decisions as he and his team of senior advisers began crafting his legislative priorities early in his presidency.

Still, even with language aimed at appealing to Republicans who have harped on the threat that China represents, Biden does not appear any closer to getting the 10 Republicans he would need to pass the infrastructure package he proposed without using the partisan budget reconciliation proces

For now, Biden’s main argument is his $1.9 trillion coronavirus relief bill and his handling of the pandemic, marked by a steady increase in vaccines and a return to a science-based approach. Officials said they hope those demonstrations of competence will reflect well on the US’s image abroad.

“The power of America’s example is a power to influence the choices of other countries, whether they’re going to be transparent, respect human rights and deliver good governance to their citizens or go the route of a China or Russia. That comes down in part to America showing the world that its model can effectively deliver for its citizens,” Sullivan said. “He believes a world in which there are more like-minded capable democracies is a world that is more hospitable to American interests and values.”

Despite all of that, as soon as I saw it happen, all I could think to myself was: Donald Trump (and his acolytes) are going to have a field day with this. Here’s why: We are a visual people. Which means videos have power in our society. And the video of Biden fist-bumping Cheney is going to be used by every Trumpist who wants Cheney to lose her seat next year as evidence that she is a Republican In Name Only (RINO) and a sellout of conservative principles.

In an interview with Punchbowl News on Tuesday – before the fist-bump – Cheney was both pragmatic and optimistic about her political future. She acknowledged that she is likely to face a “challenging primary” following her vote against Trump, but quickly added: “Anybody who wants to get in that race and who wants to do it on the basis of debating me about whether or not President Trump should have been impeached, I’ll have that debate every day of the week.”

“Liz Cheney is polling sooo low in Wyoming, and has sooo little support, even from the Wyoming Republican Party, that she is looking for a way out of her Congressional race,” said Trump in a statement released Tuesday. “Based on all polling, there is no way she can win.” (Sidebar: Yes, he really wrote “sooo,” not once but twice.)

This isn't a new problem, but woefully and painfully familiar. 

Biden said gun violence "pierces the very soul of our nation"

Despite these earnest calls for action, it's not yet clear how -- or if -- Congress will act.

America's Covid-19 vaccinations continue, despite the week's J&J pause, and more than 202 million doses have been administered according to CDC data published Friday.

“Gun violence in this country is an epidemic and it’s an international embarrassment,” Biden said last week

Biden’s recently unveiled executive actions include efforts to restrict weapons known as “ghost guns” that can be built using parts and instructions purchased online.

His announcement came after several high-profile mass shootings rocked the nation, including one at a supermarket in Boulder, Colorado, that killed 10 people and a shooting rampage in the Atlanta, Georgia, area that killed eight people.

Biden’s decision to stand down was a puzzling development given that there is no indication whatsoever that the Democratic legislation – which would create a national registry of police misconduct, ban chokeholds and no-knock warrants, and overhaul qualified immunity protections for police officers – has any chance in the 50-50 Senate after it passed the House in March without GOP support.

The deep fissures in the Democratic party over what to do on the issue of policing have put Democrats in a difficult spot. During the 2020 elections, Republican hammered their Democratic opponents over radical calls to “defund the police” – attempting to portray all Democrats as sympathetic to a view that is held by a small minority.

It’s a major reason why congressional leaders like House Majority Whip Jim Clyburn, the No. 3 Democrat in the chamber, were quick to refute Michigan Rep. Rashida Tlaib’s argument that there should be “no more policing,” because, in her view, it cannot be reformed. “We’ve got to have police,” Clyburn said in an interview this week with CNN’s Don Lemon.

Protests erupted this week after the death of Daunte Wright, a 20-year-old Black man who was shot by veteran Minnesota police officer Kimberly Potter in the Minneapolis suburb of Brooklyn Center after he was initially pulled over for an expired tag and police learned that he had an outstanding warrant for a gross misdemeanor weapons charge.

Biden’s reticence reflects not only the deadlock in the deeply divided Congress, but also the fact that Democrats are still struggling to refine their message on police reform – knowing the issue will be a vulnerability at the ballot box in 2022 and 2024.

“There’s never gonna be justice for us,” Wright’s mother, Katie Wright, told reporters on Thursday. “Justice would bring our son home, knocking on the door with a big smile, coming in the house, sitting down eating dinner with us, going out to lunch, playing with his one-year-old – almost two-year-old-son, giving him a kiss before he walks out the door.”

in another difficult case, the Chicago Civilian Office of Police Accountability released body-worn camera footage Thursday that shows a police officer shooting 13-year-old Adam Toledo last month.

“The officer screamed at him, ‘Show me your hands,’ Adam complied, turned around, his hands were empty when he was shot in the chest at the hands of the officer,” Weiss-Ortiz told reporters Thursday. “If you’re shooting an unarmed child with his hands in the air, it is an assassination.”

Biden’s cautious posture on policing issues since he has become President reflects the arms-length distance that he has maintained from the progressive left on a number of politically-fraught issues, including calls from some Democrats to expand the size of the Supreme Court, the suggestion that he should be doing more on gun control following a recent spate of mass shootings, and fulfilling his own promise to raise the cap set on refugee admissions.

“I want to make it clear again: There is absolutely no justification – none – for looting, no justification for violence. Peaceful protest, understandable,” Biden said Monday. “We do know that the anger, pain, and trauma that exists in the Black community in that environment is real – it’s serious, and it’s consequential. But it will not justify violence and/or looting.”

t this pivotal moment when the nation is once again focused on the need to end these all-too-common occurrences, Biden seems uniquely positioned to take a leading role in brokering a compromise with Congress after his lifetime of work on crime and justice legislation.

Democrats’ sensitivity to those attacks was magnified this week by the swift response to Tlaib, a liberal Democrat, when she tweeted Monday that Wright’s death was not accident and “policing in our country is inherently & intentionally racist.

“This is not about policing. This is not about training. This is about recruiting. Who are we recruiting to be police officers? That to me is where the focus has got to go. We’ve got to have police officers,” Clyburn told Lemon on “CNN Tonight.”

But as incomprehensible police shootings multiply with devastating consequences for the families, there is a fierce urgency in this moment, particularly as the nation waits for the verdict in the Chauvin trial. Justice in policing might be “a cause” that is more convenient for Biden to tackle later in his presidency. But by standing down and waiting for others to act, he may well miss this moment.

"I am now the fourth American president to preside over an American troop presence in Afghanistan. Two Republicans. Two Democrats," he went on. "I will not pass this responsibility to a fifth."

"We were attacked. We went to war with clear goals. We achieved those objectives," Biden went on. "Bin Laden is dead and al Qaeda is degraded in Afghanistan and it's time to end the forever war."

It was a decisive moment for a President not yet 100 days into the job. Biden has spent months weighing his decision, and he determined a war in Afghanistan that has killed some 2,300 US troops and cost more than $2 trillion no longer fit within the pressing foreign policy concerns of 2021.

The deadline Biden has set is absolute, with no potential for extension based on worsening conditions on the ground.

"After nearly two decades of putting our troops in harm's way, it is time to recognize that we have accomplished all that we can militarily, and that it's time to bring our remaining troops home," he wrote.

Biden said the withdrawal will begin on May 1, in line with an agreement President Donald Trump's administration made with the Taliban.

Biden said American diplomatic and humanitarian efforts would continue in Afghanistan and that the US would support peace efforts between the Afghan government and the Taliban. But he was unequivocal that two decades after it began, the Afghanistan War is ending."It is time to end America's longest war. It is time for American troops to come home," he said in his speech.

Both of Biden's most recent predecessors sought to end the war in Afghanistan, only to be drawn back in by devolving security and attempts to prop up the government. Biden made a different calculation that the US and the world must simply move on.

"While he and I have had many disagreements over policy throughout the years, we are absolutely united in our respect and support for the valor, courage and integrity of the women and men of the United States forces who've served," Biden said.

"War in Afghanistan was never meant to be a multigenerational undertaking," Biden said during his remarks from the White House Treaty Room,

He also spoke with Obama, with whom he sometimes disagreed over Afghanistan policy when serving as vice president.

"We went to Afghanistan because of a horrific attack that happened 20 years ago. That cannot explain why we should remain there in 2021," Biden said. "Rather than return to war with the Taliban, we have to focus on the challenges that are in front of us."

Deliberations stretched longer than some US officials had expected, even as Biden signaled repeatedly that a May 1 deadline for full withdrawal was nearly impossible to meet. Hoping to provide space for him to make an informed final decision that he wouldn't come to regret, officials sought to avoid pressuring a President known for blowing past deadlines. Top-level meetings were convened at an unusually high rate.

There was not unanimous consent among his team. Among those advocating against a withdrawal, Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, had been among the most ardent, suggesting earlier in the deliberations that pulling American troops from Afghanistan could cause the government in Kabul to collapse and prompt backsliding in women's rights, according to people familiar with the conversations.

"The Taliban is likely to make gains on the battlefield, and the Afghan Government will struggle to hold the Taliban at bay if the coalition withdraws support," the assessment said.On Wednesday, Biden offered his rebuttal to the "many who will loudly insist that diplomacy cannot succeed without a robust US military presence to stand as leverage."

In reality, Biden has been thinking about this issue for nearly as long as the war itself, having traveled to the region as a leader on the Senate Foreign Relations Committee and as an internal advocate -- at first ignored -- of drawing down troops during the Obama administration.

On the day in 2001 that Bush addressed the nation from the Treaty Room, Biden appeared on CNN a few hours later from his home in Wilmington, Delaware.

"There is no doubt in my mind the Taliban is done and the American people are going to learn about that and the world is going to learn about that in a matter of weeks, I predict," he said in the interview -- a projection that, 20 years later, appears misguided as his administration works to urge peace talks between the Taliban, who control large swaths of Afghanistan, and the Afghan government.

Over the ensuing years, Biden would travel to Afghanistan as part of congressional delegations and grill military leaders appearing before his committee.

By the time he became vice president, Biden had adopted a skeptical view toward a continued large presence in the country

"I'm the first president in 40 years who knows what it means to have a child serving in a war zone, and throughout this process, my North Star has been remembering what it was like when my late son, Beau, was deployed to Iraq, how proud he was to serve his country, how insistent he was to deploy with his unit and the impact it had on him and all of us at home," he said.

"So there is no way that a surge in vaccination is going to help curb this when transmission is happening right now," she said.
