  • We are not the first – or the last – to feel that markets beyond our ken and beyond our control shape the realities of our lives, draw in the horizons of our aspirations.
  • We live in an impoverished age. Not a poverty of money, but a poverty of ideas, a poverty of possibilities. A century ago, anything was possible, but today we have convinced ourselves that nothing can be done.
  • A generation has come of age, and come to power, which can hardly remember when government was not the problem. We need new policies, based on new values if we hope to exert democratic control over the complex economic activity that governs our lives.

  • But they are not all that new, and to find these policies and values, we need new histories. Here are four things people believed a century ago, before our impoverished era:
  • 1) People in a democracy have a right to control the parameters of economic activity that shapes their lives. Debate about this could be framed as a debate about where to draw lines in the economy between things that are tightly governed and things that are not
  • 2) People in a democracy have a right to gather information about businesses and use that information in the regulation of business.
  • he aspects of business that touch upon the public lives of the people they come into contact with must not be hidden if we are to govern business fairly. Even such simple things as who owns a company, how much money it earns, how much (and how) it pays its employees and investors, how much (or whether) it pays in taxes are routinely hidden, guarded by lawyers and phrases such as “commercial sensitivity.”
  • 3) There is no such thing as an abstract “market” separate from government. Ever since kings issued royal charters, markets have operated in public spaces under the control of government.
  • 4) Not all business is bad. In almost any sector, in almost any time, there are examples of good practice, of business operating fairly, openly, legally, to the benefit of its employees, its investors, and the public at large. All too often, such companies are at a disadvantage compared to those less scrupulous. Without good governance, it is a race to the bottom.
  • These are not new ideas. They were articulated, argued over, and implemented long ago, in the Progressive Era. They were the basis of decades of prosperity and the greatest advances in democracy and equality the United States has seen. We need to reread our own history.

His son’s head whipped back, and he fell. The coach came to look at Benjamin, who was on the ground for about 90 seconds, and helped him to his feet. A doctor who was watching his son play for Dalriada briefly walked onto the field but then turned back.
  • When Mr. Robinson and his wife, Carol, arrived at the hospital, he knew the situation was dire from the faces of the staff. His son was on life support. The doctors said that his brain injury looked like it was sustained in a car accident and that he had a slim chance of surviving.
  • Initially, though, a police investigator deferred to the schools when it came to gathering comments from Benjamin’s teammates and opponents. Officials at Carrickfergus declined to discuss the case.
  • Ms. Walton and Mr. Robinson, though, had to piece together much of what happened on their own. One break came while Ms. Walton was visiting her son’s grave — which she said she did every day — and met one of his teammates, who was out jogging. He told her that Benjamin had been knocked out during the match, not just hit at the end, as had been contended.
  • The big break came when a police officer gave Mr. Robinson a copy of a video taken of the match by a student. Mr. Robinson watched the shaky footage repeatedly and confirmed that his son suffered not one big blow, but at least three, and that the coach attended to him several times.
  • Yet she effectively absolved the coach and referee, who were not “made aware of Benjamin’s neurological complaints,” even though the coach can be seen on the video checking on him after a hit during the match. She implied that Benjamin could have let them know about his condition, even though experts say concussion victims often cannot adequately communicate what they are experiencing.
  • Soon after, Mr. and Ms. Robinson, Dr. Stewart and James Robson, the chief medical officer of Scottish Rugby, met with Scotland’s sport and education officials to lobby for change. A concussion-awareness leaflet was produced at the beginning of 2014.
  • It has been an unlikely road for Mr. Robinson and Dr. Stewart, an avid bike rider with no experience as a sideline doctor. But about five years ago, even before Benjamin’s death, Dr. Stewart began to get calls from former professional players and had conversations with Scottish Rugby as it tried to address brain trauma and degenerative brain disease.
  • Still, some sports executives have anonymously challenged Dr. Stewart. In one match in April in London, Oscar, the Brazilian star player on Chelsea who is known by one name, collided violently with the goalkeeper yet was not immediately taken out of the game. There are no concussion spotters at Premier League matches, but team and league officials could watch a replay of the game later. That is why Dr. Stewart — an adviser to the Football Association — was dismayed that Oscar was in uniform three days later, violating the league’s return-to-play guidelines that require at least six days of rest.
  • “I don’t need to stand up in front of a conference of sports medicine and be personally criticized,” he said. “But then I’ll get a call from Peter, who is enthused about something we’ve done with the leaflets, or some research collaborators who are keen to move forward, and I say, ‘Ah, for all the small minds that are critical and obviously trying to deny the inevitable signs, there are a whole bunch of people who are having a positive effect on it.’
  • On a chilly evening in late October, with teenagers practicing on a nearby field, Lianne Brunton, the club’s physical therapist, showed off the test on a tablet computer. At the start of the season, hundreds of youth and adult players are timed as they read aloud a series of numbers on several screens. If a player is suspected of having a concussion during a match, he or she is taken off and asked to read the numbers again. Players who take longer are evaluated further.

Currently at 62, I will likely be dead by the time the worst climate change effects make life as we know it very difficult to sustain. That is small comfort when thinking about the fate of our children and grandchildren, who will have to survive in a world besieged by more frequent and severe storms, droughts, and wild fires. And if we think the swelling migrant masses are a problem for Europe and the US, just wait until water becomes more scarce and crops fail to appear in Africa and South and Central America. No wall or amount of “safe” tear gas will be able to contain them.
  • Climate change policy, by its nature, can't work on a national level. The taxes imposed by the government were meant to make up for a budget shortfall caused by repealing a wealth tax (ISF). Taxing the poor and working classes to pay for a reduction in taxes on the wealthy is probably not a good way to charm the vast majority of French people into supporting your neoliberal "reforms"

This could be done only within an inclusionary monotheism, for only a God claiming universal authority could judge the souls of earthly rulers. And only Augustine, in his era, spoke so self-confidently for Him. The
  • Augustine’s great uncertainty was the status of souls in the City of Man, for only the fittest could hope to enter the City of God. Pre-Christian deities had rarely made such distinctions: the pagan afterlife was equally grim for heroes, scoundrels, and all in between.25 Not so, though, with the Christian God: behavior in life would make a huge difference in death. It was vital, then, to fight wars within rules. The stakes could hardly be higher.
  • Alignment, in turn, implies interdependence. Justice is unattainable in the absence of order, peace may require the fighting of wars, Caesar must be propitiated—perhaps even, like Constantine, converted—if man is to reach God. Each capability brings an aspiration within reach, much as Sun Tzu’s practices tether his principles, but what’s the nature of the tether? I think it’s proportionality: the means employed must be appropriate to—or at least not corrupt—the end envisaged. This, then, is Augustine’s tilt: toward a logic of strategy transcending time, place, culture, circumstance, and the differences between saints and sinners.

  • Eternal truths have little to do with any of this, beyond the assurance that circumstances will change. Machiavelli knows, as did Augustine, that what makes sense in one situation may not in the next. They differ, though, in that Machiavelli, expecting to go to Hell, doesn’t attempt to resolve such disparities. Augustine, hoping for Heaven, feels personally responsible for them. Despite his afflictions, Machiavelli often sees comedy.42 Despite his privileges, Augustine carries a tragic burden of guilt. Machiavelli sweats, but not all the time. Augustine never stops.
  • “Lightness of being,” then, is the ability, if not to find the good in bad things, then at least to remain afloat among them, perhaps to swim or to sail through them, possibly even to take precautions that can keep you dry. It’s not to locate logic in misfortunes, or to show that they’re for the best because they reflect God’s will.
  • Augustine and Machiavelli agree that wars should be fought—indeed that states should be run—by pre-specifiable procedures. Both know that aspirations aren’t capabilities. Both prefer to connect them through checklists, not commandments.43

  • But Machiavelli understands balancing in a second and subtler sense, conveyed more explicitly in The Discourses than in The Prince: [I]t is only in republics that the common good is looked to properly in that all that promotes it is carried out; and, however much this or that private person may be the loser on this account, there are so many who benefit thereby that the common good can be realized in spite of those few who suffer in consequence.64 This idea of an internal equilibrium within which competition strengthens community wouldn’t appear again until Adam Smith unveiled an “invisible hand” in The Wealth of Nations (1776), until the American Founding Fathers drafted and in The Federalist justified constitutional checks and balances (1787–88), and until Immanuel Kant linked republics, however distantly, with Perpetual Peace (1795).
  • Machiavelli’s great transgression, Berlin concluded, was to confirm what everyone knows but no one will admit: that ideals “cannot be attained.” Statecraft, therefore, can never balance realism against idealism: there are only competing realisms. There is no contest, in governing, between politics and morality: there is only politics. And no state respects Christian teaching on saving souls. The incompatibilities are irreconcilable. To deny this is, in Berlin’s words but in Machiavelli’s mind, to “vacillate, fall between two stools, and end in weakness and failure.”

And the target itself will probably be moving.
