It comes four days after Wang sidestepped questions from CNN on when China would congratulate the US President-elect on his win

Chinese state-run media has so far been cautious in its handling of Biden's win in comparison to its increasingly strident tone towards the Trump administration, amid an ongoing deterioration in bilateral relations.

China is one of the last major nations to offer its congratulations to President-elect Biden and his team on their win

In 2016, Chinese President Xi Jinping offered his congratulations to then-President-elect Trump just one day after he had been declared the winner.

"We will handle the issue of the statement (of congratulations) in accordance with international practice," Wang said

In an editorial on Thursday, state-run newspaper China Daily said that the "eagerness of foreign leaders" to congratulate Biden showed they wanted to "turn their backs on the current administration and its divisive policies."

"China is always ready to work with the US to manage their differences. Whoever is in the White House should look at the regional situation objectively," the editorial said.

Eager to avoid unforced rhetorical errors, Biden's team did a brilliant job throughout the general election campaign of controlling his interactions with the news media, mitigating the risk of unintended stories.

As president, Biden participated last month in a televised CNN town hall with citizens, a format that allowed him to display his prodigious empathy and decency, with limited opportunity for follow-ups from the moderator.

Biden may choose in an opening statement to make an announcement that he hopes will drive the news coverage. He will be furnished with a list of questioners, carefully curated by the White House press secretary, Jen Psaki. As is customary, he will have spent hours prepping with his team.

Last October, North Korea displayed its biggest missile yet -- an updated version of the Hwasong-15

Japan, America's most important ally in the Pacific and home to numerous US military bases housing tens of thousands of US personnel, was alarmed.

North Korea has previously demonstrated it has missiles that can reach Japan. In 2017, it tested two ballistic missiles that flew over the country before landing in the Pacific Ocean.

Later that year, Pyongyang tested an intercontinental ballistic missile (ICBM), the Hwasong-15, that soared skyward before splashing into waters off the coast of Japan. If it had flown on a standard trajectory, David Wright, an expert with the Union of Concerned Scientists, said it could have traveled 13,000 kilometers (8,100 miles).

"Such a missile would have more than enough range to reach Washington, DC, and in fact any part of the continental United States,"

The atomic bomb detonated over Hiroshima, Japan, by the US in 1945 killed 70,000 people with its initial blast, and left tens of thousands of others to die slowly from burns or radiation-related illnesses.

The CFR report notes, however, that as the massive missile displayed at the parade had not yet been tested, its real capabilities remain unknown.

The South Korean Defense Ministry puts Pyongyang's army at 1.28 million people compared to Seoul's 550,000.

North Korea has successfully tested nuclear bombs on six occasions, in 2006, 2009, 2013, twice in 2016 and in 2017, according to the CFR report.

"With each test, North Korea's nuclear explosions have grown in power,"

Ballistic missiles are powered only through the initial stages of their flight, reaching a zenith at some point and then falling from gravity onto their targets.

"We're going to have to learn to live with North Korea's ability to target the United States with nuclear weapons," Jeffrey Lewis, a researcher at the Middlebury Institute of Strategic Studies, said in the CFR report.

A 2020 white paper from South Korea's Defense Ministry said Pyongyang has 13 missile brigades. At October's military parade, nine missiles were unveiled, including the massive ICBM and a submarine-launch ballistic missile, according to the document.

Economists have long warned that the aging US population means the nation will need to rely on a steady influx of foreign workers to meet demand. Yet Washington has repeatedly failed to reach a deal on immigration reform. And the Trump administration repeatedly put up obstacles to legal immigration, including restrictions imposed in 2020 that cited the pandemic's impact on the jobs market.

"Immigration was completely upended by the pandemic," said Bradley. "Go to any resort town in America. Where you would normally have individuals on temporary J-1 visas, they are nonexistent."

"But labor supply will be a longer run issue, just like before the pandemic," Zandi said. "There are reasons to believe it will be a bigger problem post-pandemic because immigration is a shadow of what it was."

"The survivability of your business comes down to how lucky you are in the lottery," Bradley said.

"The [Biden] administration deserves a lot of credit for taking that step," Bradley said. "They are operating within the limits of where the current law exists."

Beyond immigration reform, the Chamber told CNN Business it will urge states to use American Rescue Plan funding to help parents struggling with the high cost of childcare.

"There is no question the disruption of in-person schooling and childcare has reduced the number of caregivers, principally women, who are in the workforce and able to work," Bradley said.

Arizona announced plans on May 13 to use funds from the $1.9 trillion American Rescue Plan to assist working parents with childcare costs. The state said it will provide three months of childcare assistance to people making $52,000 or less who return to work after collecting unemployment benefits. The initiative is part of Arizona's decision to end the $300 enhanced unemployment benefit.

The foreign minister of Luxembourg openly called Trump a "pyromaniac," ​while diplomats are privately saying they "blame Trump squarely for the chaos in America since the election, including the Capitol riot," as one did to CNN, reflecting the sentiments of others in the same role.

"Europeans have considered the last four years extremely distasteful. They've been bemused by Trump's envoys, like Richard Grenell in Germany, who have turned up and started behaving like Fox News anchors and insulting the country they were supposed to be building relations with," Barker said.

While the assumption is that the transatlantic relationship will improve under Biden, four years of carnage has spooked the European political scene.

"The European relationship has changed and will now be shrouded in skepticism," said Cathryn Cluver Ashbrook, executive director of the Project on Europe and the Transatlantic Relationship at the Harvard Kennedy School.

"From our perspective, Trump saw Europe as an enemy," a senior European diplomat told CNN. "The lasting impact of 'America First' is the US having fewer friends in Europe."

Barker agreed, saying it would be "important to see how the new administration acknowledges the damage that has been done by Trump to America's reputation." And on top of the big picture issues like Iran and China, Barker said, "how can [Biden] send State Department officials to Ukraine to warn about corruption with any immediate credibility?"

Despite optimism that Biden will restore a more collaborative approach to shared priorities, European diplomats and officials are adamant that moves towards an independent defense policy and international "strategic autonomy" will not slow down.

"In some respects, it was a good thing Trump forced us to think more about diplomatic initiatives, NATO and withdrawal of US troops," said the German diplomat. "It might come as a shock to Biden, but the prospect of the US underpinning European security is not as attractive as it was when he and Obama left office."

"We cannot afford to be naive. If you look at the number of votes that Trump got, he wields an influence on American voters. This anti-global, 'America First' undercurrent in American politics is still very much alive and we have to hedge our bets," said the EU diplomat.

Regardless, the Trump era has left Europeans with little choice but to wait and see how much of a priority Biden places on reclaiming America's place on the world stage. This is also critical if we are to overcome the demographic hurdles our labor market faces as Baby Boomers retire and the influx of Millennials slows.

The ugly truth of our criminal justice system is that one in three Black men in the United States has a felony record, putting them at a severe disadvantage.

Admirable commitments by companies to be more inclusive in hiring must be coupled with an intentional process for second chance hiring. My research has shown that "disposable employee" labor, in which the employer is trying to get the cheapest effective wage possible through minimum wage jobs that are subsidized by temporary tax credits (Work Opportunity Tax Credits), will not work because they do not adequately distinguish who is ready for reemployment nor do they make the sufficient investment to support rehabilitation.

Done right, second chance hiring that offers the needed training and support repays the required investment with loyal, productive and profitable employees (the upfront costs can even effectively be offset by tax credits). Without such an approach, our labor force cannot hope to reflect the diversity of our population.

Employment is foundational to rehabilitation for the millions of Americans with records and the more than 600,000 who exit prisons each year.

Even those businesses such as schools, defense contractors and financial institutions that have regulatory constraints on who they can hire have important roles to play. They can support education, reentry and workforce development nonprofits or advocate for policies that improve employment outcomes. It's doubtful that the average American grasps those nuances, instead hearing "Russian asset," with respect to Gabbard, as "working for the Russians." There are better ways Clinton might have explained the issue: focusing on Russia as the bad actor and emphasizing its efforts to interfere with American democracy; pointing out that Russia's bolstering of the Gabbard campaign is one data point in this larger effort (it's certainly not the only one). A Dec. 13 Amnesty International report calls the Syrian refugee crisis an international failure, but this regional crisis necessitates a regional response — one that more systematically offers Syrian refugees legal protections. The Amnesty report rightly points out that it is not just the European Union that is failing the refugees. It is the countries of the Gulf Cooperation Council that, in spite of their wealth and support for the military action in Syria, have not offered any resettlement or humanitarian admission places to refugees from Syria. 

After World War II, the European refugee crisis blotted out other partition crises across the globe as colonial powers withdrew in South Asia, Africa and the Middle East. Partitions at the time were about questions of borders and the forced un-mixing of populations.

The 1951 Convention Relating to the Status of Refugees — the international legal framework for the protection of refugees, which obligated states to not return refugees to their countries of origin (non-refoulement), to respect refugees’ basic human rights and to grant them freedoms equivalent to those enjoyed by foreign nationals living legally in the country — did not include those displaced from partitioned countries in its definition of a refugee.

Today, this largely leaves Syrian refugees entering those countries without legal recourse. It is also the most dangerous injustice that Syrian refugees face.

Turkey is heeding the call. In April it enacted a law establishing the country’s first national asylum system providing refugees with access to Turkish legal aid

The origins of the Middle East’s stagnation lie in the partition of Palestine in 1948. When half a million Arab refugees fled Jewish-held territory, seeking refuge in neighboring states, countries like Lebanon and Saudi Arabia moved to stop them. In the final days of the drafting of the United Nation General Assembly’s Universal Declaration of Human Rights, with the war in Palestine raging, Saudi Arabia persuaded many countries, including the U.S., to dilute the obligation of a state to grant asylum. The Middle Eastern countries feared that they would be required to absorb Palestinians and that Palestinians might lose a right of return to what is now Israel.

I am heartened by the United Nations High Commissioner for Refugees’ recent call not just for financial and humanitarian assistance and emergency development in the Middle East to aid Syria but also for legal protection for refugees.

Bangkok Principles on the Status and Treatment of Refugees. Formally adopted in 2001, the principles provide for a right of return, a broader definition of a refugee and a mandate that countries take up the responsibility of determining refugee status based on rule of law.

With more than 2 million Syrians already living outside their war-torn country and 1 million more expected to flee in the coming months, there is a growing protection gap. Indeed, a report (PDF) released in November by Harvard University shows that even Canada, which prides itself on being hospitable to refugees, has been systematically closing its borders to asylum seekers.

what refugees need most is a legal status, which can be achieved only through a regional framework of protection and national asylum policies.

The Bangkok Principles are a good start because they highlight the commitment among these states to develop a regional framework and national solutions to protect refugees, with the support of the international community. The U.S. must do its part and encourage the Middle East to build on these principles. Syrians deserve an organized and effective framework, and the risk of turning our backs is that Syrians, along with the Palestinians, will be wandering without a homeland.

Since then, complications from the water coming from the Flint River have only piled up. Although city and state officials initially denied that the water was unsafe, the state issued a notice informing Flint residents that their water contained unlawful levels of trihalomethanes, a chlorine byproduct linked to cancer and other diseases.

Economies around the globe are absorbing the ripple effects of the disruption on the seas. Higher costs for transporting American grain and soybeans across the Pacific threaten to increase food prices in Asia.

Empty containers are piled up at ports in Australia and New Zealand; containers are scarce at India’s port of Kolkata, forcing makers of electronics parts to truck their wares more than 1,000 miles west to the port of Mumbai, where the supply is better.

Rice exporters in Thailand, Vietnam and Cambodia are forgoing some shipments to North America because of the impossibility of securing containers.

Since they were first deployed in 1956, containers have revolutionized trade by allowing goods to be packed into standard size receptacles and hoisted by cranes onto rail cars and trucks — effectively shrinking the globe.

Unlike the financial crisis, when the economic recovery took years to gather force, Chinese factories came roaring back in the second half of 2020, yielding robust demand for shipping.

Viewed broadly, the volume of global trade dipped by only 1 percent in 2020 compared with the previous year. But that doesn’t reflect how the year unfolded — with a plunge of more than 12 percent in April and May, followed by an equally dramatic reversal. The system could not adjust, leaving containers in the wrong places, and pushing shipping prices to extraordinary heights.

Ship owners and operators have some options, but none of them are particularly good ones. The adage that time is money couldn't be more true in the shipping business. For the vessels already backed up in the canal, if the waterway isn't clear for transit soon, a decision will need to be made about whether to continue waiting or go to Plan B.

To get an idea just what a shortcut could be lost, commodity analysts Kpler said that for a vessel averaging 12 knots (14 mph), Suez to Amsterdam, takes 13 days via the canal. Around the Cape of Good Hope, it takes 41 days.

The situation could become clearer in the next week, Karatzas said, but if the Ever Given looks likely to require a massive operation to break free, shippers will have to make some tough and potentially costly decisions. The same goes for vessels that haven't yet left port, although the cost in time and money for them wouldn't be as great.

Another possible option is to go through the Panama Canal by way of the Pacific. But many of the largest commercial vessels today, such as the 1,300-foot Ever Given, are too big to fit through the Panama Canal.

Jonathan Roach, a container market analyst for Braemar ACM Shipbroking, said in a recent letter to clients that the route via the Cape of Good Hope was the most likely detour, even for vessels that can fit through the Panama Canal.Last year, due to a combination of excess capacity and falling fuel prices, some shippers did just that — opting to go the Africa route to avoid the Suez Canal transit fees.

There is one more possibility, but it too has severe limitations. A shorter route through the Arctic known alternately as the Northeast Passage, or the Northern Sea Route, or NSR, is being touted by Russia.

The number of vessels using the NSR has increased to several hundred each year, thanks in part to global warming that has reduced polar ice. However, traffic there still amounts to a mere fraction of what passes through the Suez.

The Northern Sea Route is still not considered practical by most shipping companies. For example, in 2018, Maersk, the world's largest container line, sent one of its ships via the NSR, but the company emphasized it doesn't see the route "as an alternative to our usual routes" and that the voyage was merely "a trial to explore an unknown route for container shipping and to collect scientific data."

Lastly, it's worth noting that a prolonged shutdown of the Suez Canal is not unprecedented. The waterway was closed for eight years, beginning in 1967, after war broke out between Egypt and Israel. As a result, ships were forced to divert around the tip of Africa.

Global supply chains, already significantly disrupted by the coronavirus pandemic, could be further stressed by a prolonged shutdown of the Suez Canal, said Jonathan Gold, vice president for supply chain and customs policy with the National Retail Federation.

The greatest impact would be felt in the European market, which relies most on transfers through the canal, but given the interconnected nature of global manufacturing and commerce, there's likely also to be a knock-on effect for the United States.

Bisceglie said it's time for companies to consider "having more disparate [supply hubs] instead of having all our eggs on one cargo ship." Maersk told NPR on Friday that it was too early to commit to rerouting any of its massive global container fleet. The Copenhagen, Denmark-based company said in a statement, that while "out of our control, we apologize for the inconvenience this incident may cause to your business and for critical shipments."

Like much else about the situation, it depends on how long it goes on. A weeklong delay for a few hundred ships at the Suez might have only a negligible impact for consumers, but a prolonged delay could increase the cost of shipping, complicate manufacturing and ultimately drive up prices.

That's $80,000 a day in fuel and an extra 10 days travel time — both to and from Asia. "So, you're looking at the best part of a million dollars with your operating costs. So it's a million dollars out and a million dollars back," he said.

In his letter to clients, Roach also noted problems at the Suez Canal could disrupt the flow of containers. A trade imbalance between Europe and Asia means that filled containers going west return mostly empty to ports in the east to be refilled. "If empty stocks dwindle in Asia, there is the short-term possibility of an increase" in prices, Roach wrote.

Overall, though, Joanna Konings, a senior economist at ING, told Bloomberg that she's "relatively sanguine" about the impact on trade. But she doesn't rule out "an inflationary shock that could come right to the consumer."

Shipping rates for petroleum products have nearly doubled since the Ever Given's grounding on Tuesday, according to Reuters. Although oil prices may also be feeling some upward pressure in the wake of the Ever Given incident, their increase so far has been blunted by news of further COVID-19 lockdowns in Europe that are likely to continue to depress demand.
