In his final words, Higgs repeated his claim to innocence. "I'd like to say I am an innocent man," he said, mentioning the three women by name. A court had ordered a stay of execution for Higgs and another inmate, Corey Johnson, on Tuesday after they contracted Covid-19 on death row - with lawyers arguing damage to their lung tissue would cause painful suffering during their executions.But the Department of Justice immediately appealed and won the case. Johnson was put to death on Thursday.

Higgs was convicted in the killings of three women in a wildlife refuge in 1996, but until his death denied ordering their murder. He died by lethal injection at 01:23 local time (06:23 GMT) on Saturday.His execution is the 13th carried out since July when the US government ended a 17-year hiatus on federal executions.It comes just days before President-elect Joe Biden, who is against the death penalty, is sworn in.

There has been criticism of the Trump administration's rush to carry out the sentences - breaking with an 130-year-old precedent of pausing executions during a presidential transition.

Higgs was convicted and sentenced to death in 2001 for overseeing the 1996 kidnapping and murder of three women: Tanji Jackson, Tamika Black and Mishann Chinn.

A final bid to halt Higgs's execution then failed on Friday when the US Supreme Court's conservative majority voted 6-3 to clear the way the sentence to be carried out.

Local and state officials begged Californians to not make holiday plans from Thanksgiving through to New Year. But even strict mandates here often go unenforced. Many businesses have collapsed, the film industry is mostly dormant.

And most schools in California have been closed since 13 March, with children isolated at home on computers, often with their parents away at work or trying to work alongside their children on overstretched Wi-Fi. And like most places, Covid-19 has hit Los Angeles' poor the hardest.

And now, the virus is surging through LA's vast homeless population. People who live in Los Angeles are used to driving past dozens, hundreds or even thousands of people living on the streets every day.At the beginning of the pandemic, they were largely spared from infection - likely because they're so isolated as a population. Cities and counties are using trailers and motels to house Covid positive people without shelter.

As with flu vaccines, where a new shot is given each year to account for any changes in circulating flu viruses, something similar could happen for coronavirus.

There is currently no evidence to suggest that any of them cause more serious illness.Measures such as washing your hands, keeping your distance from other people and wearing a face covering will still help prevent infections, and because the new variants spread more easily it is important to be extra vigilant.

Scientists around the world are on the look-out and any new variants will be closely studied and monitored. Researchers at the Kenya Medical Research Institute say they are analysing a new variant that is different to the UK and South Africa strains, for example. The UK's vaccine development minster Nadhim Zahawi says measures have already been put in place to produce another wave of vaccines if needed.

On April 1, 1814 Talleyrand convinced the French Senate to create a provisional government in Paris, with him as president. The next day, he led the French Senate in official deposing Napoleon as Emperor and forcing him into exile the island of Elba. On April 11, 1814, the French Senate, in approving the Treaty of Fontainebleau adopted a new constitution that returned power to the Bourbon monarchy.

Representing the aggressor nation, Talleyrand faced a daunting task in negotiating the Treaty of Paris. However, his diplomatic skills were credited for securing terms that were extremely lenient to France. When the peace talks began, only Austria, the United Kingdom, Prussia, and Russia were to be allowed to have decision-making power. France and the smaller European countries were to be allowed only to attend the meetings. However, Talleyrand succeeded in convincing the four powers to allow France and Spain to attend the backroom decision-making meetings. Now a hero to the smaller countries, Talleyrand proceeded to secure agreements under which France was allowed to maintain its pre-war 1792 boundaries without paying further reparations. Not only did he succeed in ensuring that France would not be partitioned by the victorious countries, he greatly enhanced his own image and standing in the French monarchy.

Though Napoleon was ultimately defeated in the Battle of Waterloo on June 18, 1815, Talleyrand’s diplomatic reputation had suffered in the process. Bowing to the wishes of his quickly expanding group of political enemies, he resigned in September 1815. For the next 15 years, Talleyrand publicly portrayed himself as an “elder statesman,” while continuing to criticize and scheme against King Charles X from the shadows.

Upon learning of Napoleon’s death in 1821, Talleyrand cynically commented, “It is not an event, it is a piece of news.”

Talleyrand may be the epitome of a walking contradiction. Clearly morally corrupt, he commonly used deceit as a tactic, demanded bribes from persons with whom he was negotiating, and openly lived with mistresses and courtesans for decades. Politically, many regard him as a traitor because of his support for multiple regimes and leaders, some of which were hostile toward each other. On the other hand, as philosopher Simone Weil contends, some criticism of Talleyrand’s loyalty may be overstated, as while he not only served every regime that ruled France, he also served the “France behind every regime.”

And perhaps most self-revealing: “Man was given speech to disguise his thoughts.”

But the legal opinion emerged just as Republican leaders moved to block the so-called Waters of the United States clean-water rule through an amendment to the enormous spending bill expected to pass in Congress this week. While the G.A.O.’s findings are unlikely to lead to civil or criminal penalties, they do offer Republicans a cudgel for this week’s showdown.

The E.P.A. rolled out a social media campaign on Twitter, Facebook, YouTube, and even on more innovative tools such as Thunderclap, to counter opposition to its water rule, which effectively restricts how land near certain surface waters can be used. Federal agencies are allowed to promote their own policies, but are not allowed to engage in propaganda, defined as covert activity intended to influence the American public. According to the director of the Texas Department of Public Safety, intelligence suggested "violent extremists" could infiltrate planned protests there to "conduct criminal acts".Virginia's Governor Ralph Northam told a news conference on Thursday: "If you're planning to come here or up to Washington with ill intent in your heart, you need to turn around right now and go home.

Barricades are lining the streets of the capital amid tightened security. The Biden team had already urged Americans to avoid travelling to the capital because of the Covid-19 pandemic, and local officials said people should watch the inauguration remotely. Sunday is expected to be a particular focus for protests, after posts on pro-Trump and far-right online networks called for armed demonstrations on 17 January, and a march in Washington DC on inauguration day itself.

n the hours after Mr Biden sets foot in the White House, he will embark on a blitz of executive actions designed to signal a clean break from his predecessor's administration, according to a memo seen by US media.

Although Mr Biden, like President Trump, will be able to use executive orders as a means of bypassing Congress on some issues, his $1.9tn (£1.4tn) stimulus plan announced earlier this week will need to be approved by lawmakers, as will a bill on immigration reform.

Much of Washington DC will be locked down ahead of Wednesday's inauguration, with National Guard troops deploying in their thousands.

When the Ottoman Empire took control of Constantinople in 1453, it blocked European access to the area, severely limiting trade. In addition, it also blocked access to North Africa and the Red Sea, two very important trade routes to the Far East.

Portuguese explorers discovered the Madeira Islands in 1419 and the Azores in 1427. Over the coming decades, they would push farther south along the African coast, reaching the coast of present-day Senegal by the 1440s and the Cape of Good Hope by 1490. Less than a decade later, in 1498, Vasco da Gama would follow this route all the way to India.

Christopher Columbus, an Italian working for the Spanish monarchy, made his first journey in 1492. Instead of reaching India, Columbus found the island of San Salvador in what is known today as the Bahamas.

Other important voyages of exploration during this era included Ferdinand Magellan's attempted circumnavigation of the globe, the search for a trade route to Asia through the Northwest Passage, and Captain James Cook's voyages that allowed him to map various areas and travel as far as Alaska.

Great Britain and France also began seeking new trade routes and lands across the ocean. A number of French and English explorers followed, including Giovanni da Verrazano, who discovered the entrance to the Hudson River in 1524, and Henry Hudson, who mapped the island of Manhattan first in 1609.

Over the next decades, the French, Dutch, and British would all vie for dominance. England established the first permanent colony in North America at Jamestown, Va., in 1607.

Columbus would lead three more voyages to the Caribbean, exploring parts of Cuba and the Central American coast.

The Age of Exploration ended in the early 17th century after technological advancements and increased knowledge of the world allowed Europeans to travel easily across the globe by sea. The creation of permanent settlements and colonies created a network of communication and trade, therefore ending the need to search for new routes.

The Age of Exploration had a significant impact on geography. By traveling to different regions around the globe, explorers were able to learn more about areas such as Africa and the Americas and bring that knowledge back to Europe.

As technology advanced and known territory expanded, maps and mapmaking became more and more sophisticated.

The Age of Exploration served as a stepping stone for geographic knowledge. It allowed more people to see and study various areas around the world, which increased geographic study, giving us the basis for much of the knowledge we have today

The “alternatives to detention” program tracks 96,574 individuals, but the Biden administration’s 2022 budget request calls to increase that number by approximately 45,000 to 140,000.

Biden also appeared to criticize two moderate Senate Democrats, Joe Manchin and Kyrsten Sinema, referencing “two members of the Senate who vote more with my Republican friends”. Manchin has said he opposes the For the People Act.

Joe Biden noted that he is the first US president to ever visit Tulsa to commemorate the anniversary of the 1921 race massacre that killed at least three hundred African Americans.

Joe Biden is now meeting with the three living survivors of the Tulsa race massacre, according to the latest White House pool report.

Ms Montgomery's motion to stay execution is granted to allow the court to conduct a hearing to determine Ms Montgomery's competence to be executed.

"Ms. Montgomery's current mental state is so divorced from reality that she cannot rationally understand the government's rationale for her execution.

"As the court found, Mrs Montgomery 'made a strong showing' of her current incompetence to be executed. "Mrs Montgomery has brain damage and severe mental illness that was exacerbated by the lifetime of sexual torture she suffered at the hands of caretakers," the attorney added.

It is the second time that Montgomery's execution has been postponed. Her execution date was originally set for last December - but a stay was put in place after her attorneys contracted Covid-19

The last woman to be executed by the US government was Bonnie Heady, who died in a gas chamber in Missouri in 1953, according to the Death Penalty Information Center.Federal executions had been on pause for 17 years before President Donald Trump ordered them to resume earlier last year.There are suggestions that Montgomery now may even escape the death penalty entirely, as President-elect Joe Biden - who is due to take office on 20 January - has said he will seek to end federal executions.

The New York-based Signature Bank announced that it would close down Trump’s personal accounts that have about $5.3 million due to the “displeasure and shock” management experienced following the Capitol riots. 

Earlier this week, Bloomberg News reported that Deutsche Bank would not conduct future business with Trump or his company besides monitoring the payment of existing loans amounting to more than $300 million. 

The deadly riots resulted in at least five deaths, including a Capitol Police officer and a woman shot by a plain clothes Capitol Police officer.

The New York bank also called on the president to resign and said it would not make future agreements with lawmakers who contested the Electoral College results after the riots.

“We witnessed the President of the United States encouraging the rioters and refraining from calling in the National Guard to protect the Congress in its performance of duty,” the statement continued.

"Even if Germany had defeated France and Russia, it would have had a pretty massive challenge on its hands trying to run the new German-dominated Europe and would have remained significantly weaker than the British empire in naval and financial terms. Given the resources that Britain had available in 1914, a better strategy would have been to wait and deal with the German challenge later when Britain could respond on its own terms, taking advantage of its much greater naval and financial capability."

"Creating an army more or less from scratch and then sending it into combat against the Germans was a recipe for disastrous losses. And if one asks whether this was the best way for Britain to deal with the challenge posed by imperial Germany, my answer is no.

He continued: "The cost, let me emphasise, of the first world war to Britain was catastrophic, and it left the British empire at the end of it all in a much weakened state … It had accumulated a vast debt, the cost of which really limited Britain's military capability throughout the interwar period. He concedes that if Britain had stood back in 1914, it would have reneged on commitments to uphold Belgian neutrality. "But guess what? Realism in foreign policy has a long and distinguished tradition, not least in Britain – otherwise the French would never complain about 'perfidious Albion'. For Britain it would ultimately have been far better to have thought in terms of the national interest rather than in terms of a dated treaty."

In a statement, a spokesman for Mr. Shkreli said he was confident that he would be cleared of all charges.

Mr. Shkreli has emerged as a symbol of pharmaceutical greed for acquiring a decades-old drug used to treat an infection that can be devastating for babies and people with AIDS and, overnight, raising the price to $750 a pill from $13.50. His only mistake, he later conceded, was not raising the price more.

Those price increases combined with Mr. Shkreli’s jeering response to his critics has made him a lightning rod for public outrage and fodder for the presidential campaign. His company, Turing Pharmaceuticals, and others, like Valeant Pharmaceuticals, have come under fire from lawmakers and consumers for profiting from steep price increases for old drugs.

But the criminal charges brought against him actually relate to something else entirely — his time as a hedge fund manager and when he ran his first biopharmaceutical company, Retrophin.

Still, for many of his critics, Mr. Shkreli’s arrest was a comeuppance for the brash executive who has seemed to enjoy — relish, even — his public notoriety. On Thursday, a satirical New Yorker column by the humorist Andy Borowitz said Mr. Shkreli’s lawyers had informed their client their hourly legal fees had increased by 5,000 percent.

The first option of allowing the Senate to take another crack at passing the legislation is increasingly unlikely. While the vote fell only four votes short of the 10 GOP senators it would have needed to advance -- with one absent GOP Sen. Pat Toomey of Pennsylvania saying he would have voted yes -- the chances of convincing three more Republicans to vote yes as well as all Democratic senators is slim.

"With regard to what a new commission could find out, I would remind you that this is probably the most comprehensive Justice Department investigation in the history of the country going on right now. Multiple people have been arrested, many will be prosecuted. Nobody is going to get away with anything who was involved in the incident at the Capitol on January 6th,"
