Globalization may be Caryl’s subject, but he does not see it as a process advanced by American foreign policy and the American economy. Globalization reflects “the twin forces of markets and religion,” most vividly, the Chinese market and political Islam.
  • The book’s temporal frame is intended to provoke. Caryl accords the Paris or Berkeley or Prague of 1968 no lasting political stature. Nor is 1989 the year in which everything happens. It has perpetuated an ideological age, no longer in the name of socialism but often enough in the name of religion. The largest personalities of this age, from Thatcher to Khomeini and beyond, were men and women of transformative conviction. We must struggle to understand their convictions as much as their policies.

In an ideal world, Putin would be toppled — the victim of his own delusions and paranoia — and the Russian people would sweep away the kleptocracy in the Kremlin. 
  • In this optimistic scenario, Putin’s humiliation would do more than bring Russia back to its senses. It would bring the West back as well. The U.S. would abandon its Trumpian isolationism while Europe would start taking its own defense seriously. The culture warriors on both sides of the Atlantic would simmer down, and the woke and unwoke alike would celebrate their collective belief in freedom and democracy.

  • So what is it? In short, it is their lives.
  • It was not always the case that ethnic-minority children did better than white English ones, but the reason why some of them do now is pretty obvious: their problem – racism – is defined; their language skills tend to be well-developed; their culture is one of aspiration; they have social and religious institutions that promote cohesion.
  • By contrast, the problem of poor white kids cannot be properly defined: not in the language of freemarket capitalism, at least. It has nothing to do with being “overtaken” – still less with any reverse discrimination against them.
  • It is simply that a specific part of their culture has been destroyed. A culture based on work, rising wages, strict unspoken rules against disorder, obligatory collaboration and mutual aid. It all had to go, and the means of destroying it was the long-term unemployment millions of people had to suffer in the 1980s.

  • Those words were Margaret Thatcher’s in 1989. She devoted her entire U.N. speech to conservation and climate change. If the subject was real enough in 1989 to make sacrifices and changes, how much more so almost 30 years later?
  • The difference between Thatcher and today’s Republicans is quite a simple one. She believed in science (indeed was trained as a scientist). She grasped the moral dimensions of the stewardship of the Earth from one generation to another. She did not engage in the cowardice of sophists. And unlike these tools and fools on today’s American right, she was a conservative.
  • The real question, it seems to me, is therefore an almost philosophical one: Do these exceptions prove or disprove a general rule?
  • I’d argue that, by and large, they prove it
  • The number of people with a mismatch between chromosomes and hormones, or with ambiguous genitalia, is surpassingly small. Well under one percent is a useful estimate.
